YEREVAN. – Armenia’s Ambassador to the United Arab Emirates (UAE),
Gegham Gharibjanyan, on Wednesday met with Sheikha Lubna Al Qasimi,
the UAE Minister for Foreign Trade.

They discussed the avenues for developing the trade and economic
cooperation between Armenia and UAE, Armenian MFA press service
informs.

Also, the UAE minister gave a high assessment to the steps being
taken to develop the bilateral trade and economic interaction, and
expressed a readiness to assist any initiative by the Armenian side.

KASPERSKY LAB TO HOLD INTERNATIONAL CYBER SECURITY FOR NEXT GENERATION CONFERENCE IN YEREVAN

YEREVAN, February 13. / ARKA /. The State Engineering University of
Armenia will host on February 20-22 the regional round of the 6th
International Cyber Security for the Next Generation Conference. The
conference will be organized together with Kaspersky Lab.

For the first time in six years the regional tour, which is for young
scientists from Russia and CIS countries, will not be held in Moscow.

The working language will be English, reflecting the growing popularity
of the conference among the international education community.

“The students and young scientists from Armenia, Belarus, Russia and
Ukraine are eligible to participate in the conference to showcase
their ideas and concepts about how to detect and analyze malware,
DDoS-attacks and spam, new ways to protect communications, including
social networks, special tools for the safe placement of services
and data storage, ” Kaspersky Lab said in a statement posted on its
official website”.

The best 15 projects will be given awards and valuable prizes (1st
place $1000, 2nd place $750 and 3rd place $500) from Kaspersky Lab and
the authors will be invited to attend the international ‘CyberSecurity
for the Next Generation’ conference to be held June 24-26 at Royal
Holloway University of London in the UK.

In addition to the competition of student projects the State
Engineering University of Armenia will host also panel discussions,
workshops and presentations by IT experts on most pressing issues
of cyber defense. The discussions will bring together scientists
and professors of leading universities of the two countries, and
representatives of the National Academy of Sciences of the Republic
of Armenia and the Delft University in the Netherlands.

“The main purpose of the event is to support promising and talented
young researchers who are willing to offer new solutions to combat
global cybercrime. Participation in such a big competition of
innovative projects is always a good start to a professional career
“, Natalya Obelets, deputy director of educational initiatives with
Kaspersky Lab says.

The conference has been organized by Kaspersky Lab every year since
2008 to bring together professionals in the field of information
security, to reveal the full potential of young developers and attract
talented young people in the fight against computer threats. The
conference is international and consists of 4 regional tours covering
the following regions: Europe, North and South America, the Pacific,
Middle East and Africa as well as Russia and other CIS countries. The

Former member of Karabakh committee Ashot Manucharyan thinks that the
upcoming presidential elections of Armenia are absurd and aimed at
strengthening the system of robbery. Ashot Manucharyan rejects the
elections saying that it is important for the society to also reject
them.

According to him, western type of elections to be held in Armenia will
give no surprise while after the election everything will be more
active. Ashot Manucharyan says that after the election people will
start looking for other mechanisms which will be hindered by fake
elections dictated by the West. “The Western theatre must end and the
Armenian one should start, which will generate activeness,” said
Manucharyan.

The speaker said in this stage everything is discussed but the
presidential candidates. He agrees with Andrias Ghukasyan’s demand –
stop fake elections. According to Manucharyan, the fake election issue
is a global one. He says the same demand may be raised in Washington,
Moscow and Baku.

According to Ashot Manucharyan, there is one issue in the world. There
are two marionettes of which the one to engage in robbery should be
elected. He says there is a global system of robbery which is called
fake European civilization. Manucharyan says that everything is a
farce in Armenia. A spy is not a spy, a murderer is not a murderer, a
target is not a target. According to him, since independence Armenians
have elected only once in 1988-90 years. During this period, according
to Manucharyan, power belonged to the people, afterwards the
leadership, officials and oligarchs have tried to concentrate all the
wealth in their hands, open accounts in foreign banks and then leave
to develop the economy of other countries.

According to Ashot Manucharyan, none of the presidential candidates
speaks about this. He added that the electoral mechanism should be
revoked and a new one should be created.

Armenia’s Chemical Industry Drops 8.7% To 7.5bln Drams In 2012

ARMENIA’S CHEMICAL INDUSTRY DROPS 8.7% TO 7.5BLN DRAMS IN 2012

YEREVAN, February 13. /ARKA/. Chemical production dropped by 8.7% to
7.5bln drams in Armenia in 2012, the country’s National Statistical
Service reported.

Manufacturing of plastic products grew to 13,707.2 tons in 2012,
which is a 0.4% increase against the year before.

Paint and varnish production output reduced by 7.6% to 10,848.4 tons.

Production of detergents, cleansers and starching products dropped
by 10.8% to a total of 1,887.2 tons in 2012 against 2011.

In 2012, a total of 9,577 kilograms of synthetic corundum was produced
(21% decline compared to 2011). Production of caustic soda was 82tons
(2.1-time decline). No synthetic rubber was produced in the reporting

Yesterday beginning from the afternoon the villages of Tavush
region situated along the border were under constant firing by the
Azerbaijani side. Due to firing the gas pipeline of Chinari village
blasted, several houses and one car were damaged. The head of Chinari
village Samvel Yeghoyan told Lragir.am that firing at Chinari stopped
at night but it continues at the villages Aigepar and Movses.

“As soon as rain started, they went peaceful a little. Well, we are
used to that, people know how to protect themselves, they stay in
safe places. We can take it easy but children are in stress, the
grown-ups have got used to it,” Samvel Saghoyan said.

The enemy has been regularly firing at the Armenian villages since
February 8.

YEREVAN, FBRUARY 13, ARMENPRESS. The Washington post touched upon the
statement by a pro-government political party that it will pay $12,700
to anyone who cuts off the ear of a 75-year-old novelist. The author
is Akram Aylisli, and his crime is to have written a novella called
“Stone Dreams” that recounts Azeri atrocities against the Armenians
20 years ago.

As reports “Armenpress” The Washington Post reminds that Azerbaijani
President Ilham Aliyev has already stripped Aylisli of his title of
“People’s Writer” and the pension that goes with it. Aylisli’s son
was fired from his job and parliament has demanded that Aylisli
submit to a DNA test to prove he’s Azerbaijani. Over the weekend,
book burnings were staged around the country.

But on Monday the head of the Modern Musavat party, Hafiz Hajiyev,
told the Turan Information Agency that the time has come for Aylisli
to be punished for portraying Azerbaijanis as savages. “We have to
cut off his ear,” Hajiyev said. “This decision is to be executed by
members of the youth branch of the party.”

Watchdog groups, including Human Rights Watch and the Institute for
Reporters’ Freedom and Safety, denounced the threat. “I can’t believe
he’s a man or human being,” Leyla Yunus, head of the Baku-based
Institute of Peace and Democracy, said of Hajiyev. The Washington
Post states: “The Interior Ministry pointed out that cutting off an
ear is a crime and said it would investigate. But the government is
making efforts to distract public opinion.”

Deterioration rapide et significative de la securite au Darfour du
Nord et a Jebel Marra

Les Etats-Unis sont profondement preoccupes par les violents
accrochages entre des milices tribales fortement armees au Darfour du
Nord et entre les forces du gouvernement soudanais et les rebelles a
Jebel Merra. La violence recente a entraîne des pertes de vie parmi
les civils et fait environ 100 000 deplaces qui ont besoin d’aide
humanitaire.

Durant le seul premier mois de 2013, plus de civils ont ete
nouvellement deplaces par la violence au Darfour qu’au cours de toute
l’annee 2012. Pour repondre aux besoins humanitaires de ceux qui sont
touches par ces accrochages, nous appelons le gouvernement soudanais
a donner aux agences onusiennes un accès sans entraves a toutes les
regions du Darfour, et a ~uvrer etroitement avec les agences de l’ONU,
les acteurs humanitaires et l’Operation hybride Union africaine-Nations
unies au Darfour (MINUAD) pour leur livrer de l’aide.

Nous exhortons le gouvernement soudanais a desarmer de toute urgence
les milices au Darfour, conformement a la Resolution 1556 du Conseil
de securite de l’ONU ; a cesser les bombardements aeriens ; et a
mettre en ~uvre le Document de Doha pour la paix au Darfour en tant
que fondement pour un processus de paix plus inclusif et efficace.

Raffi Hovannisian Visits Disabled, Calls for National Awakening on Election Day

Yerevan–Raffi K. Hovannisian today met with members of the National
Alliance for Protection of the Rights of Persons with Disabilities,
where he delivered a plan for overcoming the difficulties of the
disabled by integrating them fully into society.

Hovannisian then went to the villages of Musaler, Khoronk, Arshaluys,
Haytagh, and Geghakert in the Armavir region. At each stop Hovannisian
met with voters, voicing his vision of agrarian development. `The
village needs to be modernized with vital elements of infrastructure,
which requires an increase in loans and subsidies,’ Hovannisian said.
`None of this is possible without a supportive state system. If the
situation doesn’t change soon, the villages will empty out.’

Hovannisian’s last stop in the region was the spiritual capital of
Armenia–Ejmiatsin, where a large crowd of supporters packed the town
hall. `Today we are witnessing a national awakening,’ he said in his
address. `On February 18, the Armenian people will restore the power
that belongs to them and become masters of their homeland.’

Later in Yerevan Raffi Hovannisian met with Alexander Tsinker,
president of the International Center for Electoral Systems and 15th
Knesset member. Hovannisian and Tsinker discussed issues with the
electoral process, including the violations that have already been
recorded.

Turkish and Armenian intellectuals have recently issued support
messages for renowned Azerbaijani novelist Akram Aylisli, who became
the target of attacks for his latest novel.

“When true intellectuals and true writers defend truths, it does not
mean that they don’t love their country. [Aylisli’s] statements clearly
show that a patriot cannot remain silent in the face of the truth,”
Writers’ Union of Armenia President Levon Ananyan told Radio Liberti.

Prominent publisher, author and human rights activist Ragýp Zarakolu
released an announcement titled “Azeri Vicdanlýlara Sahip Cýkalým”
(Defend Azerbaijani Conscience). “No matter what you call honest
people with conscience, they are the real pride of a country.

Currently, the life of Azerbaijan’s pride, Aylisli, is under a
severe threat. Even though some Western countries and Russia invited
him, Aylisli displayed an honorable posture and rejected leaving
his homeland. In order to prevent another murder resembling the
assassination of Hrant Dink, I call the international public and the
democrats of Turkey and Azerbaijan to active solidarity with Aylisli,”
the announcement read.

Aylisli became the target of attacks both from the state and the
public after the release of his latest novel, “Stone Dreams,” which
depicts Azerbaijani-Armenian friendship through its protagonists. A
symbolic DNA test was done last week in Baku to prove whether Aylisli
was Armenian. A group of angry people gathered in front of Aylisli’s
house, painted crosses on his photos and burned them, shouting slogans
such as, “Traitor, shame on you!

Aylisli had been the recipient of many national and international
awards, and was also declared “Azerbaijani National Writer” in 1987,
but President Ýlham Aliyev stripped him of all his national honors
on Feb. 7.

A French lawmaker who gained a reputation last year fiercely defending
a bill criminalizing denial of the alleged Armenian genocide has made
a fresh attempt to bring the bill to the forefront.

Valerie Boyer and five other lawmakers submitted the draft law to
the French Parliament Feb. 6. The first article of the bill provides
for two years of imprisonment or a fine of 45,000 euros for denial
of the alleged genocide.

Last year a similar bill was approved by the French Senate at the
request of Boyer. However, the French Constitutional Court ruled
that the bill was anti-constitutional, citing its contradiction to
the freedom of speech.
