LIVERPOOL have been told they must pay £25million in the next 10 days
if they want to sign Henrikh Mkhitaryan this summer.

Their hopes of landing the Shakhtar Donetsk ace hit a stumbling block
last week as it emerged there could be third-party ownership involved.

And their chances have been hit further with Champions League
runners-up Borussia Dortmund entering the race for the Armenian
midfielder, 24, in the last few days.

The Bundesliga club have weighed in with a £19.5m bid, which has been
rejected by the Ukrainian club.

Shakhtar are still not sure where the AWOL star is after he skipped
training and now say they could be tempted to sell – but only if
someone matches their price.

The club’s chief executive Sergei Palkin said: “I don’t know where
Mkhitaryan is now, solely his agent knows this.

“Borussia offered £19.5m. I contacted Mkhitaryan’s agent on Tuesday. I
wrote to him about the club’s position. We are prepared to sell
for £25m.

“This offer stands for the next 10 days. If Mkhitaryan wishes to leave,
they have to pay this amount for him.”

Meanwhile, Reds manager Brendan Rodgers has asked Barcelona if he
can have winger Gerard Deulofeu, 19, on loan next season.

Barca have just signed Brazilian superstar Neymar for £49m to push
Deulofeu further down the pecking order.

The Spain Under-20 star has previously drawn interest from Tottenham,
Valencia, Borussia Dortmund and Sevilla.

CASPIAN STRATEGY INSTITUTE WARNS AGAINST LIKELY TENSION IN CAUCASIA

Evaluating recent events in Turkey’s surrounding region, an expert at
the Caspian Strategy Institute (HASEN) said on Wednesday that a border
protection agreement signed between Russia and Armenia on Tuesday is
significant due to the possibility of it changing the balance of
security in the region.

Efgan Niftiyev argued that such an agreement on border security aims
to give countries in the region a message and overshadows the
impartial role of Russia in the Minsk Group.

As far as the Caucasus is concerned, Niftiyev argued that Russia’s
armament in the separatist regions of Georgia will lead to security
concerns in an already fragile area negatively influenced by the war
in 2008. “Already existing problems should not be provoked because,
without peace, economy projects cannot be implemented,” he said.

Commenting on the ultimate status of the Southern Gas Corridor,
Niftiyev predicted a decision will be made by partners in the Shah
Deniz consortium by the end of this week in favor of the Trans
Adriatic Pipeline (TAP) over the Nabucco West pipeline, determining
the European leg of the Southern Gas Corridor.

Evaluating the Iranian presidential elections in June, Niftiyev argued
that the election of Hasan Rohani has signaled a compromise between
elites in Iran who were likely to become polarized prior to the
elections. “The election of Rohani could be interpreted as a step that
prevented an intervention in Iran [on the nuclear issue],” Niftiyev
said. However, he believes that Israel will continue to express
concerns since the election of Rohani relaxed most external pressure
on Iran.

Analyzing the economic dimension of the last two months in the region
, Dr. Fatih Macit from HASEN said that the Trans-Anatolian Pipeline
(TANAP) will be an important factor in decreasing Europe’s dependence
on Russian gas since there have been estimates that the European gas
demand could significantly increase by 2030 to 600 billion cubic
meters.

But Dr. Macit said that Turkey’s mid-range goal should be solving the
current account deficit problem. He claims the government has become
more aware of the issue and is taking positive steps towards it,
including contributing to personal retirement accounts.

Russia And Armenia Sign New Defense Agreement

Russia and Armenia have concluded an agreement which will ensure
shipments of Russian military equipment to the Armenian army,
Panorama.am reports.

Nikolai Patrushev Military officials from the two countries signed
the deal for “developing military-technical cooperation” on 25 June,
during the visit of a Russian military delegation headed by Nikolai
Patrushev, secretary of the Security Council of Russia.

Neither Patrushev nor his Armenian counterpart, Artur Baghdasarian,
gave details about the agreement. However, Baghdasarian did say
the agreement, which took five years to conclude, gave Armenia
“qualitatively different opportunities for doing business with Russia.”

The deal came only days after Russia concluded a military deal
worth almost $1 billion with Armenia’s longtime enemy and neighbor,
Azerbaijan, The Moscow Times writes.

The two nations have been at odds since both became independent in the
early 1990s over the disputed Nagorno-Karabakh territory, an Armenian
enclave within Azerbaijan whose independence from Azerbaijan is not
recognized by any country.

Both countries devote huge resources to their armed forces. In
November 2011, Armenian officials announced that a seventh of the
nation’s budget for 2012 would go into military spending in order
to keep up with its neighbor, which reportedly spends four to five
times the same amount for its military.

Panorama.am also reports that Patrushev assured officials in Yerevan
that Russian troops based in Armenia will ensure the country’s
security. “We have strategic relations with Armenia,” Patrushev said,
adding that Moscow plans to modernize its one base there.

Baku: Minister: Azerbaijan To Not Allow Armenia’s Participation In B

Armenia will not be able to participate in Baku-Tbilisi-Kars railway
project until it doesn’t stop the occupation of Azerbaijani lands,
Transport Minister Ziya Mammadov said on the eve at a meeting with his
Turkish and Georgian counterparts, Dogan agency reported on Thursday.

“Only after the end of the occupation of Azerbaijani lands Georgia,
Turkey and Azerbaijan can think on the accession of Armenia to the
participation in the project,” Mammadov said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied Nagorno-Karabakh and seven surrounding
regions of Azerbaijan.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. are
currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the occupied territories.

It is planned to construct a new 105 kilometre branch railway as part
of the Baku-Tbilisi-Kars project. In addition, the section of the
Akhalkalaki-Tbilisi-Marabda railway will be reconstructed in Georgia
which will increase its capacity to 15 million tons of cargo per year.

It is planned to build a centre in Akhalkalaki for the transition of
trains from the existing train tracks in Georgia to the European one.

Peak capacity of the corridor will be 17 million tons of cargo. This
figure will be at the level of one million passengers and 6.5 million
tons of cargo in the initial stages.

In future, with completion of the Marmara project (construction of a
tunnel under the Bosporus), access to Europe will be provided using
the Baku-Tbilisi-Kars railway.

met after the summer plenary session of the PACE. The 2-hour lasted
meeting between sides also was attended by President of the PACE
Jean-Claude Mignon. The president appreciated the meeting between
Azerbaijani and Armenian sides as a goodwill event.

“This was a meeting between friends, Azerbaijanis, Armenians,
parliamentarians and was attended by the president of the PACE. We
have decided to meet as friends here in the home of democracy and to
discuss how we can together build our work. I must say that I felt
a presence of sincere desire of political will for joint activities
on both sides. We decided to continue such meetings. We will meet at
the next sessions, “said Jean-Claude Mignon.

After the suspension of a special PACE Subcommittee on
Nagorno-Karabakh, the new president of the structure of Jean-Claude
Mignon did not agree with the restoration of the Subcommittee,
but initiated informal meetings between the delegations of the two
countries. Almost at the every session of PACE such meetings were held,
but until now it was on the level of the heads of delegations.

During this session, the meeting was attended by all members of the
Azerbaijani and Armenian delegations for the first time.

Yerevan is concerned about the arming of Azerbaijan, Armenian Defense
Minister Seyran Ohanian said.

“Armenia has to be concerned about the arming of Azerbaijan. Yet the
level of military-technical cooperation between Armenia and Russia is
high. We are doing the utmost to maintain the balance of forces not
only with quantitative but also with qualitative superiority.

Transparency makes every delivery and every breach of balance
controllable, in particular, by the strategic partner, Russia,” he
said at the second forum, “Political and Security Guidelines in the
Formation of the CIS Military Component”, in Yerevan.

“We have close relations with Russia. An important document was signed
yesterday to develop military-technical cooperation. It will allow
defense plants in both countries to sign direct cooperation agreements
and set up new productions,” the minister said.

The Azeri leadership “is trying to start an arms race in the region,”
Ohanian said.

“We will not join this arms race blindly. Quality is important to us,”
the defense minister stated.

Organization Nikolai Bordyuzha expressed concern over some countries’
support to the Syrian opposition’s militant factions that have foreign
terrorists within their ranks.

During a press conference in the Armenian capital Yerevan on Thursday,
Bordyuzha added that “the weak reaction of the international community
to the flesh eaters in Syria is equally worrisome.”

He added that “it is unacceptable to send weapons and ordnance to the
Syrian opposition,” affirming that there is no military solution to
the crisis in Syria.

CSTO comprises Russia, Belarus, Armenia, Kazakhstan, Kyrgyzstan,
Tajikistan and Uzbekistan.

German Chancellor warns of sending weapons to terrorist groups in Syria

German Chancellor Angela Merkel warned against sending weapons to
the armed terrorist groups in Syria.

Associated Press quoted Merkel as saying in a speech to German MPs
on Thursday that she understood why Britain, France and the United
States are considering supplying “some rebel groups” with weapons,
but warned that “the risks would be incalculable.”

Germany announced on June 14 that it won’t send weapons to the armed
groups in Syria, calling for an international conference to solve
the crisis there.

Germany expressed reservations over a decision to lift an EU arms
embargo on sending weapons to the terrorist groups in Syria.

ASSAILANTS ATTACK BUS FERRYING EXTRAS FOR IRAN TV PROGRAMME IN LEBANESE CAPITAL

Beirut: At least 10 people, mostly Syrian nationals, were wounded in
Beirut Wednesday [26 June] when assailants wielding knives attacked a
bus carrying hired extras for an Iranian-produced television programme,
security sources said. The extras were to sit in the audience for the
filming of a game show for the upcoming Ramadan season titled “Al-Ribh
Bi Idak” (You Can Win), commissioned by the Iran-based iFilm channel,
which recently launched in Arabic.

The attack took place on the highway near Jisr al-Wati in the morning
after two buses departed from Burj Hammud carrying a total of some 60
extras. The attackers followed the buses, which were not carrying any
special markings indicating the identity of the production company,
in two four-wheel drive vehicles until they reached the stretch of
highway over the flea market at Suq al-Ahad, just before a largely
empty industrial district.

According to eyewitnesses, all of whom spoke on condition of
anonymity, the cars managed to cut off one of the buses, forcing it
to stop. Then, around a half-dozen men boarded the bus and began to
beat the passengers with fists and knives.

One person reported hearing the assailants asking for the agent who
had contracted the extras, Movses Partamian, who was also on the bus,
by name.

“At first I thought it was a personal dispute,” said one of the injured
individuals. “I didn’t even feel myself get stabbed but then I looked
down and my arm was covered in blood.”

Others disputed this version, claiming the men said nothing before
launching their attack.

Another witness, a young Syrian man who was still wearing the suit
that he thought he might appear on television in, said he heard the men
shouting and swearing at them but was too overwhelmed to take in what
they were saying. He described the attackers as large and muscular.

The injured, who were taken to the nearby Mount Lebanon Hospital and
St Joseph Hospital for treatment, included Syrians and at least one
Palestinian. Most of the injuries were light, but Partamian required
surgery for a deep gash on his arm.

Speaking to journalists from his hospital bed in Mount Lebanon
Hospital, Partamian, a Syrian-Armenian, said he suspected the attack
was motivated by “professional competition.”

“We were on our way to film; they stopped us, got out of their car,
boarded the bus and started attacking us. That’s the whole story,”
he said.

“We have nothing to do with politics,” Partamian insisted.

Partamian confirmed that the show had been commissioned for iFilm, an
Iranian channel, but did not believe this played a role in the attack.

He also denied he was personally targeted, adding that he did not
intend to take legal action.

None of the injured appeared to know much about the company that had
hired them, or about the show they had been on their way to film when
they were attacked.

“All I know is that I get paid for a day’s work,” one person remarked
in response to a question about the production company.

Early reports indicated the attack may have been politically motivated,
either for the nationality of the workers or the channel that hired
them, but the circumstances appeared to leave open the possibility
of a personal or professional grievance.

A photographer who arrived on the scene immediately following the
attack observed that a picture of St Charbel was hanging in the
windshield of the chartered bus, suggesting the incident was not a
spontaneous xenophobic attack targeting Syrian or Iranian interests.

its capital.

The visiting minister expressed his country’s desire to increase
