ARKA News Agency has launched a new product, unprecedented in the
Armenian market -Business information e-shop at Finstore.am.

Finstore.am is a database of Armenian enterprises and companies,
allowing to analyze the market and assess the investment attractiveness
of different sectors of the Armenian economy.

“The database allows anyone to explore the business environment
of Armenia, get to better know customers and monitor the status of
business competitors. Finstore.am is a long-term project that will
be constantly improved and expanded. To date, we have collected and
structured a great deal of information on more than 150 companies,
and soon we will bring their number up to 400, “ARKA News Agency
director, Konstantin Petrosov, said.

Finstore.am is a platform, which presents the profiles of companies,
the scope and type of their activity, information on their products
and services, the number of employees, and the structure of the
owners. It also has other data, such as financial reports, including
analytical and financial factors showing the dynamics of growth,
earnings, capitalization, liquidity and profitability of companies.

According to Mr. Petrosov, the project’s success will largely depend
on the companies themselves, because they should be willing to provide
detailed information on their activities since it is themselves that
will benefit from this platform, which will be the real proof of
their complete transparency and desire to attract investment.

YEREVAN, JULY 9, ARMENPRESS: An explosion occurred in the southern
suburbs of Beirut. This was stated by the Editor-in-Chief of Azdak
Daily Shahan Kandaharian in the conversation with Armenpress.

“The explosion occurred near the Center for Islamic Cooperation,
causing wounded”, – noted Shahan Kandaharian. The situation is chaotic
because there is a danger of existence of the second mine.

Armenpress got informed by the Azdak Daily, that 38 people were
taken to hospital with different bodily injuries. To the question,
have Armenians suffered from the explosion, the Editor-in-Chief of
Azdak daily Shahan Kandaharian answered that Armenians are far from
the place of the incident. By this moment all the roads taking to
the explosion site are closed.

The Armenian community in Beirut did not suffer damage from the
clashes ongoing in Lebanon. On June 23 a war situation was created
in the Southern Lebanon, when the Islamist groupings attacked the
Lebanese army. In the result of the collision the army gave wounded
and killed. On June 24 the armed Islamists opened sniper shots towards
the streets of the Southern capital of Lebanon.

YEREVAN, JULY 9, ARMENPRESS: Under the conditions of unpredictable
behavior of some of its neighboring countries the Republic of Armenia
is seriously occupied with the strengthening of its own security. This
was stated by the Secretary of the National Security Council of
the Republic of Armenia Arthur Baghdasaryan at the briefing with
the journalists, touching upon the sale of armaments by the Russian
Federation to Azerbaijan. “Up-to-date quality military equipment is
being imported to Armenia and we have no reason to worry about. We
just have to understand that we live in quite a difficult region and
in case of any Aliyev’s or his administration’s unpredictable behavior
or public statements we should treat them seriously and that means
that we have to improve our military and security substructures”, –
said Arthur Baghdasaryan, as reported by Armenpress.

Touching upon the sale of armaments to Azerbaijan, the Secretary of
the National Security Council of the Republic of Armenia said that
he cannot comment on the Russia’s actions. “Every country has its own
interests and problems. I can only say that Azerbaijan purchases arms
from different countries of the world”, – stated Arthur Baghdasaryan.

The NSC Secretary spoke also about the dynamic process of the
Armenian-Russian relations. Arthur Baghdasaryan said that Armenia
equips its Armed Forces with the modern arms and military technique,
in which the role of the Russian Federation is great. The Secretary
of the National Security Council of the Republic of Armenia Arthur
Baghdasaryan stated that the Russian military base N 102 is located
in the Republic of Armenia, which is being equipped with military
equipment.

Earlier the source of the Ministry of Defense of the Russian
Federation informed that Russia began supplying Azerbaijan with ground
weapons. According to the data, provided by the source, the total
sum of the deal might reach one billion USD. Azerbaijan is known
for its emphasized anti-Armenian activities. Armenia and Russia are
strategic partners.

ARTHUR BAGHDASARYAN: I CANNOT COMMENT ON RUSSIA’S ACTIONS

Every state has its own legislation within which it acts, so I cannot
comment on Russia’s actions, Armenian National Security Council
Secretary Arthur Baghdasaryan told a press briefing when commenting
on the Russian sale of weapons to Azerbaijan.

Every country has its own interests and problems, he added.

According to Baghdasaryan, Azerbaijan buys weapons and military
equipment not only from Russia but also from other countries.

The NSC Secretary stressed that we cannot demand from any state not
to strike a deal with another one.

In this context, it is reassuring that Armenian-Russian relations
“develop dynamically,” he said, adding that Armenia adds modern
armaments and military equipment to its arsenal, in which Russia
plays a big role.

GAS AND ELECTRIC POWER TARIFFS RISE 18.2% AND 26.7%, RESPECTIVELY, IN ARMENIA STARTING JULY 7 2013

Gas and electric power tariffs rose 18.2% and 26.7%, respectively,
in Armenia on July 7 2013, the Public Services Regulatory Committee
of Armenia adopted a relevant decision on June 7.

As it was reported earlier, the Committee adopted the decision on
the basis of ArmRusgasprom Company’s application for revision of the
gas tariff and satisfied it partially. Thus, the gas price for the
consumers using up to 10,000 cu m of gas monthly will total 156,000
vs. previous 132,000 drams. For those who consume over 10,000 cu m of
gas monthly, gas tariff will rise to $276.98 instead of the current
$243 per 1,000 cu m (up 14%).

Tariff for services of the operator will be increased from the current
20.618 drams for transportation of every 1,000 normal cu m of natural
gas to 25.637 drams. Tariff for distribution of natural gas will rise
from the current 13709.698 drams per 1,000 normal cu m of natural
gas to 19278.021 drams. Tariff for transportation of natural gas will
rise from the current 6948.266 drams per 1,000 normal cu m of gas to
9806.045 drams.

PSRC adopted a decision to increase also electric power tariff as the
expenditures of power generating companies will grow. Thus, in daytime,
the electric power tariff for the population will make up 38 AMD per
1 kWh instead of the current 30 AMD and at nighttime the tariff will
rise to 28 AMD instead of the current 25 AMD. For commercial users,
the tariff will rise to 29-35 AMD per 1 kWh at daytime and 25 AMD at
nighttime instead of the current 21-35 AMD per kWh daytime and 17 AMD
per 1 kWh for nighttime depending on the volume of consumption. As
a result, taxi tariffs also grew 15%-20% in average.

Anti-State Practice under the Veil of State

The minister of defense Seyran Ohanyan stated a few days ago about an
innovative approach to conscription. The lottery principle will be
used for the selection of military units. The purpose is to reduce
corruption risk by eliminating the practice of accepting bribe from
conscripts to send them to the military unit they choose.

Nevertheless, there is another issue relating to conscription that
does not get a public focus, and lottery will not help. There is
a privileged class in Armenia, and in dealing with this class the
problem is calling them up, taking them to the military unit and later
keeping them there rather than depriving them of the possibility of
selecting the military unit and having them serve equally with others.

In other words, it is necessary to address the issue of people who
are supposed to serve in the army but they avoid service because
because they arrange their documents so that they are not eligible
for service or formally they serve but informally they continue to
live at home and enjoy civilian life and entertainments.

This issue stands more acutely now provided the growing risk of a
new war in the region. It will be highly important from the point of
view of moral and psychological atmosphere where the children of the
so-called ~Selite~T will be during a war. If their children are not
serving in the army equally with the children of ordinary citizens,
there is a serious reason to claim that the moral and psychological
atmosphere in the army does not foster combat readiness of the state
and its armed forces.

Not only the society and political forces but also the government
overlooks this issue. Moreover, the government is following a dangerous
practice ~V people who have never served in the army are promoted up
the government hierarchy and receive awards for defense favors.

They get government posts, they climb up the career ladder, even get
awards of the Ministry of Defense and titles of veteran associations,
become mayors or governors.

In a state which was established while the war was going on, is still
at an unfinished war and is facing a possible new war, it is not only
abnormal but also highly dangerous and is existence of an anti-state
order hiding behind the legal definition of state.

The minister of defense is the agency which is highly interested in
publicizing this phenomenon and placing it at the top of the agenda.
It is as much a key factor for defense and combat readiness of Armenia

C’est officiel. L’information vient d’etre placee sur le site
du club, l’international armenien Henrikh Mkhitaryan a signe au
” Borussia ” Dortmund. Un contrat de quatre ans pour 25 millions
d’euros -precedemment annoncee a 27,5 millions- avec le vice-champion
d’Allemagne. Cette somme pour un transfert egalise le record du club
qui avait egalement signe en 2001 avec le bresilien Marcio Amoroso
venant de ” Parme “. Ce lundi, Henrikh Mkhitaryan arrive a Dortmund
avait passe avec succès sa visite medicale. Le milieu de terrain de
l’equipe d’Armenie sera presente dans les heures qui viennent aux
supporters lors d’une grande fete du ” Borussia ” Dortmund. Henrikh
Mkhitaryan est le joueur le plus cher de l’histoire du ” Borussia
” Dortmund.

Un Sommet Armeno-Azerbaidjanais " Annule "

UN SOMMET ARMENO-AZERBAÏDJANAIS ” ANNULE ”

Les presidents de l’Armenie et de l’Azerbaïdjan devaient se reunir
le mois dernier conformement a un accord conclu avec les mediateurs
internationaux a declare l’ambassadeur de France a Bakou.

” Une reunion des presidents armenien et azerbaïdjanais prevue pour
juin n’a pas eu lieu ” a declare pascal Meunier cite par des agences
de presse azerbaïdjanaises et russes.

Pascal Meunier n’a pas donne les raisons de l’annulation presumee
du sommet que les mediateurs des Etats-Unis, de la Russie et de la
France esperaient ferait relancer le processus de paix au Karabagh. Il
n’a pas precise si les Presidents Serge Sarkissian et Ilham Aliyev
allaient se rencontrer plus tard cette annee.

Le ministère armenien des Affaires etrangères n’a pas pu etre joint
pour un commentaire sur la declaration de Meunier.

Visitant Bakou et a Erevan fin mai, les trois co-presidents du Groupe
de Minsk de l’OSCE ont dit qu’ils allaient maintenant ” travaillent
intensivement ” avec les parties au conflit afin d’organiser une
reunion en face-a-face des deux leaders. Le Ministre azeri des Affaires
etrangères Elmar Mammadyarov a declare plus tard qu’il rencontrera
son homologue armenien Edward Nalbandian en juin pour discuter des
preparatifs.

Elmar Mammadyarov ne s’est pas entretenu avec Nalbandian en juin et
les deux parties n’ont pas annonce d’accord sur la prochaine reunion
Aliyev-Sarkissian.

Aliyev et Sarkissian se sont rencontres la dernière fois dans
la ville russe de Sotchi en janvier 2012. Ils se sont engages a
l’epoque a intensifier leurs efforts pour s’entendre sur les principes
fondamentaux d’un règlement du conflit propose par les mediateurs.

Cependant le processus de negociation est restee essentiellement dans
l’impasse depuis lors.

Dans une declaration conjointe publiee le 18 Juin, les presidents des
Etats-Unis, de la Russie et de la France ont critique Bakou et Erevan
pour n’avoir fait aucun progrès decisif dans les pourparlers de paix.

” Nous croyons fermement que plus tarder a parvenir a un accord
equilibre sur le cadre d’une paix globale est inacceptable ”
ont-ils dit.

La Ville voudrait implanter une oeuvre commémorant le génocide, près
de l’ONU. Cette dernière n’en veut pas à côté d’elle

Le sujet est brûlant. A tel point que l’ONU a rencontré le 4 juin
dernier l’un des magistrats municipaux qui porte le dossier, le
conseiller administratif Sami Kanaan. Non pas pour échanger quelques
mots sur la bienveillance de la Ville envers la Genève internationale
mais pour lui faire part de ses préoccupations face au projet
d’implanter un monument en mémoire du génocide des Arméniens à
quelques pas du Palais des Nations. Intitulée les «Réverbères de la
mémoire», l’oeuvre de l’artiste français Mélik Ohanian a été retenue
par la Ville sous l’ère de l’ancien magistrat Patrice Mugny en 2008
(lire l’encadré ci-contre).

Un lieu qui dérange

D’après le conseiller administratif Sami Kanaan, «le directeur général
des bureaux onusiens à Genève, le kazakh Kassym- Jomart Tokayev ne
prend pas position sur le monument mais exprime une forte
préoccupation quant à son implantation dans le parc du Musée de
l’Ariana, étant donné la proximité immédiate du Palais des Nations».

La position des autorités turques est, pour sa part, très claire.
Elles déclarent «ce genre d’initiative ne servir qu’à refléter la
haine qui est bien connue par tous les intéressés», selon les propos
du porte-parole du consulat révélés dans Le Matin. Et de rappeler
encore que «les protocoles de Zurich entre la Turquie et l’Arménie ( )
prévoient la constitution d’un sous-comité d’historiens concernant le
sujet, pour clarifier les faits historiques en tant que tels».

Pour autant, les autorités d’Ankara ont-elles interpellé directement
le conseiller fédéral chargé des Affaires étrangères, Didier
Burkhalter, comme semblent le penser certains membres de la communauté
arménienne de Genève? Impossible de l’affirmer ni de l’exclure.
Pourtant présents à côté du conseiller fédéral jeudi, la maire de
Genève Sandrine Salerno et le président du Conseil d’Etat Charles Beer
n’ont pas souhaité commenter l’affaire.

Pressions de part et d’autre

Pour Dominique de Buman, co-président du groupe parlementaire Suisse-
Arménie, il n’y a pas de doutes, la Turquie fait pression sur l’ONU et
sur la Suisse. «Il est d’ailleurs régulier que la Turquie s’immisce
dans les affaires helvétiques. » Pour celui qui est également
conseiller national, l’attitude de l’ONU est étonnante, «surtout que
l’une de ses sous-commissions avait approuvé un rapport d’experts
reconnaissant les massacres subis par les Arméniens». Formellement, il
n’y a pourtant pas de reconnaissance officielle de l’ONU ni même de la
Confédération, contrairement au Conseil national (2003) et au
gouvernement genevois (2001).

Du côté des organisations arméniennes, on fait également pression sur
les autorités. «Le Conseil administratif ne pouvait faire un choix
plus judicieux que le parc de l’Ariana», fait savoir Sarkis Shahinian,
président d’honneur de l’Association Suisse- Arménie dans un courrier
datant du 18 juin.

En mains de la Ville

L’avenir du mémorial est-il menacé? «Certainement pas. Nous étudions à
nouveau cette après-midi tous les emplacements potentiels avec mon
collègue Rémy Pagani, explique Sami Kanaan, qui se défend de céder à
la pression des autorités turques. Nous accordons juste de
l’importance aux bonnes relations avec l’ONU. » Pour le magistrat, il
s’agit aujourd’hui de trouver un lieu «digne» qui satisfait les
Arméniens et qui se réalise dans des délais raisonnables. «Même si
l’Ariana reste notre option principale. »

Un autre lieu est-il envisageable? «Cela ne me pose pas de problème,
tant que le choix est uniquement celui de la Ville, commente Dominique
de Buman. Mais y renoncer serait inadmissible!»
