YEREVAN, August 12. /ARKA/. Residents of border villages should keep in
mind they deal with an angry and steamed-up enemy, Armenian president
Serzh Sargsyan said in his interview to Armnews TV.

“I understand it is impossible to control everyone and there might
be various circumstances, and that cannot be justification for what
Azerbaijanis have done, but residents of our border villages should
be well aware they deal with the enemy -with an angry and steamed-up
enemy”, the president said in commenting the death of Armenian peasant
captive Karen Petrosyan in Azerbaijan.

Karen Petrosyan, resident of Chinari village, Tavush region of Armenia,
crossed Armenia-Azerbaijan border (the circumstances are still
being studied) and was taken captive. They shot photos of Petrosyan
in Azerbaijan in civilian clothes first, but later photos of the
captive in military clothing and boots, with his hands pushed back,
accompanied by Azerbaijani military were offered. Baku tried to say
the ordinary peasant was a “raider”.

Azerbaijani ministry of defense says Petrosyan died ‘suddenly’ from
‘heart insufficiency’. Yet, the Armenian side is sure the captive
was tortured and demands an independent forensic examination with
involvement of international experts.

Sargsyan said at the last meeting of Armenian, Russian and Azerbaijani
presidents in Sochi Russian president told Azerbaijan’s Aliev it was
a shame to kill such people. In response, Aliev said it was not them
who killed the villager.

“But the guy was only 31 years old, how he could cross the border
(as far as I now he was drunk) and die. He (Aliev) said Petrosyan
was probably frightened and died”, Armenian president said adding
that, anyway, Azerbaijan is the one responsible for the death of
the villager.

“We should be restrained: war is not about kidding and frivolous
behavior has no chance in a war”, Sargsyan said.

The Karabakh conflict started in 1988 when prevailingly Armenian
population of Nagorno-Karabakh declared withdrawal from Azerbaijan. On
December 10, 1991, a referendum was held in Nagorno-Karabakh where
99.89% voted for independence from Azerbaijan.

Azerbaijan responded by large-scale military operations that led
to loss of control not only over Nagorno-Karabakh itself, but also
over seven adjoining areas. About 25-30 thousand people were killed
and about a million had to leave their homes during the military
operations.

A trilateral cease-fire agreement was signed on May 12, 2004, and
has been followed since then.

The ongoing Karabakh peace process started in 1992 under auspices of
OSCE Minsk Group co-chaired by the USA, Russia and France. -0–

Les scènes dont je suis spectateur ont peu d’analogie avec celles
qui se deroulent chez les peuples combattants. Le patriotisme martial
des hommes, la patience et le devouement sublime des femmes, peuvent
donner parfois a la guerre un caractère d’heroïsme ; ici, l’impression
generale se resume ainsi : indifference et misère. Chaque jour,
diverses hordes ottomanes traversent les rues ; des Arabes, nu-pieds,
pares de leurs vetements aux couleurs les plus vives, charges de
longs sacs de toile contenant la ration reglementaire de cinq jours,
la demarche lourde et l’air ahuri, coudoient des Bedouins egalement
demoralises soudain arraches au desert. Un assemblage varie de Turcs,
Circassiens, Grecs, Kurdes,Armeniens et Juifs se bousculent sous nos
yeux. L’aspect de ces hommes trahit leur enlèvement rapide, les uns a
leurs fermes, les autres a leurs magasins ; la plupart ne portent que
des haillons et beaucoup d’entre eux paraissent a demi-morts de faim ;
ils sont l’image du desespoir, de la soumission rappelant celle du
betail- a un sort auquel ils savent ne pouvoir se soustraire. Pas
de joie a l’evocation de la bataille prochaine, ni la conscience
du sacrifice a une noble cause ; non, ils passent ainsi, a regret,
sujets d’un empire dechu qui, dans l’ultime effort du desespoir,
s’arme pour la lutte.

Pour Annie Stepanow, la presidente de l’association culturelle
armenienne de la ville, l’instant est solennel : un militaire russe
se deplace en France pour honorer son père Pawel, l’un des derniers
combattants russes de la terrible bataille de Stalingrad en 1942,
dont on peut rappeler qu’elle a ete extremement rude et meurtrière,
tant pour l’URSS que pour l’Allemagne nazie.

Un des rares en France Pawel Stepanow est ne a Krasnodar en 1922.

“J’ai ete engage volontaire a 18ans. J’ai ete blesse a Stalingrad
plusieurs fois et j’ai subi six camps de concentration, en Ukraine, en
Allemagne et en Pologne.À chaque fois je m’evadais et j’etais repris.

En 1943, les Allemands m’ont envoye en France avec d’autres prisonniers
au Lavandou pour que je travaille pour eux, avant de partir pour
l’Allemagne et etre executes.

Heureusement, a la gare Saint-Charles, nous etions onze a pouvoir nous
evader. J’ai passe plus d’un mois et demi dans une cave pratiquement
sans manger. Des familles armeniennes nous ont aides.”

Il a ensuite epouse Marie, nee en 1929 a Marseille, de parents
armeniens, et le couple a donne naissance a cinq enfants.

Moment d’emotion a l’arrivee du lieutenant colonel Sergueï Solomasov,
l’attache militaire mandate par l’Armee russe pour rendre visite au
valeureux combattant de 92 ans.

Bien que le militaire de 35 ans s’exprime dans un francais impeccable,
spontanement le papa d’Annie se met a raconter en russe ses souvenirs.

“Nous respectons l’histoire de la guerre, assure Sergueï Solomasov.

Nous avons paye un lourd tribut a Stalingrad. Il reste une vingtaine
d’anciens combattants de cette epoque en Russie, et vous etes
probablement un des rares en France. Nous devons vous aider, c’est
notre devoir. Et egalement dire plus jamais ca.” Le militaire a offert
a Pawel Stepanow des ouvrages consacres a cette epoque et un grand
nombre de medailles.

Et Pawel de conclure, très emu : “Je suis très bien en France,
avec mon epouse et mes cinq enfants mais le pays me manque, vous le
comprendrez. J’ai pu y retourner une fois, 26 ans après la guerre,
lorsque j’etais interprète russe pour les bateaux a Marseille.”

Nagorno-Karabakh conflict must be resolved upon OSCE co-chairmen’s principles

The Nagorno-Karabakh conflict must be resolved through a compromise,
upon the principles offered by the OSCE co-chairmen, Armenian
President Serzh Sargsyan said at a trilateral meeting of the
Azerbaijani, Armenian and Russian presidents in Sochi on Aug. 10, RIA
Novosti reported.

President Sargsyan stressed the issue of implementing the UN
resolutions on the Nagorno-Karabakh conflict.

“If we blame each other again, I think this conflict will not be
resolved for a long time,” President Sargsyan said.

He also expressed gratitude to President Putin for his intention to
resolve the Nagorno-Karabakh conflict.

He stressed this conflict settlement proceeds from the national
interests of Armenia.

A trilateral meeting on the Nagorno-Karabakh with participation of
Azerbaijani President Ilham Aliyev, Russian President Vladimir Putin
and Armenian President Serzh Sargsyan was held in President Putin’s
Sochi residence Bocharov Stream on August 10.

The bilateral meetings have been recently held among Russian President
Vladimir Putin, Azerbaijani President Ilham Aliyev and Armenian
President Serzh Sargsyan.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan.

As a result of the ensuing war, in 1992 Armenian armed forces occupied
20 percent of Azerbaijan, including the Nagorno-Karabakh region and
seven surrounding districts.

The two countries signed a ceasefire agreement in 1994. The co-chairs
of the OSCE Minsk Group, Russia, France and the U.S. are currently
holding peace negotiations.

Armenia has not yet implemented four U.N. Security Council resolutions
on the liberation of the Nagorno-Karabakh and the surrounding regions.

Azerbaijan: Human Rights Plummet to New Low

BAKU, Aug 10 (IPS) – Azerbaijan in recent months has launched a clear
assault against various civil society activists and non-governmental
organisations. While rough treatment of critics is nothing new in this
energy-rich South-Caucasus country, one question remains unanswered:
Why pick up the pace now?

Some observers link this behavior to two causes: The February
resignation of Ukraine EURO ™s ex-President Alexander Yanukovich in
response to mass protests, and the Azerbaijani government EURO ™s keen
desire for a protest-free 2015 European Games, a Summer Olympics for
European countries that is a pet-project of President Ilham Aliyev.

And so, in the best of Soviet traditions, the cleanup has begun.

[pullquote]3[/pullquote]The tactics appear to fall into two categories
EURO ” criminal prosecutions and scrutiny of financial resources. Since
June, several leaders of local NGOs, critical bloggers and opposition
activists have been arrested and sentenced to long prison terms on
various criminal charges, including alleged tax-evasion, hooliganism
and possession of illegal narcotics.

On Jul. 30, the crackdown accelerated with the filing of criminal
charges, including treason, against outspoken human-rights activist
Leyla Yunus. She is now in jail for three months awaiting trial. A
former defense-ministry spokesperson actively engaged in
citizen-diplomacy with neighbouring foe Armenia, Yunus and her
husband, conflict-analyst Arif Yunus, have been under investigation
since April.

Shortly before her detention, Yunus and a group of fellow activists
publicly denounced the upcoming European Games as inappropriate for
EURO oeauthoritarian Azerbaijan, where human rights are violated. EURO A
group led by Yunus has appealed to the European Olympic Committee
(EOC) and the European Union EURO ™s EOC representative office to cancel
the decision to hold the Games in Baku.

Yunus EURO ™ problems with the government, though, are not unique. The
list of people sentenced to prison since June reads like a EURO oeWho EURO ™s
Who EURO of Azerbaijani civil society.

Anar Mammadli, director of the Election Monitoring Center has been
sentenced to 5.5 years on charges of tax evasion; his deputy, Bashir
Suleymanly got five years. Hasan Huseynli, head of the
youth-education NGO Kamil Vetendash, or Intellectual Citizen, received
six years for allegedly illegally carrying weapons and wounding a
person with a knife.

Yadigar Sadigov an activist from the opposition Musavat Party is in
for six years on charges of EURO oehooliganism. EURO And three so-called
EURO oeFacebook activists, EURO bloggers Elsever Mursalli, Abdulla Abilov
and Omar Mammadov were sentenced to upwards of five years for
carrying illegal drugs.

On Jul. 25, Baku police put another Musavat activist, Faradj Karimli,
into pre-trial detention for allegedly EURO oeadvertising psychotropic
substances. EURO All of the accused deny the charges.

The prosecutions follow on the heels of legislative changes that now
allow law-enforcement and tax agencies greater scope to audit and fine
registered NGOs and ban outright unregistered NGOs EURO ™ ability to
receive grants.

EURO oeObviously, Baku is following the Russian way EURO ” to control the
financial flows and, thus, to control the situation, EURO commented
political analyst Elhan Shahinoglu, head of Baku EURO ™s Atlas Research
Center.

EURO oeIf the pressure will continue further, it will not be possible to
talk about the normal activity of NGO EURO ™s in the country, EURO warned
Elchin Abdullayev, a member of a network of NGO EURO ™s created to resist
perceived intimidation-tactics.

The fact that these events are taking place during Azerbaijan EURO ™s
six-month chairmanship of the Committee of Ministers of the Council of
Europe, the continent EURO ™s primary human-rights organ, seems to pose no
contradiction for the government.

And the desire for control apparently extends to international groups
as well. The Baku office of the Washington, DC-based National
Democratic Institute was officially closed on Jul. 2 after the
authorities accused it of financing EURO oeradical EURO opposition youth
groups.

Like others, Emil Huseynov, director of the Institute for Reporters EURO ™
Freedom and Safety, which also faces funding problems, traces that
accusation to Baku EURO ™s fear of an Azerbaijani EuroMaidan.

“Two months ago, the deputy head of the presidential administration,
Novruz Mammadov, openly accused the U.S. of financing a revolution in
Ukraine. Therefore, the authorities want to deprive the local civil
society of any foreign funding […], EURO Huseynov charged.

Gulnara Akhundova, a representative of the Danish-run International
Media Support NGO, said that the government has refused to register
any of the organisation EURO ™s grants to local NGO EURO ™s and individuals.
EURO oeMost of our partners in Azerbaijan cannot work. The bank accounts
of some of them are frozen, EURO Akhundova said. No reasons have been
given.

According to the pro-opposition Turan news agency, the government also
reportedly has expressed a desire to halt activities by the U.S.
Peace Corps, which has operated in Azerbaijan since 2003.

President Aliyev, however, insists that Azerbaijan has no problem with
civil rights. Last month, speaking at the Jun. 28 opening of the
Organisation for Security and Cooperation in Europe (OSCE)
Parliamentary Assembly EURO ™s session in Baku, President Aliyev repeated
that Azerbaijan is EURO oea democratic country where freedoms of assembly,
speech, media and Internet are guaranteed. EURO

Roughly a week later, speaking to Azerbaijani foreign-ministry
officials, he claimed that he had never EURO oeheard any criticism of
Azerbaijan EURO ™s domestic policy at meetings with European leaders. EURO

The OSCE has termed the number of journalists in prison in Azerbaijan

A difference in perspective poses an ongoing obstacle, however, noted
U.S. Ambassador to Baku Richard Morningstar on Jul. 25, Turan
reported.

that if people would get more freedom, there will be more stability in

While Shahinoglu believes that the U.S. and European Union, for all
their energy and security interests, will have to continue pressing

already has cautioned that the complaints will fall on deaf ears.

Putin meets with Armenia and Azerbaijan heads

MOSCOW (AP) — Russian President Vladimir Putin is holding a joint
meeting with the leaders of Azerbaijan and Armenia, as concerns mount
over the escalation of fighting over the South Caucasus region
Nagorno-Karabakh.

Putin met Sunday with Armenian President Serge Sarkisian and
Azerbaijan President Ilham Aliyev in Sochi to discuss rising tensions
in the disputed territory, where 19 soldiers were killed in the past
week.

Nagorno-Karabakh is a part of Azerbaijan but the region and some
surrounding territory have been under the control of Armenian soldiers
and local Armenian forces since a 1994 cease-fire ended a separatist
war. Since then, there have been sporadic clashes.

Years of diplomatic efforts under the auspices of the Organization for
Security and Cooperation in Europe have made little visible progress
in resolving the dispute.

Le btiment historique Þehremaneti dans le quartier de Kadiköy à
Istanbul, un bel exemple du patrimoine culturel dans la ville, a été
restauré et transformé en bibliothèque d”histoire, de littérature et
d’Art de Kadiköy (Tesák).

Le btiment de Þehremaneti, qui est situé juste en face de
l’embarcadère pour le ferry pour Beþiktaþ, a été construit par
l’architecte arménien Yervant Terziyan entre 1912 et 1914 et par la
suite a été le témoin de nombreux événements historiques. Après avoir
subi un processus de restauration en 1995, le btiment a servi de
bureau du gouverneur du district de Kadiköy, puis comme btiment de la
municipalité. A l’occasion de du 100e anniversaire de sa création, le
btiment a rouvert comme bibliothèque.
