MP, Chairman of the Javakhk Compatriotic Union Shirak Torosyan
says the latest reports in Georgian media claiming that he was not
allowed to cross the border into Georgia are not true. “It was a
misunderstanding,” the MP told Panorama.am.

“I had announced plans to attend the event [celebrating the jubilee
of Ashough Jivani], but failed to leave for Georgia due to business
reasons. Perhaps someone misunderstood it, thinking that I was not
allowed to cross the border, I don’t know. In any case, it was a
misunderstanding,” he said.

On 15 July President of the Nagorno Karabakh Republic Bako Sahakyan
met in Yerevan with OSCE Chairman-in-Office, Ukrainian Foreign Minister
Leonid Kozhara.

A number of issues related to the Karabakh conflict settlement and
regional trends were discussed during the meeting.

President Sahakyan noted that official Stepanakert opted for peaceful
settlement of the Karabakh conflict within the framework of the OSCE
Minsk Group.

He emphasized the necessity of restoring the negotiation format
approved by the OSCE Budapest Summit, adding that it would be
impossible to reach a comprehensive settlement of the conflict without
NKR’s direct participation.

President Sahakyan said official Baku’s destructive policy is
the most important hindrances on the way of solving the Karabakh
conflict. He said it’s gradually becoming more dangerous and should
receive corresponding reaction of the international community.

NKR Foreign Minister Karen Mirzoyan, Personal Representative of the
OSCE Chairman-in-Office Andrzej Kasprzyk and other officials were
present at the meeting, Central Information Department of the Office
of the NKR President reported.

Des Arméniens misent sur le chteau de Béguin pour attirer une
clientèle international

Les investisseurs arméniens qui ont transformé le chteau de Béguin en
hôtel-restaurant de luxe, à Lurcy-Lévis, ont sorti le grand jeu.

Malgré son charme et ses attraits, Lurcy-Lévis (Allier) n’est pas un
bord de mer. Dans ce paisible village rural, on est loin de la Riviera
française. Ainsi que des stations de sports d’hiver huppées des Alpes
où les riches du monde entier aiment se divertir.

C’est évidemment loin d’être un reproche ou une perfidie. Mais une
question incontournable, nécessaire, impérieuse, se pose d’emblée :
pourquoi diable des investisseurs arméniens ont-ils déboursé une
petite fortune pour acheter, retaper et transformer en
hôtel-restaurant de grand standing, un chteau situé à mille lieux des
villégiatures habituelles des voyageurs argentés??

Russes, Arméniens et Américains sont espérés

La question fait sourire Karen Ayvazyan, le directeur arménien de
l’établissement lurcyquois (…) : « Avec cette propriété, nous
proposons à notre clientèle le calme et la séduction de la campagne
française que nous associons au confort et aux services d’un
hôtel-restaurant de très grande qualité. Je suis persuadé que cette
formule peut fonctionner à Lurcy-Lévis, en plein centre de la France.
»

Les quinze chambres de son hôtel élégamment dressé dans un écrin de
nature bourbonnaise, Karen Ayvazyan souhaite notamment les
commercialiser auprès d’une clientèle d’Arméniens et de Russes
fortunés… (…) Le luxueux hôtel-restaurant lurcyquois souhaite aussi
séduire une autre clientèle occidentale aisée, plus spécialement
américaine et anglo-saxonne. (…)

C’est déjà fait en Auvergne avec le chteau de Béguin. Mais bien
qu’affichant des ambitions à l’international, l’hôtel-restaurant
lurcyquois cible aussi une clientèle française : patrons stressés
affectionnant les week-ends détente, people du showbiz recherchant un
havre de paix, couples avec ou sans enfants souhaitant se mettre au
vert, retraités désirant profiter d’une cure de repos, amoureux
friands d’escapades romantiques, pilotes des circuits de Magny-Cours
ou Lurcy-Lévis cherchant un pied-à-terre…

Prix attractifs pour capter les classes moyennes

Des gens aisés, voire fortunés. Mais pas seulement. Le chteau de
Béguin, grce à une politique de prix très attractive, compte bien
capter les classes moyennes qui s’offrent ponctuellement un repas, une
nuit, un week-end ou un séjour dans un établissement de standing.

Mais si l’argent attire l’argent, dit-on, le chteau de Béguin devra
d’abord se faire connaître, puis fidéliser sa clientèle.
Manifestement, tout reste à faire. Fin juin, l’hôtel, bien qu’ouvert,
n’avait pas encore enregistré de réservations.

The ministers first held one-on-one meeting, afterwards met the co-chairs

Baku. Shamil Alibayli – APA. Azerbaijani Foreign Minister Elmar
Mammadyarov and Armenian Foreign Minister Edward Nalbandian had a
meeting in Vienna on July 12.

APA reports quoting Armenian media that the ministers first held
one-on-one meeting, afterwards met the Co-Chairs of the OSCE Minsk
Group (Ambassadors Igor Popov of the Russian Federation, Jacques Faure
of France, and Ian Kelly of the United States of America) and Personal
Representative of the OSCE Chairperson-in-Office, Ambassador Andrzej
Kasprzyk.

The meeting focused on possible ways for pushing forward the Karabakh
peace process.

The 24-year-old says his decision was rooted in his firm belief that
Signal Iduna Park was the right place for him to further his career
Former Shakhtar Donestsk midfielder Henrikh Mkhitaryan says he “went
with his heart” when deciding to sign for Borussia Dortmund this
summer.

The 24-year-old completed a club record 27.5 million switch to Signal
Iduna Park this week and, while a number of other teams were rumoured
to be interested in his services, including Liverpool, Mkhitaryan has
revealed there was only one club for him.

“I went with my heart, and I hope the club never regrets spending a
single cent on me,” he told reporters.

“I came to help the club achieve its goals.”

Meanwhile, the Armenia international also refused to be drawn on
comparisons between him and predecessor Mario Gotze – who left for
Bayern Munich earlier in the summer – and says his new team-mates have
given him a warm welcome at the club.

He added: “He [Gotze] is a very good player, but a different type of
player than I am.

“I have been very well received by the other players, which has helped
me a lot. They have all taken care of me and it has really made me
adapt easier.”

Mkhitaryan netted his first goal for the club in the 3-1 victory over
Basel in a friendly on Wednesday.

According to UN projections, at the best 3 million people will live in
Armenia in 2050, at the worst – 1.5 million. During the last ten years, at
least 320 thousand people irrevocably left our country, and each year 35-45
thousand children are born, instead of 90 thousand in 1980. What methods
can be used to promote the growth of births and immigration stopped, which
is more urgent, stopping immigration, or stimulating the morbidity growth?
To these questions of `Aravot’, the demographer Ruben Eganyan answered,-
`If we assess in the sense of urgency, I think, that parallel steps should
be made, because the factors and the causes of both outflow of people and
decrease in the number of births are the same. If we somehow increase only
morbidity without changing the situation in the country when there are no
jobs, when there is a complicated political and economic situation, it
means that we give birth to people who will be emigrated tomorrow, leave
our country. If people have no chance to realize themselves, they will
leave =85 So, first of all, the situation should be improved in all levels,
there should be so much significant improvement that the feeling of
desperateness in people disappears. A complex treatment is required. People
must realize that our country has future, we can live, there is a freedom,
opportunities =85 if it happens, less people will leave, and it will solve
dual problem, on the one hand, people will have children here, on the other
hand, it would be easier to conduct supportive measures for morbidity.’ To
our questions whether the actions taken by the government for promoting the
birth growth, increase in welfare for the third child, etc., have left any
impression, Mr. Eganyan answered,- `I think that these steps are not
serious, they have no significant impact on the situation. What do you
think, what difference can the money given for the first and the second
child, AMD 50 thousand, and AMD 400 thousand for the third child make? Do
you know of any serious person who will give birth to the first and the
second child, and then the third one for AMD 430 thousand? This program is
also somehow dangerous, because not serious people can go for it and we
will later have social problems, because the government will have to take
care of the children for whom their parents do not take care of.’

`Voyage to Amasia’ – Video

Congressional Armenian Caucus Co-Chairman Michael Grimm (R-NY) will
host the Capitol Hill premiere of `Voyage to Amasia’ – a moving
documentary by Eric V. Hachikian and Randy Bell depicting the ravages
of the Armenian Genocide and the modern-day impact of the Turkish
government’s denial, by tracing the journey of survival of Hachikian’s
grandmother, Helen Shushan.

The Capitol Hill Screening will be held on July 24th at 6:00 pm at the
Capitol Hill Visitor Center, Room HVC-200. A pre-screening reception,
and the actual screening, will be followed by a panel discussion,
sponsored by the Armenian National Committee of America (ANCA),
featuring the film-makers Hachikian and Bell.

`’Voyage to Amasia’ is a moving, heartfelt film that highlights both
the immense tragedy and intense courage still borne by the Armenian
people to this day. As Co-Chair of the Congressional Armenian Caucus,
I salute this poignant visual piece for keeping the deep wounds and
salient legacy of the Armenian Genocide in the hearts and minds of the
world community. If we are to ever move forward and learn from this
awful tragedy, and do justice to the victims and their descendants, we
must never forget to commemorate and remember those who were lost.
`Voyage to Amasia’ stands as a shining example of that noble endeavor,

soldiers deported his grandmother, Helen Shushan, and her family
during the Armenian Genocide. Eric first learned about Amasia from
his grandmother, who told him she hoped to take him there someday.
The film traces a path through the past, exploring how the events of
nearly a century ago continue to strain the relationship between
Armenians and Turks. Inspired by one family’s story, the filmmakers
embark on their own journey in the hopes of finding a greater
understanding between two peoples still at odds. Voyage to Amasia was
the winner for best documentary at the Pomegranate Film Festival in
2011. It was also awarded Winner, Jury Award, at the Alexandria Film
Festival 2012.

New Game In Eurasia

On July 4 China and Iran signed an agreement in Beijing on cooperation
on security. The agreement was signed by the Iranian minister of
internal affairs Mostafa Mohammad Najar and the Chinese minister of
public security Guo Shengkun.

Internal affairs and security issues are concerned but it is crisp and
clear that this agreement has much more political importance and may
be considered as an important step towards political cooperation in
Eurasia.

This agreement has been preceded by a long period of Chinese-Iranian
negotiations on a wide range of issues, including military and
technical cooperation, which is a priority for Iran. However, military
and technical cooperation between China and Iran started a long time
ago and is progressing fast enough.

An important aspect of recent development of cooperation was Russia’s
refusal to provide S300 to Iran though Iran used to receive missiles
from Chine. At the same time, Iran was claiming membership to Shanghai
Cooperation Organization which was blocked by Russia and China but now
Russia keeps to its previous opinion whereas China has obviously
changed its opinion.

The problem is not only issues that Russia will face in case Iran
joins SCO but also China’s interest in enlarging SCO (perhaps the
reluctance to accept Pakistan to SCO also matters).

The game in and around SCO is not that simple, and if this club of
states is not in the focus of public discussion, it does not mean that
the international community, including the United States, Japan and
Korea are not worried about the perspectives of this bloc.

However, in this very period China prefers development of bilateral
relations in Eurasia, and it remains a delicate issue though it is
clear that the interests of China do not overlap with Russian
interests.

As a country with immense oil and gas resources and a considerable
influence on the Near East and Central Asia Iran is a major
`achievement’ for China. (Iran and China are considering the
opportunity of layout of a gas pipeline to supply several tens of
billions of cubic meters of gas to China. It will change the state of
energy in Central Eurasia and change dramatically energy supply of
China.)

Ostensibly, China considered Iran as a `reserve option’ and argument
in its dialogue with the United States and Russia, as well as the
relations with Arab states in case it occurs to them to stop oil
supply. Certainly, the geopolitical interests of China and Iran
coincide in Central Asia where both states have strategic interests
which do not contradict to each other.

Interestingly, new negotiations on Turkey’s policy on Central Asia
have been launched between Iran and China, perhaps relating to signals
from Washington to oust Turkey from the Near East and directing its
ambitions at Central Asia.

Activation of Chinese-Iranian relations may also be related to the
perspectives of rapprochement of Iran and the United States,
improvement of their relations.

Will a new geopolitical `triangle’ or new confronting blocs form in
Eurasia? Time will show. Meanwhile, a new game is outlining in Eurasia
where various Eurasian doctrines will be reviewed.

Someone was extremely anxious about `status’ without understanding the
new character of statehood and tendencies of international relations.

Asysor.am was informed that around 11:00-12:00 pm yesterday there was
a scuffle between the former governor Suren Khachatrian’s newphew,
Seyran Khachatrian (nicknamed Aghalar) and a certain Gor in the center
of the city of Goris.

Rumors persists that a stabbing occurred as well.

The correspondent of Aysor.am learned from the police press service
that around 11:00-12:00 pm yesterday information came from the Goris
police unit that two men were arguing with each other. Policemen went
to the scene and found out that two drunken friends were arguing after
a birthday party. Materials are being prepared in connection with the
incident.

Positive Agenda

Several things that occurred inside Turkey and in its region in the
past few months have strained the societal fault lines, forced the
economy, and diminished the political arena. The problems pertaining
to the Gezi Park incidents, the repercussions for Turkey of the
unending civil war in Syria, and now the coup in Egypt have seriously
affected us all.

Turkey was presented by the world media as a collapsing economy and a
shaky democracy. Taksim was shown as a war zone. In the course of one
month, Turkey to a great extent lost the prestige it won in 10 years.

We must now speak of “good things” and reduce the tension in the
social sphere in order to dress our wounds domestically as well as
rectify our image abroad. The time has come for a “Positive Agenda”
for Turkey. It is time to take new initiatives and to deliver new
balcony speeches.

The politicians could leave the accounting of the past to historians.
As for the cause-effect relationship, social scientists and conspiracy
theorists will address this issue with great gusto and love for the
profession. Rather than focus on lobbies and foreign forces, the
politicians should turn their attention to the new constitution, the
solution process, and the overcoming of the problems with the
neighbours.

What transformed Turkey into Turkey in the past 10 years, what brought
the AKP [Justice and Development Party] to power again and again, and
what enabled Turkey to be shown as an example in the world is the
AKP’s agenda of finding solutions to problems. The AKP must revert to
its own agenda, conduct politics on the basis of justice, and be
all-embracing.

Every speech made with the aim of closing the ranks is further
polarizing the society and damaging Turkey as a whole. Today, we see
fissures not only along the social fault lines, but even in daily
life, and quarrels are breaking out between protesters and those who
sustain material and moral damage from the protests.

Fortunately, the speeches delivered by Prime Minister Recep Tayyip
Erdogan in the past few days leave the impression that there will be a
return to the old agenda. Especially his statement concerning the
drafting of a new constitution – the statement calling on the
political parties to reach an agreement to enact the provisions on
which there is consensus by working day and night – contains the core
of a constructive political mentality.

In fact, having a democratic constitution will assuage the society and
strengthen the Kurdish solution process. To avoid being affected by
the turbulence in its surrounding region, Turkey should express the
will to resolve its own internal problems more loudly, close its gaps
in democracy, and solve its human rights problems.

The exaggerated sensitivity that developed in the United States and
the EU during the Gezi Park events should also be carefully
interpreted, and it should not be dismissed as prejudice or the work
of this-and-that lobby. It must be realized that the source of the
selectiveness in Western perceptions is based on the debate concerning
the shift in axis and that the relations with Israel lie at the core
of this debate, and ways must be sought to cooperate with lobbies
rather than accuse them.

Thought must be given to the mode and content of the rapprochement
with Israel in the wake of the expected apology. The methods of
normalizing the relations with Armenia without offending Azerbaijan
must be discussed. It must be realized that the road from Ankara to
Brussels goes not only through Diyarbakir, but also through Cyprus.
The solution of the Cyprus problem in one way or another will help to
greatly surmount the impasse we are experiencing with the EU even if
Germany does not want it.

If Turkey readopts its solution finding approach of the early 2000’s,
it will become a side to solutions, not problems, and it will remain
above problems. The policy that must be adopted should be to shape the
future rather than criticize the mistakes of the past. The price for
Turkey of appearing to take sides in its region should be carefully
calculated.

No matter how difficult, as the party in power, the AKP must do all
this by itself. It should not expect miracles, not from the opposition
in parliament and not from the opposition in the street. The
government is alone when it drafts the constitution, when it advances
the solution process, and when it overcomes the problems with its
neighbours. The opposition will remain the opposition, be it in the
problems or in their solutions.
