`I am completely dissatisfied with Horton’s half-praise of RA
government. There’s noting to praise: for instance, the budget has
been fulfilled since the numbers for 2012 are comparatively lower than
in 2011. Economic growth is a balloon growth because of including
insurance and mining’, MP and former prime minister Hrant Bagratyan
stated this today in a press briefing touching upon IMF Armenia head
Mark Horton’s praise of RA government. Bagratyan noted Armenia being
unable to develop further because of the monetarist policy of
authorities. `Mark Horton and his delegation cannot and do not have
the right to state such changes. This is already annoying. They know
everything very well. But after all this I wonder if they care about
what happens. Mark Horton would help Armenia noting the poor
fulfillment of 2011 budget’, concluded Bagratyan.

YEREVAN. – The European Sambo Championship among cadets will be held
the Estonian capital, Tallinn, from Friday to September 24.

Armenia’s national team will head to Tallinn on Thursday to compete in
the event.

The team’s roster is as follows: Surik Hakobyan, 42 kg; David
Khachatryan, 46 kg; Ernest Hayrapetyan, 55 kg; Sergey Karapetyan, 66
kg; Marat Grigorian, 78 kg; Yurik Asatryan, 84 kg; and Hovhannes
Ghukasyan, +84 kg.

Together with the young athletes, head coach Vovik Khojayan and coach
Ernest Mirzoyan likewise will head to the European championship, the
Sambo Federation of Armenia informs.

`Ladies and Gentlemen,
Dear Awardees and Guests,

I am happy to be present for the second time at the ceremony of
bestowing the Victor Hambardzumian International Award. This award,
which was established for the achievements in the area of astronomy,
astrophysics and related sciences, is called upon to immortalize the
name of our outstanding scientist and for bringing together scientists
who represent different countries and different people.

Victor Hambardzumian was endowed with the exceptional talent and
abilities. He was an embodiment of a brilliant scientist and a person
of the highest moral standing. Every one, who had a lucky chance to
communicate with him, was feeling even greater respect and admiration
towards him. Through his work and decent stance, the great scientist
proved that genius and modesty are inseparable.

Thanks to Victor Hambardzumian, his colleagues and disciples at the
Byurakan Observatory, Armenia became a leader in this area not only in
the former Soviet Union but also in the world. They gave as a
wonderful example and a behest to continue their work which is
compelling and inspiring at the same time.

Today, in the heart of all our initiatives in the area of science lies
a message addressed to the young people of Armenia. It’s a message to
become an internationally competitive citizen through one’s knowledge,
intellectual, and creative abilities; we state that message out loud
and we will comply with it.

Dear Friends,

As I have noted, this is already our second award ceremony. The
initiative has become a nice tradition which is to be strengthened,
developed, and nurtured so that it obtains flash, blood, and spirit.

Kant once said that there were two mysteries it the world – `the
starry heavens above me and the moral law within me.’ Today, on behalf
of the entire humanity, I express our gratitude to two outstanding
scientists – for raising a bit the veil of mysteries of the starry
heaven for us.

I cordially congratulate the Estonian astronomer Jaan Einasto and the
Russian astrophysicist and cosmos explorer Igor Novikov on becoming
the awardees of the Victor Hambardzumian International Award.

Dear Awardees,

I congratulate you on becoming recipients of this award. We have
proudly become part of the international recognition of your
scientific exploit. I am happy to note that today’s gathering is also
attended by the world famous American astronaut Charles Duke who has
made a brilliant statement.

We will continue to work towards the enhancement of our science’s role
in the modern world. Our state policy, today also the programs of the
Luys Foundation will be gaining momentum towards the development of
the internationally competitive education and contemporary science.

Taking this opportunity, I thank the Pyunik Foundation, Mr. Gabriel
Jambarjian – the main sponsor of the Foundation who is present here
today together with his wife, as well as all those individuals and
organizations who made this award ceremony possible. I congratulate us
all on the occasion of the successful organization of the second

conference with David Lidington, the Minister for Europe of the United
Kingdom

Good morning,

I would like to welcome Mr. David Lidington, the Minister for Europe
of the United Kingdom. This is his first visit to Armenia. During the
recent years I and David Lidington have had many meetings in London
and other capitals, we have had many phone conversations. I am very
happy to host Mr. Lidington in Armenia.

This is a good opportunity to continue the talks on the regional and
international issues of mutual interest. This year we are celebrating
the 20th anniversary of the establishment of diplomatic relations
between Armenia and the United Kingdom, and we can state that today
our relations are relying on a strong basis.

In the course of the meeting we touched upon a wide range of issues of
bilateral relations. You are aware that Mr. Lidington is in charge for
the European issues in the British government, and naturally the
EU-Armenia relations were an important topic of our negotiations. We
had a detailed conversation on the negotiation process in the
framework of Eastern Partnership. The considerable progress recorded
in this direction was underlined.

I presented David Lidington the latest events concerning the
Nagorno-Karabakh settlement process. Certainly, we also touched upon
the release of Safarov and the great damage caused to the negotiation
process and generally to the security and stability in the region.

We discussed a number of other regional and international issues.
Today we will have an opportunity to continue our negotiations.

I pass the floor to Mr. Lidington.

Question, H2: Let me to address two questions to You Minister
Nalbandian and our guest. And the first one is for you Minister
Nalbandian. The international community seems to have unanimous
reactions over the Hungarian-Azeri deal. Does it mean whether
Azerbaijan is losing its international credibility?

Edward Nalbandian: The international community has no shortage of
facts for which it could not have any trust on Azerbaijan for quite a
long time.

If we set aside the question why the current Hungarian government
believed in the Azeri promises and released Safarov, then you know
that on September 2, the Hungarian Ministry of Foreign Affairs and the
Ministry of Justice stated that the Azeri side had given a promise
that Safarov at least 25 years after the verdict would stay in jail.
But Azerbaijan did not fulfill it promise.

Many times Azerbaijan disregarded and ignored its given promises and
agreements. As it happened with the agreement reached at the
presidential level of Armenia, Azerbaijan and Russia and about which
was stated two times in the statements adopted by three Presidents
during the meeting in March of 2011 and January of 2012 in Sochi. I am
talking about the creation of a mechanism to investigate cease-fire
violations in the line of contact.

Despite that agreement and despite the fact that it was officially
stated by the President of Azerbaijan, Baku did everything not to
implement those agreements which hindered the creation of such a
mechanism.

In May of 1994 when the trilateral cease-fire agreement was signed
between Nagorno-Karabakh, Armenia and Azerbaijan, two months after the
agreement was reached on the consolidation of cease-fire regime
Azerbaijan breached it.

In February of 1995, a new agreement was reached on the consolidation
of cease-fire regime, which so far Azerbaijan refuses to implement.

Azerbaijan rejected the agreements that were reached before the
meetings in St. Petersburg, Astrakhan, Sochi and Kazan. We can bring a
lot of similar examples.

Even if we go back to 2001, when an agreement was reached over the
so-called Paris Principles and when they were included in the document
in Key-West, Azerbaijan again rejected them.

So there is no lack of those facts. By its activities and steps,
Azerbaijan deepens the abyss between Azerbaijan and the international
community. Yes, you are quite right that the international community
is united, and unanimously expressed its indignation over the
decision, which was adopted by Azerbaijan. But Azerbaijan pretends as
if rain is falling.

Question, Panarmenian.Net: Mr. Lidington, Great Britain is one of the
greatest supporters of Kosovo’s independence and Falkland Islands’
self-determination. British Foreign Secretary William Hague also
stated that the principle of self-determination is one of the
cornerstones of the UN Charter. Is it so that, when the principle is
in the best interests of the United Kingdom it is superior, and when
it does not, the UK has another attitude towards the issue of the self
determination?

Edward Nalbandian: I would like to add that the principle of
self-determination is not only the main purpose of the UN Charter, but
also it is also one of the most important principles of international
law. But in this regard the factor of security is of a great
importance. The people of Nagorno-Karabakh, Artsakh can not feel safe
in a country where during sniper trainings the soldiers repeatedly
fire on a target on the forehead of which is written Armenia. The
Artsakh people cannot feel secure in a country, where murderer Safarov
is brought as an example to the policemen.

The security factor has been the most important one for the recently
self-determined peoples. Here we can say all factors were unified as
an objective of the UN Charter, the most important principle of
international law and the factor of maintenance of security for the
Artsakh people.

YEREVAN. – The Chamber of Commerce and Industry of Armenia (CCI) held
on Wednesday an Armenian-Iranian business meeting with the
participation of Iranian delegation from Mazandaran Province and the
Armenian businessmen.

Head of the Iranian delegation, deputy governor Valiyollah Farzaneh
stated that the Mazandaran Province, which he represents, has over 3.5
million people and occupies as much as Armenia, has a developed
industry, agriculture and great potential for cooperation.

The Armenian CCI board member and Barva Company head Aram Vardanyan
stated that cooperation between the two Chambers of Commerce since
2008 yielded tangible results, as there are hundreds of companies
based on Iranian investments operating in Armenia. The sides reached
new agreements during the meeting

Nearly 150 protesters gathered on Wednesday near the building of
prefecture of Drôme in Valence to protest against Azerbaijani
President Ilham Aliyev’s visit to France, Nouvelles d`Arménie
reported. Several officials were present at the protest action.

As reported earlier, French-Armenians held a major protest action in
front of the Azerbaijani Embassy in Paris on Tuesday against pardoning
Azeri murderer Ramil Safarov. Over 2,000 people along with French MPs
participate in the protest.

Armenian News-NEWS.am reported earlier that Azeri murderer Ramil
Safarov, a lieutenant in the Azerbaijani military, was extradited on
August 31 from Hungary, where he was serving a life sentence -and with
no expression of either regret or remorse – for the premeditated axe
murder of Armenian lieutenant Gurgen Margaryan, in his sleep, during a
NATO Partnership for Peace program in Budapest back in 2004.

As expected, Ramil Safarov’s return to Baku was welcomed, as was his
act of murder, by the officials of president Ilham Aliyev’s government
and much of Azerbaijani society, and the Azerbaijani president
immediately granted him a pardon.

Armenia’s President Serzh Sargsyan announced on August 31 that Armenia
is suspending its diplomatic ties with Hungary.

Armenian Prime Minister Tigran Sargsyan received today outgoing
ambassador of Indonesia to Armenia Nining Rochadiat.

According to government’s press release, Tigran Sargsyan stated that
during her tenure the relations between the two countries have
developed and positive changes have been registered. `We rate high
boosting relations with Indonesia and are ready to exert additional
efforts in that direction,’ Tigran Sargsyan said.

Nining Rochadiat thanked the prime minister for the government’s
assistance during her tenure in office and invited Tigran Sargsyan to
Indonesia.

For boosting and reinforcing bilateral ties, the interlocutors rated
high opening of Armenian embassy in Indonesia as well as creation of
bilateral economic cooperation commission.

The sides also referred to the development of Armenian-Indonesian
cooperation in cultural, educational, scientific areas.

DEADLY ATTACK ON TROOP CONVOY IN EASTERN TURKEY

Militants have killed seven Turkish soldiers and injured at least 56
in a rocket attack on a convoy in the east, security officials say.

Most of the injured were reportedly on a bus which caught fire when the
convoy was hit on a highway connecting the provinces of Bingol and Mus.

Injured soldiers were rushed to hospitals in the region.

The army has reportedly launched an operation against Kurdistan
Workers’ Party (PKK) rebels in retaliation.

Air power was deployed to back the operation, taking place in the
larger Bingol area, the Turkish news agency Anatolia reports.

Two F-16 fighter jets took off from an air base in the south-eastern
city of Diyarbakir after the attack, Reuters news agency said quoting
a witness. Their destination was unclear.

Prime Minister Recep Tayyip Erdogan said this week that 500 Kurdish
rebels had been “rendered ineffective” by his forces in the space of
a month. The government often uses the phrase to mean killed.

The PKK has been fighting for an ethnic homeland in south-eastern
Turkey since 1984. It is classified as a terrorist organisation by
Turkey, the US and EU. In all, more than 40,000 people have died in
the conflict.

‘Ball of fire’

Video posted by Turkey’s Dogan news agency showed firefighters hosing
down the smouldering wreck of a bus at the scene of the attack in
hilly terrain.

Details have emerged of how the attack took place.

Militants hiding on the side of the road reportedly opened fire on
the convoy with assault rifles at around 12:45 (09:45 GMT), sparking
a gun battle with soldiers guarding the convoy.

Bingol’s governor, Mustafa Hakan Guvencer, said a bus in the convoy
had burst into flames after the attack but it was unclear whether the
explosion had been caused by a land mine or a rocket-propelled grenade.

A village guard told Dogan he had visited the scene right after the
attack, and saw no evidence of mines.

“They launched two rockets from a hill, hitting one of the vehicles,”
he said. “It went up in a ball of fire.”

Three suspects were seen by witnesses driving away from the scene of
the rocket attack in a car, and are believed to be travelling with
explosives on board, Turkey’s NTV private news channel reports.

Mr Erdogan specified that 123 militants had been killed over the past
10 days near the south-eastern border with Iraq.

PKK attacks on Turkish targets recently escalated. Dozens of Turkish
troops and civilians, including children, have been killed in recent
bombings blamed on the group.

A land mine blast killed eight police officers and injured nine in
Bingol province on Sunday.

President of the Nagorno-Karabakh Republic (NKR) Bako Sahakyan received
a group of participants in the Shoushi – Hearth of Armenian Culture
international conference on the occasion of 500th anniversary of the
Armenian typography.

Bako Sahakyan handed in the “Gratitude” medal to Hayk Kotanjyan, head
of the Strategic Research Institute of the RA Ministry of Defense
after Dr. Kanayan, for the services rendered to the NKR.

President Sahakyan expressed satisfaction with holding such
international conference in Artsakh, particularly with the fact that
it is taking place in the town of Shoushi.

The Head of the State noted that issues discussed at the conference
are important for studying the role of Artsakh and Shoushi in the
regional history, which in its turn affords much more opportunities for
understanding the current situation, possible trends and developments.

A number of issues relating to the foreign and domestic policy of
the republic were also touched upon.

NKR acting minister of culture and youth affairs Narine Aghabalyan
and other officials partook at the meeting.
