POPE FRANCIS IN TURKEY TO PROMOTE RELIGIOUS TOLERANCE

Pope Francis begins a visit to Turkey on Friday with the delicate
mission of strengthening ties with Muslim leaders while condemning
violence against Christians and other minorities in the Middle East,
Reutersreports.

His three-day trip comes as Islamic State insurgents have captured
swathes of Iraq and Syria just over Turkey’s southern borders,
declaring an Islamic caliphate and killing or driving out Shiite
Muslims, Christians and others who do not share their ultra-radical
brand of Sunni Islam.

Officials said religious tolerance and fighting extremism would be high
on the agenda in Ankara on Friday when Francis meets President Recep
Tayyip Erdogan and Mehmet Gormez, the top cleric in the majority-Muslim
but constitutionally secular nation.

In Istanbul, the leader of the world’s 1.2 billion Roman Catholics will
meet Ecumenical Patriarch Bartholomew, spiritual head of 300 million
Orthodox Christians worldwide, as part of an effort to forge closer
ties between the ancient western and eastern wings of Christianity.

They will issue joint calls on human rights and religious freedom
as well as on the fear that Christianity is disappearing from
its birthplaces in the Middle East, according to Rev. Dositheos
Anagnostopoulos, spokesman for the patriarchate.

The Turkey trip will be the third by Francis to a mainly Muslim nation,
after Jordan and Albania. Anagnostopoulos said Francis may pray inside
Istanbul’s Hagia Sophia, one of Christendom’s greatest cathedrals
for 900 years, one of Islam’s greatest mosques for another 500,
and now officially a museum.

Such a move could upset some Muslims in Turkey, who would like to
see it revived as a mosque

Karabakh Telecom Manager Charged With Stealing $1.729 Million In Cal

KARABAKH TELECOM MANAGER CHARGED WITH STEALING $1.729 MILLION IN CALLING CARDS

A Karabakh Telecom manager was yesterday charged with stealing over 750
million AMD (US$1.729) worth of cell phone calling cards since 2010.

Ashot Kuyumjyan first started working for the phone company in 2006
at its retail branch in Kapan. In 2010, he was promoted to head the
company’s service and complaint’s bureau for all the retail branches
in Syunik.

The cards Kuyumjyan is accused of stealing were in various
denominations and sent to him at the company’s Syunik regional office
from Yerevan.

He is accused of stealing 702,779 cards of the 717,579 cards received.

Kuyumjyan is now in pre-trial detention.

HAYASTAN ALL ARMENIAN FUND’S 17TH TELETHON RAISED $12.4 MILLION

$12.4 million was raised at 17th Telethon of the Hayastan All-Armenian
Fund.

With proceeds from the 2014 Telethon, the Hayastan All-Armenian Fund
will complete the asphalting of the entire highway as well as install
all remaining safety and navigation components, including traffic
signs and lane marks.

Initiated at the Hayastan All-Armenian Fund’s 2013 Board of Trustees
meeting, the Vardenis-Martakert Highway construction project is of
major economic and strategic significance. When completed, it will
function as an additional lifeline between Armenia and Artsakh,
helping boost the economies and specifically tourism industries of
the twin republics.

Toward the realization of this major construction project, as well as
other important projects, the worldwide affiliates of the fund have
been carrying out a multitude of public-awareness and fundraising
campaigns since the beginning of 2014. In Armenia, from November 1,
the fund launched SMS- and postal-donation programs, encouraging
grassroots support of the initiative.

Against Legal Arbitrariness NGO received a negative response to its
appeals to international organizations to follow the trial of two
Azerbaijani citizens suspected of sabotage in Nagorno-Karabakh and
conduct monitoring.

Larisa Alaverdyan, the head of the NGO, said that international
organizations based their rejection by the fact that they have no
possibility to follow the trial, meanwhile, according to her, their
activity in this case is very important.

“Unfortunately, I have already received two rejections. Two
organizations already said that at the moment they have no appropriate
visitors who could conduct an investigation on the case,” Armenia’s
former ombudsperson.

On October 27, in Stepanakert the trial on the case of Azerbaijani
citizens Shahbaz Guiyev and Dilham Askerov began. They are charged
with illegally crossing the border into Karabakh (Karvatchar district)
and committing acts of sabotage, including murders of a 17-year-old
Armenian villager and of an Armenian military officer, as well as
causing severely wounding a civilian woman.

As earlier – before the trial, the Nagorno-Karabakh president’s
spokesperson David Babayan said, Nagorno-Karabakh is a law-abiding
state, and has to, even if all evidence is against the Azeri citizens,
conduct the trial as is appropriate for democratic states – open
and transparent.

“They will have their lawyers, however psychologically grave that is
for the latter and in general for the society. This is the law. When
the court proves that they committed those crimes, or it does not,
in that event, of course, we will see what decision will be made
regarding the punishment,” Babayan told Aysor.am. “We will not be
affected by the influence that is expected from the Azerbaijani side.

It is natural that a criminal state would do everything to justify
its citizens suspected of committing a crime.”

Alaverdyan, who visited the two Azeris, believes that if a person is a
captive in a foreign country, representatives of NGOs must visit them.

“I am surprised that international NGOs are not interested in this
process at all, and finally, nobody said that they are being treated
well, the right thing to do is to go and get sure. I personally
visited them and I saw that, indeed, everything is alright, but it
is very important that international organizations express their
word, so that their relatives are comforted, and to somehow stop the
misinformation being spread by Azerbaijan. All that is being done in
Azerbaijan is done so that norms of humanitarian law in the region
become our norms,” the human rights activist said.

Alaverdyan said that in their conversation with her the Azeri citizens
on trial in Azerbaijan confessed that they are very impressed, that
they did not expect that Armenians would treat them so well.

“I don’t think that is a pretense. They are also infected by the
misinformation that they will be treated this or that way. And it only
seems easy to create a positive atmosphere during the trial, when
people accused of at least two murders, one of which of a teenager,
are in the dock,” she said.

Nevertheless, according to Alaverdyan, the Armenian side must evaluate
the current situation as progress, which proves that Nagorno-Karabakh
is capable of acting independently and does so in accordance with
international norms.

Ahead of the Supreme Assembly of the ARF Dashnaktsutyun Party, ARFD
has faced serious infighting over the candidature of the ARFD Bureau
representative, a Yerevan-based “Hraparak” newspaper writes.

At present, ARFD Bureau is represented by Hrant Margaryan, but Vigen
Hovsepyan of ARFD Central Committee in Western America, is after
that post, the paper writes. Dashnaks of Armenia support Margaryan’s
candidature, while Dashnaks in other countries support Hovsepyan. The
paper writes that ARFD representatives abroad say they work more
efficiently than those in Armenia. They say that the in the events
timed to the centennial of the Armenian Genocide in Ottoman Turkey
ARFD must have more important part than the government. Meanwhile
ARFD is so far very passive in that issue,” the paper writes.

On 26 November Artsakh Republic President Bako Sahakyan visited the
Consulate General of the Republic of Armenia in Los Angeles where
he participated in a solemn award ceremony, NKR Presideent’s Press
Office reported.

The President handed in NKR state awards to a group of public and
state figures from the Armenian Diaspora and America for supporting
the adoption of the resolution on Artsakh’s Independence by the
California State Assembly and Senate.

The President said the recognition of Nagorno Karabagh by California
was a unique political, legal and moral address supporting the process
of realization of the right of peoples to self-determination and
building of a civilized democratic state. President Sahakyan noted
that it was a substantial victory that had been reached by joint
efforts due to the Armenia-Artsakh-Diaspora solid trinity, genuine
and firm friendship of ourBako Sahakyan: American partners.

Primate of the Artsakh Diocese of the Armenian Apostolic Church
Archbishop Pargev Martirosyan, vice-premier Arthur Aghabekyan,
ambassador extraordinary and plenipotentiary of the Republic of Armenia

Baku – APA. Turkish-Armenian relations are entering into a new stage.

The main factor in this stage is the psychological pressures on Ankara
regarding the 100th anniversary of so-called Armenian genocide.

Turkey, which was unable to predict the increase of pressures on the
eve of 2015 and has no A, B, C plans against it, is gradually losing
its positions on the relations with Armenia.

The cards that Ankara has on this issue are the dividends caused
by closed borders, lack of diplomatic relations, the psychological
advantage gained by failure of implementation of the Zurich Protocols
due to refusal by Armenia, and Yerevan’s unwillingness to establish
a joint commission on history.

There are other objective resources that Turkey can take advantage
of them against the so-called Armenian genocide. One of them is
the discovery of mass graves, which are the results of the genocide
committed in Anatolia by Armenians against the Turks, and the other
is the use of crimes committed by ASALA terrorist organization and
the Khojaly genocide for world-wide anti-Armenian propaganda.

Unfortunately, these resources have not been used over the past years,
on the other hand, we regret to observe how Turkey, which takes a
defeatist positions, is still obeying the pressures regarding the
opening of border with Armenia.

On the other hand, the realities that the Armenian lobby takes an
active part in Ankara, Armenia has gained the chance to influence
policy of Turkey (appointment of Etienne Mahcupyan as Senior Advisor to
Turkish Prime Minister), a series of events have been held in Ankara
in order to lobby the interests of Armenia, the process of public
opinion formation on the necessity of opening borders has intensified
and diplomats (Unal Chevikoz) who are the major participants of the
secret talks between Turkey and Armenia have been involved in this
process are inevitable. Unfortunately, Turkish policy on Armenia is
determined not by the objective factors based on far-sighted policy
but these realities.

Analysis of the situation shows that Ankara is based on three key
factors for opening border with Armenia.

a) Western pressures

b) Need of reckoning with the interests of Azerbaijan

c) Increasing trade volume with Armenia

In fact, the latter can’t be regarded as an objective factor, as
Armenia’s share in Turkey’s foreign trade turnover is very low. Turkey
is using an informal trade with Armenia as a “trump card” against the
Western pressures, and Ankara is interested in regarding this factor
as an objective factor in order to reduce the pressures. Though,
Turkey keeps de jure borders with Armenia closed, it has established
trade relations with this country through third countries, and the
volume of trade turnover between the two countries has substantially
increased since the signing of the Zurich protocols.

Ankara is taking a “unique” step to neutralize the growing pressures
on the eve of the 100th anniversary of so-called Armenian genocide.

What is this step and what is its uniqueness? We are talking about
the opening of new Cıldır Aktas border crossing point in Erdahan
on the border with Georgia. This border point means de facto open
borders with Armenia. Because …

Cargo transportation from Turkey to Armenia is carried out through
Sarpi checkpoint on Georgian border. Trucks traveling 264 km enter
Ninotsminda-Bavra border crossing point located on Georgian-Armenian
border and cross the territory of Armenia after implementing customs
procedures. It is the main route which realizes trade turnover between
Turkey and Armenia in the amount of about $ 10 mln. The opening of
Cıldır Aktas border crossing point on the border between Turkey
and Georgia will facilitate cargo transportation to Armenia. Cargo
trucks moving to Armenia will enter Georgia not through Sarpi,
but through Cıldır and after traveling 30 km they will arrive
in Ninotsminda-Bavra border crossing point on Georgian-Armenian
border. Thus, cargo transportation route from Turkey to Armenia would
be reduced 8 times (!). Transportation cost reduction means reduction
in the cost of goods exported to Armenia, providing cheaper Turkish
goods for the Armenians with low purchasing power. It is a way-out for
Armenia that is suffering from severe economic crisis and drowning in
a price increase. Unfortunately, it is Azerbaijan’s strategic ally –
Turkey that offers a way-out for suffocating Armenia.

The construction of Cıldır Aktas border checkpoint allows
neutralizing the three objective factors faced by Ankara in the
opening of the border with Armenia.

First, though Ankara failed to open Dogu Kapı border crossing point
because of internal and external factors, opening another border
checkpoint that has the same significance shows interest in opening
the border with Armenia.

Second, Azerbaijan can not directly express its concern as Cıldır
Aktas border crossing point is located on the border with Georgia
not with Armenia. Turkey can justify the opening of Cıldır AktaÅ~_
border point as a step taken toward reducing the volume of freight
transport from Sarpi checkpoint. According to Ankara there are no
changes: borders are not open, diplomatic relations were not built,
Azerbaijan’s interests are being considered, the opening of a new
border point has nothing to do with Armenia, on the contrary, it
contributes to increasing the volume of goods transportation from
Turkey to Georgia and Azerbaijan and vise versa.

Third, providing indirect support to businessmen, having trade
relations with Armenia, Turkey encourages them to expand trade ties
with Yerevan and ensures the increase in the volume of trade turnover
(Turkey sees this factor as a response to the Western pressures on
the eve of century).

As can be seen, despite its official statements, Ankara failed to get
rid of “100-year” phobia. Armenian lobbyists in Turkey are intending
to complete the issue with the victory of Armenia.

If the main line of the public opinion Turkish media is trying to form
is the idea “Ankara has no alternative left”, all Ankara officials
know that the only and long-term alternative is in fact to take
Azerbaijan’s interests into account. In order to use this alternative,
just one thing is required – to demonstrate political will and prevent
(restrict) Armenia from lobbying its interests in Turkey.

Because no matter how bitter the truth is, now there is an Armenian
lobby in Turkey which supports Armenia’s interests in politics,
trade, and media. Etienne Mahchupyan being the chief advisor to
Turkish Prime Minister Ahmet Davutoglu and his arrangement of the
“sealed door” conference which emphasized the importance of opening
the border with Armenia are just one example.

There is no question whether Turkey has abandoned Azerbaijan in
its foreign policy or not. Both countries develop their bilateral
relations in all spheres based on mutual interests without exception.

Some authorities in Turkey just indirectly put Azerbaijan’s interests
in jeopardy at some points (which are vitally important for Azerbaijan)
where interests encounter. Especially in the issues like Armenia’s
policy and the opening of the border, Azerbaijan’s position should
definitely be taken into account.

The reality of Azerbaijan realizing the projects which increased
Turkey’s special weight in the region and earned it statuses like
“the energy state” and “the most important country in freight
transportation and energy transport between the East and the West”
can never be ignored. Turkey benefits from the dividends it acquired
on account of the projects implemented by Azerbaijan not only in the
region, but also in the relations with the Middle East, the European
Union, and the United States. As a matter of fact, Azerbaijan is
of far greater importance to Turkey than Armenia. Ankara must not
overlook this objective factor. Most importantly, the reality that
building indirect relations with Armenia will cause imbalance rather
than balance on the scale must definitely be considered in Turkey’s
foreign policy.

And it should certainly be taken into consideration that the main
reason behind the closure of the Turkey-Armenia border is the
Nagorno-Karabakh conflict and also the so-called Armenian genocide
claims, as stated by Etienne Mahchupyan and other Armenian lobbyists
in Turkey. Turkey must accept this reality and not use the thesis
“Azerbaijan is the main reason for us facing pressure with regards
to Armenia” against Baku in accordance with the spirit of strategic
cooperation.

On 25 November Artsakh Republic President Bako Sahakyan met in Los
Angeles with a group of American businessmen of Armenian origin and
discussed issues related to different investment programs in Artsakh.

Vice-premier Arthur Aghabekyan briefed the attendees on Artsakh’s
investment opportunities.

In his speech President Sahakyan underlined the necessity of giving
a new impetus to the implementation of business projects in Artsakh
by the Diaspora and developing mutually beneficial relations adding
that in Artsakh there were very favorable conditions for that.

The President described this cooperation as a reflection of the
Armenia-Artsakh-Diaspora solid trinity that is not prone to various
geopolitical developments.

Armenian-Canadian Conservative Association Launched

ARMENIAN-CANADIAN CONSERVATIVE ASSOCIATION LAUNCHED

Toronto Nov. 22, 2014–The Armenian-Canadian Conservative Association
(ACCA) was launched with great enthusiasm and optimism as more than
80 people attended the auspicious occasion here. Attendees included
Minister Jason Kenney, Costas Menegakis the federal Parliamentary
Secretary, five Members of Parliament, two candidates for the
next parliamentary elections, civil society organizations, ethnic
community representatives, and various representatives of local
Armenian community organizations.

After welcoming the guests and ACCA members, master of the
ceremonies and member of the board Diran Tutunjian made a brief
introduction of the Association’s purpose and philosophy. He said:
“The Armenian-Canadian Conservative Association is a pan-Armenian
association established to work with all Canadians to build a stronger
Canada, and to make sure our values and our goals, such as equality,
justice, freedom of speech, thought, and religion are reflected in
our relationships with one another.”

After introducing the newly-elected board, Mr. Tutunjian invited
Vice-chair Sevan Hajinian to introduce keynote speaker the Hon. Jason
Kenney, Minister of Employment and Social Development and Minister for
Multiculturalism. “Through his strong faith and moral fortitude not
only did Mr. Kenney shape his future and his political career, but he
also shaped the future of the Conservative Party and touched everyone’s
life he worked with and associated with him. His humanitarianism,
straight talk, and sincerity are other remarkable aspects of the man,”
said Ms. Hajinian.

Hon. Kenney talked about the current concerns of Canadians, next
year’s federal elections, economic prosperity, the steadfast stand
of the government about the challenges Canadians and the civilized
world face vis-a-vis religious extremism, the fate of Middle East
minorities, and his admiration of the Canadian-Armenian community.

Mr. Kenney emphasized that the Canadian-Armenian community and the
Conservative Party share many priorities such as strong family values,
a firm belief in the rule of law, in democracy, free enterprise,
free speech, tolerance, and humanism. Thus cooperation between both
sides to uphold and promote these cherished values and the traditions
is a natural development, said Hon. Kenney. He also praised the
Canadian-Armenian community’s strong work ethic and entrepreneurial
spirit. He touched upon the long history of the Armenian people and
its resilience to survive under harsh conditions.

Hon. Kenney also talked about his recent trip to Armenia, his
impressions of the country and its people, and his visit to Khor Virab
where the founder of the Armenian Church, St. Gregory the Illuminator,
was imprisoned in the 4th century because of his Christian faith.

Finally, Minister Kenney talked about his co-sponsorship of the
Armenian Genocide recognition resolution in the House of Commons in
2004 and Prime Minister Stephen Harper’s principled stand and moral
fortitude in making Armenian Genocide recognition Canadian government
policy. Minister Kenney’s speech was received with standing ovation
and lengthy applause.

Mr. Costas Menegakis, Parliamentary Secretary to the Minister of
Citizenship and Immigration and Member of Parliament for Richmond
Hill, welcomed the formation of the Association and congratulated
the Canadian-Armenians for their visionary initiative.

Other politicians who attended the establishment of the ACCA included
Members of Parliament Joe Daniel (Don Valley East), John Carmichael
(Don Valley West), the Hon. Peter Kent (Thornhill), Corneliu Chisu
(Scarborough East), Patrick Brown (Barrie), and Conservative candidates
Michael Parsa (Richmond Hill) and Maureen Harquail (Don Valley East).
