KARABAKH ISSUE NOT AN OBSTACLE TO ARMENIAN-GERMAN COOPERATION: AMBASSADOR

Although the European Union (EEU) is aware of the motives behind
Armenia’s decision to shift to the Eurasian Economic Union, it’s still
necessary to wait to see how EEU will work and whether it will come
up to the expectations, Ambassador Extraordinary and Plenipotentiary
of Germany to Armenia Reiner Morell said in an interview with Public
Radio of Armenia.

To what extent will Armenia’s membership in the Eurasian Economic
Union affect the cooperation with the EU in general and Germany, in
particular? The Ambassador considers Armenia can no longer be as free
in its “European decisions” as before, but says we should wait to see.

“It’s a difficult issue. The question refers to factors, which cannot
be assessed beforehand. The EU is aware that Armenia shifted towards
the Eurasian Economic Union out of geopolitical considerations,
also because of close historic ties with the region. We still have
to wait to see how the Union will work. Armenia is now shaping a
new legal framework. This is a transit period, where the old and
new agreements are in force. There are definitely strongly positive
aspects for Armenia, the most beneficial of which is relation to the
Russian gas,” the German Ambassador said.

The factor of Nagorno Karabakh is often touched upon in the context
of formation of the new Union. Could the cooperation within the
framework of EEU lay the ground for peace and settlement of the
Nagorno Karabakh issue? In response to the question, Ambassador
Morell first hailed the Armenian German relations and noted that he
sees unsolved political questions in the basis of economic issues
related to Armenia. “In particular, this is the issue of Artsakh,” the
diplomat said, adding that he does not view it as a factor hampering
Armenian-German partnership.

German products easily reach Nagorno Karabakh, business recognizes
no borders, Mr. Morell said. He added that we should consider the
partnership on the “Armenian-German” level rather than differentiate
between Armenia-Germany and Artsakh-Germany cooperation.

As for security guarantees to Artsakh after the formation of EEU,
the Ambassador said: “The Union targets mostly economic issues, while
the political ones are secondary. However, regional peace is on the
agenda. The issue became more urgent after the intensification of
border clashes in early August. We can say Moscow plays a decisive
role in this regard. But I’m also confident that Azerbaijan came to
understand after the August events that there can be no alternative
to the peaceful settlement of the Karabakh issue.”

Speaking about the sanctions against Russia, the Ambassador said “they
can be reconsidered if Russia resorts to more reasonable steps.” He
said the crisis will not lead to a third world war and added that it
should be solved exceptionally in a diplomatic way.

boycott Parliament sessions, but he is sure that they won’t do it.

“Our country leader is governed by foreign powers, that’s why he
is considered legitimate by them,”- stressed the Orientalist while
speaking about the government and the President. According to his
words, if Nzhdeh was alive, he would kill the present leaders. Tomoyan
is sure that people aren’t interested who will be the country head,
the most important is that the person thinks about the people and
leads them.

Constitutional Amendments Concept Rules Out Referendum Next Year – V

CONSTITUTIONAL AMENDMENTS CONCEPT RULES OUT REFERENDUM NEXT YEAR – VARDAN POGHOSYAN

The Venice Commission approved the draft concept of constitutional
amendments.

The document will soon be available on the Venice Commission website
and will be submitted to Armenia’s president, Vardan Poghosyan,
a member of the Commission for Constitutional Reforms, told Tert.am.

Thereafter, Armenia’s president is supposed to sign a decree approving
the draft concept.

“How long the process will take depends on the country’s president
and on the expected political process because, besides being a legal
document, the concept has political components. So the president has
to hold political consultations with the country’s major political
forces,” Mr Poghosyan said.

If the president approves the draft concept, the Commission for
Constitutional Amendments has 10 months to draft a reform package.

As to political forces’ stances on parliamentary government, he said:

“The Armenian Revolutionary Federation Dashnaktsutyun (ARF-D)
party clearly stated its support for both constitutional reforms and
parliamentary government. The Prosperous Armenia and Heritage parties’
positions are different. In 2012, they demanded constitutional
amendments and parliamentary government. Now, however, they are
showing a negative attitude to the process of reforms. The Armenian
National Congress (ANC) party has always been against. As to the ruling
Republican Party of Armenia (RPA), the country’s president as RPA
leader undertook the initiative and the party is for constitutional
amendments. On the other hand, the RPA is not unanimous on the
government system.”

With respect to the enhancement of political minorities’ role envisaged
by the draft concept, and the non-parliamentary forces’ position, Mr
Poghosyan said that they initiated discussions with the parliamentary
forces and some non-parliamentary forces.

However, he finds it difficult to comment on the non-parliamentary
forces’ attitude.

“One thing is obvious: the strengthening of the parliamentary
opposition’s role will promote the development of democracy. The Venice
Commission highly praised those proposals in its latest conclusion,
hailing the desire to raise the political opposition’s role,” he said.

As for the referendum, Poghosyan said that they do not have any
specific timeframes for now. “If the draft concept receives the
president’s approval, the constitutional commission is obliged,
within 10 days, to elaborate the corresponding text of the reforms to
proceed with the process at the National Assembly. The president of
the republic is to apply to the National Assembly with an initiative
on constitutional reforms. A minimum three-month period is needed
for those debates, so it will be put to a referendum only after the
National Assembly gives its approval. Hence my opinion is that 2015
is totally ruled as a as far as the reforms are concerned,” he added.

Cyprus Parliament To Host Armenian Gneocide Exhibition

CYPRUS PARLIAMENT TO HOST ARMENIAN GNEOCIDE EXHIBITION

An exhibition on Armenian Genocide will be organized at the Parliament
of Cyprus. The issue was discussed within the framework of the visit of
the Vice-President of the Armenian National Assembly Edward Sharmazanov
to Switzerland.

On the sidelines of the 131st Assembly of the Inter-Parliamentary
Union (IPU) in Geneva, Sharmazanov held a meeting with member of the
House of Representatives of Cyprus, ethnic Armenian Marios Garoyian
and head of the Cypriot delegation to the IPU Averof Neophytou.

The Vice-Speaker noted that Armenia and Cyprus are tied by rich
historic heritage, religious values, as well as mutual understanding
between the two peoples.

Edward Sharmazanov highly appreciated Marios Garoyian’s personal
contribution to the reinforcement and development of Armenian-Cypriot
ties, especially during his presidency of the Parliament of Cyprus.

Sharmazanov attached importance to the close cooperation and reciprocal
support within different international and regional organizations. He
also referred to the Nagorno Karabakh and Cyprus issues, noting that
the positions of Armenia and Cyprus on the issues do not contradict
each other. He stressed that Turkey’s occupation of part of Cyprus
and the blockade of Armenia are unacceptable.

Speaking about the necessity of international recognition and
condemnation of the Armenian Genocide, Sharmazanov noted with gratitude
that the Cyprus Parliament was one of the first to recognize it. He
invited Marios Garoyian to participate in the events to be organized
on the occasion of the 100th anniversary of the Armenian Genocide.

The Vice-Speaker of the Armenian Parliament suggested to organize an
exhibition dedicated to the Armenian Genocide at the Parliament of
Cyprus, and the Cypriot side accepted the proposal.

De violents combats opposaient lundi jihadistes et combattants kurdes
a proximite du poste-frontière turc de Mursitpinar (sud), menacant
de couper tout passage entre la ville syrienne assiegee de Kobane a

Des tirs d’armes automatiques et de mortiers se succedaient dans
cette zone des faubourgs de Kobane (Aïn al-Arab en langue arabe),
a moins d’un kilomètre des barbeles qui separent la Turquie de la
Syrie, a precise ce journaliste depuis la frontière turque, distante
de quelques kilomètres a peine de la ville syrienne.

Ce secteur est celui emprunte tous les jours par les civils kurdes
qui fuient encore les combats qui se deroulent dans leur ville et par
des combattants kurdes evacues pour y etre soignes dans les hôpitaux
de la ville turque de Suruc.

Plus de 200.000 refugies kurdes de la region de Kobane ont deja
traverse la frontière turque pour fuir l’avancee des jihadistes.

La coalition internationale dirigee par les Etats-Unis a par ailleurs
mene lundi au moins deux nouvelles frappes aeriennes sur des cibles
du groupe Etat islamique (EI).

La première a eu lieu peu avant 04h30 GMT, selon des temoins interroges
par l’AFP, la deuxième s’est produite en fin de matinee et a vise le
coeur de Kobane, degageant immediatement un immense panache de fumee,
a constate le journaliste de l’AFP.

Les jihadistes et l’EI livrent depuis plusieurs jours des combats
acharnes pour le contrôle de la ville frontalière.

La Turquie a deployes d’importants renforts militaires, notamment des
blindes et des pièces d’artillerie, le long de sa frontière face a
Kobane. Mais elle refuse pour l’heure d’intervenir militairement aux
côtes de la coalition, au motif qu’une telle operation renforcerait
par ricochet le president syrien Bachar al-Assad, sa bete noire.

et du parti Heritage ont decide de programmer leur prochaine reunion
politique place de la Liberte a Erevan le 24 Octobre.

Les partis dits de la > ont deja eu tenu leur premier
rassemblement commun en presence de plus de 10.000 personnes dans la
capitale armenienne le 10 Octobre.

La plupart des intervenants a cette rencontre ont appele a un
changement de pouvoir et ont declare que des mesures concrètes
pour atteindre cet objectif seront presentes lors de la prochaine
manifestation.

Gagik Tsarukyan, le chef du Parti Armenie prospère, qui a la deuxième
plus grande faction au parlement d’aujourd’hui, a egalement declare
qu’il presenterait sa vision de la situation la prochaine fois.

WATERTOWN, Mass. — The city of Gumri, Armenia’s second largest center
of population, suffered greatly during the 1988 earthquake, and even
today has not fully recovered from that heavy blow. Despite the fact
that it had many important institutions of higher learning, and was
able to prepare a new generation of educated young people, the
earthquake and the changes in Armenia’s economy after independence
left little opportunity for employment locally. Young people were
forced to emigrate to Yerevan and abroad in droves. The Gyumri
Information Technology Center (GITC) was created 10 years ago to
counter this negative trend. Its executive director, Amalya Yeghoyan,
visited New York, Philadelphia and Boston at the end of September and
early October in order to promote the center’s work. She had a number
of private meetings along with several public presentations, including
one at the Armenian Museum of America in Watertown.

While at the Mirror-Spectator, Yeghoyan explained that Gumri (the
Mirror traditionally uses this transliteration of the name, while
Gyumri is the form used by GITC in English) was still in dire straits
in 2005. A group of young professionals visiting through the Fund for
Armenian Relief (FAR) witnessed the situation. Among them was Patrick
Sarkissian, the founder and chief executive officer of Sarkissian
Mason, a high tech design and marketing services firm in New York
City. Sarkissian saw the contrast between great human potential, with
great education especially in mathematics, and the desperate economic
situation.

Sarkissian quipped that the only thing which works in Gumri is the
human brain. He was confident that a technology center could become a
magnet to keep youth in Gumri. Meanwhile, according to FAR director
Garnik Nanagoulian, FAR also had been looking for ways to stop the
loss of talented youth there. FAR in a sense was born as a result of
the situation in Gumri and northern Armenia after the earthquake. It
decided to look at industries which could be nurtured locally to
provide employment. After deciding against textiles and fashion, FAR
consulted with Sarkissian and several others and became convinced to
focus on internet technology.

Armenian-American donors liked the idea of preparing the youth for
work in Gumri as specialists. The trained specialists no longer had to
leave for education or work abroad, and instead work would be brought
to Gumri. Internet technology work was expanding in Yerevan, and did
not require large amounts of capital to start, unlike other
industries. Private businesses in Armenia declared that the graduates
of educational institutions in Gumri were provided with excellent
general knowledge but still needed training to begin practical work.

FAR found out exactly what these companies were seeking in new
employees, and accordingly established a curriculum. Then it decided
on the best way to teach the curriculum. Instead of using the
universities, it decided to hire as teachers the most advanced
programmers and other young people in private firms in Armenia who
already had experience in dealing with clients in the US and Europe.
Nanagoulian said, “This became an extremely complex project. We had to
bring these people from Yerevan on weekends, when they were not
working at their regular jobs, provide them with hotels, and then
bring them back. We soon realized we had to develop our own faculty.
Patrick Sarkissian and some local organizations were instrumental in
this.”

Yeghoyan said, “At first, we had nothing — no internet connection, no
society that knew what was high tech, no curriculum, no teachers. We
had twenty ambitious students and the desire and ambition of our
three-person staff in Gumri. We started in 2005, teaching chip design,
then we began to teach website design and planning.”

The two-year post-baccalaureate program turned out to be highly
successful. In 2007, the entire graduating class of 20 was hired by
the chip designer Instigate Design, which already had a center in
Yerevan. Now Instigate Design established a second Armenian center in
Gumri.

Each year thereafter, new internet technology corporations opened up
in Gumri. The government started a technopark. GITC played a key role
in all this. Each year it produced 20 graduates, so that up to the
present there have been a total of 140 graduates, of whom 90 percent
work in Armenia, and 40 percent in Gumri.

GITC began to be sought after for projects in other parts of Armenia
and in Artsakh. In 2009, the Armenian Educational Foundation (AEF,
based in Glendale, Calif.) contacted GITC and asked that it prepare
teachers to use computers that it wished to donate. The AEF paid all
the costs of transportation and equipment, while GITC provided the
specialists. This turned into an ongoing program, and in different
years, GITC worked in different provinces of Armenia, such as Lori or
Tavush, and in Artsakh. Yeghoyan said, “We want donors to see that
what they do serves the entire community. Our graduates gift back with
their knowledge. We teach teachers, do free programs for children and
prepare websites for free for associations for the handicapped and
other benevolent groups.

GITC instituted rigorous procedures, starting with entrance exams for
students. Only 30 people are accepted for the first year, and
behavior, performance, speech and dress are all scrutinized in order
to prepare people for the western business mentality. Classes are
seven hours a day as in a regular place of work. Whoever fails is
expelled without the certificate of graduation. Usually only 20 out of
30 graduate.

Students who do not possess the proper education are sent to a summer
preparatory course before starting the two-year program. Students must
decide between the web and mobile technology divisions. After learning
the basics the first year, in the second year, the students are sent
out to different places with specialists for practical work
experience. Reports are sent back about their accomplishments, so that
GITC sees who can actually do the work.

Students pay $500 tuition per year. During the second year, the
students can work during the week for pay and come to classes on the
weekend.

In 2010 GITC’s board decided to strive to create sustainability for
its programs, and established a business department–GITC Solutions. It
would find work for GITC’s graduates. The new approach is, said
Yeghoyan, that “we will now ask our donors to find us work and
projects for Gumri instead of our asking donors to give us money
directly. We want to slowly become independent from donors. I am here
now for this purpose.”

Yeghoyan declared that GITC can deliver a higher quality product at a
cheaper cost than firms in Asia often used by US companies for
outsourcing work. She said, “We want to remain in Gumri. If we have no
work, we will all think of emigrating. Instead, we can do software and
web development work for people in the diaspora. We have a great
portfolio–we’ve worked for UNICEF (an e-learning portal), German
associations, USAID and New York firms. We can do search engine
optimization and mobile applications for IOS and Android.” She pointed
out that GITC specialists can communicate in English, and offer a team
to work on projects, not just individual specialists. She said,
“Moreover, we don’t just prepare websites. We have a creative approach
and can suggest new directions. Our flexibility is our strength.”

Yeghoyan’s own success story is a testament to both her native talents
and the opportunities that diasporan assistance can provide. After
graduating school in Gumri, she wanted to go to Yerevan but it was too
expensive for her parents. Instead, she worked as a volunteer as a
journalist and then at a psychology center. Then she studied at the
Gumri Pedagogical Institute while working part-time as a translator to
earn her tuition. After getting married and having children, thought
she would have to leave Armenia in order to economically survive. She
pointed out that “in Armenia, if you don’t have a lot of money or
great patronage, you can’t make it. And I had neither.”

Fortuitously, after taking her final exams, her English teacher told
her about a new center being founded in Gumri, which needed an
administrative assistant. She went to GITC, not believing that they
would accept somebody without connections. Yet after the interview,
they accepted her. The director, Narine Petrosyan, encouraged her to
overcome new challenges and helped her learn new computer programs,
but six months later left for the US. Soon Yeghoyan became coordinator
of the academic department, and began working closely with Nanagoulian
at FAR. Then she became assistant director. In 2011 she became
director. She said, “I was fortunate that American Armenians were my
directors. They helped me learn from my mistakes. Even our donors are
so modest and humble that when they call they ask first whether I have
two minutes to talk.”

Nanagoulian later said, “We wanted Amalya to come here to promote
GITC’s new approach. She is very impressive. She worked her way up to
become a leader. She can easily turn into a mayor or leader of the
province. And GITC proved to be an extremely efficient entity. It is
now a recognized name in Armenia, and provides advanced training to
business owners, academics and non-governmental organizations.
Armenian businesses here in the US will see that our people can
deliver at least as good service as the Indians on a continuing basis,
and at a lower price.” FAR likes the GITC model so much that it is
considering similar approaches in cities like Vanadzor and
Stepanakert.
