In connection with the 23rd anniversary of the Artsakh Republic
proclamation President Bako Sahakyan signed decrees on decorating with
state awards and conferring honorary titles.

As “Artsakhpress” was informed from the Central Information Department
of the Artsakh Republic President’s Office, for exclusive bravery and
personal courage shown during the defense of the Motherland two
individuals were posthumously awarded with the Battle Cross Order of
the second degree. For personal bravery shown during the defense of
the Motherland four individuals were awarded with the Medal “For
Courage”.

For contribution to the defense of the Motherland, as well as for
courage shown defending state borders 83 individuals, among them seven
posthumously, were awarded with the “For Service in Battle” medal. For
services shown to the Nagorno Karabagh Republic four individuals were
awarded with the “Mkhitar Gosh” medal, four people were decorated with
the “Vachagan Barepasht” medal and twenty six individuals were awarded
the “Gratitude” medal. For substantial contribution to the development
of culture, art and physical culture NKR honorary titles were
conferred to a group of individuals.

TCA Arshag Dickranian School Starts Its 2014-2015 Academic Year

Los Angeles, August 29, 2014 – With the pomp and circumstance of its
traditional Opening Ceremony, TCA Arshag Dickranian School re-opened its
doors for its 34th consecutive scholastic year to its students on Monday,
August 25, at 8:30 a.m.

The guests of the event included Archpriest Manoug Markarian, Pastor of St.
John Church, School Benefactor Mr. Hmayak Baltayan, TCA LA Chapter Member
and former ADS teacher Mr. Vatche Semerdjian and TCA Beshguetourian Center
Chairman Mr. Kevork Keushkerian. Among the Board Members attending were
Board Chairman Mr. George K. Mandossian, Vice Chair Mr. Parsegh Kartalian,
Treasurer Mrs. Angine Garibyan, PTO Liaison Mrs. Shirley Kandralyan and
Alumni Liaison Dr. Lisa Meneshian.

The Opening Ceremony took place at the School courtyard, where students
ranging from pre-kindergarten through twelfth grade gathered under the
supervision of their teachers, along with the presence of dedicated
parents.

Dr. Lisa Meneshian, who was the MC of the event, welcomed students,
teachers, board members and guests and asked them to rise for the
renditions of the US, Armenian and School anthems. She then invited
Archpriest Manoug Markarian to the podium, who conveyed the blessings of
His Eminence Archbishop Hovnan Derderian, Primate of the Western Diocese,
and then started the ceremony with his prayers, blessing attendants and the
new scholastic year. Next, MC Dr. Meneshian, an ADS alumna who was the
first student to register at TCA Arshag Dickranian School when it was first
founded in 1981, shared the memory of her registration at the School where
she first met Chairman of the Board of Trustees, Mr. George K. Mandossian,
and had a picture taken with him. She proceeded by inviting Mr. Mandossian
to deliver his message on behalf of the Board.

Mr. Mandossian greeted the students, parents, teachers and guests, and
noted the exciting developments that took place at the School during the
summer vacation, such as the installation of a security surveillance system
throughout the School campus to ensure efficient safety measures and
upgrading teachers’ kitchen to a brand new one, which was a donation from
parent Mr. Gagik Kniazian and the labor Mr. Andy Asatryan of Apple Home
Developer Inc. Mr. Mandossian thanked Mr. Kniazian and Mr. Asatryan for
their generous effort in supporting the School. Another highlight of Mr.
Mandossian’s speech was thanking high School art history teacher, Mrs.
Polet Zargarian, and middle & elementary School art teacher, Miss Ani
Vardanyan, for adding creative artwork to the walls of the courtyard with
the help of students from 5th through 9th grades. He proceeded by inviting
those students to the podium to thank them for dedicating their time during
their summer break to paint and complete the murals. Mr. Mandossian
concluded his speech by wishing everyone a productive year and reaffirming
the Board’s pledge to face all challenges with resolution to serve the
community for years to come.

Next, Dr. Meneshian invited Principal Dr. Manoug Seraydarian to deliver his
speech. Dr. Seraydarian greeted the attendants and welcomed the students to
the new academic year and reminded all of the importance of the roles
knowledge, education and discipline play in our lives. He continued by
introducing the new teachers, the new addition of a Dean of Students at TCA
Arshag Dickranian School and the shift the School has made in the textbooks
to be used this academic year, in compliance with new standards of
education. Following Dr. Seraydarian’s speech, tenth grade students Lily
and Ani Sarafian delivered two heartfelt recitations of the poems “Hayots
Lezoun” and “Keechenk Payts Hayenk” by Barooyr Sevag, igniting an air of
commitment within the hearts of the attendants to work on the betterment of
their education in order to serve their Armenian community. First grade
students then released balloons with the colors of the Armenian flag and
sounded the first bell of the School day.

In conclusion of the program, MC Dr. Meneshian wished everyone a fruitful
new scholastic year and asked parents and guests to enjoy the refreshments
and the assortment of cookies served by the PTO, while students headed to
their classrooms to attend their first lesson of the year.

PRELATE SALUTES CALIFORNIA STATE SENATE
RECOGNITION OF ARTSAKH

On Wednesday, August 27, 2014, the California State Senate passed
AJR-32 recognizing the independence of Artsakh and formally calling upon the
President and Congress to support the self-determination and democratic
independence of the Nagorno-Karabakh Republic. The vote follows a similar
decision by the California State Assembly on May 8.
H.E. Archbishop Moushegh Mardirossian, Prelate, welcomed this
historic vote, stating, `at a time when the Armenian nation prepares to
commemorate the Genocide centennial, the passage of this resolution is a
step forward for Artsakh and also for the pursuit of our rights, and gives
impetus to our continued efforts as we move ahead in our quest for justice’.
The Prelate highly commended the hard work of the ANCA-WR leadership and
volunteers as well as the principled stand of Assembly and Senate members.
`We anticipate for Washington to follow in the example of the California
Legislature’, said His Eminence.

PRELATE TO PRESIDE OVER DIVINE LITURGY
AT THE NORTH HOLLYWOOD PARISH

On Sunday, August 31, 2014, H.E. Archbishop Moushegh Mardirossian,
Prelate, will preside over Divine Liturgy and deliver the sermon at the
Armenian Apostolic Church of North Hollywood.

99TH ANNIVERSARY OF THE BATTLE OF MUSA DAGH TO BE COMMEMORATED IN FRESNO AND
LOS ANGELES

This year marks the 99th anniversary of the heroic battle of Musa
Dagh. Each year, Armenian communities from Anjar and across the world
commemorate the heroic resistance of their forefathers with church services,
madagh blessing, and various festivities.
On Saturday, August 30 and Sunday, August 31, the annual
commemoration organized by the Musa Dagh Commemorative Committee will be
held in Fresno, at the Fresno County Peace Officers Association Training
Grounds located at 7633 N. Weber Ave.
By the ordinance of the Prelate, Rev. Fr. Boghos Tinkjian will
arrive in Fresno on Saturday to participate in the preparation of the madagh
with prayer, and on Sunday morning will celebrate Divine Liturgy and conduct
the blessing of madagh.
A commemoration organized by the Mousa Ler Association of California
will be held at Camp Arev in Frazier Park on Saturday, September 6 and
Sunday, September 7, featuring a lecture by Dr. Vahram Shemmassian, a
festival, and on Sunday morning Divine Liturgy, requiem, and blessing of
Herissa. By the ordinance of the Prelate, Rev. Fr. Boghos Tinkjian will
conduct services.

PRELATE EXPRESSES SOLIDARITY TO THE LEBANESE ARMY

On Saturday, August 23, 2014, a gathering in solidarity with the
Lebanese army was held at the American Druze Society center in Eagle Rock.
The event was hosted by the Consulate General of Lebanon.
At the event, H.E. Archbishop Moushegh Mardirossian, Prelate,
expressed his solidarity to Consul General Johnny Ibrahim and Lebanese
compatriots. Consulate advisory board members Mr. Vahan Bezdikian and Mr.
Toros Kejejian participated in the gathering.

PRELATE PAYS SPECIAL VISIT TO ECCLESIASTICAL BROTHERHOOD IN CELEBRATION OF
THE FEAST OF ASSUMPTION

By the invitation of Armenian Ecclesiastical Brotherhood Board
members, throughout the year H.E. Archbishop Moushegh Mardirossian visits
the Brotherhood center on various occasions to conduct special prayer
services. Brotherhood members also visit the Prelacy on occasion to receive
the Prelate’s blessings for their endeavors.
On Friday, August 22, 2014, the Prelate paid a visit to the
Brotherhood center in Glendale to conduct a special service in celebration
of the Feast of the Assumption of the Holy Mother of God. Joining His
Eminence were Rev. Fr. Boghos Tinkjian, Rev. Fr. Boghos Baltayan, Rev. Fr.
Ardak Demirjian, and Rev. Fr. Ghevont Kirazian.
The program began with the Lord’s Prayer. In his welcoming remarks,
Brotherhood Chairman Avo Kabakjouzian spoke of the Brotherhood’s service and
especially of the Prelate’s support and encouragement of their mission
throughout the years, recalling that seventeen years earlier His Eminence
had conducted the opening of their present headquarters.
The cultural program included a medley of religious songs presented
by children, recitation of Bible passages by young adults, a solo by young
member Andre Garabedian, and a hymn dedicated to the Feast of Assumption
sung by Garineh Hagopjanian.
Brother Avo then invited the Prelate and clergy to begin the
service.
The service began with the singing of hymns dedicated to the Feast,
which was followed by the blessing of grapes. His Eminence then introduced
the accompanying clergy and assured the members that the clergy members are
ready to pay visits to the Brotherhood center and offer their spiritual
services. The Prelate spoke of the characteristics and virtues of the Holy
Mother of God, which are memorialized in the Armenian Apostolic Church by
our hymn writers, beseeched the intercession of the Virgin Mary, and invited
the women present to follow in her example by submitting to the Lord’s will
and living a God-pleasing life. In conclusion, the Prelate raised a prayer
for peace in the world and especially in the Middle East.
The program concluded with the Cilician anthem.
A reception followed, at the conclusion of which Brother Avo
expressed thanks and gratitude to the Prelate and clergy for their care and
support, and promised that the Brotherhood and all its members will
faithfully continue to advance the traditions and tenets of the Armenian
Apostolic Church.
The Prelate once again conveyed his blessings and well wishes, and
concluded the evening with a requiem prayer in memory of departed
Brotherhood members.

TAVLIAN PRE-SCHOOL COMMENCES NEW SCHOOL YEAR
WITH PRELATE’S BLESSINGS

On Friday, August 22, 2014, Levon and Hasmig Tavlian Pre-School in
Pasadena commenced the 2014-2015 academic year. The new school year began
with the blessings of H.E. Archbishop Moushegh Mardirossian, Prelate, who
conducted the opening ceremony. His Eminence was accompanied by Rev. Fr.
Boghos Baltayan.
Upon his arrival to the School the Prelate was greeted by the
Director, Mrs. Helen Manoucherian, teachers, St. Sarkis Church Board of
Trustees and Ladies Guild members, Board of Regents and School Board
members, parents, and students. The program began with the recitation of
the Lord’s Prayer by the students. The Prelate then conducted the blessing
of salt, bread, and water and conveyed well wishes for a successful new
year. Mrs. Manoucherian delivered welcoming remarks thanking the Prelate
for his presence and welcoming the students back to school. The students
then headed to their classrooms.
The Prelate visited the classrooms where the students welcomed him
with songs and recitations. His Eminence blessed them and spoke to them
about being good students and good children. The young students promised to
be hard working, to pray, to love and respect their school, teachers, and
parents, and to be proud Armenians.

FEAR OF revealing the TRUTH – the reason for persecuting HUMAN RIGHTS
defenders IN BAKU by Orwellian “Big Brother”

Expressing Armenian colleagues’ any attitude towards the neighboring
country’s human rights defenders persecuted with accusations of high
treason by Baku authorities is extremely difficult. We are talking
about the opponents with whom we had to argue over the fundamental
issues of the Nagorno-Karabakh settlement at almost all international
academic-expert forums organized under the auspices of the
international community. On the other hand, these are thecolleagues,
who, for the most part, having certain professional qualification and
adhering to international standards of independent academic studies,
could not but understand that peaceful and fair resolution of the
Nagorno-Karabakh conflict is based on the political and legal fact of
practical exercise of the right to self-determination by the
Nagorno-Karabakh people with infallible use of legislative tools of
direct democracy in compliance with the “USSR Law on Secession of a
Soviet Republic from the USSR” which was in force in late 1991.[i]

At the same time, the neighboring country’s human rights defenders as
a result of independent studies, and due to the very essence of the
academic pursuit of the truth, could not but come to the unbiased
conclusion that in context of Azerbaijan’s withdrawal from the USSR
jurisdiction before the Karabakh referendum and the USSR’s
breakup[ii], a consent obtained on the results of the legitimate
plebiscite with the relevant authorities of Azerbaijan and the USSR
lost its legislative imperativeness.[iii]

These experts, being committed to the requirements of academic
objectivity, know that the legality of the right to
self-determination, exercised by the Karabakh Armenians, is founded
also on the fact of Azerbaijani minority’s equal involvement in the
preparation and conduct of the referendum, which is established in
verifiable documents. The human rights defenders in Baku as a result
of unbiased research could not but reveal the truth consisting in the
fact that the reason for Karabakh Azerbaijanis’ non-participation in
the law-governed referendum was the decision of Baku authorities to
boycott the Karabakh referendum.[iv]

Thus, the authorities’ awareness of objective provability of academic
truth of the fact of legality of the Karabakh referendum and the
subsequent process of the NKR’s institution-building as a de facto
legitimate democratic state is the main reason for the persecution of
human rights defenders carrying out studies within international
academic-expert community.[v]

Thereby, the fundamental choice between the academic commitment to the
truth or to its deliberate distortion has been put as a main reason
for which the neighboring country’s human rights defenders are
incriminated for the high treason. It should be noted that in these
terms, to come out in favor of the colleagues persecuted by Baku
authorities, is no easy task. Considering the realities of political
persecution, and seeking the truth in support of the persecuted
colleagues from Azerbaijan, we have to look to the “do no harm”
principle.

Meanwhile, international support for Azerbaijani activists of “public
diplomacy”, subjected to repression by Baku authorities, drew the
leading policymakers of the world and human rights organizations into
its orbit. The arrest of Leyla Yunus, Director of the Institute for
Peace and Democracy, charged with spying for foreign countries,
attracts special attention. Baku authorities declared the lady to be
secret service agent of the Republic of Armenia; the Main Intelligence
Directorate, General Staff, Armed Forces, Russian Federation; and the
State Department and CIA, US.

Many politicians and human rights organizations seem puzzled at the
fact that Baku authorities having launched repressions against its own
civil society activists involved in the academic-expert discussion of
the issues of peaceful resolution of the Karabakh conflict, chair the
Committee of Ministers of the Council of Europe, designed to further
cooperation among the European countries in the areas of developing
legal standards of vital activity of the European community, human
rights and democracy promotion.

The colleagues from international analytical community, representing
think tanks and universities of the US, Europe, Eurasia and Russia,
while commenting on the June 2014 speech by the head of the
neighboring state and his answers to the questions in the
Parliamentary Assembly of the Council of Europe as to the facts of
persecution of the human rights defenders in Azerbaijan, find
parallels between the behavior of the Azerbaijani authorities and the
dictatorship of “Big Brother” in the fictional state of “Oceania”,
described by George Orwell in his masterpiece pamphlet “1984”.

As we know, Orwell describes a regime of total control not only over
the political actions of the civil society members, but also their
so-clled “thought crime”, which was a vile sin in “Oceania” and was
punishable by death. Under such a dictatorship, not even a deed, but
merely the very thought of it falls within the concept of “thought
crime”. Rules of behavior under these conditions run as follows –
“thinking about an offense a person signs his own death sentence,
which sooner or later, but always inevitably overtakes him within the
walls of the “Ministry of Love”. The repressive body, uncovering
“thought crime” is the “Thought Police”. And the public censure of the
“thought-crime” and “thought-criminals”, and justification of their
cruel punishment under the dictatorship of its Head – “Big Brother” is
provided by the “Ministry of Truth”.

The colleagues from the international academic-expert community,
indignant at repression against the human rights defenders in Baku
engaged in “public diplomacy”, see in their propagandistic denigration
the hand of Baku’s “Ministry of Truth” which on the grounds identified
by Orwell “destroys, alters or adapts the facts, if the figures,
opinions or forecasts they contain do not comply with the requirements
of “Big Brother”. In the “Ministry of Truth” even the history is
scraped out as an old parchment and written anew – as many times as
needed. Then the scrape-out is forgotten, and the lie becomes the
truth.” Drawing parallels it can be stated that by conducting
prejudiced checks of the participants of conferences and workshops
held under the auspices of respected international organizations and
covering the issues of peaceful resolution of the Nagorno-Karabakh
conflict, faults are found, inflated to the caliber of a criminal
case, and then elevated to the category of felonies including high
treason by Baku’s “Thought Police”, “Ministry of Truth” and “Ministry
of Love”.

As described by the British author of the brilliant dystopian novels
“1984” and “Animal Farm”, “Big Brother’s” dictatorship principles in
such regimes conform to the following formulae:”The purpose of
repression is the repression. The purpose of torture is the torture.
The purpose of power is the power.”

The Orwellian formulation of “Big Brother’s” strategic priorities –
“Who controls the past, he controls the future, who controls the
present, he controls the past,” etc. can serve as an exact explanation
of the policy objectives of Baku’s dictatorship falsifying political
and legal facts of the present and the past.

Now a few words about my personal impressions of Leyla Yunus,
following the May 11, 1992 discussion of the fact of taking the town
of Shushi by the Armenian forces (the night of 7th to 8th of May, 1992
may be the night of 8th to 9th) at Azerbaijan’s Permanent Mission in
Moscow which I attended as a political columnist on Transcaucasia of
the newspaper “Russia”, Supreme Council (Parliament) RF.

The victorious outcome of the military operation “Wedding in the
Mountains” planned by the competent professionals of the Armenian army
literally resulted in hysterical speeches of the present Azerbaijanis,
who introduced themselves as sponsors of the war waged against the
Nagorno Karabakh Republic by the Popular Front of Azerbaijan who has
been coming in power in Azerbaijan.

Journalists from the Russian and foreign media were invited to the
press conference at Azerbaijan’s Permanent Mission with notification
of the planned meeting with Azerbaijan’s Minister of Defense Rahim
Gaziyev. Judging by the violent criticism of the Azerbaijani audience
it was the Minister of Defense Gaziyev whom they were looking to for
explanations. However, he did not come. And Leyla Yunusova (now Yunus)
assumed the burden of responsibility for the defeat. She spoke not
from the standpoint of human rights protection, but as a
representative of the Minister – “the culprit of defeat”. Being
appointed to the position of head of the Azerbaijan’s Ministry of
Defense Information Service just four days before the victory of
Armenians in Shushi, during two and a half hours she could withstand
the attacks of the shocked Azerbaijani financial backers of the war
against Karabakh.

Listening to Leyla Yunus and Azerbaijani participants of the press
conference, dumbfounded by the political, legal and military
impeccability of the Armenian sides activities, I, due to Shushi
victory, consolidated my respect for the century-long martial
traditions of Karabakh Armenians, having inscribed in the history of
victorious wars the names of 5 Marshals and the Admiral of the Fleet
of the USSR. Suffice it to mention that the Chiefs of Staff of the
Soviet Navy and the Soviet Air Force at certain stages of the Second
World War were Armenian commanders of Karabakh origin – Ivan Isakov,
Admiral of the Fleet, USSR, and Armenak Khanfperiants-Khudyakov,
Marshal of Aviation, USSR.[vi]

The leaders of the Karabakh national liberation movement jointly with
the Nagorno-Karabakh Government-in-exile acting in
Moscow,[vii]established at the initiative of the USSR People’s Deputy
Zori Balayan and the Head of Special Programs under the Government of
Armenia Ashot Manucharyan, as a result of the punitive
anti-Armenianoperation “Ring” in Northern Artsakh, traced the
challenges of the Ogarevo and Novo-Ogarevo processes, as well as the
activities of the State Committee on the State of Emergency, and
immediately after its downfall they launched institution-building
process in line with the requirements of international law and the
then effective Soviet legislation.[viii]

Now, after 22 years, in the aftermath of the recent failed attempts to
demonstrate the power of Azerbaijan on the frontline I am again
convinced of the far-sightedness of the Karabakh Armenians, who, in
contrast to the neighboring country’s focus on fierce pogroms and
armed violence, preferred law-governed solution to the
Nagorno-Karabakh conflict in accordance with the legislation and
political realities.

Political science in its independent and impartial application to the
study of the Nagorno-Karabakh conflict leads to the irrefutable truth
of the de facto legitimate and democratic character of the
Nagorno-Karabakh Republic.

Returning to the mass repressions launched against the human rights
defenders by the instance of Leyla Yunus, I want to emphasize that
here the main goal of the totalitarian regime of Azerbaijan is the
elimination of the community of qualified independent analysts of
internal and external political processes, including the peaceful
resolution of the Nagorno-Karabakh conflict. Thereby, Baku authorities
destroy the academic-expert ground for developing an impartial
political and legal basis for the peaceful resolution of the
Nagorno-Karabakh conflict, ending in mutual recognition of the
Republic of Azerbaijan and the Nagorno-Karabakh Republic.[ix]

Baku’s “Big Brother” with his “Ministry of Truth”, “Ministry of Love”
and “Thought Police” should know that its policy of systemic
distortion of facts of both the current events and the history, as
well as justification of repression against the human rights defenders
is strongly condemned by the international academic-expert community.
Besides,it highlights the unacceptability of the fact that the
Chairman of the Council of Europe’s decision-making body – the
Committee of Ministers aimed at facilitating cooperation among the
countries of Europe in the field of human rights and democracy
promotion, in the case of Azerbaijan holds the banner of total
dictatorship of “Big Brother” in his hands.

There may be only one conclusion: the reason for persecution of human
rights defenders in Baku by Orwellian “Big Brother” is the fear of
revealing the truth.

Armenia’s prime minister expressed the country’s interest in
developing and deepening relations with India, as he hosted the Indian
ambassador in his office on Friday.

Greeting Suresh Babu Thadipaneni, Hovik Abrahamyan praised the current
level of the bilateral inter-state ties and the potential of
developing fruitful cooperation in future. “Armenia is interested in
deepening and expanding its friendly relations with India. The big
potential which our countries have in different sectors will help
develop and strengthen the cooperation,” he told the guest.

Highlighting the importance of mutual visits, the premier said he
hopes that they will impart an new stimulus to the developing
partnership.

The sides further discussed a broad framework of issues regarding the
development of trade-economic relations. The told unveiled a plan of
Armenian IT companies’ visit to India for participating in a big
exhibition.

At the end, PM Abrahamyan extended his gratitude to the Indian
government for the implementation of educational programs in the
regions of Tavush and Lori.

A memorandum of understanding aimed at computerizing the secondary
schools of Vayots Dzor was later signed between Hayastan All-Armenian
Fund and the Indian Embassy to Armenia. The deal also envisages the
development of an internal network among educational institutions.

The chances that Turkey’s new president will visit Yerevan next year
to participate in the Genocide centennial commemoration events are
very low given his nationalistic image, an Armenian Turkologist has
said, commenting on Serzh Sargsyan’s invitation to Recep Tayyip
Erdogan.

“In the meantime, considering the team of professionals – image-makers
and advisors, including [Prime Minister Ahmet] Davutoglu – I think the
Turkish side will react in a certain way and take a counteraction in
response to the Armenian side’s steps,” Ruben Melkonyan, a deputy dean
at the Yerevan State University’s Oriental Studies Department, told
Tert.am, adding that he expects Turkey’s reaction to be limited only
to commemoration events inside the country.

“It is quite possible that Erdogan will make semi-hypocritical
condolence addresses and later visit a [commemoration] event. But he
will do that not at his own will but upon his team’s recommendation.”

Asked whether he doesn’t expect Turkey to nonetheless join the
commemorations in Yerevan on the level of another government official,
Melkonyan said he thinks that it will depend on the political
situation. He said any possible decision to send a lower-ranking
representative to the country in 2015 would be an attempt by Turkey to
turn the situation to its advantage by creating the image of a
tolerant and civilized state. “And we can make no doubt that such a
visit – if it takes place at all – will be accompanied by statements
counteracting the truth in an attempt to draw parallels between the
Armenian Genocide and the losses suffered by Turkey,” he noted.

Commenting on the issue, Turkologist Hakob Chakryan also ruled out the
possibility of Erdogan’s visit to Armenia in 2015. “For Erdogan to
visit Armenia, Turkey has to first of all abandon its policies of
Genocide denial. The Turkish parliament has to accept the fact of
Genocide, and president has to give his approval to it. Without that,
Turkey will not decide on any visit to Armenia,” he said.

Asked whether he thinks that Turkey’s foreign minister or any other
cabinet member may respond to the official invitation, Chakryan
repeated his statement that no Turkish official is likely to ever
visit Armenia unless that country changes its stance on the Genocide
issue.

“Many journalists may come to check how the centennial events are
being held, but no official representative will be present. A
mayor’s [visit] may the maximum,” he added.

tense and the recognition of the Nagorno-Karabakh’s independence by
the California State Senate was a very important event in light of
these circumstances, Stepan Safaryan, political scientist, Founding
President of the Armenian Institute of International and Security
Affairs, told reporters on Friday.

The expert highlighted the importance of the fact that another U.S.
state recognized the Nagorno-Karabakh’s independence following the
military adventure by Azerbaijan.

“This can be considered a certain preventive and punitive step against
Azerbaijan,” Safaryan said.

Saro Tsaturyan, un haut fonctionnaire du ministère de la santé, a
déclaré que des dizaines de milliers de fonctionnaires, éligibles pour
un paquet de prestations sociales, y compris l’assurance maladie, se
verront fournir des certificats obligatoires confirmant leur droit à
la gratuité des services médicaux.

Le bloc d’avantages a été mis en application depuis Janvier 2012 pour
les fonctionnaires travaillant dans les secteurs de la culture, de
l’éducation et de la sécurité sociale.

Mostra de Venise 2014 : les films en compétition officielle

Plus vieux festival de cinéma au monde, la Mostra de Venise s’ouvre
mercredi 27 août avec une programmation éclectique. C’est au film «
Birdman? », du mexicain Alejandro Gonzales Inarritu, que reviendra le
privilège de lancer la compétition avec Michael Keaton dans le rôle
d’un acteur sur le déclin et décidé Ã renouer avec sa gloire passée.
Sur la cinquantaine de longs-métrages qui seront projetés jusqu’au 6
septembre, vingt concourront pour le Lion d’or qui sera décerné par un
jury mené par le compositeur français de musiques de films Alexandre
Desplat, premier président à n’être ni réalisateur, ni acteur depuis
la création de la Mostra en 1932.

Le thème de la violence est au coeur de cette nouvelle sélection avec
« ?Good Kill? » d’Andrew Niccol, long-métrage racontant les dilemmes
éthiques et moraux d’un père de famille en guerre contre les talibans,
ou encore « ?Fire on the plain? », du Japonais Shinya Tsukamoto,
revenant sur les conséquences tragiques de la Seconde Guerre mondiale.
Parmi les autres films très attendus, le « ?Pasolini? » de l’américain
Abel Ferrara, consacré Ã la vie du poète italien et marxiste assassiné
à Rome en 1975, ainsi que « ?The Cut? » de Fatih Akin, troisième acte
d’une trilogie sur le parcours d’un jeune rescapé du génocide
arménien, interprété par l’acteur français Tahar Rahim.
