CIS OBSERVERS DEEM ARMENIA ELECTIONS DEMOCRATIC

Observers from countries of the Commonwealth of Independent States
find the presidential elections in Armenia on February 18th “open,
democratic and in line with international standards”.

According to the head of the CIS observer mission Sergei Lebedev,
the elections were held in a competitive atmosphere.

Meanwhile, the OSCE observer mission believes that the elections were
not competitive.

Observers from the International Expert Center for Electoral Systems
describe the elections as “legitimate and democratic despite a number
of drawbacks”.

More than 58% of voters backed Armenia’s incumbent President Serge
Sargsyan.

Armenia’s central election commission has announced President Serzh
Sarksyan has won a second five-year term.

Exit polls when voting ended yesterday gave the incumbent 58% percent
of the vote which the commission said was confirmed in preliminary
results.

“This election proved once again that our people are capable of
uniting at the decisive moment, and making the right decision,”
claimed the victor.

International electoral observers gave the election a clean bill
of health, noting it was an improvement on 2008, but criticised the
“lack of competition” and the failure of politicians to “engage the
public’s interest”.

Police say there have been reports of 70 voting violations including
bribery, and that two criminal investigations have been launched.

SARKISIAN EASILY WINS ARMENIAN PRESIDENTIAL VOTE

Armenia’s president easily won a second term, according to preliminary
election results Tuesday, but his main rival claimed vote fraud and
thousands of his supporters held a protest rally.

President Serge Sarkisian received nearly 59 percent of the vote,
enough to avoid a runoff, Tigran Mukuchian, chairman of the country’s
Central Election Commission, said Tuesday.

The 58-year-old Sarkisian was widely expected to win. He has overseen
a return to economic growth after years of stagnation, although the
former Soviet republic still suffers from widespread poverty.

The closest of his six rivals, American-born Raffi Hovanessian,
got 37 percent of the vote.

Hovanessian, Armenia’s first foreign minister after the 1991 collapse
of the Soviet Union, on Tuesday called the election unfair and rigged,
claiming cases of ballot-box stuffing and voters being coerced to
back Sarkisian.

At a protest rally in the capital that drew 2,000-3,000 people,
Hovanessian declared himself the genuine winner and called on Sarkisian
to arrange a transfer of power by Wednesday evening.

The rally ended peacefully, but some participants later held a march
chanting “Raffi is president.”

Just over 60 percent of Armenia’s 2.5 million eligible voters cast
ballots in Monday’s election, the election commission said. All
the votes have been counted, but the winner will not be officially
declared until Feb. 25.

International observers from the Organization for the Security and
Cooperation in Europe say the election “lacked competition,” but they
noted improvements over the previous poll.

OSCE observers said the fact that several influential politicians
decided not to run may have “contributed to apathy and a lack of
trust among voters.”

Observer mission chief Tonino Picula said Tuesday that competition is
“critical” if Armenia wants to live up to democratic aspirations.

Another OSCE news conference in Yerevan, this one by its Office
for Democratic Institutions and Human Rights, was disrupted Tuesday
when protesters stormed the room, jeering and demanding that OSCE
representatives leave the country.

“You’re legitimizing an illegal vote by your declarations!” said one
protester, Artur Minasian.

He and other protesters would not say whether they backed Hovanessian
or another opposition candidate.

The landlocked country’s economy is hobbled by the longstanding closure
of its borders with Azerbaijan and Turkey. Both neighbors reject the
occupation by Armenian troops and ethnic Armenian local forces of
Azerbaijan’s Nagorno-Karabakh region. That conflict shows no signs
of resolution despite years of international mediation attempts.

AZERBAIJAN, TURKEY INK STATEMENT OF WILL TO BOOST DEFENSE COOPERATION

Azerbaijan and Turkey have signed a declaration of intent aimed at
expanding the military cooperation.

The declaration was signed by Azerbaijani Defense Minister Safar
Abiyev and his Turkish counterpart Ismet Yilmaz in Ankara.

Prior to the signing ceremony, the Azerbaijani Minister visited
Anitkabir mausoleum to pay tribute to Mustafa Kamal Ataturk.

Abiyev also met Chief of the General Staff of the Turkish Armed
Forces, Army General Necdet Ozel and Land Forces Commander, Army
General Hayri Kivrikoglu.

The visit will also see the Azeri Minister have meetings at some
defense industry companies.

Abiyev will put a wreath at a monument to national leader Heydar
Aliyev in a park after the great leader.

Among the void ballot papers in the Armenian presidential election
one with the name of famous actor Chuck Norris was found.

According to the results from 62 of 1,988 polling stations, Armenia~Rs
incumbent President Serzh Sargsyan is leader in the presidential
election ~V 18,361 votes (68.75%).

The applicant, Emiliya Melikyan, is an Armenian national who was born
in 1949 and lives in Yerevan. In 2004 she wished to acquire shares in
the State Company for which she was working at the time, which was
to be privatised. Together with other employees of the company, she
brought court proceedings contesting the legality of the Government
decree concerning the privatisation, which stipulated that the shares
were to be sold to a certain third party. Relying in particular on
Article 6 § 1 (access to court) of the European Convention on Human
Rights, Ms Melikyan complained that she had been deprived of the right
to challenge the legality of the decree before the Armenian courts,
as they had refused to examine the claim on the merits.

The Feb 18 voting in Lori and Tavush regions failed to meet the
criteria of free and fair election. This is the conclusion of the
Helsinki Citizens’ Assembly Vanadzor Office (HCAV) on the basis of
election observation at 70 polling stations.

HCAV says that the voting passed with numerous violations, which
affected the results of the election. HCAV points out such violations
as lack of the ballot secrecy, ballot stuffing, propaganda, etc. The
Helsinki Citizens’ Assembly Vanadzor Office also stressed that all
these violations were made by the supporters of presidential candidate
Serzh Sargsyan.

To remind, according to the preliminary results of the election,
the incumbent President of Armenia Serzh Sargsyan obtained 58.64%
(861,160 votes), the leader of Heritage Party Raffi Hovannisian –
36.75% (539,672), Hrant Bagratyan – 2.15%, Paruyr Hayrikyan – 1.23%,
Andreas Ghukasyan – 0.57%, Vardan Sedrakyan – 0.42%, Arman Melikyan
– 0.24%.

The HAK (Armenian National Congress) issues a statement today
labelling yesterday’s presidential election just the latest in a
series of reprehensible elections in Armenia.

HAK said it has verified more than enough cases of election violations
to classify the election results as a distortion of the truth.

The opposition political organization again claimed that the ruling
regime had again used the names of 700,000 citizens living outside
the country but still registered on the voter rolls to its advantage.

“The February 18 presidential election showed just how much the people
of Armenia have come to hate the ruling regime and Serzh Sargsyan,”
read the HAK statement.

HAK said the ruling regime has proven that it has no inclination at
all to back down from the use of the system it created to carry out
election fraud, despite the promises it has given to the contrary.

The organization said that it would take the united will of the people,
a factor now lacking, to force the regime to do so.

YEREVAN. – The Supreme Body of Armenia’s opposition ARF Dashnaktsutyun
Party issued a statement with respect to the country’s presidential
election that was conducted on Monday, February 18.

“The citizens of Armenia proved on February 18 that their patience
has limits. The outburst of the people was the response to the current
state of affairs in the country. It was a response to the authorities’
demeanor that they have the support of the absolute majority of the
body politic. It became apparent that the majority of the Armenians
do not accept the current system of authority.

This time, the coordinated violations during vote-counting
complemented the resources that the authorities used during the
parliamentary election [in May 2012]. The summing up of the results
came to prove our conviction that the elections are predetermined,
[and] the assessment of the international observers, predictable.

be encroached upon,” the ARF Dashnaktsutyun Party statement reads
in particular.
