Tert.am has taken a straw poll among readers.

Most of the respondents believe that Armenia should recognize the
Nagorno-Karabakh Republic after the Azeri officer Ramil Sagarov was
extradited to Azerbaijan and granted a pardon there.

Specifically, 205 of the respondents (45%) said that Armenia should
recognize Nagorno-Karabakh, and 131(29%) said that Armenia must demand
Ramil Safarov’s extradition back to Hungary.

The poll was conducted September 1 to 10 and involved 455 respondents.

Also, 66 of the respondents (14%) believe that Armenia should withdraw
from the Nagorno-Karabakh peace process, and 27 (6%) said that Armenia
should demand that Ramil Safarov serve his sentence in Azerbaijan.

Twenty-five (about 5%) of the respondents found it difficult to answer.

An identical Facebook poll showed the following results: 126 of the
respondents said Armenia should recognize Nagorno-Karabakh; 37 said
Armenia should demand Ramil Safarov’s extradition to Hungary; 37 other
respondents believe Armenia should withdraw from the Nagorno-Karabakh
peace process.

Only two of the respondents said that Armenia must demand that Ramil
Safarov serve his sentence in Azerbaijan.

Other respondents believe that Armenia should “wait a little, and
then take some steps to prevent further murders,” “understand the real
motives” for Azerbaijan’s steps, which is “not a clear thing at all,”
“revise its foreign policy,” and “have true friends.”

YEREVAN. – A protocol was signed Monday, at Armenia’s Chief
Prosecutor’s Office, on extending the term of the agreement on
cooperation, between the Governments of US and Armenia, in drug
control and developing Armenia’s legal system.

Armenia’s Prosecutor General Aghvan Hovsepyan and US Ambassador to
Armenia John Heffern signed this document.

In Hovsepyan’s words, the American side will allocate $2.5 million for
this program. And this amount will be used for improving Armenia’s
expertise center, combating trafficking and corruption, improving
the prison system, and designing a new Criminal Code.

In his turn, Ambassador John Heffern expressed a satisfaction over
the improvement of this domain in Armenia, and noted that this is an
important part of the bilateral cooperation.

To note, this is the fourteenth such document signed ever since the
aforesaid agreement’s ratification on June 11, 2001. And, over the
course of these years, the US has allocated a total of $12 million
to Armenia along the lines of this agreement.

YEREVAN, SEPTEMBER 10, ARMENPRESS: Lithuania’s Armenian community
staged an action on Thursday in protest of Azerbaijan’s decision
to pardon and promote the country’s officer Ramil Safarov who
has killed an Armenian soldier with an axe. The Armenians urged
Lithuania’s administration and all of the European Union (EU) to
strongly condemn the event, reports Armenpress citing 15min.it. Over 50
Armenians gathered outside the Hungarian Embassy in Vilnius on Thursday
afternoon, holding slogans “Justice for Sale,” “Honest Hungarians are
With Us” and “Azeri Oil Bought Europe” in sign of indignation over
Hungary’s decision to extradite Safarov. “There is one objective-all
civilized and democratic countries in Europe should pay attention to
the intolerable development,” director Marat Sargsiyan, one of the
organizers of the campaign, told journalists. “The European Parliament
only said it was calling for restraint and avoidance of conflicts,
however, this is not an answer. It is shameful that the European
Parliament, Europe and the democratic society have responded to this
event this way. I invite the administration of Lithuania to pay its
attention, if this happened to Armenia today, it can happen to anyone
tomorrow,” he said. The protest action involved Armenians from across
Lithuania. Holding the posters, the participants marched from the
Hungarian Embassy to the Embassy of Azerbaijan. After being tense
for a long time, Armenian-Azerbaijani clashes lately heightened after
Azerbaijan pardoned and promoted Azerbaijani officer, Safarov. “The
Ministry of Foreign Affairs supported the concern raised by the EU
regarding the situation, which had resulted from actions taken by
the government of Azerbaijan in relation to Ramil Safarov and called
on the countries to find a way to defuse the tension and renew the
dialogue based on the generally recognized norms of international law.

We sincerely hope that Lithuanian citizens of the Armenian and
Azerbaijani background will contribute to these efforts,” the
Lithuanian Ministry of Foreign Affairs has said. On 31 August,
Hungary handed over Safarov to Baku. He had been sentenced to life
imprisonment in Budapest without the right to be pardoned. He killed
Armenian officer Gurgen Margarian, 30, at a Budapest military academy
in 2004. Nevertheless, Azerbaijani President Ilham Aliyev pardoned
him the same day after he was extradited. Armenia and Azerbaijan
waged a bloody war in the 1990s over the region of Nagorno-Karabakh.

Armenia cemented its reputation as a chess superpower by winning gold
at the Chess Olympiad, after defeating Hungary 2.5-1.5 in the final
round of the World Chess Olympiad in Istanbul.

In the decisive round on Sunday Armenian beat Hungary 2.5-1.5 to
gather 19 points in the 11-round competition. Sergei Movsesian secured
the crucial victory against Hungary’s Zoltan Almasi. Levon Aronian,
Vladimir Akopian, and Gabriel Sargissian drew their games.

Russia defeated Germany 3-1, but fell behind Armenia on tiebreak.

China lost its match against Ukraine 3-1 and came third.

Armenia won the 2006 and 2008 Olympiads, and came in seventh in 2010.

It came third in 1992, 2002 and 2004.

know, we had this incident that we were quite unhappy about where
an Azerbaijani who had been incarcerated in Hungary was recently
released. And there again, in the context of the UN General Assembly,
we generally try, as Minsk Group partners, to do some kind of
Nagorno-Karabakh event. So the question becomes whether that makes
sense now, whether we can be supportive in calming tensions between
Armenia and Azerbaijan,” U.S. Department Of State Office of the
Spokesperson said in response to media questions.

Asked (on Nagorno-Karabakh), there was the suggestion that the Minsk
Group might somehow do what? The spokesperson said: “Well, again,
in – traditionally UNGA has been a time – the UN General Assembly
has been a time when Minsk Group countries have been able to – have
pulled together either at the Assistant Secretary level or higher
to try to encourage progress, et cetera. The environment is more
difficult this year in light of this past incident. So they had a
general conversation about trying to stay in touch and see whether we
could cool things down and try to improve the environment heading into
UNGA since everybody is usually there.” In response to the question
if that would be sort of a normal Minsk inaudible), he said: “Yeah,
yeah, yeah. There’s not an expectation of a breakthrough.”

To recall, the Ramil Safarov was sentenced to life in prison by the
Hungarian court in 2004. Later on August 31 2012 he was extradited.

Soon afterwards, he was promoted to a higher rank and presented
with a free apartment. Armenia has suspended diplomatic relations
with Hungary.

The number of suicides in Armenia is not so big yet but tends to grow,
expert Kamo Vardanyan told the reporters on Monday.

He said if the number of suicides is up to ten per 100,000 capita,
it is not considered a big number, if 20 it is problem, above 20
is critical.

The expert said in Armenia the number is 20 while in Europe it exceeds
40, the specialist said. The expert claimed the state should contribute
to the prevention of cases.

“It is necessary to educate the public while the TV is washed up with
suicide topics, making sensational news of it. Besides, the state
should work out a special strategy of prevention of suicides,” he said.

The expert believes the role of the people is also big. They should
be more attentive toward the people surrounding them.

“The suicidal intention may last for a year and a half. First, negative
thought are coming, in case of corresponding conditions the intention
turns to thoughts and the death becomes the only way out.

During this period the behavior changes, a person listens to sad music,
appears in depression,” Vardanyan explained.

He noted that there are 800 reasons for committing suicides – genetic,
ecological, social, etc.

Kamo Vardanyan said during the upbringing a person should be taught
how to overcome difficulties.

Using invoice price to determine customs value will help reduce
corruption risks and red tape, establish equal competition between
importers and make Armenia more competitive and attractive for
investors. Head of the Republican Union of Employers of Armenia (RUEA)
Gagik Makaryan made such statement when commenting to ArmInfo on the
Government-approved amendments to the Customs Code of Armenia. The
bill provides for determining the customs value of imported goods
mainly on the basis of the invoice price.

Makaryan said that the given customs reform will not boost import in
Armenia, but will lead to gradual facilitations of customs clearance
procedures on the example of Georgia, where customs services require
only two documents – invoice and waybill required instead of the
previous 26 documents.

The expert said that many importers are not able to fulfill all
the requirements of Article 87 of the Customs Code of Armenia. An
importer is required to fill a customs declaration with a long list of
points, while the invoice method will facilitate the customs clearance
procedures, which have already bored many foreign investors importing
goods in Armenia. In addition, the above Article is differently
interpreted for importers, which leads to unequal competition.

Makaryan is sure that the institute of customs broker should be either
liquidated or improved (like in Georgia) to avoid incorrect attitude
to businessmen.

PanARMENIAN.Net – In recent days there have been two symbolic events
that run the danger of igniting hostilities in an already tense
neighborhood of the Caucasus, The New York Times-published article
titled “Two Steps Backwards in the Caucasus” said.

“On Aug. 31 a former Azerbaijan Army lieutenant, Ramil Safarov, flew
back to Baku after serving eight years in a Budapest jail for killing
Gurgen Margaryan in 2004. The victim, an Armenian officer, had been a
fellow participant in a NATO Partnership for Peace exercise. Safarov
hacked him to death in his sleep with an ax.

Immediately upon his arrival in Baku, Lieutenant Safarov was pardoned
by President Ilham Aliyev, restored to military duties, promoted to
major, given an apartment and awarded back pay for his time in prison.

These actions drew universal condemnation from Washington, Moscow
and European governments.

Apart from the fact that such a step is an affront to basic notions of
justice and the rule of law, even more troubling is the message that it
sends to the rest of the world: that the Azerbaijani government thinks
it is acceptable to kill Armenians. Apparently, the grievances they
suffered in their defeat by Armenian forces in 1992-94 are so profound
that even murder is excusable. It is hard, then, to ask the Armenians
living in Karabakh to quietly accept the idea that the solution to
the issue is for them to return to living under Azerbaijani rule,”
Professor Peter Rutland said in his article.

“Compounding the problem was a less significant but still noteworthy
gesture. On Sept. 3, Richard Morningstar, the new U.S. ambassador to
Azerbaijan, paid his respects to Heidar Aliyev, the deceased former
president (and father of the incumbent), by laying a wreath at his
statue in central Baku. Apparently it is standard protocol for U.S.

ambassadors to include this stop in their round of duties when arriving
in Baku. Photographs also clearly showed the ambassador bowing his
head before the monument, though a State Department spokesman later
denied this.

Mr. Morningstar’s far from empty gesture sent two wrong signals.

First, it is disheartening to democratic activists to see the United
States so cravenly supporting dictatorship as a suitable form of
rule, a pattern all too familiar from U.S. policy toward the entire
Middle East.

Second, it signals to Armenia – and its principal ally, Russia –
that the United States is an unqualified backer of the Azerbaijani
government, warts and all. Strategic interests – Caspian oil, access
to Central Asia, containment of Iran – count for more than the niceties
of human rights and democratic procedure.

This makes it all but impossible for Armenia to expect the United
States to act as an honest broker in the peace process. And if the
United States cannot play that role, no one else will.

Diplomacy has long revolved around such symbolic acts. When Chancellor
Willy Brandt fell to his knees before the monument to the Warsaw
Ghetto in 1970 he turned a page in German atonement for its past
atrocities. In the same spirit, Vladimir Putin sent a clear message
of reconciliation when in 2010 he knelt at the monument to the Polish
officers killed at Katyn on Stalin’s orders.

What we need in the Caucasus are leaders willing to follow the examples
of Mr. Brandt and Mr. Putin, with the courage to show contrition and
a willingness to meet with their former adversary and figure out a way
to live together. We may be in for a long wait,” the article concluded.

nationale ” avec, a l’ordre du jour, la grâce de Ramil Safarov. D’après
le President Sahakian, cette affaire est revelatrice des pesanteurs
de la societe azerbaïdjanaise et de l’ambiance politique dans ce pays,
qui poursuit l’ideologie fasciste et genocidaire. Il a qualifie cette
action ” monstrueuse ” de coup dur porte au processus de negociation
et aux efforts de mediation des copresidents du Groupe de Minsk. Le
” President ” Sahakian a donne des instructions aux ” Ministères ”
de la Defense, des AE et d’autres instances concernees.

Hayastani Hanrapetoutioun rapporte l’avis de l’ex-President du HK,
Arcady Ghoukassian, selon lequel ” a l’heure actuelle, les negociations
avec l’Azerbaïdjan sont inopportunes “.

Dans un entretien a RFE/RL, le porte-parole de Bako Sahakian, preconise
un ” gel ” temporaire dans le processus de negociation. Il est evident
que le processus de règlement du conflit est dans l’impasse et qu’une
situation très dangereuse s’est instauree. ” Comment peut-on imaginer
les negociations avec Aliev après tout ce qu’il a fait, de quoi doit-on
parler avec lui ? “, lance David Babayan. D’après lui, l’Armenie doit
savoir mener une diplomatie très fine pour presenter toute la verite
au sein des instances internationales et tirer parti de la situation
ainsi creee. En ce qui concerne la Hongrie, selon M. Babayan, ce pays
a une seule chance de reparer son erreur : reconnaître le HK.

septembre 2012 que l’ancien president ne se presentera pas a l’election
presidentielle en Armenie qui aura lieu en fevrier 2013. ” Je pense
qu’il y a toutes les chances pour que le president Serge Sarkissian
fasse un deuxième mandat, et je pense que son second mandat sera
beaucoup plus fructueux que le premier “, a declare Isagulian, qui
etait conseiller de Kotcharian entre 2004 et 2008. Au cours de la
dernière annee, Kotcharian, qui a remis le pouvoir a Sarkissian en
2008, a manifeste son mecontentement a l’egard du bilan du president
actuel armenien, et a fait allusion a son desir de revenir sur la
scène politique.

Kotcharian est associe avec le parti Armenie prospère (BHK). Le
BHK a quitte la coalition au pouvoir en Armenie après les elections
legislatives de mai. ” Une nouvelle Assemblee nationale a ete forme
et une personne appropriee est necessaire pour travailler avec la
