KARABAKH CONFLICT BEYOND POLITICS

A peculiar apolitical dialogue is going on between Armenians and
Azerbaijanis. The Catholicos of All Armenians Garegin II has proposed
a meeting with the religious leader of Azerbaijan on the border,
while Baku-based officials circulate rumors that they will pay the
Soviet savings to those Karabakhis who will apply to the Azerbaijani
authorities.

Without discussing the rationality and seriousness of these steps it
should be noted that even the mediators have stopped talking about
a political settlement of the Karabakh conflict, and the talks
are already held not on a political level. This is partly due to
the upcoming elections in Armenia and Azerbaijan, as well as the
recognition of the fact that the Karabakh issue can be solved only
in the context of global transformations related to Turkey. This is
to some extent due to the diminished role of Russia in the region
and the growing influence of the West.

One way or another, the past year was significant for the Karabakh
settlement. The Russian efforts for the settlement proposing return
of territories by Armenia failed. The West did not support this plan,
and in January 2012 it was successfully rejected in Sochi.

Afterwards the possibilities of “cooperation without settlement”
were discussed, such as opening of communications without signing
agreements on the final settlement of relations of Armenia with
Azerbaijan and Turkey. By the way, there were such hints during the
visit of the U.S. ex-secretary Clinton.

Besides, Armenia called mediators to accelerate the signing of a
document which will guarantee non-use of force in the region.

Safarov’s case affected the Karabakh settlement which was a substantial
reason for Armenia to reject the proposed schemes.

Last year a new trend occurred in the settlement. NKR was recognized
by two small American states, as well as the Australian state of
New South Wales. Besides, the speaker of the parliament of Uruguay
visited Stepanakert who did not rule out the recognition of NKR by
sovereign Uruguay.

In late January 2013 the next meeting of the ministers of foreign
affairs of Azerbaijan and Armenia, as well as the OSCE Minsk Group
co-chairs will be held to discuss new ideas proposed by the mediators.

However, these ideas are obviously aimed at stability rather than a
final settlement. For example, the ex-representative of the Russian
president Vladimir Kazimirov wonders why the OSCE CiO cannot convey to
Baku that they support the idea of signing an agreement on non-use of
force or condemn violations of the ceasefire by Azerbaijan. It is not
enough to tell that there is no military settlement, the focus must
be on their unacceptability. He concluded that too much political
correctness may cost too high a price for the publics.

Most probably, the apolitical trend in the Karabakh settlement will
continue. The mediators will hardly achieve an atmosphere of confidence
but the time spent on it will be peaceful.

The Commissioner for Enlargement and European Neighbourhood Policy
tefan Fule met with Hovik Abrahamyan on 9 January, President of the
Armenian National Assembly.

He used the occassion of the visit to underline the necessity of free
and fair elections in the upcoming Presidential choice. “Before the
elections next month, further progress is needed in the implementation
of the current legislative framework, as recommended by the OSCE/ODIHR”
said the Commissioner.

Commissioner Fule also described the recent work on the implementation
of last December’s Visa Facilitation Agreement and the unilateral
lifting of visa requirements by Armenia for EU citizens.

The Commissioner also outlined the progress in the negotiations on
an Association Agreement, including a Deep and Comprehensive Free
Trade Area.

Armenia must have good neighborly relations with Russia said the EU
official. The Nagorno-Karabakh settlement process and the issue of
possible flights to the airport in Nagorno-Karabakh were also raised.

Abrahamyan expressed his appreciation for active cooperation and
ensured Fule that his country will continue the reforms.

According to Armenian newspapers today, January 10, Abrahamyan will
meet with the President of the European Parliament Martin Schulz and
the President of the European Council Herman Van Rompuy.

ANCA-Burbank Celebrates Christmas at the new Burbank Youth Center
Burbank, CA — The Armenian National Committee of America, Burbank
(ANCA-B) hosted its annual Armenian Christmas reception on January 7,
2013. In attendance were members of the City Council, several City
officials, candidates for Burbank elections and representatives of
several state and federal government offices, as well as members of
the organizations that call new Burbank Youth Center home.

The festive evening began with remarks by Zareh Khachatourian, who
welcomed the guests and described the exciting opportunities available
at the Burbank Youth Center. Mayor of Burbank, Dave Golonski,
congratulated ANCA-B and the entire Armenian community for the efforts
that culminated in the new Youth Center, and expressed his best wishes
for the future of the community. Guests were then invited to enjoy the
food and explore the Youth Center, which provides a basketball court,
offices, and meeting spaces.

Overall, the evening was celebratory, yet productive. `I would like to
thank our city officials for attending our annual event and showing
support to our Center and its activities, setting an example for our
youth to become exemplary citizens of their community,’ stated Ara
Boyadjian, chairman of the Christmas reception organizing
committee. `Events such as this provide an opportunity to interact and
discuss important issues with our elected official in a fun, casual
atmosphere. It is through the support of our local, state, and
federal officials that the ANCA-B is able to continue to serve the
community, and provide resources for our youth. We are pleased to

Mayor Ahmet Sait Sadrettin Turkan of Tuzluca city of Turkey’s Igdir
Province, which borders Armenia, paid a visit Tuesday to the Turkish
military units that are stationed at the border with Armenia.

He noted that the objective of his visit was to encourage the Turkish
soldiers that are serving away from their families and under difficult
conditions, Haberler news agency of Turkey reports.

To note, the mayor of Tuzluca is known for going to the Arax River,
every year on the anniversary of the day when this city was occupied
from the Armenians, and throwing carnations into the river and
releasing white doves into the sky as a sign of peace.

Azerbaijani Gas Pipeline Hit By Explosion

AZERBAIJANI GAS PIPELINE HIT BY EXPLOSION

PanARMENIAN.Net – An explosion took place on the Gazimamed-Gazakh
gas-main pipeline’s section in Goychay region, regional TV Channel
Kanal S reported, according to Trend News.

The explosion took place in Karrabakal village at 07:20 on Friday,
January 11.

According to initial report, the cause of the explosion was a gas leak.

The explosion was followed by fire. Agdash gas-main pipelines field
staff and three fire brigades arrived at the scene.

Special vehicles cannot get to the scene due to the fact that the
scene is on highland territory and roads are snow-covered.

Height of flame is approximately 100 meters and can be seen from afar.

Fire has not been extinguished yet. It will be possible to start
repair work after the remaining gas in the pipeline burns.

Azerigaz Production Unit of SOCAR is engaged in transportation and
distribution of gas in Azerbaijan.

Goychay city is located in the center of Azerbaijan, 255 kilometers
from Baku.

4 653,6 tons goods worth over 22.3 billion drams or $55.9 million,
according to the National Statistical Service referring to State
Revenue Committee.

Chemical products accounted for 29.6% of the total humanitarian
aid goods, ground, air and water transport – 21.7%, textiles- 9.7%,
devices and apparatus- 9.1%, cars, equipment and mechanisms- 8.1%
other goods- 8.6%.

Humanitarian aid is mainly provided by the USA, China, Switzerland,
Iran, Germany, France, Italy and CIS (Commonwealth of Independent

Andreas Ghukasyan issued a letter of petition to other presidential
candidates-namely, Aram Harutyunyan, Arman Melikyan, Hrant Bagratyan,
Paruyr Hayrikyan, Vardan Sedrakyan, and Raffi Hovannisian.

“In actual fact, the body politic [of Armenia] is deprived of its
Constitution. Today, we have a right to form a new political agenda

Plusieurs centaines de personnes d’origine kurde manifestaient jeudi
après-midi dans le centre de Marseille après l’assassinat de trois
militantes de leur communaute a Paris, a constate l’AFP.

Des femmes, dont certaines avec des poussettes, etaient en tete du
cortège, qui rassemblait autour d’un millier de personnes selon les
organisateurs, et au moins 300 en debut de rassemblement selon la
prefecture de police des Bouches-du-Rhône.

Une grande banderole noire indiquait : “Hier, trois militantes kurdes
ont ete assassinees par l’Etat turc a Paris”.

Ces trois femmes ont ete tuees d’une balle dans la tete dans les
locaux d’une association de leur communaute a Paris, où leurs corps
ont ete retrouves dans la nuit de mercredi a jeudi.

Des manifestants brandissaient des drapeaux a l’effigie d’Abdullah
Ocalan, le chef emprisonne des rebelles kurdes, ainsi que des drapeaux
de la Federation des associations kurdes.

Selon l’attache de presse du centre culturel de Mesopotamie a
Marseille, Aydin Baran, “dès ce matin, plus d’une centaine de Turcs
d’origine kurde se sont rendus dans les locaux du centre et ont decide
de cette manifestation”, alors que des femmes pleuraient la mort des
trois militantes, très connues au sein de la communaute.

Dans le cortège, des manifestant arboraient des photos des femmes
tuees.

“On est la pour soutenir nos amis kurdes en ce moment de vive emotion.

Nous demandons a l’Etat francais de tout faire pour retrouver les
coupables et de changer radicalement sa diplomatie en reclamant pour
le peuple kurde la democratie et la liberte”, a declare a l’AFP
Pierre Dharreville, secretaire de la federation departementale du
Parti communiste, qui participait a la manifestation.

Les ouvriers en charge du transport de petrole dans la ville georgienne
de Kulevi se sont mis en grève, reclamant des salaires plus eleves
et de meilleures conditions de travail.

Un syndicat a publie une declaration le 23 decembre disant que
grevistes veulent avoir le meme salaire que les etrangers travaillant
a Kulevi.

Les travailleurs veulent aussi que sept employes licencies soient
reintegres.

En tout ce sont 200 employes qui ont refuse de travailler sur le
terminal.

La Compagnie petrolière d’Etat de la Republique d’Azerbaïdjan (SOCAR)
est proprietaire du terminal Kulevi et a depense 350 millions de
dollars pour la modernisation et la mise a niveau de l’installation
afin de charger le petrole d’Azerbaïdjan sur des petroliers pour le
transport a travers la mer Noire.
