” VOUS N’EXISTEZ PAS “, PAR SEVAG TOROSSIAN

Sevag Torossian, avocat penaliste bien connu de la communaute
armenienne, publie debut avril chez L’Harmattan un nouveau livre sur
le negationnisme et les mensonges d’Etat.

Il s’agit la d’un plaidoyer sans concession sur la penalisation du
negationnisme du genocide armenien.

Un an après l’invalidation de la loi Boyer par le Conseil
constitutionnel, l’auteur revient sur la penalisation du negationnisme
du genocide armenien. Un puissant negationnisme d’Etat qui, selon
lui, n’est pas de meme nature que les formes d’expression antisemites
tendant a nier la realite de l’holocauste nazi.

En 1990, la loi Gayssot etait adoptee en France pour apporter une
reponse penale a ce mal irrationnel qu’est l’antisemitisme. A partir
de la, tout le debat sur le negationnisme fut enferme dans celui sur
la liberte d’expression. Malgre les meilleures intentions, ce fut
une erreur que d’avoir insere ce texte dans la loi de 1881 sur la
liberte de la presse.

Le negationnisme est la dissimulation du crime de genocide. Ni plus ni
moins. Cette infraction est concomitante au crime : en meme temps que
le criminel opère, il efface les preuves du genocide. Sous l’angle du
mensonge d’Etat, ce concept couvre ainsi une definition plus large
que celle retenue actuellement par le droit positif. Sa place est
dans le Code penal lui-meme. Et bien au-dela, dans la Convention de
1948 sur la prevention et la repression du crime de genocide.

Striker Yura Movsisyan scored a hat-trick in his first official match
for Spartak Moscow to power his team to a 3-1 win over Terek Grozny on
Sunday as the Russian season resumed after a three-month winter break.

The Armenia international, who joined Spartak from FK league rivals
Krasnodar in December, struck twice in the opening 30 minutes to give
the home side a comfortable lead at halftime.

He added a third midway through the second half to take his season’s
tally to 12 goals before Brazilian Mauricio replied for the Chechen
side late in the game at Moscow’s Luzhniki stadium.

“It’s the first hat-trick of my professional career, coming in my first
game for Spartak in front of our fans,” Movsisyan told reporters with
the game ball in his hands. “No doubt, this is a special day for me
as I’m taking this ball home with me.”

Elsewhere, second-placed Anzhi Makhachkala suffered a shock 2-0
defeat at bottom-of-the-table Mordovia Saransk to drop five points
behind league leaders CSKA Moscow, who beat Krylya Sovietov Samara
2-0 on Saturday.

“Obviously, we’re very disappointed. We controlled the game but just
couldn’t find the target,” said Anzhi coach Guus Hiddink, whose team
were held to a 0-0 draw by Newcastle United in a Europa League last
16 tie on Thursday.

“I don’t think we underestimated our opponents today. I think we just
lost concentration at certain moments and it cost us the game as both
of their goals came after corners.”

Champions Zenit St Petersburg also lost, going down to Rubin Kazan
1-0 after a 31st-minute goal by Venezuela striker Salomon Rondon. The
game was played in the Chechen capital Grozny because Kazan’s pitch

Aronyan left for London to participate in World Chess Candidates
Tournament. As Armenia’s chess federation told Armenpress, before the
launch of Candidates Tournament Aronyan finished his final training
in Jermuk and Tsaghkadzor and headed to London jointly with his
assistants.

World Chess Candidates Tournament is scheduled to be held in London
on March 14 and end on April 1 .

Eight Grand Masters namely Levon Aronyan (Armenia), Magnus Carlsen
(Norway), Vladimir Kramnik ( Russia) , Teimour Radjabov (Azerbaijan),
Boris Belfand (Israel), Alexander Grischuk( Russia) , Vassily Ivanchuk

by Iran’s semi-official news agency Fars as saying during the annual
corporate conference of the Council on Foreign Relations in New York.

In his remarks during the conference, Kissinger said, in part, “Iran
is trying to develop a nuclear program; they think it will provide
them “a safety net” but instead it will likely bring destabilization
as others scramble to be similarly armed. For Israel, it would be an
existential decision to go to war. It is possible Israel will move
and Iran will start harassing the Straits of Hormuz.”

The evening was buzzing in apparent success, with over 85 business
owners exchanging business cards and explaining the nature of their
expertise. Captain Kris Pitcher expressed his department’s 24/7
readiness to assist in keeping peace and harmony while doing everything
to lower the crime rate and assured everyone with positive results of
implemented actions of the LAPD. Then Councilmember Mitch Englander
took to the podium and spoke ever eloquently concerning his close
relationship with the district and the Armenian Community Center
which lay at the heart of his District, after which he presented
the ANCA-San Fernando Valley North Chapter with a Certificate of
Commendation from the City of Los Angeles. At the height of the
evening, State Assemblymember Adrin Nazarian uplifted the crowd with
news from the California Legislature, and presented the North Valley
Armenian Community Center with a Certificate of Recognition for the
many services and help it provides the community.

A great number of the business-owners commented that the event was
very successful and they were looking forward to the next such event
which could be even bigger.

Armenia’s ex-Foreign Minister, member of the Prosperous Armenia Party
(BHK), Vartan Oskanian today visited Heritage party leader Raffi
Hovannisian who is staging a hunger strike in Yerevan’s Freedom square
demanding a rerun of the February 18 presidential election.

Raffi Hovannisian did not reveal the details of the conversation,
saying he did it out of respect for his visitor.

“If Mr Oskanian wants to give more details about our conversation,
I shall be only glad,” he added.

After the meeting, Vartan Oskanian expressed his indignation at the
law enforcers for close-up shots. In reply the law enforcers said
they had the right to do it.

The Beekeepers National Association of Armenia has prevented the
attempt by the Natali Pharm pharmacy network to make money out of
bees milk tablets manufactured by Arpimed and Vitamax-E, Chairman of
the Association Telman Nazaryan told journalists on Monday.

He said that they offered Natali Pharm (a network controlled by
oligarch MP Samvel Alexanyan) 5,000 packs of bees milk bioactive
additive named SOTA at a wholesale price of 4,000-5,000 AMD ($10-12.5)
per pack, but when the network fixed a 7,000-7,500 AMD retail price
for each pack, they decided to take the tablets back.

Nazaryan said that bees milk is good against diabetes, cancer, brain
attack and heart problems.

“We have companies that produce bees milk, so, our government might
buy and give it to patients free of charge, but in reality many people
have been unable to find bees milk for many months already. I have
written a letter to the President, and if he fails to do something
to solve this problem, I will go to another country to produce bees
milk there,” Nazaryan said.

He said that when asked for help, Health Care Minister Derenik Dumanyan
said that in order to be used on a general basis, bees milk had first
to be tested, but “the law does not stipulate any tests for bioactive
additives,” Nazaryan said.

YEREVAN, March 11. / ARKA /. Armenia’s inflation in 2013 January
rose by 2.6 percent from a year before, while the average inflation
among several former Soviet republics which make the Commonwealth of
Independent States (CIS) was 6%, the CIS Statistical Committee said.

It said in January, compared with December 2012, consumer prices in
Armenia increased by 2.6% (the average figure in the CIS was 0.9%).

All the CIS countries, except for Ukraine, saw their prices to surge.

The highest inflation of 23.1% was reported by Belarus, Kyrgyzstan
posted a 7.6% inflation, Russia and Kazakhstan saw a 7.1% and 6.6%
inflation respectively. They were followed by Tajikistan – 6.5%,
Moldova – 4.6% and Azerbaijan -08%. -0-
