Armenia on Friday sent its condolences to arch-foe Turkey after
a Turkish shepherd was shot dead on the sealed border between the
two countries.

“The interior ministry of Armenia sent a note to the Turkish side
expressing its condolences over this incident and hope that such
events will not happen again,” the interior ministry said.

Authorities in Turkey on Thursday blamed Armenian borderguards for
the incident and chided Yerevan for using “disproportionate force”,
Turkish media reported.

The shepherd identified as Mustafa Ulker, 35, was grazing cattle in
the eastern town of Akyaka and went to the border after one of the
animals crossed, the Turkish reports said.

Russian state news agency Itar Tass reported however that initial
investigations suggested Russian borderguards– stationed in Armenia
since the collapse of the Soviet Union– shot Ulker after he opened
fire on them.

Armenia and Turkey have no diplomatic ties. Ankara closed the border
in 1993 in solidarity with its regional ally Azerbaijan over the
disputed Nagorny Karabakh region.

The two countries remain deeply at odds over the mass killings of
Armenians during the Ottoman Empire, which Armenia says was genocide.

Walter Russell Mead wonders if Armenia will alter its security
relationship with Russia:

This festering tension has important geopolitical implications not
just for Armenia and Russia but also for Iran. Tehran has been making
overtures toward Yerevan recently, offering to expand economic and
security ties. But if Armenia chooses to turn instead toward the EU
and the West, and away from Iran and Russia, Iran might find itself
more isolated than it already is.

This isn’t going to happen, but it’s still worth considering why it
won’t. First, the Armenian government has no desire to rupture its
relationship with Moscow, and Armenia needs Russia as a patron far
more than Russia needs Armenia. Supposing that the Armenian government
wanted to end its post-Cold War security relationship with Russia, how
would it “turn” to the West? One of many reasons that Armenia remained
in Russia’s orbit for the last two decades is that the U.S. mostly
ignored Armenia and aligned itself with Armenia’s Turkish and Azeri
neighbors after the Karabakh war. Russia and Iran have maintained
good relations with Armenia for decades, and have prevented the
country from being economically isolated, so what incentive would
Armenia have to downgrade those relationships and seek closer ties
with states that pay much more attention to Turkey and Azerbaijan?

Even if Armenia successfully joins the EU, which will presumably be
a very long process in any case, it certainly isn’t going to become
part of NATO. Armenia wouldn’t be able to join the alliance while
the dispute over Karabakh remains unresolved, and there’s no evidence
that Armenians in or out of government want to do this. Joshua Kucera
summed things up last year in a report on Armenia’s relations with
NATO and Russia:

It’s just understood that Armenia’s ties with Russia are so strong
[bold mine-DL] that a few U.S./NATO cooperation programs here and
there aren’t going to make any difference.

As angry as the Armenian public may be at the moment, most Armenians
want to maintain good relations with Russia, a majority favors joining
Russia’s customs union, and as of 2011 75% of Armenians approved of
the performance of Russia’s leadership. This is not a country that
Russia is likely to “lose” anytime in the near future.

channel Nobel Arustamyan stated that he is glad that the midfielder of
the Armenian National Football Team Henrikh Mkhitaryan moved to Europe.

As reports “Armenpress” Nobel Arustamyan stated in his Twitter
profile that Henrikh Mkhitaryan could have appeared in FC Anzhi
Makhachkala. “If you could only know how much FC Anzhi Makhachkala
desired to get Henrikh Mkhitaryan by suggesting him huge salary and
wonderful conditions. Fortunately Henrikh wanted to play in Europe
and turned Anzhi’s proposal down,” Arustamyan noted.

Henrikh Hamleti Mkhitaryan was born 21 January 1989. He is an
Armenian football player who currently plays as a midfielder for
German Bundesliga club Borussia Dortmund and theArmenian national
team. Mkhitaryan has participated in 39 international matches and
scored 11 goals for the Armenian national team since his debut on
14 January 2007. His previous clubs include Pyunik Yerevan, where
he came through the youth system, Metalurh Donetsk, and Shakhtar
Donetsk. Mkhitaryan was chosenArmenian Footballer of the Year in 2009,
2011 and 2012. In 2012 he was voted as the best Shakhtar player of
2011-12 season by the fans, and Ukraine Premier League MVP. In 2012,
Mkhitaryan was named in UEFA’s Top 100 players by UEFA European
Football Yearbook 2012-13.

Mkhitaryan was voted the CIS Footballer of the Year for 2012, making
him the first Armenian footballer to be named the best player from
post-Soviet countries.

On 8 July, Borussia Dortmund announced that it was set to sign a
four-year deal with Mkhitaryan for ~@25 (£21.5) million. Shakhtar
and Borussia officially “resolved all the necessary formalities”
and agreed on [email protected] (£23.6) million, making him the most expensive
purchase in the club’s history.

On his debut in a pre-season friendly against FC Basel on 10 July 2013,
Mkhitaryan set up a goal for Marco Reus in the 11th minute and scored
his first goal for the club 16 minutes later, helping his side to a
3-1 victory away at St. Jakob-Park. Mkhitaryan couldn’t take part at
the 2013 DFL-Supercup which his club won due to an injury he received
on a friendly game before that.

An alarm was received at 07:37 am today that smoke was rising from the
area near Yerevan Thermal Power Plant, the press service of Ministry
of Emergency Situations reported. Five fire brigades of the ministry
were sent to the scene.

It was found that fire broke out in Tire Plant CJSC at 81 Bagratuniants
Avenue.

The fire was contained at 08:55 am.

Well done… I believe the civil society actors in Armenia are making a
great progress in terms of self organisation skills, active citizenship
discourse and format development. The positive changes are occurring
in terms of volunteer activism, the recognition of civic activism,
the receptivity if active citizenship concept and implementation and
all this in few years time.

The big challenge at this stage in my opinion is more than skills
development in the fields of self organisation and discourse
techniques, it is to go beyond and RESPECT and APPLY all values of
democratic active citizenship based on human rights such as, respect of
human dignity, tolerance, freedom of thinking and debate, solidarity,
cooperation. I could not agree with what some of the activists did on
“public hearing” (the one with Public Council participation).

For me the main issue is not the “boycott” of TV channels or not. IT IS
THE CULTURE of making the positive change and that culture was absent
at that “public hearing”, it was mixture of mobism, intolerance, ”
no game against us”, aggressivity, disregard of human dignity. This
is exactly the culture that the new generation has inherited from
the old generation that created the society we live in at present.

The self refection is key on the value and cultural dimension and
HOW the one’s who want to bring positive change, how us, we build
a new society based on those values by changing our behaviors, our
mindsets, and co-create with each other all the time. The formats
are “formal” like we have now at state level if the substance is not
in accordance with those values that we REALLY carry, use and give
example by our behaviors.

We should overcome our egos and “the slave and the queen/ king” in
our ego in order to be capable of self reflection on this dimension
, cultural and behavioral dimension. The Armenian civil society and
active citizenship is NOW, at this stage of its development, facing
this key challenge.

L’agence de l’ONU pour les refugies appelle le Gouvernement soudanais
a renouveler les permis de travail de ses employes au Darfour

Le Haut Commissariat des Nations Unies pour les refugies (HCR)
a demande au Gouvernement soudanais de renouveler les permis de
travail de ses employes internationaux bases au Darfour, afin de leur
permettre de reprendre la totalite de leurs operations de protection
et d’assistance des milliers de civils deplaces.

Sur les 37 employes internationaux bases au Darfour, seulement 17 ont
actuellement des permis valides pour continuer leur travail. Dans vingt
autres cas, les permis n’ont pas ete renouveles, malgre les demandes
repetees du HCR auprès des autorites gouvernementales concernees,
ce qui nous force a ralentir nos operations.

Ceci a particulièrement affecte le travail du HCR au Nord-Darfour.

Personne parmi les employes internationaux du HCR bases a El Fasher
n’a obtenu un permis pour rentrer. Par ailleurs, il a ete demande
aux tout derniers employes encore presents sur place de partir
fin juillet. En consequence, le HCR est dans l’incapacite de mener
efficacement ses activites de protection et d’assistance pour les
deplaces au Nord-Darfour.

La situation humanitaire au Darfour demeure critique a la fois pour les
personnes deplacees de longue date et pour celles qui sont nouvellement
deplacees après les recents combats.

On compte actuellement environ deux millions de deplaces internes au
Darfour. Parmi eux, quelque 1,2 million vit dans des camps. Il y a
deja eu près de 300 000 nouveaux deplaces pour la seule annee 2013,
y compris un tiers dans et depuis le Nord-Darfour.

Incidemment, j’ai ete informe du communique de presse relatif a
la reunion d’hier du Conseil Spirituel Supreme, dont les membres
participants, ” après examen, ont accepte la demission de l’Archeveque
Norvan Zakarian et […] ont ensuite presente a Votre Saintete un
acte confirmant cette decision “. C’est avec la lourde et deplaisante
impression que me laisse cette decision, prise au cours d’un conseil
concernant Son Eminence l’Archeveque Norvan, qu’uniquement motive
pour servir l’Eglise Apostolique Armenienne, le Saint Siège et Votre
Saintete, je m’adresse a Vous dans cette lettre. Les participants
a la tristement celèbre reunion du 31 juillet savaient que Norvan
Srpazan est un ecclesiastique devoue, une personne bonne et empreinte
d’humilite ; qu’est-ce qui a pu les pousser a faire une erreur aussi
manifeste ? Je pense que lorsqu’a l’aeroport – le fait que d’autres y
aient ete presents n’a aucune importance – vous avez exige de Norvan
Srpazan qu’il reinstalle celui qu’on appelle Frère Vatche dans sa
fonction, repetant par deux fois : ” Si d’ici le premier juillet vous
ne l’avez pas reinstalle dans sa fonction, vous n’aurez plus aucun
lien avec le Saint Siège “, vous aviez deja decide de son sort. Votre
Saintete, si vous le permettiez et fraternellement, je vous dirais
que la menace ne convient pas a un homme d’eglise, surtout s’il est
de rang eleve, ‘ Patriarche Supreme de tous les Armeniens “, dont
on attend comme d’un FRÈRE authentique et d’un SUPERIEUR indulgent
qu’il se comporte avec amour et mansuetude envers ses enfants et
dans ses rapports avec ses subordonnes. Comment se peut-il qu’on se
desinteresse du sort d’une personnalite de l’eglise au profit d’un
pretre ordinaire ; meme si on peut lui attribuer certains merites,
il est normal qu’il serve le Saint Siège. Notre nature est belle dans
l’air pur et la lumière ; en certains lieux confines et sombres,
elle suffoque et deperit. Il en est de meme de la vie en societe
ou des organisations et institutions religieuses. Si je ne suis pas
dans l’erreur, le terme diocesain de l’Archeveque Norvan s’achevait
au mois de novembre prochain, et ce n’est qu’a ce moment que les
membres du Conseil Spirituel Supreme auraient pu ” accepter ” sa
demission. Peut etre vous efforcez Vous au fond de detruire votre
renommee de ” Catholicos Constructif ” en rajoutant au dossier des
declares defroques ?

Quoiqu’il en soit, ce qui s’est passe est inacceptable, une grande
injustice issue d’Etchmiadzin, Saint des Saints du peuple armenien,
et Dieu seul sait a quel point ce dossier va s’alourdir. Votre
Saintete, si vous vous en souvenez, lorsqu’avec grande fierte – et a
juste titre – vous me montriez les belles constructions que Vous aviez
edifiees dans l’enclave du Saint Siège, je vous avais dit que renforcer
l’edifice spirituel etait tout aussi important que les constructions
materielles ; vous m’aviez alors rassure en disant que cela serait
fait egalement. Peu importe, le temps est venu de prouver que c’est
l’apparence et les finances qui comptent selon Vous. Et lorsqu’il y a
deux ans, lorsque vous vous efforciez de convaincre notre Patriarche
Torkom, malade, d’accepter que soit elu un ” coadjuteur “, il a refuse
votre proposition ; vous avez par la suite menace l’Archeveque Aris
Shirvanian qui Vous avait dit : ” Nous n’avons pas un tel article dans
notre règlement “, et votre menace a ete, ” Je retirerais a vous tous,
toutes les prerogatives dues a votre fonction “. Vous m’avez dit la
meme chose, et ma reponse a ete : ” Votre Saintete, où allez-vous ?

N’y a-t-il rien d’autre que vous puissiez faire ? ” Il n’est
pas possible que les generations futures s’epanouissent dans un
environnement de crainte et de menaces, un environnement qui impose la
souffrance a notre peuple et a notre Mère l’Eglise qui ont besoin,
plus que jamais, de serviteurs purs, attentifs et vrais, et non
de flagorneries.

Par consequent, par cette lettre, je declare a Votre Saintete que du
fait de la tension actuelle au sein de notre eglise, j’ai decide de
ne pas participer au prochain conseil episcopal prevu du 21 au 28
septembre. Bien que l’Archeveque Aris Shirvanian y soit present,

LOS ANGELES (KABC) — Two documented gang members were arrested for
robbing a victim during a meeting set up through an online for-sale
posting on Craigslist. They later allegedly sold the stolen iPhone.

A 24-year-old Panorama City man advertised computer equipment for
sale on Craigslist.org and met a potential buyer at a McDonald’s at
9107 Van Nuys Blvd. on Saturday about 8 p.m.

Levon Iskandaryan, 23, approached the seller in the parking lot
when he arrived. Iskandaryan saw the victim holding an iPhone 5 and
reportedly lost interest in the laptop computer for sale, police said.

Iskandaryan told the victim to walk toward a nearby car; he told the
victim a man in the backseat was pointing a gun at him.

Mambreh Khachian, 33, was allegedly holding a gun inside a gray Toyota
Solara. A third man was in the driver’s seat. Iskandaryan took the
victim’s phone. The victim’s clothing was caught in a car door as
the vehicle departed, dragging the victim several feet, tearing his
clothes and scraping his skin.

Iskandaryan and Khachian then allegedly contacted another person online
who posted a want ad for an iPhone 5 on Craigslist. Iskandaryan and
Khachian met the unwitting buyer at a Glendale Starbucks and were
allegedly paid $350.

Police later traced the phone using its “ping” history to a house
on the 7900 block of Hillrose Street in Sunland, where Iskandaryan
lives with his parents. The gray Toyota Solara was parked outside, and
Khachian was observed entering it and driving away. He was arrested,
and Iskandaryan’s house was searched without a warrant since he is
on probation for other crimes. The iPhone was not found.

Iskandaryan and Khachian are documented Armenian Power street gang
members, police said. Neither man identified the third alleged
accomplice from earlier.

Police are still searching for the driver, described only as an
Armenian man with a chrome bracelet and green eyes. Police said he
was dropped off in North Hollywood after the robbery but before the
phone was fenced.

Police are seeking the unwitting buyer of the stolen iPhone. They also
believe there may be many more victims and unwitting buyers duped by
the two suspects.

Azerbaijani military servicemen fired at the ambulance car that was
hurrying to provide medical aid to the Armenian soldier wounded on
a combat position on the contact line. The incident took place on
August 3, the press service of the Armenian Defense Ministry reported.

One more serviceman was wounded in the same area on Monday. Armenak
Ayvazyan was shot by an Azeri sniper in the right hip. He tried to
retreat from the fire zone in a car, but the enemy fired at the vehicle
and wounded the man in the right wrist. Ayvazyan is now in hospital.

The Grand Jury of the World Summit Award (WSA) examines almost 500
of the world’s best e-Content Websites and ICT projects from August
29 to 31, WSA says in a news release.

CityBugs.am project of X-TECH Armenian company is nominated for the
World Summit Award.

“We hope we will win. This is very important for us,” Hovhannes
Aghajanyan, head of CityBugs.am project, representative of X-TECH
company, told Panorama.am.

CityBugs.am is a website on challenges faced by Yerevan. Its motto is
“Let us make our city a better place to live in.”

In the first round of the international competition, an online jury
will now valuate the ventures, creating a shortlist of 15-20 projects
in each of the eight categories.

After this, in a three-day process in late August, the WSA Grand Jury,
consisting of international renowned ICT experts and industry leaders,
will meet in Tallinn/Estonia to evaluate the submissions from the
remaining nominees and select the 40 best products. The jury members
of the Grand Jury come from all continents and have backgrounds in
the creative industries, telecommunication, advertising, journalism
and research, as well as in teaching. The jury will be hosted by
national partners such as the Estonian ICT Cluster.

Finally, the 40 world’s best e-Content applications (5 products in
each of the WSA categories) are selected to present their products in
front of an international audience in Colombo/Sri Lanka from Oct. 23
to Oct. 25.

After the selection in Estonia, the 40 WSA winners will get the chance
to present their products at the WSA World Congress in Sri Lanka, Oct.

23 to Oct. 25. The event will offer a platform for high level experts,
industry leaders and government representatives to discuss innovation
in mobile content. At the event, an on sight jury will again evaluate
the products to select eight overall winners: The WSA Global Champions
2013.

The World Summit Award (WSA) is the global follow-up initiative of the
United Nations World Summit on Information Society (WSIS) organised by
the International Center for New Media (ICNM), Salzburg, Austria. It
partners with the key UN organisations and agencies in the framework
