Les depenses militaires disproportionnees de l’Azerbaïdjan et
l’acquisition d’armements excedentaires constituent une menace serieuse
pour la stabilite et la securite regionale et internationale a declare
le ministre armenien des Affaires Etrangères Edouard Nalbandian a
l’Institut international de recherche de la paix de Stockholm dans
le cadre de sa visite officielle en Suède.

a repondu a de nombreuses questions posees par les participants en
ce qui concerne la politique etrangère de l’Armenie, les approches

Se referant a la resolution de la question du Haut-Karabagh, le
ministre Nalbandian a mentionne que l’Armenie partage l’approche des
copresidents du Groupe Minsk de l’OSCE qu’il n’y a pas d’alternative
a un règlement pacifique.

On 12 December, at 14:00, the public hearings of the EIA of the working
project on “Anapat-1” SHPP owned by “Tatev Anapat” LLC reconstruction
works will be held at Tandzatap Rural Municipality, Syunik Region.

The SHHP will be constructed in the administrative area of Tatev and
Tandzatap communities, Goris area, in a 9-magnitude seismic zone. The
SHHP will use the right-bank tributaries of the Vorotan River –
the flow of Qarahuntc and Aghandzu brooklets.

The length of the Aghandzu brooklet is 13 km, while the SHPP to be
constructed on this brooklet will pipe 25.46% of the river, which,
under EcoLur’s Ecological Risk Model, will create a crisis state for
the brooklet.

Abstract: Dr. Maria D’Orsogna is a physicist and math professor at
California State University Northridge. She is also a hands-on activist
fighting to protect the Italian countryside and seas from Big Oil.

It was 2007 when she first learned of proposed oil activities in Abruzzo,
Italy, where she spent her childhood. The oil company ENI planned to uproot
century-old wineries to build oil wells, a refinery and a 7km pipeline to
the sea. She travelled from town to town in Italy educating local citizens
about environmental and health effects and used social networks to
encourage civic participation and to expose corrupt politicians. It was a
resounding success: thanks to public uproar and opposition, ENI was forced
to abandon what it had once announced as one of its most prominent Italian
projects. As the number of oil permits mushroomed across Italy, Maria has
been involved in several other anti-drilling campaigns, both onshore and
offshore. She endured and prevailed in a lawsuit from oil and gas, gave
more than 300 presentations all over the country and writes an
environmental column for one of Italy’s largest online news publications.
She has won numerous environmental awards and served as the main scientific
consultant for a proposed law to better regulate oil and gas drilling in
Italy. To date, thanks to her efforts, no drilling project has been
completed in Abruzzo, earning her the nickname `Erin Brockovich of
Abruzzo.’ Her story is an example of how, in an interconnected world,
passionate activism can bring change even an ocean away. Following Maria’s
presentation, we will have a discussion on common points and themes and on
how the Armenian diaspora can get engaged to stop the irresponsible mining
practices in Armenia.

Dr. Maria D’Orsogna has a Ph.D. from UCLA, an M.S. from the University of
Maryland in College Park and a baccalaureate from the University of Padova,
Italy, all in physics. She is an Associate Professor in Mathematics at the
California State University in Northridge and a visiting professor of
biomathematics at UCLA. Maria has served as Research Associate in UCLA and
Caltech, has co-authored a book and has over 40 technical publications. Dr.
D’Orsogna has served as reviewer for numerous journals, has participated in
a host of conferences, seminars and colloquia and has been awarded many
awards and grants. She is a member of several technical/professional
societies and is a devout activist.

Russian MP Describes Establishment Of Customs Check Points Between A

RUSSIAN MP DESCRIBES ESTABLISHMENT OF CUSTOMS CHECK POINTS BETWEEN ARMENIA AND NAGORNO-KARABAKH INAPPROPRIATE

YEREVAN, December 9. / ARKA /. First deputy chairman of a
Russian parliament’s lower chamber’s committee on CIS affairs,
Eurasian integration and relations with compatriots Oleg Lebedev
said establishing customs check points on Armenia’s border with
Nagorno-Karabakh is inappropriate, Novosti-Armenia reported.

“In my personal opinion, no,” said Lebedev, when asked by journalists
whether customs check points must be set up on Armenian-Karabakh
border.

He said this issue is likely to be discussed by the heads of
governments of the Eurasian Economic Union’s member countries and
their foreign ministers in 2015.

Earlier, Armenian economy minister Karen Chshmarityan said the
agreement on Armenia’s membership in the Eurasian Economic Union
does not provide for the establishment of customs check points on
the Armenian-Karabakh border. -0-

ARMENIA’S ECONOMY COULD BENEFIT DUE TO PRACTICAL STEPS – ARTSVIK MINASYAN

Armenian Revolutionary Federation Dashnaktsutyun (ARF-D) parliamentary
group member Artsvik Minasyan believes that the price rise is unlikely
to exceed 5% by the end of the year.

However, the government must interfere.

“We need a law on wages, which would envisage adjustment – wages and
benefits – to cushion the price rise because it cannot be neutralized,”
Mr Minasyan told Tert.am.

With respect to the Armenian premier’s statement on a 5% price rise,
he said:

“We import most products, which implies high-level dollarization in
Armenia. The second reason is that even home-made products are linked
to the prices for imported products, which has its impact on prices.

My analyses show that the targeted price rise will be within 5%-5.5%.

However, the government must interfere. We need a law on wages,
which would envisage adjustment – wages and benefits – to cushion
the price rise because it cannot be neutralized. The Central Bank
must implement a mid- and long-term policy and be ready to continue
its intervention policy if needed.”

One more factor is that AMD depreciation must be accompanied by
structural economic changes, promotion of investments. Otherwise,
it cannot promote economic growth.

Economic entities must be sure of protection of reinvestments.

Finally, export should dominate Armenia’s trade balance.

With respect to exports, Mr Minasyan said that numerous programs are
on the agenda, and Armenia’s government is taking steps to ensure
the export of Armenian products to foreign markets.

“Secondly, many of our producers import raw materials, but foreign
exchange rates have their impact on import. And a decline in money
transfers has its negative impact.”

Surge In Response Over Jailing Of Azerbaijani Journalist

SURGE IN RESPONSE OVER JAILING OF AZERBAIJANI JOURNALIST

International protests are set this week over the arrest of
award-winning investigative reporter Khadija Ismayilova amid widespread
fears that her two-month detention marks the crossing of a “red line”
in human rights abuses in Azerbaijan.

Protests against the detention of Ismayilova, who wrote anti-corruption
investigations for Radio Free Europe/Radio Liberty and the Organized
Crime and Corruption Reporting Project, have been planned in Georgia
and Romania; one was held in Moldova on Saturday and one in the US
on Monday.

Ismayilova began a two-month pretrial detention on Friday Dec. 5 over
bizarre allegations that she drove a former colleague to attempt
suicide. She spoke by phone this morning to RFE/RL in Baku to say,
“The charges against me are fabricated […] Despite all of this,
I remain strong.”

She urged supporters and fellow journalists to continue their work in
the face of intimidation. “It is very important that one continues to
work and do what you did before. I am expecting more investigations
from my fellow journalists, more initiatives from the human rights
defenders. The work should go on,” she said.

Family members say she has been refused food parcels sent by friends,
despite her dietary restrictions due to a stomach operation.

Authorities at the detention center will reportedly allow parcels
only once per week.

Ismayilova’s arrest has drawn swift and strong criticism worldwide and
has been reported in more than 50 countries. The US Helsinki Committee
has issued a statement of concern, as have Amnesty International,
Freedom House and the Index on Censorship. Journalist organizations
such as Reporters Without Borders and the Global Investigative
Journalism Network have added their voices to the condemnation of
what has widely been called a politically motivated arrest. A Facebook
campaign to “Free Khadija” has also been established.

Ismayilova joins a growing list of journalists and human rights
activists serving time in jails for protesting what they say is a
corrupt and repressive government.

Giorgi Gogia, senior South Caucasus researcher at Human Rights Watch,
said observers in Azerbaijan had been expressing concern about a
growing crackdown for months.

“But Ismayilova’s arrest should be the last straw. International
partners need to make clear to Azerbaijan that there will be no more
business as usual as long as critics remain behind bars,” he said.

Meanwhile, President Aliyev’s spokesman in Baku, Azer Gasimov, blamed
the outcry on an “anti-Azerbaijani campaign” by the US Department of
State and “forces jealous of our country”.

Gasimov, quoted in local media, said: “If you pay attention you
can see that the State Department, which instantly comments on any
small incident in Azerbaijan, gives no reaction to open and flagrant
violation of human rights in several [other] countries.”

One protest against Ismayilova’s arrest took place Monday evening
in Washington DC and was organized by Amanda Rivkin, who lived for a
year in Azerbaijan on a Fulbright scholarship. She said that at the
time she lived in Baku, she felt unable to speak out about repression
because of fear of reprisal. However, she told OCCRP, “I am speaking up
because I am in a country now where I am free to do so without fear.”

She said she thought President Ilham Aliyev craved the respectability
of the West without providing its people with the basic amenities that
one would expect from a developed country, such as gas and electricity.

“So, since the Aliyevs see themselves as ‘first worldly’, I thought a
First World action might make them uncomfortable,” she said. A dozen
activists gathered in front of the Embassy of Azerbaijan, attended
by police and media.

Emin Milli, managing director of Meydan TV – which was accused last
week in a document released by the Presidential Administration of
receiving US$ 300,000 from US and EU sources to work against the
Azerbaijani government – told OCCRP that Ismayilova’s arrest showed
a red line had been crossed and that he was now afraid for his staff.

“It’s not just about our journalists. We have just two or three
independent media platforms in Azerbaijan. Everyone in the country who
works for them is now under threat of being arrested, being called
pro-Armenian, being called CIA spies, and becoming criminals. This
is the atmosphere that we’re living in now,” said Milli.

Human Rights Watch has noted an increase in reports from Azerbaijan
of repression and abuses. It says up to 50 independent reporters and
bloggers as well as political activists have been jailed in the past
two-and-a-half years.

Milli put this down to a change in political climate that has occurred
very quickly.

“Even for us, people who have been working in the media for many years,
it is shocking,” he said.

Although family sources confirmed problems delivering food parcels
to Ismayilova, her lawyer Elton Guliyev said yesterday that he had
visited her in prison where her conditions were “good” and she was
in high spirits.

NGOs have been under government pressure in recent months. In May,
the Baku branch of Oxfam was placed under criminal investigation and,
in September, IREX – a research and training agency – was forced to
pull out of the country. In August, they hadposted on their website
to refute allegations that they were “pro-Armenian”. Their assets
were reportedly then frozen and their office raided.

Most recently the Azerbaijan branch of the US Peace Corps was
last week forced to wind up their activities and leave. US charge
d’affaires for Azerbaijan, Derek Hogan, said he was disappointed that
authorities decided that there was now “no need” for the presence of
the humanitarian organization, which has spent 11 years in the country.

On December 9, the Central Bank of Armenia (CBA) sold $6 million to
the participating banks at the average exchange rate of 458.31 AMD/1
USD in the course of intervention in the interbank currency market.

The CBA press service has told ArmInfo that the cut-off price was
457.57 AMD/1 USD.

Currency market experts say that despite the small interventions of
the CBA, the AMD devaluation has slowed down to some extent. However,
to restore the balance in the currency market, not only daily but
also more serious interventions are needed.

According to the CBA’s statement dated 8 December 2014, on 8
December, the Central Bank of Armenia launched daily interventions to
restore the balance in the exchange market and the soften currency
fluctuations. The interventions will last till the end of 2014. The
CBA will continue announcing the ceiling of daily sale amounts till
the end of the year to normalize the situation in the exchange market
of Armenia. According to the source, the CB will be publishing foreign
exchange operations to ensure transparency in the financial market of
Armenia. The daily intervention amounts will be reduced gradually until
the national currency exchange rate is balanced. The goal is to reduce
the CB’s influence on formation of the national currency exchange rate.

On December 9, in the retail market of Armenia the AMD/USD exchange
rate exceeded 461 AMD/1USD with over13% devaluation for the last
2.5 months. As of 4:40 pm, the exchange rates at swap bodies were as
follows: 460/463 AMD/1 USD, 564/570 AMD/1 EUR, 8.45/8.50 AMD/1 RUR.

The optimal rates at the banks of Armenia were as follows: USD was
purchased for 456 AMD (ceiling), EUR – 561 AMD, RUR – 8.42 AMD. The
lowest rates of sale were as follows: 458 AMD/1 USD, 569 AMD/1 EUR,
8.54 AMD/1 RUR. At NASDAQ OMX Armenia, from June through December
9, foreign exchange operations amounted to $396.5 million drams
with the exchange rating growing from 407.14 – 438.62 AMD/1 USD. No
transactions were registered after December 1. The transactions in
November alone totaled nearly $117 million drams. Last week (1-5
Dec), interbank market of foreign exchange operations registered a
record-breaking indicator – $59.3 million, which resulted in a 442.42
AMD/1USD exchange rate. In this light, the stock exchange started
the week with transactions in the amount of $3.5 million (1 Dec)
with no deals for the following days.

of the Georgian “Got Talent.”

The Tbilisi-based taxi driver stun the jury and audience, as he
performed “Nessun dorma” (“None shall sleep”), an aria from the final
act of Giacomo Puccini’s opera Turandot, at the contest.

At the semi-final Gevorg Petrosyan performed “Granada” by Mexican
composer Agustín Lara. He needs votes from TV viewers to make to the
final of the show.
