Au sein du ministère AliyevScience

BAKOU – À quel point la vie d’un président est devenu la base d’une
nouvelle science ?

Probablement au moment où une Académie Nationale des sciences ouvre un
département avec un nom difficile à traduire comme `Aliyevshunasliq.`

Ce mot pourrait le mieux être rendu en français comme AliyevScience.
Il se réfère à l’étude de la vie et l’`uvre du défunt président
azerbaïdjanais Heydar Aliyev et, en ce moment, 13 universitaires sont
à pied d’`uvre pour la développer à Bakou.

Les 13 chercheurs à temps plein et à temps partiel, logés dans le
département AliyevScience dans l’Institut d’histoire de l’Académie des
sciences, sont assis entourés d’archives papier de chaque période des
80 ans de la vie d’Aliyev. Ils distillent progressivement la matière
dans une biographie en deux volumes détaillant tout ce qu’il y a à
savoir sur un seul sujet.

L’ancien président Aliyev a déjà un avenir sûr en Azerbaïdjan après
avoir passé la présidence à son fils Ilham, en 2003, à peine deux mois
avant sa mort. Mais l’objectif du département AliyevScience va plus
loin.

« Après tout le travail est fait, il serait bon d’avoir
[AliyevScience] en tant que sujet dans les écoles », explique Adalet
Qasimov, le chef du Département AliyevScience. « Des cours spéciaux et
des conférences spéciales pourraient être créés dans les universités
pour étudier le phénomène Heydar Aliyev ».

« Il n’y a rien de tel pour le moment, mais il y a des écoles et des
universités qui ont des centres Heydar Aliyev » a ajouté Adalet
Qasimov. « Mais à l’avenir, le ministère de l’Éducation peut émettre
des directives sur la façon d’étudier la question et nous, en tant que
ministère, seront prêt à aider d’une manière directe et efficace ».

Vétéran du KGB

Selon Adalet Qasimov, son équipe a déjà envoyé le premier volume de la
biographie à l’éditeur : il couvre les années 1993-2003 d’Aliyev,
quand il était le troisième président permanent de l’Azerbaïdjan
indépendant.

Le second volume, consacré à la vie antérieure d’Aliyev quand il a
gravi les échelons du KGB soviétique en Azerbaïdjan et a dirigé la
république soviétique pendant 18 ans, est encore au stade de projet.
Les deux volumes seront publiés à temps pour le 90e anniversaire de
naissance d’Aliyev en mai.

Mais en quoi la AliyevScience consiste-t-elle ? RFE / RL a demandé
Adalet Qasimov si elle accepte également les critiques, comme la
science – qui met l’accent sur l’analyse critique – peut l’impliquer.
« Elle peut être critiqué si elle le mérite vraiment » dit Adalet
Qasimov. « Pour moi, Aliyev a toujours servi sa nation. Par rapport à
d’autres dirigeants de l’Azerbaïdjan, il n’y a rien que vous pourriez
lui reprocher. Lors de nos recherches, nous avons rencontré rien de la
sorte ».

Juste en face de la ville, l’un des plus importants nouveaux btiments
de la capitale est l’ultramoderne centre culturel Heydar Aliyev.
Ouvert en 2012, lui aussi, énumère ses objectifs comme notamment la
recherche et la promotion de l’idéologie d’Heydar Aliyev. Une
idéologie qui a désormais un nom : AliyevScience.

YEREVAN, MARCH 16, ARMENPRESS. On 15 March Artsakh Republic President
Bako Sahakyan met delegation of the Yerevan city administration at the
head of Mayor Taron Margaryan. Issues related to further deepening
relations between the two Armenian capitals were discussed during the
meeting.

As reports “Armenpress” President Sahakyan considered important
multilateral cooperation with the Yerevan city considering it useful
both for Stepanakert and for the whole Artsakh. The President also
added that there are all the necessary preconditions for further
widening and expanding the ties.

Bako Sahakyan expressed gratitude to the mayor of Yerevan for
providing technical equipment to the Shoushi communal service and
assisting the process of the town’s beautification. The Head of the
State rated high the initiative of Yerevan city administration to lay
out a park of Freedom Fighter in the center of Stepanakert considering
its importance from both political and moral-psychological viewpoints.

Vice-premier Arthur Aghabekyan, mayor of Stepanakert Souren Grigoryan,
chairman of the Artsakh Union of Freedom Fighters Samvel Karapetyan
and other officials took part at the meeting.

Top Three In Arf-D Yerevan Council Of Elders Election List Known

The first three names in the Yerevan Council of Elders election
list of the Armenian Revolutionary Federation-Dashnaktsutyun (ARF-D)
are already known.

The list will be topped by ARF-D Supreme Body representative Armen
Rustamyan, former education and science minister Levon Lazarian and
either ARF-D Supreme Body deputy representative Arsen Hambardzumyan
or former MP Lilit Galstyan.

Speaking to Tert.am, Hambardzumyan neither refuted not confirmed
the information.

Asked about the others in the list, Hambardzumyan said they will
publish the list in the time set by the law.

The nomination time is March 11-21.

Georgia has “problematic” sections on the border with Armenia, Prime
Minister Bidzina Ivanishvili said during his Thursday meeting with
representatives of regional media.

“Armenia’s Deputy Foreign Minister is arriving in Tbilisi today
and I want to discuss certain sections of the border,” he said,

Ivanishvili pointed at active work on demarcation and delimitation
of Georgia-Armenia border.

“We have good relations with the President of Armenia. We have
recently talked on phone and I think the issue will be settled,

Activists tried to pitch a tent at the Liberty Square for the leader
of the opposition Heritage party, Raffi Hovannisian, who is in hunger
strike for 5 days.

Although press-secretary of the Heritage party, Hovsep Khurshudyan,
read the permission to pitch a tent aloud, policemen went on hindering
its pitching.

As a result of scuffle, policemen started frisking one of the
activists. The latter said that if they find something in his pockets,
it will mean that policemen themselves planted fake evidence. The
people that gathered at Liberty Square rebelled against the incident
and started chanting: “Shame”.

The Municipality has turned down the request to pitch a tent at the
paved area saying that Liberty Square is a historical and a cultural
complex. Based on this decision, Hovannisian’s supporters were trying
to pitch the tent in the nearby green-covered area, where cafes are
set up. They said that pitching tents on green-covered areas is not
prohibited by the law.

has published today decision in the case of former Health Minister,
Ali Insanov, reports Armenpress, referring to “Turan’.

The Court found a violation of the rights of Insanov guaranteed by
Article 3 (prohibition of torture) and Article 6 (right to a fair
hearing), and ordered to pay compensation in the amount of 10,000
euros, according to Togrul Babayev, Insanov’s lawyer. According to
him, Azerbaijani government may within three months make a complaint
to the Grand Chamber of the ECHR. If it is not approved, the plenum
of the Supreme Court should decide to cancel unlawful judgments
against Insanov.

Insanov was arrested in 2005 on charges of attempting to overthrow
the government. Subsequently, however, he was sentenced to 11 years
in prison on charges of theft and embezzlement of state property.

Though Raffi Hovannisian decided not to refer any longer to the
placement of tent in the square, but the incident that happened today
forced him to refer to it.

“I welcome the citizens, who instead of the police on the 5th day of
my hunger strike decided to bring cover for the preservation of my
health. Neither now, nor on April 9 I am not going to allow that a
citizen and a police officer stand against each other”, – said Mr.
Hovhannisyan.

“Heritage” party member Styopa Safarian read human rights defender
Karen Andreasyan’s statement where it is said: “Hindering RA citizen
Raffi Hovannisyan’s tent placement I consider human right violations.

RA police actions I do not consider legal”.

Raffi Hovannisian also informed that today actor Vardan Petrosyan
who came from France was not allowed to enter French university of
Armenia who had been invited by the University Students’ Council:
“Long live our independent students. From April 9 such a thing will
never be”,- Raffi Hovannisian said.

At today’s open press conference in Freedom Square, Raffi Hovannisian
said that party games will be secondary from now on. The axis of any
victory and fight won’t be the party, but the Armenian people.

According to Raffi Hovannisian something on the future plans will be
said in tomorrow’s rally. He said he won’t comment on RPA members’
speeches, but only those of the RPA leader. Hovannisian says
Republicans don’t know the situation in the country.

He said ready to listen to Serzh Sargsyan’s proposals and to discuss
them with people. He reiterated that their fight is constitutional
and peaceful.

Raffi Hovannisian noted that he and people are companions: none of
them will do a step without the other.

PanARMENIAN.Net – A new TD Canada Trust branch was inaugurated on
Thursday, March 14, 2013 at Les Galeries Normandie in the borough of
Ahuntsic-Cartierville, Canada Newswire reported.

At the event, TD executives donated $5,000 to the Armenian Community
Center of Montreal to finance the creation of an organic vegetable
garden and a tree-planting project on behalf of the TD Friends of
the Environment Foundation (TD FEF).

“With the opening of this new branch, we have strong momentum and
continue to grow in Quebec,” says Christine Marchildon, TD Bank
Group’s Senior Vice President, Branch Banking and Chair, Quebec
Market. “Promoting diversity and protecting the environment are among
our core values. We would like to thank the Armenian Community Centre
of Montreal for their passion and commitment to this project, which
will have a positive impact on the entire community.”

The new branch has 4,000 square feet of space and is staffed by 13
employees. It will provide both personal and small business banking
services.

As is the tradition when opening its new branches, the TD Friends
of the Environment Foundation made a donation in support of a local
organization’s project. In this instance, the Armenian Community
Center of Montreal received $5,000 to create an organic vegetable
garden and a tree-planting project.

Members of the seniors’ association will lead the garden project, in an
effort to involve local children in a unifying and intergenerational
activity. In fact, this project will feature a dietitian, who will
teach children the basic principles of healthy eating, while a chef
will create delicious meals for them using the garden’s vegetables. The
tree-planting project will take place at the Armenian Community Center
of Montreal complex.

“We are very grateful to TD Bank Group, for allowing us develop these
projects, which are extremely important for community members of all
ages,” says Maral Tersakian, a Board Member of the Armenian Community
Center of Montreal.
