PanARMENIAN.Net – In two weeks Armenia will become a full-fledged
member of International Organization of the Francophonie, French
ambassador to Yerevan Henri Reynaud said.

International Organization of the Francophonie comprises 56 member
states and governments, 3 associate members, and 19 observers.

The modern organization was created in 1970. Started as a small club
of northern French-speaking countries, the Francophonie has since
evolved into a global organization whose numerous branches cooperate
with its member states in the fields of culture, science, economy,
justice, and peace.

Armenia joined the organization in 2008.

Museum-Reserve hosted opening of Armenian-French joint exhibition
titled `Erebuni in the past and today.’

155 artifacts, mainly discovered in 1950s, were showcased at the
exhibition, with 153 of them exhibited for the first time.

`The event proves Armenia’s contribution to European and world
civilization,’ French ambassador to Yerevan Henri Reynaud said.

The exhibition will run until September 29.

visited `Farmatech’ company to get acquainted with the working process
and development projects of the company. As Armenpress was informed
from the presidential press office, during the excursion Serzh
Sargsyan examined the conditions of the company’s activity and
afterwards held a conference on state control mechanisms, drug policy
issues in the sphere of Healthcare.

Armen Gevorgyan, Armenia Deputy PM, the head of President’s Dtaff
Vigen Sargsyan, Armenian General Prosecutor Aghvan Hovsepyan, Chairman
of Health Care, Maternity and Childhood Council Ara Babloyan, Director
Armenian National Security Service Gorik Hakobyan, Derenik, Dumanyan,
minister of Healthcare, Minister of Economy Tigran Davtyan, Minister
of Finances Vache Gabrielyan, Gagik Khachatryan, Chairman of The State
Revenue Committee and others partook in the conference.

Armenian President suggested participants to speak in detail about the
rooted health problems. President tried to find out the reason of our
society’s complains especially over the healthcare sector, situation
with bad service, violation of human rights and highly corrupted
staff. `And all these in case we traditionally thought that everything
was all right with healthcare system and qualification of our doctors.
Complaints of one third of our population is already a serious sign to
have some global changes in this sphere’ noted the President.

President also spoke about the works done during last 4-5 years in the
sphere of healthcare. `During the last 4-5 years we have done great
job and have great results throughout Armenia in health care
facilities renovation and modernization, no one can deny it. But all
our efforts would be meaningless if we don’t change our attitude
towards these issues’. Minister of Healthcare Derenik Dumanyan
presented the list of the issues and there solutions.

At the end of the meeting President made recommendations to the responsible.

The president’s office informs that Serzh Sargsyan met with judicial
officials to discuss the effectiveness of the Court of Cassation, the
workload of courts and examination of cases within a reasonable time.

The president instructed to hold further discussions of
recommendations raised in the reports of the minister of justice, the
president of the court of cassation and the president of the chamber
of advocates and prepare a legislative package.

During the consultation several hindrances to examination of cases in
the first instance courts within a reasonable time were listed, namely
unequal workload of courts due to territorial jurisdiction, as well as
unequal distribution of cases among the judges of the same court.

Serzh Sargsyan paid special attention to implementation of other
instructions on the solution of issues brought up during previous
meetings and their importance in terms of regular operation of courts.

`Any issue relating to the activities of the court requires a serious
attitude. Approaching such issues with reservations is unacceptable
and unforgivable. The efficiency of the system of justice cannot and
must not depend on specific persons or imperfect and unreliable
performance of these people.’

`We have a clear guideline – the rule of law and justice in every
sphere of life. I am sure that we will overcome every hindrance on
this path and we will not accept indifference or excuses for failure.
It is time to understand that this process has no way back and we must
be in line with it. To put it more clearly, if they do not walk in the
same direction, they have no future,’ said President Sargsyan.

`This is the second time we touched upon the issue of reasonable time
of examination of cases. We touched upon this issue a year ago, at
that time both objective and subjective problems of the judicial
system were revealed and instructions were given to eliminate them,’
Serzh Sargsyan said.

The head of state said it does not mean that cases should be heard
hastily at the expense of their quality but artificial protractions
are unacceptable.

During the meeting it was noted that subjective hindrances to
examination of cases within a reasonable time have not been eliminated
fully and they continue to have a negative effect on the workload of
judges.

As to objective issues, Serzh Sargsyan has instructed to amend the
legislation and proceeding from statistics increase the number of
judges, as well as take other measures of legislative nature to reduce
the workload of judges.

hopes to end a two-fight losing streak when he takes on undefeated
Puerto Rican sensation Luis Orlando Del Valle (16-0, 11 KOs) for the
vacant NABF super bantamweight title on Saturday. Darchinyan is
looking to get back in the win column after losing to Japan’s Shinsuke
Yamanaka (16-0-2, 11 KOs) and Panama’s Anselmo Moreno (33-1-1, 12KOs)

`I’m the ultimate road warrior’ said Darchinyan. `I’ve traveled all
over the world to scrap with the best fighters in my division. This
Saturday will be no different when I step in the ring with Del Valle.
I’m looking forward to giving him his first loss while I get myself

`Del Valle better be ready for a rough fight because I’m coming hard
every round. Gary should not have invested his money in Del Valle,

On September 28, President Serzh Sargsyan invited a meeting with the
participation of the representatives of the RA judicial system. The
meeting addressed issues related to the improvement of the RA Court of
Cassation as well as overload of the courts and organization of court
proceedings in a reasonable timeframe, presidential press service
reported.

Reports on the mentioned issues were presented by the Chairman of the
RA Court of Cassation Arman Mkrtumian, RA Minister of Justice Hrayr
Tovmassian, and President of the Chamber of Lawyers Ruben Sahakyan.
The President instructed to look more thoroughly into the proposals
presented in the reports and to prepare a package of necessary
legislative changes.

At the meeting, discussed were issues which impede organization of the
proceedings at the courts of first instance in a reasonable timeframe,
such as uneven distribution of cases among the courts related to the
territorial jurisdiction as well as an uneven distribution of cases
among the judges of one particular court.

President Serzh Sargsyan attached special importance to the
implementation of the instructions issued during the previous meetings
and aimed at the redressing of the raised issues and to their
importance in the light of the normal functioning of the courts.

`I have said more than once that any issue related to the normal
functioning of the courts commands the most serious attitude.
Reservations regarding such issues are simply unacceptable and
inexcusable. Efficiency of the courts system can not and must not be
related to concrete individuals, or insufficient and careless work.

We have set a clear-cut guide mark: enrooting of the rule of law and
justice in every area of our social life. I am confident that we will
be able to overcome every hurdle on this route and indifference or
excuse for failure will not be tolerated.
The time has come to understand that this process is irreversible and
should be kept pace with, or to put it more clearly – those who will
not keep pace, have no future.

We are talking about the overload of the courts and speedy conduct of
proceeding for the second time. We referred to this problem one year
ago, and at that time in the court system were revealed both objective
and subjective problems and concrete instructions were given to
eliminated them,’ President Serzh Sargsyan said. The President
underscored that the proceedings should not be expedited at the
expense of the quality and hasty decisions shouldn’t be made, at the
same time unwarranted prolongations are simply unacceptable.

At the meeting it was noted that subjective reasons which impede
organization of the proceedings in a reasonable timeframe have not
been totally eliminated and they continue to impact negatively the
overload of the courts.

As for the objective reasons, the President instructed to introduce
changes in the legislation and based on the statistical data regarding
the overload of the judges in a number of courts to increase the
number of judges. The heads of relevant structures were instructed to
undertake also other legal means in a short period of time to unload
the courts.

Témoignage de Monsieur Jean-Luc Mayaud, Président de l’Université
Lumière Lyon 2 pour Sevil Sevimli, étudiante en Licence information –
communication.

« En décembre 2010, Sevil Sevimli, étudiante en Licence information –
communication à l’Université Lumière Lyon 2, a déposé une demande
d’inscription auprès du département de journalisme de l’Université
Anadolu (Turquie). En candidatant, elle souhaitait effectuer sa
troisième année de Licence dans le cadre du dispositif d’échange
européen Erasmus, de septembre 2011 à juin 2012.

Suspectée de crimes gravissimes, Sevil Sevimli a été incarcérée en
Turquie le 10 mai, avant d’être libérée le 6 août dernier et placée
sous contrôle judiciaire dans l’attente de l’ouverture de son procès
annoncé pour le 26 septembre.
En tant que Président de l’Université, à la veille de l’ouverture de
son procès, je tiens à témoigner de l’exemplarité du parcours d’études
poursuivi par Sevil Sevimli.

Sevil Sevimli s’est investie dans une formation en lien avec son
projet professionnel : devenir journaliste. Pour parfaire sa
formation, elle a fait le choix de suivre une année d’étude à
l’Université Anadolu espérant pouvoir un jour s’installer et
travailler en Turquie, pays pour lequel elle a exprimé une sensibilité
toute particulière du fait de ses attaches familiales.
Elle a ainsi intégré l’Université Anadolu, partenaire de l’Université
Lyon 2 depuis septembre 2008, vivement intéressée par le programme
d’études en langue turque proposé par cette université, qui
s’inscrivait dans la continuité des enseignements qu’elle a suivis et
validés dans mon établissement.

L’Université Anadolu a pleinement accepté sa candidature, au regard de
ses motivations en termes de formation et de ses aspirations
professionnelles.

Sevil Sevimli montre un investissement régulier dans ses études en
validant sans retard les différents semestres composant son cursus, y
compris dans le cadre de son année d’échange en Turquie, puisqu’elle a
mené cette formation jusqu’à son terme en réussissant ses examens
alors qu’elle était incarcérée.

Malgré l’incertitude qui prévaut quant à l’issue du procès et sa
libération, Sevil Sevimli a réaffirmé sa volonté de mener jusqu’à son
terme son projet de formation en s’inscrivant en 1ère année de Master
information et communication, en cette rentrée 2012, dans mon
établissement.

Dans le cadre du programme d’études proposé par le département de
journalisme de l’Université Anadolu, Sevil Sevimli a été amenée à
faire des recherches sur les droits de l’homme, les droits de
l’enfant, et la vie politique contemporaine en Turquie, thèmes
correspondants aux enseignements offerts par l’Université Anadolu.

La formation universitaire passe par la consultation de différentes
sources d’information, afin de développer un esprit d’analyse et un
esprit critique, et ce, à plus forte raison, dans le cadre d’un cursus
journalistique. Il est donc légitime qu’une étudiante se destinant au
journalisme cherche à nourrir son travail en confrontant des idées,
des opinions qui traversent la société.

Pour une apprentie journaliste, il n’y a donc rien de répréhensible à
consulter ouvrages, tracts et journaux les plus divers et à observer
toute réunion ou manifestation en y participant. C’est pourquoi, je ne
comprends pas que l’on puisse assimiler ce type de démarche à des
actes répréhensibles, qualifiés de criminels.

Je suis aujourd’hui choqué qu’une telle accusation soit portée à
l’encontre de Sevil Sevimli, comme elle pourrait l’être à l’égard de
tout étudiant.

Au travers de cette lettre, je souhaite témoigner de la constance de
Sevil Sevimli dans le suivi de ses études et apporter un éclairage sur
la manière dont elle a conçu et mené son parcours universitaire en
France et en Turquie, dans la perspective de concrétiser son projet
professionnel.
Enfin, ici, j’entends réaffirmer le soutien que j’ai exprimé à Sevil
Sevimli et à sa famille. Je suis prêt à le renouveler, par écrit ou en
personne, si elles l’estiment possible et nécessaire, devant les
autorités judiciaires turques. »

Info Collectif VAN – – L’émission “Histoires en
série” sur France2, animée par Béatrice Schönberg, a présenté le 18
septembre 2012 un reportage intitulé “Les chasseurs de génocidaires”.
“Ils se battent pour la vérité : un couple qui parcourt le monde à la
recherche de criminels de guerre. Alain a commencé sa carrière de
professeur au Rwanda dans les années 70. C’est ici qu’il va rencontrer
sa future femme Dafroza, l’une de ses élèves. Des années plus tard,
elle va échapper de justesse au génocide, mais toute sa famille sera
massacrée. Depuis, Alain et Dafroza cherchent à comprendre ce qui est
arrivé à leurs proches. Alors ils se sont lancés dans une véritable
croisade : traquer les anciens génocidaires réfugiés aux quatre coins
du monde et les traîner devant la justice pour que la vérité éclate.”
Le Collectif VAN vous suggère de visionner ce reportage impressionnant
sur le combat implacable d’Alain Gauthier et de son épouse Dafroza.
Tous deux ont fondé l’association CPCR (Collectif des parties civiles
pour le Rwanda) afin de traquer les responsables du génocide des Tutsi
au Rwanda en 1994, dont certains se cachent en France. Un livre va
paraître prochainement chez Flammarion Enquête pour retracer la lutte
des époux Gauthier : intitulé “Sur la piste des tueurs rwandais”, il
est signé Maria Malagardis, journaliste à Libération. Depuis de
nombreuses années, le CPCR est partenaire des actions du Collectif VAN
et a tenu un stand sur le Parvis de Notre-Dame en avril 2012 lors de
notre journée annuelle de sensibilisation aux génocides et à leur
négation.

Eurasian Geopolitics and the Fate of the West. His latest research is

Member of the US Congress Dana Rohrabacher recently sent a letter to
Secretary of State Hillary Clinton urging the United States to back
freedom for Azeris from Iran. How would you comment on that?

This has much more to do with U.S.-Iran wrangling and internal
Washington politics – especially around the upcoming election – than
it has to do with real support for ethnic Azeris in Iran.
Unfortunately, there is little real understanding of the history of
Azeris – in Azerbaijan or Iran – in Washington. Someone picked up the
tidbit that there are a lot of Azeris in Iran and assumed that because
Azerbaijan is a close partner of the United States, the Azeris outside
of the country could be counted on to support U.S. actions in the
event of conflict or serious confrontation. At the moment, however,
this notion is even less serious than that – it is being used as a
political cudgle against the White House.

Do you believe that this proposition is strictly an initiative by
Rohrabacher himself or does it reflect the plans of a wider group of
politicians?

There is a substantial group of opinion shapers, policymakers and
media commentators that have latched on to this idea – it is not just
Rohrabacher. That said, few espousing support for Azeris in Iran have
the faintest idea about the region’s history or Azerbaijani-Iranian
relations. That is not to say that such support is a bad idea, but at
the moment its popularity in Washington has little to do with
substance.

How tensions around Iran affect the situation in the South Caucasus?
May this tensions or even attacks against Iran influence on a
conflicts settlement in the South Caucasus?

Should there be any kind of a shooting war with Iran, there would
likely be serious repercussions for the South Caucasus. Iranian
leadership has threatened to target the BTC pipeline and energy
infrastructure in the Caspian. It may also conduct asymmetrical
attacks on soft targets in the region as a form of reprisal. Should in
fact the ethnic Azeri population of Iran become involved, then the
game could change completely. It would weaken Tehran, but it might
also drag the South Caucasus into a major conflagration.

Do you predict any changes in American diplomacy in our region after
upcoming presidential elections?

The current administration will likely not change its policies
substantially should it win another term. A Republican administration
may take a more confrontational line with Russia, especially regarding
Georgia’s occupied territories. However, it is unlikely that either
will turn the needed focus to the Nagorno-Karabakh conflict. Should
unexpected results come out of Georgian presidential elections next
year or if there is a conflict with Iran, then suddenly the U.S.
approach to the region might change dramatically. But this has more to
do with events on the ground than the U.S. election.
