Dans un communique publie mercredi 10 octobre 2012, le National
Security Service (NSS) a affirme que Zamirzhon Otazhonov, un citoyen
de 33 ans de l’Ouzbekistan, s’est adresse aux forces de l’ordre
armeniennes le 24 septembre pour offrir ses services pour mener a
bien un acte terroriste dans la capitale azerbaïdjanaise de Bakou, en
echange de la somme de 20 000 dollars. Selon le communique, Otazhonov
a declare qu’ il a travaille pour une entreprise de construction
d’Azerbaïdjan qui a refuse de lui verser son salaire. Il a ensuite
eprouve une certaine haine a l’egard des Azeris.

Le NSS a declare que par l’envoi d’un agent en Armenie, l’ Azerbaïdjan
aurait tente de provoquer un scandale d’espionnage de grande envergure
pour ” adoucir ” l’affaire de Ramil Safarov, un assassin azeri
qui a assassine un Armenien en 2004. ” Par ses actions, la partie
azerbaïdjanaise a cherche a presenter l’Armenie comme un sponsor du
terrorisme “, a declare le NSS.

Après l’affaire Safarov, l’Armenie a suspendu ses relations
diplomatiques avec la Hongrie et l’Azerbaïdjan accusant de propager
la haine envers les Armeniens. L’Azerbaïdjan n’a pas encore reagi a
l’annonce du NSS armenien.

Les autorites de l’Armenie ont arrete un cadre superieur d’une
entreprise privee soupconne de fraude. Albert Ohanjanian, le directeur
de l’usine de viande de Kapan, a ete accuse le mois dernier de
livrer a des unites de l’armee de la viande de buffle congelee qu’il
presentait comme etant du boeuf. Mary Sargsian, un officier superieur
de la Direction des enquetes du ministère armenien de la Defense,
a declare a RFE / RL mercredi 10 octobre que plusieurs fonctionnaires
ont egalement fait face a des accusations dans cette affaire.

Armenian President Serzh Sargsyan does not plan to fulfill the demands
of Prosperous Armenia, Armenia Today reports.

The party demanded 30% of seats at the government, 6 ministry seats
and the right to present their own candidate for prime minister. The
proposals were made in exchange for support of the president at the
next elections.

Sargsyan agreed to give 4 ministerial portfolios. He also offered
Prosperous Armenia leader Gagik Tsarukyan or any of his supporters
to become a vice premier.

The president’s attitude has recently changed. He believes that
Tsarukyan is trying to gain extra time.

Barely two days after it was unveiled on September 29, the bronze
bust of Kemal Ataturk was doused with red paint by unknown people in
Budapest’s District XIX.

Ataturk, Turkey’s founding father and first prime minister, is seen by
many Armenians as being responsible for the 1915 genocide against the
country’s Armenia community, in which more than a million Armenians
were systematically killed by the Ottoman government.

The incident came amid continued strained relations between Hungary
and Armenia over the extradition by the former of an Azeri military
officer who killed his Armenia fellow student in Hungary in 2004.

The unveiling was preceded by strong protests from the local Armenian
community, while the district government had been urged by the Foreign
Ministry to rethink the plan.

Yerevan/Mediamax/. The National Security Service of Armenia reported
about exposure of a provocation organized by the Azerbaijani special
services today.

“On September 24, an Uzbekistani citizen, ethnic Tajik Zamirzhon
Otazhonov, turned to the Armenian law enforcement agencies to announce
that he was ready to carry out terrorist acts such as explosions in the
capital of Azerbaijan for USD 20 thousand. Otazhonov substantiated his
words by the fact that he had worked in one of construction company in
Baku in 2012 and its leadership refused to pay his salary for the work
he had done. As a result, he allegedly started hating Azerbaijanis”,
the statement of the NSC notes.

As a result of investigation measures, it was found out that Zamirzhon
Otazhonov turned to the Armenian NSC on instructions of the Azerbaijani
special services.

Zamirzhon Otazhonov is banished from Armenia.

Yerevan, 9 October: Subdivisions of the Armenian Armed Forces have
applied new anti-tank weapons meant for fighting enemy’s armoured
vehicles for the first time.

Strategic command-and-staff exercises, which started on 1 October, are
under way in Armenia, Mediamax was informed in the Defence Ministry.

According to the plan of the exercises, UAVs were tested and issues
related to grouping and using missile troops were specified.

For the first time, the air defence troops of Armenia applied
complicated tactical tricks taking into account the quantitative
growth in the aviation of the potential enemy.

According to the analyses of NSS of RA data on consumption of income
deciles, consumption of households in the highest decile in Armenia
is 8 times more than consumption of those in the lowest decile.

Notably, food consumption in the lowest deciles is 5 times lower than
in the highest decile, says a report entitled Prices and Vulnerability,
prepared and published in assistance with Oxfam GB in the scope of
“The food price monitoring” program.

Actual consumption of food items in various deciles does not comply
with the norms set by the Ministry of Healthcare of Armenia. In the
lowest decile, consumption is below all norms except for bread.

Consumption of meat in the lowest decile is lower than the norm by
more than 2kg, while in the 5th decile – by about 1.5kg. For the case
of fruits, the poorest decile should increase consumption 3 times,
while the medium decile – by 1.5-2 times. In the richest decile,
the norm is even exceeded.

By analyzing the 2009-2010 data, the authors came to the conclusion
that inflation affected all income groups in terms of quantities of
consumed food and its variety. If consumers kept their 2010 consumption
at 2009 actual levels, they would have to pay 14-18% more (depending
on the decile) for that.

Due to inflation, consumers preferred cheaper combinations. In all
deciles physical volumes of consumption decreased in 2010, however,
all deciles except the lowest had to spend more.

Consumption volumes decreased on average by 10.6% in the first four
deciles. First decile reduced consumption by about 14%, while the
10th decile – by 3.5%. As a result, the lowest decile paid for food in
2010 even 2% less than in the previous year, while the 10th decile –
13.6% more.

The authors compared 2011 inflation data with food consumption across
the deciles. If households kept the 2010 level of food consumption,
they would have to pay on average 20-25% more. I. e. if the same
consumer behaviour was continued during 2011, inflation had even
worse social impact.

Thus, inflation impact on consumer behaviour varies across deciles.

Increase in food prices is a burden for all households. Some
households manage to maintain the same level and structure of
consumption by spending more on food. Meanwhile some others adjust
their consumption basket by substituting expensive items with cheaper
ones and compromising the quality. The poorest households do not
have alternatives for substituting food items consumed and have to
reduce consumption. By reducing consumption that was already below
the norms of the minimum consumption basket many households fall
into malnutrition.

The Armenian community of Hungary denies the claims of some Turkish
mass media on their complicity in vandalizing Kemal Ataturk’s memorial,
which was erected last September in Budapest.

The bronze bust of Ataturk, the founder of modern Turkey, was
doused paint by unknown people. Ataturk is seen by many Armenians as
responsible for Armenians’ exile from the Ottoman Turkey following
the 1915 genocide.

Nikoghos Hakobian, representative of the Armenian community in
Budapest, said that there is no such information on Armenians
participation in the act of vandalism, and if there any, the Armenian
community would have been informed about it

The unveiling of the memorial on September 29 in Hungary’s capital
was preceded by strong protests from the local Armenian community,
who applied to the municipality asking to rethink the plan and saying
the placing of such monument will not be in Hungary’s interests.

The incident came amid continued strained relations between Armenia
and Hungary over the extradition to Azerbaijan of the Azeri military
officer who brutally killed his Armenia fellow student during NATO’s
trainings in Hungary in 2004.

YEREVAN, OCTOBER 9, ARMENPRESS: NATO says it is ready to defend
alliance member Turkey amid artillery exchanges along its tense
southeastern border with Syria.

Armenpress reports, referring to Arabic sources that NATO
Secretary-General Anders Fogh Rasmussen said Tuesday that Ankara
can rely on the alliance, which has “all necessary plans in place to
protect and defend Turkey if necessary.” But he appealed to all parties
involved to show restraint and avoid an escalation in the crisis.

Turkey and Syria have exchanged mortar and cannon fire across their
common border since errant Syrian shells killed five Turkish civilians
last week. The border region has been the scene of bloody clashed
between Syrian government forces and rebel militants who have used
safe havens within Turkey.

Syria says it is not seeking any escalation of violence with Turkey.

By December 15-20 ARF Dashnaktsutyun party will make a statement
on its position regarding the upcoming presidential elections, ARF
parliamentary faction member Artsvik Minasyan told a news conference
in Yerevan.

“We will decide on our candidate during an emergency meeting of the ARF
Supreme Body. We will make a statement on whether or not we nominate
our candidate, back some candidate or take neutral position,” said
Minasyan, stressing that ARF’s position is that principles are more
important than individuals.
