GREECE TO PURSUE CLAIM FOR REPARATIONS FROM GERMANY OVER WWII

PanARMENIAN.Net – Greece is planning to pursue a long-dormant claim
for reparations from Germany over World War Two, a further strain on
relations with Berlin, which foots most of the bill for its 240-billion
euro rescue, Reuters reported.

The Finance Ministry has compiled a report that takes stock of all
relating available documents spanning more than six decades, Greek
Foreign Minister Dimitris Avramopoulos told parliament on Wednesday,
April 24.

It will be submitted to Greece’s legal advisers and then Athens will
decide how to officially press its claim, he said.

Avramopoulos did not say how much would be sought.

“We will exhaust every means available to arrive to a result,” he
told lawmakers. “One can’t compare the times, but also not erase
the memories.”

Germany, whose forces occupied Greece in World War Two, says it has
already paid all reparations owed.

The issue has resurfaced since last year as Greece suffers under
austerity measures imposed on it by its creditors, mainly Germany,
as a condition for its international EU/IMF bailout. Avramopoulos
said it was wrong to link the issue to the debt crisis.

“This has been an open issue for 60 years, it is too large an issue
to fit into the confines of the fiscal crisis,” he said.

Greece’s fragile coalition government has so far earned praise from
Chancellor Angela Merkel for starting to fix Greece’s finances.

But conservative Prime Minister Antonis Samaras was pushed to raise
the reparation issue by the main opposition, anti-bailout Syriza party.

On the occasion of its first official visit to Armenia, members and
participants of the newly created EU-Armenia Friendship Group in
the European Parliament attended and paid respects at the memorial
ceremony of the Armenian Genocide held at the Tsiternakapert Genocide
memorial complex in Yerevan.

Members of the delegation took part in the laying of the wreath
ceremony and also visited the Genocide museum afterwards.

In relation to this morning’s events, the President of the EU-Armenia
Friendship Group, leader of the delegation Dr Eleni Theocharous stated:

“We will never forget the victims of the Armenian Genocide carried
out by the authoritarian Young Turks government in 1915. We will
continue fighting for the restoration of the human rights of all
people on earth whose rights are being compromised.”

Valerie Boyer, a French Member of Parliament who joined the EU-Armenia
Friendship Group on its first visit stated:

“I am very touched to be in Yerevan for this occasion. It is an
absolute necessity to for the Armenian Genocide to gain international
recognition. Recognition is a question of dignity and honour, not
only to recognize the past but also to reinforce ideals of human
rights which are of great importance to world we live in today.”

Furthermore, Kaspar Karampetian the President of the European Armenian
Federation of Justice and Democracy, said:

“It is a great joy and honour for me to be present with the EU-Armenia
Friendship Group in the European Parliament and also with Mrs Valerie
Boyer a long lasting supporter of the Armenian cause in France. It is
an honour for me to be present in Yerevan on this specific occasion to
commemorate the Armenian genocide at its official memorial ceremony.”

Raffi K. Hovannisian’s `New Armenia Movement’ continues
border-to-border regional tours

Yerevan–On April 19, 2013 the representatives of political parties
and civil society organizations, as well as the free citizens of
Armenia who, taken together, expressed their support to join R.
Hovhannisian’s Movement cast a free vote in favor of the `New Armenia
Declaration.’

Today the leaders of political forces, together with the supporters
from broad-based civil society movements, have continued the tour of
regional meetings under the leadership of R. Hovhannisian aimed at

‘WE DEEPLY APPRECIATE THE SOLIDARITY OF SWISS PEOPLE FOR
THEIR SOLIDARITY DURING THE ARMENIAN GENOCIDE’, SAID ARAM I

On Sunday 22 April 2013, His Holiness Aram I organzed a special reception in
honor of the President of the Federation of Protestant Churches in
Switzerland Dr. Gottfried Locher at the Main Hall of the Catholicosate.
Catholicos Aram I had invited Dr. Locher and Rev. Serge Fornerod the Chief
Officer for Ecumenical and International relations from Switzerland, to
express personally his deep appreciation for the solidarity of the Swiss
people and churches during and after the Genocide. In the presence of the
local guest that included the Armenian and Arabic speaking Evangelical
communities, Armenian Government Ministers, Parliamentarians, members of
the Executive Council of the Catholicosate, and representatives of civil
society organizations.

In his speech the Catholicos said, “During the tragic moments of our
history, you accompanied our people by raising funds and taking care of the
orphans, widows and the blind in Cilicia, Syria, Greece and Lebanon. You
provided scholarships to our youth so that they begin reorganizing their
lives. Our strong ties through ecumenical dialogues, the Swiss-Armenian
Foundation ARMENOFAS and advocacy will continue. We shall also continue
working with our Armenian Evangelical Church through our common projects the
Azounieh hospital and CAHL School for the Blind”. His Holiness continued,
“Today we are on the eve of 24 April remembering the memory of our victims
and 2013, the eve of the 100th Anniversary commemorations. We are grateful
that the Protestant Churches in Switzerland did not remain indifferent to
those inhuman acts. While thanking the Swiss Churches for their defense of
Human Rights and the recognition of our Genocide, I ask the international
community not only recognize our Genocide but also act upon our demands for
reparation and compensation.” At the end of his speech, His Holiness Aram I
decorated Dr. Gottfried Locher with the insigne “Order of Knights of
Cilicia.”

In thanking His Holiness Aram I, Dr. Gottfried Locher said, “Your Holiness,
through this decoration you have honored our Churches and our people. Our
young generation remembers the Armenian Genocide through the stories told by
their grand-parents about their great grand-parents how they collected
funds, or, went to Turkey as volunteers to help the victims of the Armenian
Genocide. We shall continue to stand by the Armenian people and their
Cause.”

On Sunday morning Dr. Gottfried Locher and the members of the ARMENOFAS
Board attended the Holy Litturgy at St. Gregory the Illuminator Cathedral in
Antelias.

Statement on the 98 th Anniversary of the Armenian Genocide
April 24, 2013

Mrs. BOXER. Mr. President, I rise to day to recognize the 98 th
anniversary of the Armenian Genocide.

In 1948, the General Assembly of the United Nations passed the
Convention on the Prevention and Punishment of the Crime of Genocide
based in part on the horrific crimes perpetrated by the Ottoman Empire
aga inst the Armenian people in the early 20 th Century.

Between 1915 and 1923, more than 1.5 million Armenians were marched to
their deaths in the deserts of the Middle East, murdered in conc
entration camps, drowned at sea, and forced to endure horrific acts of
brutality at the hands of the Ottoman Empire. Yet, in the 65 years
that ha ve passed since the Convention was adopted, successive U.S.
Administrations have refused to call the deliberate massacre of the
Armenians by its rightful name – genocide.

For many years, I have urged both Democratic and Republican
Administrations to finally acknowledge the truth. I do so again
today. It is long past time for our government to acknowledge, once
and for all, that the Armenian Genocide is a widely documented fact
supported by an overwhelming body of historical evidence. In fact,
the Armenian Genocide – along with the Holocaust – is one the most
studied cases of genocide in history. Tragically, Adolf Hilter even
used the Ottoman Empire’s a ction against the Armenians to justify the
extermination of the Jews in the Holocaust, saying in 1939, “Who,
after all, speaks today of the annihilation of the Armenians?”

A number of sovereign nations, ranging from Argentina to France, as
well as 43 out of 50 U.S. States have recognized what happened as
genocide. Yet, successive U.S. Administrations continue only to refer
to the Armenian Genocide as an annihilation, massacre or murder.

The entire Armenian community and the descendants of the victims of
the Armenian Genocide continue to suffer prolonged pain each and every
day that goes by without full acknowledgement by the United States.

I hope that this is the year that we finally right this terrible
wrong. Because the United States cannot and does not turn a blind eye
to atrocities around the globe. In fact, the United States is often
the first to speak out in the face of violence and unspeakable
suffering and to urge other countries to respond. But sadly, our
nation is on the wrong side of history when it comes to the Armenian
Genocide.

So this April 24, as we pause to remember the victims and to celebrate
the many contributions Armenian Americans have made to our great
country, I hope that the U.S. will finally and firmly stand on the
right side of history and officially condemn the crimes of 1915 – 1923
by their appropriate name,

NKR RECOGNITION BY VARIOUS CITIES OF THE U.S. IS A RESULT OF CONTINUOUS WORK: ELIZABETH CHOULDJIAN

YEREVAN, APRIL 25, ARMENPRESS. The recognition of the Nagorno
Karabakh Republic by various cities of the United States of America
is a result of continuous work. The Press Secretary of the Armenian
National Committee of America Elizabeth Chouldjian stated this in a
conversation with “Armenpress”. According to her the more countries
or states recognize the right of national self-determination and
independence of Artsakh, the more we shall encounter the Artsakh issue
and desires of the freedom-lover Artsakh people in the international
political discussions.

Fresno County became the first County in California to officially
recognize the independence of the Nagorno Karabakh Republic (Artsakh).

Today the Board of Supervisors passed a resolution sponsored by
Supervisor Andreas Borgeas that officially recognizes the Nagorno
Karabakh Republic – a region historically and ethnically Armenian
situated between Armenia and Azerbaijan – and also calls upon the
California Legislature to grant official recognition.

The Permanent Representative of the Nagorno Karabakh Republic in the
United States, Robert Avetisyan, commented that “[w]e are grateful for
[this] initiative, and hope that the adoption of this Resolution will
set a deeper cooperation towards stability, as well as democratic
and economic prosperity in our region.” The Consul General of the
Republic of Armenia in Los Angeles, Grigor Hovhannisian, commented
that “[e]very step toward the recognition of the Nagorno-Karabakh
Republic is a step toward peace and friendly relations in the South
Caucasus. I whole-heartedly welcome recognition efforts by community
and elected officials, as a continuation of friendly relations and
solidarity between the people of the Republic of Artsakh, the Republic
of Armenia and Fresno, California.”

County Supervisor Andreas Borgeas said, “I am thrilled to stand
beside our Armenian friends – here, in Armenia and Artsakh – and hope
Sacramento will also officially recognize the independence of NKR.

While Fresno County is the first County in California to pass such
a resolution, my goal is for this initiative to help inspire more
recognition efforts throughout the state, country and eventually
Washington, D.C.”

“[T]his resolution by the Fresno County Board of Supervisors is timely,
appropriate and significant,” commented William Bairamian, Executive
Director of the Armenian National Committee – Western Region. State
legislatures in Maine, Rhode Island and Massachusetts have already
passed similar resolutions.

The Armenian Consul General Grigor Hovhannisian was joined at a
press conference with representatives from the Armenian community to
recognize the 98th Anniversary of the Armenian Genocide as well as
to celebrate the importance of recognizing the independence of the
Nagorno Karabakh Republic.

Ce mercredi midi, les responsables de l’association des Jeunes
Turcs Constantinople ont decouvert la facade de leur local, situe
rue Gutenberg, recouverte d’un tag : “24 avril 1915 personne oubli”
(sic), soit la date du debut du genocide armenien par l’empire Ottoman.

Le message a vraisemblablement ete peint dans la nuit, puisque des
habitues du local etaient encore presents mardi soir jusqu’a 23 heures.

Le genocide armenien n’est toujours pas officiellement reconnu par
la Turquie, mais les autorites semblent etre entrees sur la voie
de l’apaisement sur ce sujet : pour la première fois cette annee,
une manifestation du souvenir rassemblant une centaine de personnes
a ete autorisee a Istanbul, a rapporte l’AFP.

L’association des Jeunes Turcs de Limoges ne fait pourtant pas de
politique. Son but affiche est purement culturel : proposer a la
communaute locale un espace où retrouver “l’ambiance du pays” autour
d’un cafe où d’une partie de cartes.

Il n’est pas a exclure que les tagueurs aient confondu le nom de
l’association avec le parti politique des “Jeunes Turcs” qui a dirige
l’Empire Ottoman de 1909 a 1918 et planifie le massacre des Armeniens.

sans ambiguïte

En effet, le tag indique “24 avril 1915 Personne Oubli” alors que c’est
aujourd’hui meme que les massacres d’Armeniens survenus il y 98 ans
sous l’Empire ottoman ont donne lieu a une manifestation reunissant
quelques 10 000 personnes a Erevan, la capitale de l’Armenie. A noter
qu’une centaine de personnes a pu manifester dans les rues d’Istanbul,
en Turquie, ce qui n’aurait pas ete possible il y a encore quelques
annees. “C’est le signe que les mentalites sont en train de changer,
y compris ici” a commente Benjamin Abtan, president du Mouvement
europeen antiraciste (EGAM) cite par l’AFP.

Georgia has been struggling with a number of ethnic and regional
problems since it gained its independence from the Soviet Union and is
currently working to settle these problems. However, even the recently
created Ministry of Reintegration that deals with these matters has
problems with how to handle these issues.

After the elections in October of last year, the Georgian Dream
coalition led by Bidzina Ivanishvili formed a government and decided
to focus on the settlement of the regional issues of the country and
reconcile with Armenia and Russia. Holding that the Abkhazia and South
Ossetia issues could be resolved by getting along with Russia, the
Tbilisi administration is also working to agree on different options
for the settlement of other potentially disruptive regional issues.

The Meskhetian issue, a legacy of the divide-and-rule policy of the
Soviet Union, is also one of the critical issues for Georgia. Josef
Stalin, who drove the Meskhetian Turks living in Georgia from their
homelands in 1944 as part of a larger policy of displacement of the
Central Asian people, sought to annihilate these people because of
their potential threat to the security of the Soviet Union due to
their proximity to the Turkish border.

The Meskhetian Turks became hopeful of returning to their homeland
after the collapse of the Soviet Union; however, they faced
nationalistic policies by Georgia and the barriers associated with the
settlement of the Armenians in their homeland. With the introduction
of a law in 2007, Meskhetian Turks were conditionally allowed to
return to their former settlements. The primary reasons for the
conditions were connected to the fact that the region was
predominantly Armenian now and that new settlements would not be
appropriate in the region. This issue was kept alive by Turkey’s
initiative in the Georgian political agenda and Georgian politicians
were encouraged to give the green light to their return to the region.

Speaking on the matter, Georgian Foreign Minister Maia Panjikidze, who
met with her Turkish and Azerbaijani counterparts last month in
Batumi, said that Georgia has been carefully working on this issue to
ensure the return of the Meskhetian Turks. It was also noted that
5,000 people have applied to return and that 1,000 applications have
been concluded so far. Noting that this issue was part of Georgia’s
mandate in the fulfilment of the requirements in its Council of Europe
membership bid, the Georgian authorities also pledged that all
necessary steps would be taken. Shortly after this statement, the
Armenian diaspora made some interesting remarks. The Javaheti Armenian
diaspora in Russia has strongly underlined that the Meskhetian Turks
would not be able to return to Georgia.

Georgia’s ‘Armenian’ issue

The diaspora, noting that the call for the return of the Meskhetians
was unacceptable, has also issued a declaration containing four items
where they asked for consideration of the following points: The return
of the Turks will pose a danger for security in the region; Georgia’s
territorial integrity will be challenged because the returning Turks
will attempt to integrate with Turkey; the Armenians and Georgians in
the region will adopt hostile attitudes towards the Turks and this
will ignite ethnic turmoil and there will be a problem of settlement
in the region. Georgian analysts, on the other hand, say that the
Armenians in the region pose a problem relevant to the territorial
integrity and that they have found this statement odd.

The diaspora’s statement is not a new development because the
Armenians in the region have posed problems for the Tbilisi
administration for years, making the region susceptible to the ethnic
conflicts. The region is defined as part of Greater Armenia; as a
result, the first clash erupted in 1918 due to the sensitivity of the
Georgians towards this matter. This land that fell under the control
of the Caucasian Muslim Army which Ottoman Chief of Staff Enver PaÅ~_a
created to save Azerbaijan and Dagestan was the main cause of a war
between Georgia and the Armenian Democratic Republic back then. The
Armenians claimed historical rights over Lori, Javaheti and Borcalı,
which mainly constitute the Meskhetian homeland, as well as waged an
unnecessary war for both parties. Javaheti, referred to as the land
that needed to be saved, is declared by Armenian nationalists as a
region that should become autonomous. Statements by Vardan Sedrakyan,
who ran for president in Armenia in February, are exemplary of this
matter. Speaking to the Russian media, Sedrakyan said that Armenia
missed a great chance in the Russian-Georgian war of 2008 by not
invading the south of Georgia.

The Georgian policy that Armenians who predominantly live in the south
referred to as “white genocide” due to the failure of cultural,
political and religious adaptation includes some controversial aspects
in the new era. Bold reforms were introduced to improve the living
standards and cultural rights of the Armenians in the region. In
addition to Tbilisi’s eagerness to alleviate the tension with Russia,
the desire to get along with Armenia has also played a role in this.

To this end, the Georgian government upholds that peace and settlement
should be achieved in the regions populated with different ethnic
groups, including the areas where Armenians live.

Armenian politicians who now raise criticisms less frequently against
the Tbilisi government after the coming of the Georgian Dream
Coalition to power asked for the reparation of their churches and the
release of the activists; these demands were honored by the Georgian
government. To this end, Vahagn Cakalyan, who has been involved in
provocative actions and worked for an independent Armenian
administration in the Javaheti region, was released after a general
amnesty in January. The release of Cakalyan, who was sentenced to 10
years in prison in 2009, was strongly criticized by President Mikheil
Saakashvili, who argued that he was a Russian agent and that the
government complied with the Russian demands in this case.

Georgia’s Armenian question was frozen after the introduction of a
balanced policy; however, the domestic nationalistic movements and
additional activities of the Armenian separatists may cause further
problems in the short term. This will make the return of the
Meskhetian Turks more difficult. In addition, the new government’s
initiatives to please the Armenians in the region and Armenia raise
some questions on the sincerity of the government, which also makes
constructive statements on the return of the Meskhetian Turks.

Georgia, which takes into consideration the strategic relations with
Turkey and Azerbaijan, also needs to honor the promises it has given
in respect to the protection of human rights to Turkey and Europe
while devising a balanced policy. In addition, Turkey needs to make
additional initiatives to ensure that cultural and religious pressures
over the Muslims in the region are lifted and to closely keep track of
the developments in relation to the Meskhetian issue.
