Sa Sainteté Aram 1er préside la réunion du comité pour la protection
de la langue arménienne occidentale

Le comité récemment nommé, composé de 24 linguistes du Canada, de
Chypre, de France, de Grèce, d’Italie, du Liban, du Portugal, de
Syrie, de la Turquie et des Etats-Unis d’Amérique, a commencé son
travail le 3 octobre 2012, à Antélias. Après la consultation ils ont
proposé la résolution suivante :

1. Dessiner un plan final d’actions après réception des commentaires
de spécialistes non représentés dans le comité. 2. Compiler une liste
d’erreurs communes dans l’arménien Occidental et proposer des versions
correctes. 3. Préparer un nouveau dictionnaire pour de nouveaux mots
techniques et expressions. 4. Amorcer et supporter le travail en
consultation avec des spécialistes expérimentés et des experts et
écouter toute suggestion.

Tous les linguistes intéressés sont invités à entrer en contact avec

The latest monument in Mexico’s capital was erected to commemorate the
life of a man who, the plaque reads, was a “shining example of loyalty
to the universal ideals of world peace”.

Nelson Mandela, perhaps? Martin Luther King, maybe?

No. The life-sized bronze statue now adorning a special garden in
Mexico City is of the former president of the oil-rich Azerbaijan and
recipient of the Order of Lenin, Heydar Aliyev.

Described by, among others, Human Rights Watch as a leader under whom
dissent was crushed, the monument to the late leader sparked
increasing controversy since it was unveiled a few weeks ago.

“I particularly dislike the public justification which the Mexico City
government has given for the statue,” says Andres Lajous, a journalist
specialising in urban issues.

“They basically said that it was because the Azerbaijani government
gave several million dollars to rebuild the park – the Azerbaijan Park
as it’s now called – as well as another park downtown.

“But I’m not sure they have ever given us a reason as to why the city
should commemorate Heidar Aliyev in the first place.”

‘Ambitious project’

So far, the government of outgoing Mexico City Mayor Marcelo Ebrard
has not commented on the controversy.

But when Mr Ebrard unveiled the Azerbaijan-Mexico Park earlier this
year, he said it was “testament to the will of the two peoples to grow
closer”.

He also noted that – in 16 years – none of the 180 diplomatic missions
or 45 international organisations based in Mexico City had given as
much money for public spaces in the capital as Azerbaijan.

In an interview with BBCMundo, Azerbaijan’s Ambassador to Mexico,
Ilgar Mukhtarov, was keen to stress that the project had been in the
pipeline for some time and that “the park areas were both in great
need of rescue and renovation”.

“We gladly took the opportunity to show our appreciation to the
Mexican people by participating in this ambitious urban renewal
project,” he said.

The ambassador also commented on the funding – an estimated $5m (£3m)
– provided by Baku for the parks and the statue.

The plaque describes Aliyev as “a great politician and statesman” “The
money was never directly given to the Mexico City government. This
embassy hired the construction companies that in turn renewed both
areas, in collaboration with the different authorities of the city,”
the envoy said.

He added: “I believe that the cost of the gift of the people of
Azerbaijan to the people of Mexico is not relevant to their role. The
important thing is that they are enjoyed by the citizens of this great
city.”

Stalinesque control?

However, that does not convince critics like Mr Lajous.

“Basically (the Mexico City government) are being opportunists in the
sense that they took the money from Azerbaijan because they know that
the political meaning is opaque in Mexico City,” he argues.

“It wouldn’t be opaque if they put up a statute of George W Bush or,
let’s say, Hugo Chavez.

“They wouldn’t put up a statute of Chavez even if he paid a lot of
money. But with Azerbaijan – it’s so far away and we know so little
about it.”

Certainly, most people at the new monument were not aware who
President Aliyev was, nor quite why he was being honoured in this way.

“I must admit, I don’t know who he is,” says Herminio Batalla, as he
enjoyed his paper on a park bench. “But I think it’s great they’ve
donated all this money to improve the park.”

“He who pays, gets to choose,” said Jose Romeo, a car washer who works
by the park.

“I don’t think it’s a particularly good idea (to erect a monument to
Aliyev) but what can we, Mexicans, say? We have to bite our tongues as
it’s their money which has paid for all this.”

Others lamented that the space wasn’t used for someone with more
relevance to Mexico’s past.

“It’s all very well forging closer ties to other countries,” says
archaeologist Paula Vaya, “but there are people from Mexico who were
much more important who aren’t represented here.”

As I walked away from the monument, there followed what can only be
described as a bizarre encounter.

Packing away my camera and microphone, I was approached by a parking
attendant – known in Mexico’s informal economy as a “viene viene”.

He asked me which media outlet I worked for and told me the
Azerbaijani embassy were keen to talk to me.

Within minutes, he had called a contact at the embassy and was helping
to arrange our interview with the ambassador.

Stalinesque control? Or harmless support from a concerned bystander
with an interest in Azerbaijan?

Ambassador Mukhtarov, when asked, assured us it was the latter.

Critics of the government in Baku might see that moment – and the
statue to the late president – somewhat differently.

L’Arménie membre à part entière de l’organisation, le Qatar associé

La Francophonie s’est élargie, samedi à Kinshasa, en accordant à
l’Arménie le statut de membre à part entière de l’organisation et
celui d’observateur à l’Uruguay. Elle a aussi fait entrer le Qatar
directement comme membre associé, ce qui a fait polémique, a-t-on
appris de sources concordantes.

Ces décisions, prises lors du 14e sommet de l’organisation qui se
tient samedi et dimanche à Kinshasa, n’ont pas fait l’objet d’annonces
publiques. L’OIF compte désormais 57 membres – dont 3 associés – et 20
observateurs.

“L’Arménie est passée du statut de membre associé à membre à part
entière”, a indiqué à l’AFP une source au sein de l’Organisation
internationale de la Francophonie (OIF), selon laquelle “l’Uruguay qui
avait demandé à devenir observateur l’est devenu”.

Quant au Qatar, il est entré directement dans l’organisation en tant
qu'”Etat associé” sans passer par la “case observateur”, comme c’est
habituellement la règle, a expliqué cette source. Cette entrée du
Qatar a fait grincer des dents, selon une source proche du ministère
français de la Francophonie.

Inquiétudes
La polémique portait principalement sur la légitimité du Qatar, qui
n’est pas francophone, à entrer dans l’OIF. Certains participants se
sont aussi inquiétés de l’ambition de ce pays de développer davantage
son influence en Afrique de l’Ouest musulmane et notamment de sa
propension à financer des écoles religieuses prenant parfois la place
d’écoles en langue française.

Selon la même source, “il y a eu des négociations très serrées sur le
Qatar. Mais les Qataris ont fait un lobbying terriblement efficace
auprès de différents pays, notamment africains”. Le Qatar aurait ainsi
obtenu le soutien de Djibouti et de la Guinée, pour favoriser son
entrée au sein de l’OIF.

Le pays faisait notamment valoir qu’il accueillait de nombreux
expatriés francophones et qu’une radio publique de langue française
avait été financée au Qatar, selon une source informée des
négociations.

Ces nouvelles adhésions pourraient réveiller le débat, récurrent, sur
l’élargissement constant de l’organisation. Certains commentateurs
reprochent en effet à l’OIF de perdre sa spécificité, au fur et à
mesure qu’elle grossit en intégrant des pays qui ne sont pas
considérés comme francophones.

Décès du patriarche arménien de Jérusalem

Le patriarche arménien apostolique (orthodoxe) de Jérusalem, sa
Béatitude Torkom II Manougian, un des cinq custodes des lieux saints,
est décédé vendredi à l’ge de 93 ans. Torkom II est l’un des cinq
custodes (supérieur religieux) des lieux saints.

Figure respectée des Eglises chrétiennes de Terre sainte, Torkom
Manougian était dans le coma depuis le mois de janvier 2012 à la suite
d’un accident cérébral. Elu 96e patriarche arménien de Jérusalem en
1990, il dirigeait les communautés arméniennes orthodoxes d’Israël,
des Territoires palestiniens et de Jordanie.

Le patriarche était né le 16 février 1919 dans un camp de rescapés du
génocide arménien à Baqouba, au nord de Bagdad. Il fut ordonné prêtre
en 1939 après des études théologiques au séminaire du Patriarcat
arménien de Saint-Jacques à Jérusalem.

Il était ensuite parti en 1946 aux Etats-Unis pour devenir évêque
arménien de New York et primat du diocèse oriental de l’Église
arménienne d’Amérique du Nord. Il était connu à Jérusalem pour sa
culture et sa passion de la musique.

L’Eglise arménienne orthodoxe de Jérusalem, une fraternité monastique,
se partage la garde des lieux saints avec l’Eglise grecque orthodoxe
et l’Eglise latine (catholique romaine), les plus importantes, ainsi
que les Eglises syriaque et copte.

Présente depuis le Ve siècle
Le nombre des Arméniens vivant à Jérusalem est évalué aujourd’hui à
2000. Selon des estimations, ils étaient 16’000 en 1948, au moment de
la création de l’Etat d’Israël. Présente en Terre sainte depuis le Ve
siècle, cette communauté cultivée, industrieuse et commerçante vit
dans l’un des quatre quartiers de la Vieille Ville de Jérusalem.

Les funérailles du patriarche Manougian auront lieu le 22 octobre dans
le cimetière arménien du Mont Sion à Jérusalem.

Son successeur sera élu par les membres de la fraternité monastique
arménienne dans une quarantaine de jours. Le nouvel élu doit être
approuvé par Israël et le roi de Jordanie. En attendant, l’intérim est
assuré par le vicaire patriarcal arménien de Jérusalem, l’archevêque
Nourhan Manougian.

Russia-Armenia trade increases by 22,8% for 8 months of 2012

The trade between Russia and Armenia has increased by 22.8% for eight
months of this year against the same period in the previous year and
reached 818.5 million dollars, Armenian Prime Minister Tigran Sargsyan
said at a meeting of the intergovernmental committee for economic
cooperation here on Friday.

The Armenian premier noted that the Russian imports to Armenia grew
17.2% for this period of time to reach 649.7 million dollars.

“A tangible growth in the exports of Armenian goods and services to
the Russian market deserves a close attention. For this period of time
the Armenian exports grew 50.4% to reach 168.8 million dollars,”
Sargsyan noted. “This is a very important factor that promotes the
economic growth in Armenia,” the prime minister pointed out.

Speaking on the implementation of the joint projects, the prime
minister noted “a major progress to provide conditions for the
full-fledged operation of the free economic zones on the premises of
the enterprises Mars and the Yerevan Scientific Research Institute of
Mathematical Machines, which (these enterprises were handed over to
Russia in the process to repay the Armenian interstate debt –
Itar-Tass) the Russian company Sitronics own.”

“This project is a pioneering one in the Armenian-Russian cooperation
in innovative and high technological spheres,” Sargsyan recalled. “In
case of successful fulfilment these enterprises can become the
flagships of bilateral economic cooperation, determining future
guidelines of its development,” he said.

The premier noted that the concept of the program for long-term
economic cooperation between Russia and Armenia until 2020 was
developed and signed. Along with this concept, the draft of the
program was developed and passed the procedure of coordination in each
country. The program was approved at a meeting of the
intergovernmental commission on Friday.

“This is a very important systemic document, which sets detailed
guidelines in Armenian-Russian economic cooperation until 2020,
reflects its priority industries and projects,” the premier confirmed.
“In particular, this is cooperation in the energy sector, mining and
processing industries, high technologies and innovations, tourism and
agriculture,” the Armenian prime minister underlined.

Armenian premier insists on developing closer inter-region coop with RF

Prime Minister Tigran Sargsyan said it was necessary to develop closer
inter-regional cooperation with Russia.

“Today the time has come to develop closer inter-regional
cooperation,” Sargsyan said at the 2nd Russian-Armenian inter-regional
forum, “Russia and Armenia: Inter-regional Dialogue 2012”, on
Saturday.

“Armenia and Russia maintain strategic partnership and economic
relationship at all levels,” the prime minister said.

In his view, “the dialogue between the regional authorities of both
countries can point to mechanisms, which would facilitate the
development of regions.” “We should think about the development of
different segments in inter-regional cooperation,” he said.

“It is necessary to develop and strengthen the information space. It
would be necessary to create databases on demand and supply on
regional markets of both countries,” Sargsyan said.

According to the prime minister, “the parties should permanently
monitor the situation on the markets and put forth proposals in order
to minimise administrative, bureaucratic and logistics risks.”

“It is necessary to think about transport service between regions and
we should discuss measures to ensure its work. This issue requires
daily attention because it involves two countries and creates the best
opportunities to cross the borders by our citizens and to intensify
passenger and cargo flows,” he said.

He called for fully using the potential of the chambers of commerce
and industry. “The development means multifaceted relationship. We
should go through the way – from improving trade relations between
enterprises of our regions to forming and developing cooperation
within industry clusters,” Sargsyan pointed out.

Russian-Armenian economic cooperation is crucial for Armenia’s economic growth

Armenian Prime Minister Tigran Sarkisyan said on Friday that
Russian-Armenian economic cooperation was important for the Armenian
economy and was a driving force behind Armenia’s economic growth.

“This cooperation has evolved into a fairly complicated and
multi-faceted structure over the past few years,” Sarkisyan said in
his speech at a meeting of the Inter-Governmental Commission for
economic cooperation between Russia and Armenia.

“Our commission is one of the most vital elements in this structure
and is called upon to serve an entire range of economic ties
contributing to their perfection and quality growth,” the Armenian
premier emphasized.

“That is why we attach exceptional importance to the commission’s work
and are ready to exert every effort for its effective functioning,”
the Armenian prime minister said.

Sarkisyan noted that economic cooperation between the two countries
had been on the rise ever since the commission was established.

“Therefore, it’s not accidental that we report on our achievements,
progress and bilateral trade and economic relations at the commission
at each meeting,” the Armenian prime minister said in conclusion.

GLENVIEW, Ill. – Chicago Armenians raised nearly $10,000 at a rally held on
Sat., Sept. 29 in support of Syrian Armenian Relief. Organized by the
Chicago `Christapor’ ARF *Gomideh*, with the participation of nine
community organizations and churches, the rally was held at Shahnasarian
Hall in the All Saints Community Center.

Master of Ceremonies Armen Papazian welcomed the crowd and invited the
Homenetmen Scouts to perform the presentation of the colors ceremony and the
singing of the U.S. and Armenian national anthems. In his opening remarks,
Papazian noted that although the event was intended to be a celebration of
the ARF’s 122nd anniversary, the `Christapor’ *Gomideh* – determining that
the deteriorating situation and endangerment of the Armenian community in
Syria required an immediate response by the Chicago community – instead
dedicated the event to Syrian Armenian Relief.

Vasken Aivazian was then invited to give a brief history of the
Armenian community in Syria. He noted some of the many contributions
by Syrian-Armenians to the Armenian nation. The community, he said,
has been a crucible that has forged many great leaders for the
diaspora. Chicago Hamazkayin Chair Haroutiun Mikaelian then gave a
personal account of growing up in Aleppo, which instilled in him a
life-long love of Armenian culture. He touched upon how his teachers
and community leaders helped to shape his life and the lives of others
from his generation.

Papazian then introduced the evening’s guest speaker, Hairenik Editor Zaven
Torikian. To provide perspective on the situation in Syria, Torikian began
his remarks by comparing and contrasting the progression of attempts at regime
change that recently swept across North Africa to the Arabian peninsula,
and finally reached Jordan and Syria. He pointed out how, unlike in Libya
where the Western powers took a direct and active role in the overthrow of
Qadaffi, in Syria the U.S. worked through proxies, notably Turkey, Saudi
Arabia, and Qatar. He noted that this battle was seen not solely for
gaining control of Syria, but as an attempt to reduce Iran’s influence in
the region.

Torikian added that while some Armenians had decided to support the Free
Syrian Army, and others sided with the Assad government, the vast majority
of Armenians have tried to stay neutral, attempting to emulate the position
of the Lebanese-Armenian community during Lebanon’s civil war. He also
explained that the Free Syrian Army – heavily influenced by Turkey – is viewed
with suspicion by many; the army contains, for example, an `Ataturk’
Brigade and even an `Enver Pasha’ brigade.

He went on to discuss how, until recently, many Armenians were fairly well
removed from the fighting, which occurred primarily outside of Aleppo. As
the fighting has begun to reach Armenian neighborhoods in Aleppo, however,
Armenian organizations have mobilized to help address the critical needs of
the community, including food distribution. Torikian’s comments were
followed by a brief question and answer session.

Papazian then invited `Christapor’ *Gomideh*representative Greg Bedian
to provide closing remarks. Bedian began by reiterating some of the
many contributions of the Syrian-Armenians to the Armenian nation. He
noted how Syrian-Armenians had provided aid to Armenians during the
Lebanese Civil War; to Armenia following the earthquake and the
Arstakh liberation struggle; and how they had sheltered Iraqi
Armenians during the two wars in Iraq and the chaos that
followed. Bedian concluded his remarks and began the fundraising
portion of the program by stating that it was the Chicago community’s
turn to give assistance to the Syrian-Armenian community, to
demonstrate our solidarity, and provide them with both the moral and
financial support that they need.

Participating organizations in the Syrian Armenian Relief rally included
the Armenian All Saints Apostolic Church, Armenian Evangelical Church of
Chicago, Armenian General Benevolent Union Chicago Chapter, Armenian
National Committee of Illinois, Armenian Relief Society `Zabelle’ Chapter,
Armenian Youth Federation `Ararat’ Chapter, Hamazkayin Chicago Chapter,
Homenetmen Chicago Chapter, and the Taniel Varoujan Armenian School.

At present, Ukraine’s FC Shakhtar Donetsk does not want to let go of
Armenian national football team and Shakhtar midfielder Henrikh
Mkhitaryan, the Ukrainian club’s CEO Sergei Palkin stated.

`The [Russia’s FC] Zenit [Saint Petersburg] management was interested
in Mkhitaryan in a telephone conversation. [But] There was nothing
official. Henrikh has never said he wished to transfer to Zenit. At
present, Shakhtar doesn’t want to let go of Mkhitaryan. It’s
understandable that any club would be interested in the services of
such player. [And] Shakhtar is ready to hold talks on the transfer of
each player in the team. [But] If we consider Zenit’s purchases, the
40 million [it offers] is not enough to acquire Mkhitaryan,’
sportsdaily.ru quotes Sergei Palkin as saying.

To note, the Transfermarkt.de website estimates the 23-year-old
player’s transfer value at 12 million.

to the Day of Stepanakert.

The head of state underlined the necessity of celebrating such events
on a proper level, highlighting their political and cultural
importance.

Head of the Artsakh Diocese of the Armenian Apostolic Church
Archbishop Pargev Martirosyan, National Assembly speaker Ashot
Ghulyan, Prime Minister Ara Harutunyan and other officials also
attended the event, reported the Central Information Department at
Artsakh President’s office.
