SERZH SARGSYAN: THERE ARE PROBLEMS BETWEEN ARMENIA AND RUSSIA WHICH NEED RESOLVING

Many problems have been accumulated between Armenia and Russia
which need discussion and adoption of decisions for enhancing of
our relations, and of course, for positive processes, President of
Armenia Serzh Sargsyan said during the meeting with President of
Russia, Vladimir Putin in Novo-Ogarevo, 3 September, as an official
website of the Kremlin reported.

“The relations between Armenia and Russia have been built at
centuries-long traditions of friendship and fraternity between the
peoples of our countries. And I am confident that these relations will
go on developing in the course of mutual understanding, according
to the Treaty for Friendship, Cooperation and Mutual Assistance. I
am confident that every generation of the Armenians and the Russians
should do their bit in the history of these relations. We value these
relations and shall do everything possible for their development. This
is an absolute priority for us”, – President Sargsyan said.

At the same time. president of Armenia said several problems are
available in the relations between Armenia and Russia which need to
be resolved, for these relations to raise to a new higher level. He
added that he arrived in Moscow just for this reason.

For his part, President of Russia Vladimir Putin thanked his Armenian
counterpart for accepting an invitation and said he is happy for
the intensively developing relations between the two countries
practically in all the directions. “We have frequent contacts between
our parliaments, governments, business-structures. To be honest,
I hope for the positive result in this context as well. As for the
economy, commodity circulation has grown by more than 23%. Russia
remains the first trade and economic partner of Armenia, and this
tendency will be preserved”, – Putin said.

ARMENIA INTENDS TO INCREASE WATCH EXPORTS 1.5 TIMES BY 2015

By 2015 Armenia is going to increase the watch exports 1.5 times to
$12 mln as compared with 2011 when the watch output totaled $8 mln,
Armen Yeganyan, Head of the Industrial Policy Department of the
Armenian Economy Ministry, told ArmInfo.

He said that such indices are fixed in the recently approved strategy
of watchmaking development. 5 Armenian companies are engaged
in watchmaking and they employ a total of 113 people. 85% of the
watches are exported to the United States. Exports to Uzbekistan and
Turkmenistan make up 7% and 5%, respectively.

The major watchmakers in Armenia are the Yerevan Jewellery Plant-1
“Gnomon” OJSC, AWI, IGOR, and the Armenian branch of Frank Muller. It
is noteworthy that some manufacturers use Swiss mechanisms and
components.

Yeganyan pointed out that in watchmaking Armenia has comparative
advantages and competes in prices and development potential. For
instance, the average wages in the watchmaking field are $1.4 per
hour in Armenia, $3.5 in China and $5.1 in Malaysia.

EU POSTS DROP IN JOBLESS RATE, ARMENIA’S UNEMPLOYMENT AT 16.9%

PanARMENIAN.Net – The number of jobless in Europe fell slightly in
July and business optimism rose, according to official data, adding
to the tentative signs that the region’s economy is staging a modest
comeback, AP reported.

Europe’s statistics office said the number of unemployed in the
eurozone was down by 15,000 to 19.23 million, marking the second
consecutive fall since April 2011. The jobless rate remained at a
record of high of 12.1 percent.

Meanwhile, an index of European business sentiment rose again on the
month while the monthly inflation rate for the 17 nations using the
euro decreased.

The economy of the 17 EU nations that use the euro had been stuck
in an 18-month recession to the first quarter of this year as a debt
crisis prompted many countries to pursue tough austerity policies that
weighed on growth and confidence. The eurozone finally moved out of
recession in the second quarter of this year, showing a 0.3 percent
increase in annual economic output. The unemployment rate for the
28-nation EU held steady at 11 percent as the number of jobless fell
33,000 to 7.42 million, Eurostat said. On the year, EU unemployment was
up from 10.5 percent while the eurozone rate was up from 11.5 percent.

EU youth unemployment in July remained high with a total of 5.56
million under 25 registered as unemployed, even though it dipped
slightly from 23.5 to 23.4 percent on the month. For the Eurozone,
it rose by 0.1 point to 24 percent for the eurozone.

According to the National Statistical Service, Armenia posted
16.9 percent unemployment rate in the Q1 2013, with 3.2 percent
year-over-year drop reported.

23.3 percent jobless rate was recorded in Armenian cities, down from
28.8 percent in Q1 2012, with villages posting 8 percent, up from
6.9 percent last year.

Employment agencies reported about 68,400 jobseekers. The Service
listed 1,359,600 economically active people in Q1 2013, with the
number dropping 4.5 percent against last year.

An Anniversary of Independent Artsakh
Congressmen, Canadian MP Extend Congratulations to the Republic

Washington, DC – On September 2, 1991, the Nagorno Karabakh legislature
announced the formation of the Nagorno Karabakh Republic. The historic
decision 22 years ago has effectively reversed Joseph Stalin’s arbitrary
resolution of 1921 to make Artsakh an Armenian autonomous region under
Soviet Azerbaijan. September 2, 1991 also symbolizes the end of decades of
discrimination and oppression that followed Stalin’s decision.

People of Nagorno Karabakh chose sovereign development as part ofa lasting
commitment to establish a free and democratic society. Twenty-two years
after the historic Declaration and
defending its liberty on the battlefield, the Nagorno Karabakh Republic
(Artsakh) remains adherent to developing as an independent democracy and a
reliable member of the international community.

Members of the U.S. Congress and Canadian Parliament have congratulated
Artsakh people and authorities on the occasion. U.S. Representatives Frank
Pallone, Jr. (D-NJ) and Michael Grimm (R-NY), the co-chairs of the
Congressional Caucus on Armenian issues, in particular, noted that the
“Formation of the Nagorno Karabakh Republic in 1991 was a testament to
fundamental principles of freedom and democracy.We are committed to
continuing our support of the Nagorno Karabakh Republic and of the
aspirations of your fledgling democracy and its people”.

Statement by a member of the Canadian House of Commons Jim Karygiannis also
congratulated the people of Artsakh on the occasion. “Today the Nagorno
Karabakh Republic is . independent, democratic and fully functioning state,
with a thriving market economy and a dynamic civil society”, says the
Canadian MP, who also let the country’s observation mission during the 2012
presidential elections in Artsakh.

NKR Representative Robert Avetisyan expressed his gratitude to the U.S.
Congressmen and to Canadian parliamentarian for their continued support to
Artsakh’s sovereign development.

DONNA-LEE FRIEZE, EDITOR OF LEMKIN
AUTOBIOGRAPHY, TO SPEAK AT NAASR

Dr. Donna-Lee Frieze, genocide scholar and editor of the newly
published autobiography of Raphael Lemkin, will give a lecture
entitled “Raphael Lemkin: The Armenian Genocide and the Autobiography
of the ‘Insistent Prophet,'” on Thursday, September 19, 2013, at 7:30
p.m. at the National Association for Armenian Studies and Research
(NAASR), 395 Concord Avenue, Belmont, MA.
The lecture will be co-sponsored by Facing History and Ourselves of
Brookline, MA, and NAASR.
When Raphael Lemkin collapsed at a bus stop on 42nd Street
in New York City on August 29, 1959, he had either just visited the
Curtis Brown Publishing Agency on Madison Avenue or was on his way
there to discuss his autobiography, Totally Unofficial. He left
behind a near complete autobiography, which was eventually donated to
the New York Public Library twenty-three years after Lemkin’s death,
in August 1982, by Alexander Gabriel from the Transradio News Agency,
U.N. Bureau.
In June 2013, Yale University Press published Totally
Unofficial, in which Lemkin highlights the Armenian genocide in order
to articulate his conceptual understanding of the meaning of genocide.
Lemkin’s autobiography clearly underscores the lawyer’s detailed
analysis of the crime. It is argued that the events of 1915 provided
the framework for Lemkin’s understanding of genocide as a crime of
intended group destruction, and not necessarily as mass killing. The
long-awaited publication of Lemkin’s autobiography is a watershed
event in the ongoing reassessment of his seminal work on genocide.
Donna-Lee Frieze is a Prins Senior Fellow at the Center for Jewish
History in New York City and a Visiting Fellow at the Alfred Deakin
Research Institute in Melbourne. She taught a graduate unit,
Genocide, for over 10 years at Deakin University, Melbourne, and has
published widely on the Armenian genocide, the Holocaust and the
Bosnian genocides in relation to testimony, film and philosophy. She
is the editor and transcriber of Raphael Lemkin’s autobiography
Totally Unofficial (Yale University Press) and the first
vice-president of the International Association of Genocide Scholars.

“PARADJANOV” AMONG UKRAINE’S POSSIBLE OSCAR ENTRIES(VIDEO)

PanARMENIAN.Net – Serge Avedikian and Olena Fetisova’s”Paradjanov” has
been chosen among the films to be nominated as Ukraine’s submission
for best foreign language film at the Academy Awards, along with
Kira Muratova’s “Eternal Return” and Akhtem Seitablayev’s “Haytarma,”
Ukrainian media reported.

“Paradjanov” stars Avedikian as a brilliant director Sergey Paradjanov,
whose nonconformist behavior conflicts with Soviet System.

Parajanov’s eccentricities land him in jail, where his indestructible
love for beauty allows him to withstand the years of imprisonment,
isolation and oblivion.

“Parajanov,” co-produced with Ukraine, France, Georgia and Armenia,
was named the best feature film at Odessa Festival.

Ukraine will announce its Oscar foreign language entry on September 12.

Academy Awards for outstanding film achievements of 2013 will be
presented on Oscar Sunday, March 2, 2014, at the Dolby Theatre at
Hollywood & Highland Center.

Un archéologue normand fouille en Arménie

Le Potignais François Fichet de Clairfontaine, conservateur général du
patrimoine à la Direction régionale des affaires culturelles,
participe depuis une dizaine d’années à des fouilles dans différentes
régions d’Arménie.

Qu’est-ce qui vous a amené à fouiller en Arménie ?

Je fouillais depuis des années en Égypte, sur un site du Ve siècle
avant Jésus-Christ, et une équipe française m’a demandé de venir
l’aider et la rejoindre en Arménie, pour étudier un site de la même
période. Notre présence dans ce pays répond, à l’origine, à une
demande de l’université arménienne et de l’Institut d’archéologie et
d’ethnographie de la république d’Arménie. Une convention a ensuite
été établie entre l’université d’Erevan, le ministère de la Culture et
notre chantier de fouilles.

Dans quel domaine votre expertise a-t-elle été sollicitée ?

Je suis spécialiste, entre autres, des mobiliers céramiques. En même
temps, je suis archéologue. Je suis arrivé avec deux missions :
caractériser la céramique achéménide, puis aider l’équipe à analyser
les architectures. Depuis, je me suis spécialisé sur les transferts
culturels entre monde assyrien et monde ourartéen, c’est-à-dire du
VIIIe aux IVe siècle avant J-C. Je travaille sur des ensembles
céramiques que l’on peut trouver aussi bien en Iran, en Azerbaïdjan,
en Arménie ou dans l’est de la Turquie.

Avez-vous une fonction pédagogique sur le terrain ?

J’accompagne et je forme aussi bien des étudiants arméniens que de
jeunes professeurs d’université aux méthodes de l’archéologie, et
particulièrement à l’analyse des mobiliers.

Comment communiquez-vous sur les chantiers qui réunissent des gens de
différents pays ?

En anglais le plus souvent. De plus en plus d’étudiants connaissent
aussi le français. Et nous parlons aussi le russe avec les vieux
professeurs arméniens.

En dix ans, comment avez-vous vu évoluer l’Arménie ?

Au nord du pays, où j’ai travaillé, c’est un monde pauvre, dur, un
monde très difficile mais très courageux où règne une grande
solidarité. La vie moderne arrive très lentement. Et puis, il y a
Erevan où la vie moderne a fait une entrée en force. C’est une
capitale vivante, animée, avec beaucoup de moyens.

Armenia: i cristiani promuovono un incontro sulla libertà religiosa

L’edizione 2013 dell’incontro del Consiglio d’Europa sulla libertà
religiosa si concentrerà sul tema`libertà di religione nel mondo di
oggi: sfide e garanzie’. L’appuntamento è a Yerevan, capitale
dell’Armenia, il 2 e 3 settembre, ed è promosso dalla presidenza del
consiglio dei ministri armeno. Ad aprire il dibattito sarà il ministro
degli esteri armeno Edward Nalbandian insieme con Karekin II,
patriarca supremo e `catholicos’ di tutti gli armeni. Il dialogo
interculturale è al centro dei lavori del governo armeno e l’on.
Nalbandian, presidente del Consiglio dei ministri armeno, spiega che
il suo lavoro è teso a `rafforzare l’azione di contrasto
all’intolleranza e la promozione della libertà religiosa’. A riempire
le giornate dell’incontro saranno sessioni plenarie e gruppi di lavoro
sul tema della libertà religiosa, conferenze sul tema `coscienza e
pensiero come diritto umano fondamentale’, tutela degli appartenenti
alle minoranze, per concludere con delle linee guida per un’azione

AVIATION CIVILE ARMENIENNE
Quatre compagnies arméniennes sur les rangs pour remplacer Armavia

Fin septembre débutera la course pour remplacer la compagnie nationale
arménienne Armavia. Selon la société américaine McKinsey & Company la
faillite d’Armavia a ouvert l’appétit de nombreuses compagnies
aériennes pour desservir l’Arménie dont le nombre de voyageurs est en
constante croissance. Aujourd’hui 4 des 11 compagnie aériennes
arméniennes seraient intéressées pour répondre à cette offre de
devenir la compagnie nationale en remplacement d’Armavia. Parmi ces 4
compagnies, « Air Armenia » serait bien placée, elle dessert déjà la
Russie avec ses deux appareils. « Air Armenia » appartiendrait à Vahan
Haroutiounian et Rouzan Tovmassian. Vahan Haroutiounian est le frère
de David Haroutiounian qui est au Parlement arménien, le président des
questions juridiques liées à l’Etat. Un autre candidat sérieux serait
la compagnie arméno-américaine « Atlanta European Airways » fondée par
deux Arméniens d’Arménie (Aram Maroutian et Roma Mguerdoumian) et deux
Arméniens des Etats-Unis (Jack Sarian et Sarkis Khatchadourian). «
Atlanta European Airways » prévoit de desservir l’Europe et les
Etats-Unis. Selon certaines rumeurs, si cette dernière compagnie gagne
le concours pour devenir la compagnie officielle d’Arménie, la famille
de l’ex-président Robert Kotcharian investirait des sommes
importantes. Les deux autres compagnies capables de relever le défi
seraient « Armenia Airways » et « Sky Net Airlines ».
