Before the cabinet members would convene for their regular meeting,
a crowd of students gathered Thursday morning outside the Government
to continue the protest against the tuition hikes.

Most young protesters argue the claims that the decision is aimed to
improve the education quality. “They say the education quality will
rise. How will that happen if the same professors are going to teach?

They say there will be discounts of up to 50 percent. So, why do you
then raise [the fee]? The minimal salary in Armenia is 45,000 Drams
($110), the average wages being 120,000 ($45,000). So, how are we
supposed to pay tuitions of up to 800,000 Drams ($1,970)?” said Grisha
Edzgeridze, a protesting student, reading out a letter declaring the
demand unlawful.

Minister of Education and Science Armen Ashotyan who later met the
students at the protest site asked them to closely follow the Thursday
cabinet meeting.

The crowd nonetheless submitted the letter to the minister, urging
once again for strong efforts to annul the decision.

The EU Association Agreement is expected to be a restrictive tool for
those Armenian officials who have or wish to have off-shore banking
accounts in Europe, the paper says, citing a former parliament member.

Commenting on the plan to initial the document in Vilnius, Lithuania,
in November, Hovhannes Igityan, a former chairperson of the National
Assembly’s foreign relations’ committee, said the deal will make
information more transparent, thus reducing the chances of any
off-shore activity.

“While now other countries won’t give the Armenian society any
information about the owners of organizations registered in their
states, they will no longer avoid doing that from in future. Any
citizen in any country in Europe can point a finger at any building,
organization or plant to know its owner’s name. From that point of
view, I think, the Armenian officials should to do everything possible
to prevent the agreement from being signed and go to Russia to live
like the Russian oligarchs, maintaining a large fortune in any state,”
he told the paper.

PREMIÈRE CONDAMNATION PENALE PRONONCEE POUR DIFFAMATION EN LIGNE

Le tribunal regional d’Astara a declare Mikayil Talibov coupable de
diffamation et l’a condamne a un an de “reeducation par le travail”,
une peine qui prevoit que 20 % de ses revenus mensuels soient reverses
au budget de l’Etat pendant une periode d’un an. Il a ete inculpe
pour des commentaires qu’il avait publies sur une page Facebook
qu’il avait creee en mars 2013. Le nom d’une banque pour laquelle
il avait travaille figurait dans le titre de cette page et y etait
qualifiee d'”Unjustbank” (banque injuste). Le jugement du tribunal
impose egalement a Mikayil Talibov de revenir sur ses affirmations
en publiant un message sur Facebook et restreint ses deplacements
jusqu’a la fin de sa peine de “reeducation par le travail”.

La condamnation penale de Mikayil Talibov pour une diffamation presumee
en ligne constitue la première affaire de ce type en Azerbaïdjan et
fait suite aux recentes modifications apportees a la legislation sur
la diffamation. Au mois de mai 2013, le Melli-Medjlis, le Parlement
azerbaïdjanais, a adopte des modifications qui elargissent le
champ d’application de la loi sur la diffamation, pour y inclure la
diffamation et les insultes exprimees sur Internet.

En plus d’etre contraire aux declarations du gouvernement, qui s’etait
engage dans son plan national d’action en faveur des droits humains a
depenaliser la diffamation a l’horizon 2012, cette ligne de conduite
porte une nouvelle fois atteinte aux droits a la liberte d’expression
en Azerbaïdjan, a l’approche de l’election presidentielle qui doit
se tenir le 9 octobre 2013.

La diffamation doit etre consideree comme une procedure civile engagee
par la partie lesee. Le Comite des droits de l’homme des Nations unies
a encourage les Etats a envisager de depenaliser la diffamation et a
souligne que, dans tous les cas, l’application du droit penal devrait
etre circonscrite aux cas les plus graves. Le Comite a insiste sur le
fait que les lois regissant la diffamation devaient etre concues avec
soin de facon a garantir qu’elles soient conformes aux obligations
internationales des Etats en matière de droits humains et qu’elles
ne servent pas, dans la pratique, a etouffer la liberte d’expression.

Selon le Comite, l’interet public de ladite critique devrait etre
reconnu comme argument de defense, et les Etats parties devraient
veiller a eviter les mesures et les peines excessivement punitives.

L’Azerbaïdjan avait exprime son intention de depenaliser la diffamation
a l’horizon 2012 dans le plan national d’action en faveur des droits
humains, promulgue par decret du president le 27 decembre 2011. L’annee
suivante, le gouvernement a sollicite l’avis de la Commission de Venise
du Conseil de l’Europe sur son projet de loi relatif a la protection
contre la diffamation. Pourtant, la version finale promulguee a
ete critiquee par des militants des droits humains en Azerbaïdjan,
qui la jugeaient considerablement differente de celle qui a ete
soumise a la Commission de Venise ainsi qu’a la version elaboree en
collaboration avec des organisations de la societe civile et le Bureau
de l’Organisation pour la securite et la cooperation en Europe (OSCE)
a Bakou.

Il s’agit de la première condamnation penale prononcee pour une
diffamation presumee en ligne. Toutefois, Amnesty International a deja
exprime a plusieurs reprises ses preoccupations face a l’attitude
des autorites de l’Azerbaïdjan, qui prennent des personnes pour
cible en raison de leurs activites sur Internet, et sur Facebook
en particulier. L’organisation a attire l’attention sur les cas de
l’ancien prisonnier d’opinion Jabbar Savalan et d’autres militants,
qui ont fait l’objet de poursuites penales pour avoir organise des
manifestations via des reseaux sociaux en ligne et pour avoir publie
des articles critiques a l’egard des autorites.

Actuellement, 14 personnes sont officiellement recensees par Amnesty
International comme des prisonniers d’opinion en Azerbaïdjan. Parmi
elles, Dashgin Melikov a ete declare coupable sur la base
d’accusations forgees de toutes pièces et condamne a deux ans et
demi de prison. Pendant sa detention, il a non seulement ete force
a signer des “aveux”, mais egalement a supprimer une page Facebook
qu’il avait creee et qui critiquait les autorites de l’Azerbaïdjan.

The policy carried out by Armenian President Serzh Sargsyan has
brought Armenia to a dead end, the head of the Political Innovation
and Technology Center, political analyst Mubariz Ahmedoglu told Trend
on Wednesday.

Ahmedoglu said that local experts in Armenia are preparing to call
the population’s resettlement an “evacuation”, not a “migration”.

The rates of migration in this country’s population are so high that
this can only be called an evacuation, Ahmedoglu said.

According to him, the international financial institutions who granted
loans to Armenia do not have a definite position on the rates of
economic development in this country.

“It is clear that Armenia’s annual growth rate is below 7.2 percent.

The growth rate of Armenia’s economy should not be below 7.2 percent,
in order to serve to existing debts. This indicator is achievable
in case if there remain friendly relationships between Russia and
Armenia. But in case of increasing the cost of the gas sold to Armenia
and if the Russian Federation takes various maneuvers in relation to
the economic entities in Armenia, the rate of the economic development
will drop to zero. In this case Sargsyan sees the only solution
in searches for new cheap loans. This is one of the reasons of his
aspirations for Europe. Sargsyan lost not only political, but also
financial trust from Russia,” Ahmedoglu believes.

According to Ahmedoglu, Sargsyan, who is currently engaged in
anti-Russian policy, is sure that his policy will be supported by
the West.

“A positive change in a short time in Armenian’s rating by Fitch and
Moody’s international rating agencies show that Sargsyan’s expectations
were not ungrounded. But in view of the fact that the OSCE Minsk
Group is not engaged in any activity, Sargsyan himself had to give
the guarantee on the settlement of the Nagorno-Karabakh conflict,”
Ahmedoglu said.

Ahmedoglu went on to add that, Sargsyan, speaking before the Armenian
youth, praised Azerbaijani President Ilham Aliyev, and expressed
Armenia’s support for updated Madrid Principles, which were prepared
four years ago.

“Sargsyan ensured the donor organizations and financial structures,
which promised to help him with money, that Armenia will settle the
Karabakh conflict. They imply the immediate return of Azerbaijan’s
seven regions and liberation of these regions from Armenian occupation,
as well as gradual return of Nagorno-Karabakh to Azerbaijan,” the
head of the centre said.

According to the analyst, Sargsyan saying good words about Ilham
Aliyev, informed the international organizations and the West, about
his intention to make friends with Azerbaijani President.

“But it should be kept in mind that Sargsyan is a deceiver. If there
was a bluff competition among presidents, Sargsyan would undoubtedly
have been the winner. He at least twice promised to settle the
Nagorno-Karabakh conflict and did not fulfill promises. First time it
was in 2008 when he came to power, and in 2009 when he was intending
to get a loan for Armenia. Sargsyan’s lies campaign carried out in the
world against Ilham Aliyev should also be taken into account. Sargsyan
did not respond to Baku’s offer to provide cheap gas to Armenia and
integration of this country into economic projects,” the analyst said.

Ahmedoglu added that Sargsyan intends to once again deceive the
international community.

“The above mentioned prove it. Accordingly, the EU and the U.S. should
demand from Armenian President to sign the Great Peace Treaty, under
which the country will return the occupied territories of Azerbaijan,
including Nagorno-Karabakh. Otherwise, the taken decisions will lead to
the opposite effect for both Armenia and for the West,” Ahmedoglu said.

First Secretary of the Russian Embassy in Armenia Alexander Vasilyev,
who participated in the roundtable ‘Toward the European Union’,
commented on Armenia’s intention to initial an association agreement
with the European Union (EU).

He noted that a busy autumn is ahead in terms of political vector.

“I think the right choice will be made,” he said.

“Society is debating over integration. Many use mass media to claim
that both the structures – the EU and the Eurasian Union – are
complementary. But we actually see quite the opposite. Our western
partners sometimes allow themselves speeches that do not reflect the
reality. Let us not forget the Polish representatives’ statements that
the ‘both…and’ option is impossible, and choosing the ‘either…or’
option was a must,” Vasilyev said.

He also expressed concern over the secret content of the association
agreement.

“No one has seen the agreement. There are doubts about the terms
they are concealing from society. Some officials and diplomats
assume that the agreement contains tough terms. It is obvious that
there are restrictions. We are concerned over that though Armenian
society claims that the two structures are complementary. However,
there are doubts that it is quite the opposite.”

ARS Nairy Chapter members and Vons management

Montebello, Calif.-On Friday, August 23, 2013, the newly elected
Armenian Relief Society, Nairy Chapter Executive, together with
some of its members and Montebello Councilman Jack Hadjinian, met
with VONS representatives -Carlos Illingworth, Director of Public
Affairs and Government Relations, Melissa Casillas, Human Resources,
and Steve Lucero, Manager of the Montebello Store.

Nairy Chapter was presented with a donation of $500.00 from Vons
towards its Annual Scholarship Fund.

The Vons/Safeway Corporation representatives were given information
about the various social and educational programs of the Nairy
chapter. They were greatly impressed and vowed to work closely with the
Armenian Relief Society and the Montebello community. Suggestions were
made by both sides to further improve the services locally and to get
Vons more involved in the humanitarian projects of the Nairy Chapter.

This was the first step for ARS Nairy towards long term cooperation
with local establishments. The Nairy members truly appreciate
the enthusiasm and generosity of Vons and look forward towards a
successful year.

Russian Landing In Karabakh

RUSSIAN LANDING IN KARABAKH

The Russian reporters and public personalities made some symptomatic
statements. In particular, the former governor of Kirov Sergey
Karnaukhov said his visit to the Republic of Artsakh aims to keep
Armenia and Karabakh away from encroachments by Azerbaijan and the
United States.

According to him, now unification of healthy forces of the society is
necessary both in Armenia and Russia to be able to tackle developments
proceeding according to the American scenario.

Apparently, Russia wants Karabakh to develop according to the Russian
scenario. The Abkhazians and Ossetians visiting Stepanakert from time
to time say that one would not say that Karabakh went through a bloody
war 20 years ago. Meanwhile, their countries proceeding along the
“Russian scenario” look like a theater of military actions.

Apparently, Putin toughly sets to deal with Karabakh. There is both
politics and economy there, and even beautiful girls. For example,
the deputy chairman of Support Russia NGO Paul Seagull stated that
his organization is going to make a plan of development of SMEs in NKR.

Moreover, Seagull talked to the NKR government about it.

The beautiful Russian reporters who have arrived in hospitable and
gallant Karabakh promised to stay and have children for the men
of Karabakh. “It’s not behind the mountains when Russian beautiful
brides will come to Artsakh to find their fiances and give birth to
a generation in the organic and morally clean land of Artsakh.” The
Russian reporters led by Anna Chapman are 23-25 years old. They are not
married. They are in love with Artsakh and they told Panarmenian.net
it would be good to stay here.

Only one step is left – to find out whether there are a lot of single
beauties in Karabakh who have always liked Russian romantic officers
and send a squadron of hussars to meet those needs who would also do
some peacekeeping.

The Russian delegation was met warmly in Stepanakert? Was it an
expression of traditional hospitality of Karabakh? Or does the Karabakh
government support the Russian scenario?

Is there agreement between the governments of Armenia and Karabakh over
“orientation”? This question is becoming topical. And if the Armenian
government of Karabakh considers the visit of the Russian delegation
as an attempt to drive a wedge between Armenia and Karabakh, it should
say so rather than play amicability.

Will Armenia receive the Russian delegation including so many odious
personalities at an equally high level as in Karabakh?

The construction of the Hamazgayin Theater building will be launched
in Mashtots Park in Yerevan by early October, Vardan Lazarian,
director of the theater, told ArmInfo. He added that constriction
will last for 2 years. So, the new building of the theater will open
in 2015-2016. Lazarian said that 98% of the construction costs will
be covered by the state, and the remaining 2% – by investors.

According to the project, there will be two similar buildings. One of
them will be the theater; the other one will be a Center for Modern
Arts. The project implies maintenance of the green zones and the
landscape of Mashtots Park. The author of the project is architect
Levon Galumyan.

The talks about the construction of the Hamazgayin Theater building
in Mashtots Park emerged in summer 2012. Green activists, including
the initiative “We Are the Owners of This City” negatively responded
to the project. Their discontent was connected first of all with the
fact that the theater may swallow the public access area. To note,
the Hamazgayin Theater has been located in the building of the Theater
and Cinema Institute for many years.

YEREVAN. – A protest action in support of Armenia Today website
coordinator Argishti Kiviryan was staged near the building of Special
Investigation Service in Yerevan.

Kiviryan is charged with allegedly using violence against a
representative of authorities.

Over ten dozens of protesters have gathered near the building where
Kiviryan was summoned on Wednesday. He did not rule out that may be
involved as a defendant in the case.

On August 24 Kiviryan was detained and brutally beaten by police
officers. He was transported to hospital where he was diagnosed
with concussion.

Instead of holding accountable law enforcers, police instituted
criminal proceedings against Kiviryan. The police officer submitted a
report on the incident, saying Argishti Kiviryan cursed him, bit and
hit him in the car. A criminal case on charges of violence against
a representative of authorities has been opened.
