met March 12 with Georgian Healthcare Minister David Sergeyenko.

Ambassador Manoukian voiced hope that the cooperation between
the countries will continue. Minister Sergeyenko, in turn, noted
Armenian-Georgian collaboration in healthcare sector as a significant
area in bilateral relations.

The two further discussed issues of interest, with Georgian minister
hailing Armenia’s experience in specific fields of healthcare sector.

The envoy stressed the need for Armenia to examine Tbilisi’s expertise
in medical insurance.

YEREVAN, MARCH 13, ARMENPRESS: Alyosha Abrahamyan, team’s goalkeeper
was one of the heroes of “Ararat 73” historical victory. Armenian
footballer has not quitted the football field and is currently engaged
in coaching the team.

“Armenpress” opens that “golden page” in the history book of the
Armenian sport. Both the heroes and witnesses of the heroic triumph of
“Ararat 73” tell new details about the club’s achievements.

Alyosha Abrahamyan was born in 29 August, 1945. He was a goalkeeper
for the USSR football team Ararat, which won the USSR national
championship in 1973. He won silver medal of the USSR in 1971. Two
years later became cup-holder of the country and was awarded to USSR
golden medal. He played 189 matches in Ararat team.

-Please state what is the difference between current day football
and the one you used to play 40 years ago?

-I guess that everything has become somehow faster today. Now
footballers play and move faster. Then we were “suffering a lot” for
the ball. I always find resemblances between “Ararat” and “Barcelona”.

We were playing with short races, swiftly and planned attacks, we
were playing in the corners of the field.

– Does Mr. Abrahamyan have a favorite club? What matches do you follow
and who is your favorite footballer?

– Yes, I am fan for “Manchester United”. My favorite footballer is
Eric Daniel Pierre Cantona, who unfortunately does not play any more.

I love the football demonstrated by our National team footballers. I
confidently state our footballers are playing good. They are good
at showing resolute outcomes in group stages. National Team member
Henrikh Mkhitaryan is a promising sportsman; he will have a great
future. The fact Yura Movsisyan is playing in Spartak was also a big
progress. We have great expectations regarding this footballer as

Le porte-parole du President Sarkissian a declare hier que Raffi
Hovhannissian avait rejete la proposition d’une rencontre afin de
debattre des questions relatives au processus postelectoral. Le
porte-parole a exprime l’espoir que ” M. Hovhannissian a fait une
evaluation juste et lucide de la situation et est conscient des
dangers lies a un rejet de facto de tout dialogue “. Pour sa part,
Raffi Hovhannissian, en grève de la faim depuis deux jours sur la place
de la Liberte, a declare devant les journalistes que la Presidence ”
mentait ” : ” Monsieur Sarkissian, je n’ai refuse aucune proposition
de rencontre ou de dialogue. Vos services mentent.

Maintenant je vous dis : afin de surmonter cette angoisse nationale,
je vous invite a un dialogue, a une discussion publique ou a huis
clos, vous laissant le choix de la date et de l’heure. C’est a vous
de decider ” a-t-il declare ajoutant qu’il attendait Serge Sarkissian
place de la Liberte.

Plusieurs hommes politiques se sont rendus place de la Liberte pour
exprimer leur soutien a Raffi Hovhannissian, dont l’ex Ministre des
AE Vartan Oskanian, du parti Armenie Prospère. Raffi Honhannissian
a refuse de donner des details sur son entretien avec M. Oskanian,
disant vouloir ” respecter la volonte ” de son interlocuteur.

Dans son editorial, Aravot, sans mettre en doute l’honnetete de Raffi
Hovhannissian, estime que ses arguments pour prouver qu’il a gagne
les elections sont très faibles, ce qui conduit le leader d’Heritage
dans une impasse.

Commentant l’action de M. Hovhannissian, Soukias Avetissian, du
parti Republicain, estime qu’il s’agit d’une pression sur la Cour
constitutionnelle alors que celle-ci est en train d’etudier sa requete.

Le Conseil De L’europe Voit Des Reformes Continuelles En Armenie

LE CONSEIL DE L’EUROPE VOIT DES REFORMES CONTINUELLES EN ARMENIE

Le Conseil de l’Europe a rejoint le ch~ur des louanges internationales
sur la tenue de l’election presidentielle du mois dernier, laquelle
continue a etre vivement critiquee par l’opposition interieure et
les groupes de la societe civile.

Thorbjorn Jagland, secretaire general de l’organisation basee a
Strasbourg, a exprime sa confiance dans le fait que le President
Serge Sarkissian continuera ses ” reformes democratiques “, selon
ses propres termes, après avoir remporte un second mandat.

” Je suis convaincu que vous allez poursuivre le processus continu de
reformes auxquelles vous et votre pays vous etes deja engages, en vue
d’assurer sa stabilite democratique et le plein respect de la primaute
du droit et des droits de l’homme en Armenie “, a ecrit Jagland dans
une lettre de felicitations a M. Sarkissian datee 27 fevrier.

” Je peux vous assurer que le Conseil de l’Europe est pret a vous
soutenir dans ces efforts”, a ajoute l’ancien premier ministre
norvegien.

La lettre reflète l’evaluation globalement positive de l’election
armenienne faite par la mission d’observation de l’Organisation pour
la securite et la cooperation en Europe (OSCE). La mission forte de
300 observateurs comprenait deux douzaines de membres de l’Assemblee
parlementaire du Conseil de l’Europe (APCE).

Karin Woldseth, le depute norvegien qui a dirige les observateurs de
l’APCE, a declare que l’ensemble de 47 pays “est entièrement d’accord
” avec la conclusion preliminaire de la mission selon laquelle le vote
du 18 fevrier a ete ” generalement bien administre et a ete caracterise
par un respect des libertes fondamentales.” L’ APCE partage egalement
les preoccupations suscitees par les abus relatifs a l’utilisation
des ressources administrative par les partisans de Sarkissian, ce
qui constitue une ” ingerence indue ” dans le processus du vote,
a-t-elle precise.

“En tant que tel, le deroulement de ces elections a montre des progrès
par rapport aux precedentes elections presidentielles tenues en 2008.

Bien sûr, tout n’est pas regle dans ces elections et tous les aspects
du processus de depouillement et de traitement des plaintes reste a
etre pris en compte “, a declare Woldseth a RFE / RL (Azatutyun.am)
dans des observations ecrites.

Woldseth faisait partie des fonctionnaires europeens qui ont presente
les premiers resultats de la mission menee par l’OSCE lors d’une
conference de presse du 19 fevrier a Erevan, qui a ete perturbe par
un groupe de jeunes activistes armeniens qui accusent l’Occident
d’aveuglement. ” L’Armenie est sur la bonne voie pour remplir ses
obligations de nouveau pays democratique en Europe “, a-t-elle declare.

Ce point de vue contraste avec les preoccupations qui avaient ete
exprimees par Woldseth et quatre autres membres de l’APCE lors de leur
visite a Erevan en janvier pour evaluer les preparatifs du scrutin
presidentiel. Ils avait alors estime que la decision prise par la
plupart des forces d’opposition de l’Armenie de ne pas presenter de
candidats a la presidentielle avait provoque l’apathie du public
a leur son egard. “Les prochaines elections sont deja ternies par
l’indifference generalisee et la mefiance “, avait declare Woldseth
a l’epoque.

Les remarques avaient suscite une vive reaction de Davit Harutiunian,
le chef de la delegation parlementaire armenienne a Strasbourg, qui a
egalement ete directeur adjoint de campagne de Sarkissian. Harutiunian
avait insiste sur le fait que les prochaines elections seraient aussi
competitives que les precedentes.

Woldseth a clairement change son point de vue au lendemain du scrutin.

Lors de la conference de presse du 19 fevrier, elle s’est trouvee
ouvertement en desaccord avec d’autres observateurs europeens qui
deploraient un manque de concurrence dans la competition.

L’Armenie s’est engagee a mettre son système politique en conformite
avec les normes et pratiques europeennes lors de son adhesion au
Conseil de l’Europe il y a une decennie. Le respect des obligations
d’adhesion a depuis ete surveille par les comites de suivi de l’APCE.

Ces dernières annees, les relations de l’Armenie avec l’organisation
ont porte sur les consequences des violences post-electorales de mars
2008 a Erevan qui firent dix morts et conduisirent a des arrestations
massives de membres de l’opposition. En depit de l’adoption de ses
resolutions denoncant la repression, l’APCE a fait face a des critiques
croissantes de l’opposition armenienne frustree par ce qu’elle percoit
comme de l’indulgence envers le gouvernement Sarkissian.

La resolution la plus recente adoptee par le Strasbourg en octobre 2011
declare pour l’essentiel que les autorites armeniennes ont surmonte les
retombees politiques de l’agitation 2008. Elle s’appuie en particulier
sur la liberation en mai 2011, des derniers opposants restes en prison
et de l’enquete commandes par Sarkissian sur ces evenements.

L’opposition et le Congrès national armenien (HAK) en particulier
avaient condamne cette resolution, accusant la direction de l’APCE
de prendre parti pour le gouvernement armenien dans son bras de fer
avec l’alliance de l’opposition menee par Levon Ter-Petrossian. Des
personnalites du HAK avaient reitere cette condamnation lors de leur
rencontre avec John Prescott, l’un des deux principaux auteurs de la
resolution, a Erevan, en janvier 2012.

Prescott a fait face a une sevère critique des deux autres
groupes d’opposition armeniens lors de reunions separees avec leurs
dirigeants. Ces derniers ont affirme que l’ancien vice-premier ministre
britannique a rejete sans menagement leurs preoccupations au sujet
de la liberte et l’equite des prochaines elections armeniennes.

Prescott et les autres representants du Conseil de l’Europe ont
toujours nie toute partialite pro-gouvernementale. Les responsables
politiques pro-gouvernementaux a Erevan ont egalement defendu la
position de l’APCE.

On ne sait pas encore si l’APCE discutera de la situation politique
en Armenie lors de sa prochaine session plenière en avril ou si ce
sera plus tard dans l’annee. Woldseth a indique que le pays restera
sous procedure de suivi de l’assemblee pour l’instant, malgre les
eloges sur la conduite des elections. ” Être sur la bonne voie ne
signifie pas que l’Armenie a deja pleinement honore ses engagements
et se obligations, ” a-t-elle declare au service armenien de RFE / RL.

SACRAMENTO-Calls for Karabakh freedom were heard across the California
State Capitol yesterday as Armenian Americans from throughout the
state converged to protest an Azerbaijani Parliamentary and State
Oil Company (SOCAR) delegation visit to the CA State Senate, reported
the Armenian National Committee of America Western Region.

“The California State Senate is a great seat of American democracy,
and certainly no place for grandstanding by representatives of
Aliyev’s dictatorial regime,” said ANCA External Affairs Director
Tereza Yerimyan. “The California Armenian community looks forward to
speaking with each and every legislator in the upcoming weeks and
at the annual April 15th advocacy event to present the true face
of Azerbaijan and strengthen the bonds between the Golden State,
Armenia and Nagorno Karabakh.”

California State Assemblymen Katcho Achadjian (R), Adrin Nazarian
(D), Jim Patterson (R) and Scott Wilk (R) joined the Armenian Youth
Federation (AYF) and ANCA-WR led protest, which included broad
participation by the United Young Armenians (UYA), local Armenian
Student Associations, the ANCA Sacramento, St. James Armenian Church
Pastor Fr. Asoghig Jamgochian and a cross section of the burgeoning
Armenian community in the State’s Capital. ANCA and AYF Chapters
in Southern California, the San Francisco – Bay Area and Central
California had bused in activists from the across the state.

“I am proud to have stood shoulder to shoulder with Assembly members
Nazarian, Wilk, and Patterson and Armenian Americans from throughout
the State to protest the Azeri government’s aggression and efforts
to use its oil wealth to purchase international legitimacy,” said
Assemblyman Achadjian. “I would also like to thank ANCA-WR and AYF
for helping organize the event.”

Assemblyman Nazarian concurred, noting, “Twenty-five years after
Azerbaijan’s attacks against innocent Armenians in Sumgait and
the subsequent pogroms in Baku, Kirovabad and Maragha, threats
and aggression against Armenia and Artsakh continue. Welcoming
representatives of Aliyev’s repressive regime sends all the wrong
messages to Baku, interferes with broader U.S. calls for democratic
reforms in Azerbaijan, and undermines international efforts toward
a peaceful resolution of regional issues.”

The Azerbaijani delegation included four parliamentarians and three
representatives of SOCAR. Bay Area State Senator Leland Yee reportedly
walked off the Senate floor in protest, when a brief ceremony was held
in honor of the Azerbaijani parliamentarians. Diamond Bar Republican
Bob Huff introduced the group, praising Azerbaijan’s democratic
tradition, followed by remarks by delegation leader Samad Sayadov,
who offered glowing praise of the “shared values” between California
and Azerbaijan.

“Just one day before their CA State Senate visit, the Aliyev
regime used water-canons and rubber bullets to disperse a peaceful
demonstration in Baku,” said AYF member, Sevag Tchekidjian. “Those
certainly aren’t the values and democratic tradition that California
or anyone in the U.S. should be sharing or condoning.”

Later in the evening, several CA State Senators hosted a dinner with
their Azerbaijani guests and high-priced Azerbaijani government
lobbyists at the Sutter Club, where the Armenian American protest
took place. State Senators Marty Block (D), Bill Emmerson (R), Ted
Gaines (R), Ted Lui (D), Fran Pavley (D) and Board of Equalization
member George Runner and his wife, former Senator Sharon Runner,
were reportedly seen entering the Sutter Club during the Azerbaijani
Delegation event.

The April 15th ANCA-WR Advocacy Day will be an opportunity for
Armenians across the Great State of California to attend the
annual Genocide commemoration and speak to their legislators about
issues that are of concern to the Armenian American community,
including the Azerbaijani delegation visit to the Capitol. This

BOMB EXPLOSION IN DAMASCUS. TWO ARMENIANS WOUNDED IN A RESULT

YEREVAN, MARCH 12, ARMENPRESS: Two Armenians have been wounded in a
result of bomb explosion in Christian district of Damascus on March
11. Armenpress was informed from Damascus resident Nazaret Elmadjianj,
adding that fortunately two wounded Armenians, Mirzakhanian and
Husikian, didn~Rt have any serious injuries. They have already gone
home from hospital.

Two mortar shells fell on Monday in Bab Sharqi area in Damascus,
causing the death and injury of several citizens, in addition to
material damage.

A source at Damascus Police Command told SANA that a mortar shell
fell behind the shops on the way to al-Dweilaa town and led to the
death of three citizens and injuring 28 others.

The source pointed out that a mortar shell fell in al-Misk Avenue in
Bab Sharqi, causing material damage, but no casualties were reported.

Another mortar shell fell in Tishreen Stadium during a football match
between Banyas Refinery Team and Omaya Team, causing the injury of
a number of players and administrative staff.

Free Eye Care Initiative Launched By Orange Foundation And Armenian

FREE EYE CARE INITIATIVE LAUNCHED BY ORANGE FOUNDATION AND ARMENIAN EYE CARE PROJECT

YEREVAN, March 12. / ARKA /. The Orange Foundation and the Armenian
Eye Care Project (AECP) launched their joint project of free eye
screenings for local inhabitants and free treatments for socially
vulnerable people in the Armenian regions. The project for this year
starts from the Kotayk region.

The project will be implemented in two steps: first ophthalmological
teams will provide free eye screenings for all those who will like
to have one, then all socially vulnerable inhabitants who have been
diagnosed with an issue needing an operation will be directed to the
mobile eye hospital, where they will get surgical treatment for free.

Those who need glasses will be provided with a pair especially designed
for them. It is estimated that around 4,000 people will undergo eye
screenings, around 300 surgeries will be realized, and around 1,500
glasses will be provided. In the frames of this project, 9 schools of
Kotayk region will also host special classes on eye care for children
parallel to eye screenings.

Nazareth Seferian, Orange Armenia Foundation Secretary General, said:
”With the work we have carried out together during the last two years,
we were able to help tens of thousands of people. We are happy to
launch the 2013 project that will help us to visit new regions and
bring a real difference to other peoples’ and families’ lives. We
call everyone to visit and have a free eye screening, as the sooner
the issue is detected, the bigger is the probability that it can be
prevented or eliminated”.

Nune Yeghiazaryan, Country Director of the Armenian Eye Care Project,
said: ”The results we have recorded show that the cooperation between
the AECP and the Orange Foundation gets a considerable importance
in the domain of eye public health of Armenia. We are happy that our
cooperation is long-term and continuous, which allows us to state that
the quality of the eye care services provided to the population and the
results obtained are highly appreciated. This year the mobile hospital
will visit Kotayk, Tavush, Lori and Shirak regions. We think we’ll be
able to screen around 18,000 people, make around 1,200 surgeries and
laser treatments and provide 6,200 glasses in these 4 regions. And
of course, all mentioned services will be provided free of charge”.

Orange Foundation is supporting the AECP in implementation of its
projects, scheduled for 2013, by allotting AMD 26,500,000.

As a reminder, the cooperation between the AECP and the Orange
Foundation started two years ago and during 2011 and 2012 covered 6
marzes: Aragatsotn, Shirak, Syunik, Vayots Dzor, Ararat and Armavir.

Within this period 23,364 adults and 5,783 children have had a medical
consultation. 3,055 people have undergone detailed eye screenings in
the mobile hospital, out of which 1,900 have had a free surgery or a
laser treatment. 10,939 were provided. 1,944 children of 36 schools
have participated in public classes.

Orange Foundation has been established in April 2011. Orange Armenia
Foundation brings to 11 the number of foundations active in the Orange
global footprint. Orange Armenia joined the network of foundations,
including France, Spain, Senegal, Mali, Ivory Coast, Cameroon,
Poland, Slovakia, Republic of Moldova and Dominican Republic. Since
its creation in 1987, the Orange Foundation is the main structure
within the Orange Group realizing charitable and philanthropy projects.

Founded in 1992 in the United States, the Armenian Eye Care Project
(AECP) is a non-profit corporation, dedicated to the elimination
of preventable blindness in Armenia. In 2003, the AECP launched its
initiative “Bringing Sight to Armenian Eyes”, the five comprehensive
components of which include direct patient care, data collection,
analysis and research, medical education and training, public education
and awareness and capacity building. The Mobile Eye Hospital (MEH),
furnished with up-to-data equipment, will visit the Armenian regions
to provide high-quality eye care services to the population.

while commenting on the news that Tehran supported Armenian militants
during Karabakh war posted on “irandiplomacy” website.

The ambassador said that the person, who the article cites to, is
unknown: “I have investigated it myself. This is the translation of
a sentence from the article posted by western media. The name of the
article is “Tel-Aviv and Azerbaijan against Iran”. As it is seen,
the article aims to disrupt Azerbaijan-Iran relations. This news is
completely groundless.”

The ambassador also commented on the incident that happened between
Tehran’s “Istiglal” and Tabriz’s “Traktor” football teams. Diplomat
said it was a common football confrontation: “A large number of
spectators watched the match, it was also broadcasted. Some people
attempt to present it differently. A flag of any country may be
raised in a stadium with 75 000 seats. Similar incident can happen
in Azerbaijan, too.”

The ambassador noted that Azerbaijan and Iran are fraternal and
friendly countries, these incidents and news reports do not reflect
the interests of both countries and nations.

Heritage party Chairman Raffi Hovannisian is against Armenia’s joining
the Customs Union or the Eurasian Union.

Talking to journalists, Mr Hovannisian spoke of Armenian President
Serzh Sargsyan’s visit to Moscow. According to unofficial information,
issues of the Customs Union and Eurasian Union are on the visit agenda.

“My words do not mean that Armenia does not need strong ties with
countries of Asia and the East. But Armenia should see its future in
a different direction provided Europe recognizes Armenia’s national
interests, sovereignty and citizens’ rights,” Mr Hovannisian said.

He is sure that the hour of triumph in Armenia’s relations with Russia,
US and Europe is in the future.

As regards the possibility of Armenia’s membership in the European
Union (EU), especially now that the organization has some problems,
Mr Hovannisian said that the thing to do before is to admit the fact
Armenia’s economy is in the hands of a few families and oligarchs.

“Our economy has been killed by domestic, not foreign, forces. So
we must return the funds to the state budget and ordinary citizens,”
he said. Mr Hovannisian stressed the need to ensure free competition,
put an end to monopolies and promote small and medium businesses.

“I have said I do not object to Armenia having observer status at the
Eurasian Union or relations with Asian countries and Russia. I have
said that, if Europe recognizes our national interests and sovereignty,
I do not rule out our membership. But Europe needs progress, and
Armenia has to develop its own democracy,” Mr Hovannisian said.

ANCA LEO SARKISIAN INTERNSHIP: A CHANCE TO JUMP INTO ‘HAI TAHD’

Are you an Armenian-American college student looking for the ultimate
summer opportunity? Do you want to learn more about the Armenian Cause,
live in the nation’s capital, and make meaningful connections that
last a lifetime?

If so, listen up.

The ANCA Eastern Region is now accepting applications for the ANCA
Leo Sarkisian Internship (LSI) program, which will run from June
17 through August 9 in Washington, D.C. If you haven’t heard of the
program, keep reading.

The LSI program is a cornerstone of the ANCA’s nationwide efforts to
educate, motivate, and activate Armenian-American youth so they can
expand advocacy efforts in their hometowns and campuses. Since 1985,
the program has produced hundreds of alumni from across the United
States who have gone through its ranks. The program is named after
the late Leo Sarkisian, an ANCA Eastern U.S. leader who spearheaded
grassroots activism for more than four decades until his untimely
passing in 1992.

During the eight-week internship, participants will live in Washington,
D.C. at the ANCA Hovig Saghdejian Capital Gateway House, which is
located close to the ANCA National Headquarters. They will work on
a wide variety of projects based on their individual interests while
gaining hands-on experiences within the American political system. A
bi-weekly lecture series features guest lecturers, including Members
of Congress, ambassadors, and Armenian-American leaders.

Interns are offered a weekly stipend during the eight-week program.

Let’s cut to the chase: This program is a boot camp in Hai Tahd. You
will learn things you never would anywhere but in Washington. Even
if politics isn’t necessarily your forte, you will earn valuable work
(and life) experience to put on your resume.

If you’ve never been to Washington, now is the time. It’s a vibrant
city with a lot going on-and I’m not just talking about in the
political scene. The city is perfect for college students. I interned
in Washington in 2011 and found it to be one of the best summers of
my life because of the active social scene, the many free activities,
and the number of people my age living and working in the area. In
short: You’ll fit right in.

The LSI program allows you to learn about lobbying and our federal
government. It pushes you to think outside your comfort zone and to
act as an individual. It is an intense two months because the program
offers countless projects and tasks for its interns.

“I was fortunate enough to take part in the LSI program in 2004,
and it was one of the most exciting learning opportunities I’ve
experienced. It was incredible to see how important it is to be an
activist and what a large role we play in communicating our issues
not only to elected officials, but also other organizations and
individuals. Aside from learning more about politics and processes,
my connection to Hai Tahd and my homeland became stronger,” said
Tamar Kanarian, who currently serves on the ANCA Eastern Region Board.

I encourage you to apply to this program. The ANCA is only as good as
its youth-that’s you. We are made stronger every day because of the
growing number of young people getting involved in the Cause. The
LSI Program is the perfect springboard for your involvement in Hai
Tahd and your professional growth.
