TURKEY COVERS UP ARMENIAN GENOCIDE

In 1915, under the cover of World War I, Ottoman Turks wiped out
about a third of its Armenian population. To this day, Turkey denies
any blame for the atrocity, and behind it, U.S. stands firm among a
dwindling band of nations that fail to acknowledge the killings were
Genocide, writes Syuzanna Petrosyan, Executive Producer at Annenberg

“In the recent years, as recognition from governments around the
world has increased, Turkey has also multiplied its efforts to combat
remembrance and commemoration inside and outside of Turkey. From the
vivid photographs of Armin T. Wegner, a German soldiers and medic
stationed in the Ottoman Empire during the genocide, to the reports
of U.S. Ambassador to the Ottoman Empire Henry Morganthau, and the
front page headlines in the New York Times, it is remarkable how
forcefully Turkey has been able to curtail the memory of this tragedy
from its own people and those around the world. It becomes perhaps
less surprising when taking into account the billions of dollars
the Turkish government spends on world-wide denial efforts. And one
doesn’t have to look too far. For the past five years, The Pacifica
Institute, a Turkish-American organization based in Orange County,
Calif. has hosted the Anatolian Cultures & Foods Festival. Anatolia
refers to the region of Turkey were majority of Armenians lived during
the Ottoman Empire. The festival portrays the rich multiculturalism
of the region, including displays of old Armenian churches, artifacts
and music, with no mention of the annihilation of an entire people
but also the complete destruction of its culture in their homeland
of thousands of years,” Petrosyan says.

“By presenting the Ottoman era of the Turkey in a positive light,
they appeal to the mass media and the public, which helps them spread
their message in solidifying denial and shaping the discourse of the
Armenian Genocide. They focus on perceptions and images to appeal
rather than historical and scholarly accuracy. Nonetheless, it is by
no means an easy task to re-write history. In 1998, UCLA’s history
department voted to reject a $1m offer to endow a program in Turkish
and Ottoman studies because it was conditional on their denying the
Armenian Genocide.”

Petrosyan goes on to say: “In August of 2011, the Turkish government
tried to suppress a Microsoft online encyclopedia entry. The Chronicle
of Higher Education reports that the Turkish government threatened
Microsoft with serious reprisals unless all mention of the Armenian
genocide was removed. Authors Ronald Grigor Suny and Helen Fein
refused to give in.

“Professor Colin Tatz, director for the Centre for Comparative Genocide
Studies at Macquarie University, in Sydney, Australia, claims that
Turkey has used “a mix of academic sophistication and diplomatic
thuggery . . . to put both memory and history into reverse gear”.

Despite the massive efforts by the Turkish government, however,
in the recent years, intellectuals in Turkey have began rising the
discussion of the genocide, risking persecution and arrest. In 2005,
Nobel prize-winning novelist Orhan Pampuk was put on trial in Turkey
after he made a statement regarding the Armenian Genocide. The
controversy ensued with burning of Pamuk’s books at rallies and
assassination attempts.”

She reminds that in 2007, Turkish-Armenian journalist Hrant Dink was
assassinated in Istanbul in front of his newspaper office. “Dink had
long endured threats by Turkish nationalists for his statements on the
Armenian Genocide. He had also been under prosecution for violating
Article 301 of the Turkish Penal Code which makes it illegal to
“insult Turkishness.” In a 2012 decision, the European Court of
Human Rights ruled that Turkey had failed to protect Dink’s freedom
of speech. His murder sparked international outrage.”

“In more recent years, academics in Turkey have risked fierce backlash
by issuing a public apology campaign for genocide. The apology
comes in an open letter inviting Turks to sign an online petition
supporting its sentiments. In an interview with Cengiz Aktar, one of
the founders of the apology campaign and a professor of EU studies at
Istanbul’s University of Bahcesehir, he said that the purpose of the
petition is to bring back the memory of the genocide which has been
forcefully erased by the government. By the end of 2000, the European
Parliament, France, Sweden, the Vatican and Italy finally acknowledged
the Armenian Genocide. Of the major powers, only the U.S., Canada and
Britain still hold back. There are too many conflicting interests at
stake. Turkey, for instance, threatened to deny the U.S. use of its
air bases if President Clinton agreed formally to accept the massacres
as a genocide,” she says.

“For the Turks, the problem is enormous. An acknowledgement of the
Armenian genocide might result in land claims and reparations. They
have only to look at recent German and Swiss history to take fright.

It is no surprise, then, that they try to control every aspect of
discourse on this topic.”

Petrosyan concludes the article with the words of Thomas Burgenthal, an
Auschwitz survivor, lawyer and member of the UN Human Rights Committee,
who said, “I don’t know why the Turks can’t admit it, express sorrow
and go on. That is the worst. You do all these things to the victim
and then you say it never happened. That is killing them twice.”

PanARMENIAN.Net – The recent developments in Moscow caused a wave of
indignation throughout Russia, with some bloggers and internet users
offering their way to resolve the “Caucasian issue”.

Besides calls to clean markets from Caucasians, some bloggers suggested
that all diplomatic workers of Caucasian origin should be expelled and
published the ‘blacklist’ of Foreign Ministry diplomats, namely: Kirill
Gevorgyan, the director of legal department; Alexander Darchiyev, the
director of North America department; Eduard Malayan, ambassador at
large; Teymuraz Ramishvili, ambassador to Denmark; Andrey Avetisyan,
the ambassador to Afghanistan; Levan Chagharyan, ambassador to Iran;
Zurab Peradze; consul general to Cuba and many others.

Moscow police were instructed to detain Caucasus nationals carrying
knives or guns, following the riots that targeted a vegetable warehouse
in the city’s south over the weekend.

Hundreds of people were detained in response to the violence that
erupted after protests over the fatal stabbing of a 25-year-old man.

The killer, who police identified as being from the former Soviet
republic of Azerbaijan, has been already arrested.

Police said around 70 people are facing minor administrative charges
over the clashes.

YEREVAN. – Armenia’s investigation service has not exerted pressure
on reporter Zhanna Aleksanyan, deputy head of the service said.

Hayk Grigoryan, deputy head of investigation service at the Armenian
Defense Minister, commented on journalist’s work on the incident
involving serviceman Zhora Lazarian.

The incident is one of those mentioned in “Armenia: No space for
Difference” report issued by Amnesty International in August. The
report said pressure was exerted on journalists Zhanna Aleksanyan
and Lala Aslikyan who were investigating army incidents.

Aleksanyan said the verdict did not come into force, since none of
the servicemen involved in hazing, did not stay in jail for a day.

In response Grigoryan said the investigation service learnt the
details from Zhora’s father.

“Then, Zhanna Aleksanyan presented further details. We summoned her
only to find out where she got this information,” he assured. In
response to a remark about the impunity of the perpetrators, he
said that the question should be addressed to the court, not the
investigators.

TSAKHKADZOR. – The problem of Syrian militants is extremely important
and relevant, the head of Russia’s Federal Security Service said.

“It’s not related to the CIS countries, but also European partners,”
Alexander Bortnikov said during a Wednesday press conference in
Armenia’s Tsakhkadzor.

The problem of Syrian armed groups was discussed during the 12th
meeting of the Council on combating terrorism in Kazan, he recalled.

“The migration of the criminals to hotspots ends up in return to
the places of origin with getting combat experience in carrying
out specific operations. They are a potential threat to all of us,”
Bortnikov assured.

Russian security chief said around 500 fighters, citizens of Russia,
are currently in Syria. According to him, there is enough information
on other CIS states: from several dozens to hundreds.

EU Accuses Turkey Of Using Excessive Force To Quell Protests

EU ACCUSES TURKEY OF USING EXCESSIVE FORCE TO QUELL PROTESTS

PanARMENIAN.Net – The European Union accused Turkish police on
Wednesday, Oct 16, of using excessive force to quell protests earlier
this year, urging the government to strengthen oversight of the police
and to press ahead with investigations into their conduct.

According to Reuters, the criticism was contained in an annual report
by the EU’s executive Commission into Turkey’s progress in meeting
the requirements to join the 28-nation bloc.

Turkey began negotiations to join the EU in 2005, 18 years after
applying. But a series of political obstacles, notably over Cyprus and
resistance to Turkish membership in key members Germany and France,
have slowed progress to a snail’s pace.

Despite criticism of Ankara’s handling of the protests, the Commission
backed plans to breathe new life into Turkey’s EU bid by opening talks
on a new chapter, or policy area, of the membership negotiations,
the first to be opened in three years.

EU governments, led by Berlin, postponed plans to open the talks
on regional policy in June as a rebuke for the Turkish authorities’
handling of the demonstrations.

Protests against the government of Prime Minister Tayyip Erdogan
swept Turkish cities after police used teargas and water cannon to
disperse a sit-in against the redevelopment of an Istanbul park.

Two weeks of clashes with police left four people dead and about
7,500 injured.

“The excessive use of force by police and the overall absence of
dialogue during the protests in May/June have raised serious concerns,”
the European Commission said.

“This underlines the urgent need for further reforms and the promotion
of dialogue across the political spectrum, and in society more broadly,
as well as for respect of fundamental rights in practice,” it said.

The Commission said Turkey had launched a number of investigations
into police conduct during the protests.

“These should be followed through in accordance with European standards
and those responsible brought to account,” it said.

It urged Turkey to push ahead with plans to set up a monitoring
mechanism to ensure the independent supervision of police conduct.

Despite the criticisms, the Commission praised judicial reforms in
Turkey and Erdogan’s announcement last month of a package of reforms
designed to salvage a peace process with Kurdish insurgents.

EU governments will consider the Commission’s report at a meeting on
Oct 22 and EU sources said they could decide to launch the new round
of talks with Turkey in early November.

The bill on equal rights and opportunities for men and women passed
months ago by the parliament of Armenia keeps being a subject of
controversy and discontent among traditionalists as Wednesday a group
of NGOs and clergymen went on a march of protest demanding to annul
the law.

With slogans “the Armenian nation against the law on gender”, “Gender
law is a threat to Armenian families, we won’t let you ruin Armenian
families”, “Let us save children from gender perversion” and the like,
some three hundred protestors marched from Alexander Tamanyan statue,
downtown Yerevan, to the government building, where they handed a
letter to the members of the government with 3,500 signatures in
favor of annulling the law.

The word ‘gender’ was removed from the law adopted in May of 2013 and
verified by the president under public pressure and was replaced by
‘equal rights and opportunities for men and women’. Protest initiators
claim that the law “undermines the foundation of traditional Armenian
families, on which the Armenian nation has been able to survive
thousands of years”.

Haykanush Aloyan, member of “No to the Law on Gender Equality ”
initiative, says the law has to be declared anti-constitutional
as it contradicts a number of provisions of the family code of the
Constitution of Armenia.

“The negative consequences of the gender policy against which European
peoples are fighting, will shortly reach Armenia, if today that law is
not declared anti-constitutional,” he says, adding that their struggle
will be consistent till they achieve what they are fighting for.

Meanwhile, Women’s Support Center NGO director Maro Matosyan told
ArmeniaNow that Armenia, on the contrary, is greatly in need of such
law to break “the powerful gender dogmas”.

“The law says absolutely nothing about homosexuality or any sexual
orientation, it is only about equality between men and women, the
lack of which leads to domestic violence in our families and that
violence is what ends up destroying the family,” she says.

The Aylur news show of Armenia launched two weeks ago has been
operating in an emergency regime. It was aired with a 10-minute
delay last week and skipped broadcasting at 5.00 pm yesterday,
Tert.am reports.

Gevorg Altunyan, director of Ayvur, said that the problems were
caused by equipment that has not been mastered by the staff yet. The
specialist working with the equipment has not trained the staff yet,
he added.

Would you share your forecasts about the presidential election results
in Georgia?

The intrigues of the upcoming presidential election in Georgia
are two. Will Giorgi Margvelashvili, representative of the ruling
coalition, win the election, or a second round will be announced? Who
will take the second place, David Bakradze or Nino Burjanadze?

Overshadowed by Bidzina Ivanishvili, Margvelashvili will have to try
his best to somehow mobilize the voters who support Ivanishvili.

Consequently, he may fail to get 50% of votes in the first round.

Nevertheless, he cannot but win the election in the second round,
because Bakradze’s voters will never vote for Burjanadze and vice
versa. As regards the second place, if Bakradze takes the second place,
the balance of forces after the parliamentary elections of 2012 will
be generally confirmed. If Burjanadze takes the second place, she may
demand snap parliamentary elections. It will be a “flawed” demand,
as she refused to run for parliament in 2012 denying the possibility
to change anything through elections. She was mistaken, actually.

Nevertheless, Burjanadze will claim adequate representation in
the parliament for her party if she takes the second place in the
presidential race.

Actually, Georgia is a non-competitive transit country for Armenia,
Azerbaijan and Turkey. Do you think Georgia derives maximum benefit
from it?

I do not think that it is right to seek maximum gain from the
relations with the closest neighbor. Quite the contrary, the countries
should sacrifice part of their benefits today for more important and
long-term goals. In Europe they have already realized that and stopped
scrupulously calculating their own profits. As a result, the Schengen
Area and eurozone were created. The Georgian leadership observes this
approach and enjoys a similar attitude from the leaderships of Armenia,
Turkey and Azerbaijan.

In what fields could Tbilisi and Yerevan promote their relations and
cooperation today?

Not so long ago, at a meeting of Georgian and Armenian experts,
I called Georgia and Armenia a EU-friendly zone. After all, Armenia
followed Georgia’s example and lifted visa requirements for the EU
citizens. In addition, it has become much easier and comfortable now
for the people to pass the border crossings and customs points between
our countries. The perspectives would be wider if the two countries
continued simultaneously moving towards the EU. Unfortunately, the
situation has changed after 3 September, as Armenia was distracted to
another path. But this does not mean that the promotion of cooperation
will automatically stop. In this light, I’d like to outline the
upcoming Georgian-Armenian Conference on Transboundary Cooperation
to be held in Stepanavan with the support of the EU. Promoting human
contacts, providing and learning reliable information about each other
is of utmost importance for our publics. We must not allow minions
and parapolitical speculators to stir up international conflicts
from domestic problems that have always been and will always be in
the lives of the two neighbor-states.

After Armenia had taken a decision to join the Customs Union,
Russian experts started speaking of possible recognition of the
Nagorno-Karabakh Republic by Russia, Belarus and Kazakhstan. They
also say that Azerbaijan can prevent this by Eurasian integration
only. How promising is this policy of “soft pressure” on Baku?

Russia manipulates pressure upon Yerevan as well as Baku, Tbilisi,
Kiev and Chisinau. I cannot call it “soft force” when, for instance,
they mean billion dollars weapon delivery, or blackmail in the context
of energy supply. Russia will do what is beneficial to itself and at
the time it wants. This is the rare occurrence when I agree to the
viewpoint of the incumbent President of Georgia, Mikheil Saakashvili,
which he expressed very much emotionally when making a speech at the
UN General Assembly. As regards other countries, even Belarus, the
most independent country from Russia, as well as other countries of
the CIS, CSTO and SCO did not recognize the independence of Abkhazia
and South Ossetia.

What are the prospects of the Russian policy of creation of a Eurasian
Union in the post-Soviet area through economic and political pressure
on the post-Soviet countries given that no other methods are observed,
unfortunately?

Fortunately, no other ways or temptations are observed, I would say.

Therefore, the Eurasian Union based on compulsion cannot have any
prospects today. We used to live under compulsion for a long period
of time. However, we have not lost the hankering to freedom and
sovereignty.

Global politics is experiencing sharp fluctuations directly affecting
the South Caucasus and the neighboring regions. The Syrian situation is
one of the examples. What can these fluctuations do to small countries
such as Georgia and Armenia?

Any upheavals more or less revoice even in the most far away points
of our global world, especially that diastrophic movement happens
in the neighboring country. Various risks increase in such cases
especially for such small countries like Georgia and Armenia located
at the lines of the civilized crackings. I think that we would feel
ourselves more secure if the South Caucasus were an integrated region
in the single system of collective security, but not a tinderbox,
which every busybody in town may blow up. First of all, we should
blame ourselves for that. However, not such countries determine
development of events in the world policy, and those which determine
development of events have often started doing that in an off hand
way. What do we have to do? We should keep head down and should not
put unattainable goals, but be steady in our purposes, which are in
line with fundamental interests of our peoples.

What changes do you think the country’s foreign policy needs?

The foreign policy of Georgia needs no changes. It needs to be
conducted more effectively and it definitely needs to be better
understood by certain politicians of the West. For instance, a group
of representatives of the European People’s Party have been under
Mikheil Saakashvili’s admiration for a long period of time and do not
want to see where our country has moved to during the second term
of his presidency. Such politicians had better think about how and
why Armenia has been drawn away from under their nose at this stage,
as the interest in Europeanisation of the South Caucasus is not of
the unilateral nature.
