Turkish-Israeli Ties in a Stew: Elections ‘Paint a Dark Picture’

(IsraelNN.com) Relations between Israel and Turkey worsened Saturday
with Ankara’s official warnings that Israel’s election results
"painted a very dark picture" for the Middle East. Turkey also
summoned Israel’s ambassador following a critical statement by an IDF
officer.

Turkish Prime Minister Tayyip Erdogan said in an interview with
Turkish media, "Unfortunately we have seen that the (Israeli) people
have voted for these (rightist) parties and that makes me a bit
sad. Unfortunately the election has painted a very dark picture."

Israel has had friendly relations with Turkey, and comments on a
general election are considered unusual.

However, the country’s relations with Israel have been problematic
since last month’s dramatic confrontation at the World Economic Forum
in Davos, Switzerland, when Erodgan scolded Israeli President Shimon
Peres over Israel’s war against terror in Gaza and called for the
United Nations to expel Israel from the international body. Erodgan
walked out during a response by President Peres.

In an apparent response to the criticism, IDF ground force commander
Major-General Avi Mizrachi commented that the Turkish Prime Minister
should "look in the mirror" before criticizing Israel. His references,
some of them veiled, to genocide of Armenians, Turkish oppression of
Kurds and its occupation in northern Cyprus prompted Ankara to summon
Israeli ambassador Gabi Levy.

In an effort to calm the storm, the IDF issued a rare repudiation of
Mizrachi’s comments, stating that they did not represent the IDF
position.

Azerbaijan, Baku, Feb. 12 /corr. Trend News E.Rustamov / The goal of
my visit to Azerbaijan is to discuss with the President, Speaker and
Foreign Minister the Nagorno-Karabakh conflict and development of the
South Caucasus region, the special representative of the Parliamentary
Assembly of OSCE (OSCE PA) for Nagorno-Karabakh, Goran Lenmarker,
said on the arrival in Baku.

Lenmarker arrived in Azerbaijan within his tour to South Caucasus. The
goal of the visit is to get familiarized with the current situation
with the negotiations process on the Nagorno-Karabakh conflict
settlement. As a result of visit, a report will be devised, which
will be presented during the winter session of the OSCE Parliamentary
Assembly on Feb. 19-20 in Vienna.

"In Azerbaijan there are many refugees, who want to return to their
native lands. The solution of the conflict is very important for them,"
said the special representative.

Answering the question whether the Nagorno-Karabakh conflict will
be resolved this year, the special representative replied that this
possible, since the solution of the conflict is profitable for both
countries.

"Time goes, and people wait for the solution from year to year,"
said Lenmarker.

With regards to the role of Turkey in resoling the conflict, Lenmarker
said that Turkey only helps. "You know that there is a history of
difficult relations between Turkey and Armenia. If Turkey holds
negotiations with Armenia, this can help both countries, including
to Azerbaijan," said representative of OSCE PA.

Answering the question how the Nagorno-Karabakh conflict must be
resolved, he replied that there are two principles: self-determination
right of peoples and principle of territorial integrity. "I think that
it is possible to find a balance between these two principles. Look at
the history of Europe, where there were many wars, but finally people
found possibility to live in peace. The main fact is that there would
be responsible people, who desire to find the solution of problem,"
said Lenmarker.

Lenmarker refused to comment on the process of negotiations on conflict
regulation between the Presidents of Azerbaijan and Armenia, saying
that the OSCE Minsk Group deals with this issue. But at the same
time, the special representative said that he possesses additional
information on the data regarding transfer of six regions to Azerbaijan
and establishment of temporary government in Nagorno-Karabakh.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Azerbaijan
lost all of Nagorno-Karabakh except for Shusha and Khojali in December
1991. In 1992-93, Armenian armed forces occupied Shusha, Khojali and 7
districts surrounding Nagorno-Karabakh. Azerbaijan and Armenia signed
a ceasefire in 1994. The co-chairs of the OSCE Minsk Group – Russia,
France, and the U.S. – are currently holding the peace negotiations.

Head of the NA "Heritage" faction Armen Martirosyan made a statement
on making an addition to the RA law on "Automobile transportation".

According to the statement, the initiative is conditioned by the need
to keep the formal red-tape and 3,000 workplaces for physical and
legal persons to transfer passengers, as well as not set any limits
on profitable activities. The passing of the bill will essentially
help solve the problems facing drivers and their families during the
current financial crisis.

The President of Armenia Serzh Sargsyan received the Special
Representative of the OSCE Parliamentary Assembly Goran Lenmarker,
reports the press service of the President’s Administration. According
to the source, the officials have discussed a range of questions,
in particular, the resolution and the negotiations over the
Nagorno Karabakh conflict, Armenian-Turkish political dialogue,
military-political developments in the Southern Caucasus, as well as
"Eastern Partnership" of the European Union.

The President has signified the role of the OSCE in general and the
efforts made by the OSCE Minsk Group.

The President of Armenia mentioned that our country expects the
correspondent repercussion of the international organizations towards
the problem of some regional countries to make regular military
announcements violating the international norms.

The Special Representative of the OSCE positively evaluated the
negotiating processes over the NKR conflict, as well as the efforts
of Armenian authorities to improve Armenian-Turkish relations.

ISTANBUL – Bilateral relations, regional developments and the
Nagorno-Karabakh dispute were high on Foreign Minister Ali Babacan’s
agenda yesterday when he met with his Azerbaijani counterpart, Elmar
Mammadyarov and President Ilham Aliyev in Baku.

Babacan met Saturday with his Armenian counterpart, Edward Nalbandian,
and President Serge Sarkisian on the sidelines of the 45th Munich
Security Conference. Babacan said talks to normalize relations between
Ankara and Yerevan were productive.

Foreign Ministry Spokesman Burak Ozugergin told the Anatolia News
Agency that during his talks in Baku, Babacan highlighted the
importance of finding solutions to disputes to ensure stability
in the region."Babacan said the Nagorno-Karabakh dispute should be
resolved peacefully in line with international law and by protecting
Azerbaijan’s territorial integrity," he said. Mammadyarov said the
Caucasus Cooperation and Stability Platform, initiated by Turkey,
was important for the region and efforts should be intensified to
realize it.

The conflict between Azerbaijan and Armenia began in 1988 on Armenian
territorial claims over Azerbaijan. Both countries have continued
with fruitless peace negotiations. The OSCE Minsk Group, co-chaired
by the United States, Russia and France, is engaged in efforts to
end the conflict peacefully.

Nagorno-Karabakh has been standing at the center of Azerbaijan-Armenia
and Turkey-Armenia relations. Turkey closed its borders with Armenia
due to Yerevan’s aggression toward Azerbaijan.

The proposal to create a stability pact to address security
concerns in the Caucasus aims at helping improve Turkish-Armenian
ties amid diplomatic contacts between the two neighbors. The pact
aims at bringing together Turkey, Azerbaijan, Armenia, Russia and
Georgia. After concluding his talks in Baku, Babacan returned to
Turkey where he met his Ethiopian counterpart, Seyoum Mesfin.

"The resolution of the Karabakh conflict by mid 2009 is impossible",
said Karen Bekaryan, chairman of the public organization "European
integration" at a press conference in the Novosti international press
center on Thursday.

Special representative of the OSCE Parliamentary Assembly on Nagorno
Karabakh issues Goran Lennmarker said during his visit to Armenia
that a great opportunity for the resolution of the Karabakh conflict
based on compromises appeared in 2009.

"Considering the opportunity to settle this conflict in mid 2009, it
should be noted that only 4-5 months are left before this term and I
am pessimistic that this issue can be settle in such short limits",
said Bekaryan.

He said it is impossible to coordinate principles of the resolution,
present them to public and get the response, which is a democratic
requirement.

He said there is another factor as such a post-conflict situation,
which could grow into a new conflict, cannot be admitted.

"Even under a great optimism about the agreement within a short period
of time, its publication, execution and transformation into a final
document will take time", said Bekaryan.

Boxing: While Arce Is Courageous, Darchinyan Is Dominant

In the bowels of the Honda Center in Anaheim, California, where a
makeshift podium was constructed for the post-fight press conference
this past Saturday night, Vic Darchinyan wore the battle scars of his
night’s work. Ice was being applied to his oft-used left hand, there
was swelling around both his eyes and a cut near his forehead. But
that paled in comparison to the damage he doled out to the game Jorge
Arce, who never stopped trying to win, but was simply outmatched and
outgunned by Darchinyan over 11 one-sided – albeit, exciting – rounds.

"I kept my promise," said the Aussie-based Armenian, who had made
good on his word to ‘punish’ Arce. "I was waiting for big uppercuts,
he was slow. Sometimes I was waiting too long. At the end of the rounds
I started to pick it up. Every moment I was catching him with straight
and left uppercuts, I picked it up immediately." He would add later,
"I like my uppercuts. I can catch anyone with uppercuts."

They call him ‘the Raging Bull’, and with his hard-charging, rampaging
style, it is an appropriate moniker. But his awkward, herky-jerky,
southpaw style is more reminiscent of a cobra who suddenly strikes out
with venomous fury. He is anything but a classic stylist, but he has
a style that is his alone. As he crouches and peers into his opponent,
with his arms angled as if he were about to deliver a forearm shiver,
he lashes out violently with heavy punches from all directions.

>From the very onset of his bout with Arce, he would continually beat
‘Travieso’ to the punch with a series of left hands and right hooks
that stunned the brave Mexican time and time again. But Arce would have
some moments in the middle rounds as he closed the gap and began to
bang away at Darchinyan’s body. What had been an all out assault early
on from him, now became more measured attack as he ate some leather.

"He has a good punch," conceded Darchinyan, "but I know sometimes he’s
catching me with punches, the crowd was screaming, ‘Oh, yeah!!!’ but
he’s not bothering me. I didn’t hurt."

As the rounds mounted, you could see the damage accumulate on
Arce. His face was reddened early on, and by the late rounds he had
even suffered a cut behind his left ear, in addition to other facial
lacerations. But to his credit, Arce never stopped trying to win. He
would trudge forward and accept everything that came his way from
the heavy-handed Darchinyan. Time and time again he attempted to land
left hooks over the top by timing the oncoming rushes of Darchinyan
in the manner that Nonito Donaire did in the summer of 2007, but to
no avail. The speed and precision to execute such a maneuver were
non-existent. However, what he still had in abundance was his heart.

And it kept him in the fight for 11 largely entertaining rounds. It
was about as daring a performance as you’ll ever come across. Beaten
physically, but not in spirit, he would not hear the final bell as the
fight was halted with Darchinyan leading big on all three scorecards
by scores of 109-100.

"I came to fight, there was only one round left," said a disappointed
Arce, who would be hospitalized later on. "I wanted to continue
fighting. I don’t know why they stopped the fight. I’m a puncher, I
have the puncher’s chance at the end. I came to fight and I followed
him the whole fight."

But Arce was as gracious as he was gallant in defeat.

"There are no excuses, I told you before I was not going to put
any excuses and there are no excuses," he would say through his
manager, Fernando Beltran. "He’s a good fighter; I think it was a
very competitive fight. I think I hurt him a couple of times with
body punches. So I think I always have a chance to win the fight. I
always felt I had a chance to win the fight."

Darchinyan, though, was the story of the night. Since his knockout
loss to Donaire, he has put on an impressive run that has seen him
blow through the likes of Dimitri Kirilov, Cristian Mijares and now
Arce. Right now, there is no hotter fighter.

"I think so," agreed Ken Hershman, boxing czar of Showtime, which has
chronicled his rise. "I think his performance was spectacular. He’s
fun and exciting. He had a lot of fans here, and that’s the kind of
fighter you want to see."

Right now, he holds three of the four major belts at 115 pounds. And
with WBO belt-holder Fernando Montiel moving up, it may be time for
Darchinyan to go big game hunting elsewhere.

"I think he’s clearly the king at 115. We’ll have to look at options
going up and see what else is there," said Hershman. And one of those
options is either Rafael Marquez or Israel Vazquez. "I’m going to sit
with Gary Shaw and see what they want to do. I love that option and
I love the Israel Vazquez option and we’ll see which way they want
to go."

Vazquez and his manager Frank Espinoza were in attendance on Saturday
night.

"Absolutely, we’re interested in fighting him," said Espinoza. "He’s
willing to come up to 122. Israel Vazquez has already shown interest
that he’s willing to fight him."

As for Montiel, "Montiel is fighting March 28th for the vacant WBO
118-pound title," said his promoter, Bob Arum. "If he’s successful
in that and Darchinyan wants to fight him, that’s fine."

But it’s clear who Darchinyan prefers – Vazquez.

"I would love to fight him," said Darchinyan on the post-fight
dais, as Vazquez was seated next to him. And he took an unusually
respectful tone towards his potential foe. "I’m not saying I want
to fight him because I can knock him out or destroy him. Because we
already did some sparring together and I know he’s a great puncher,
a tough fighter and it’s going to be a very exciting fight. We’ll
find out who’s best in eight-ounce gloves."

(As for a rematch with Donaire, don’t even go there. Darchinyan’s
promoter, Gary Shaw, who once represented him, ain’t hearing it.)

But regardless of who he fights, Darchinyan is the biggest little
man in boxing. His lone loss, in retrospect, was the best thing to
ever happen to him.

"Don’t remember what happened in the past," said Darchinyan, who moved
his mark up to 32-1-1 with 26 stoppages. "It’s the past, it’s helped
me more, what happened with Donaire."

Shaw perhaps summed it up best, "He’s the unstoppable force right
now in boxing. He’s very difficult to hit, he’s difficult to fight
because he’s so difficult to hit and you gotta start thinking and
change the game plan because if you go in there and he’s not there,
you don’t know where he is, you don’t know what’s coming back at you."

Munich. The interlocutors discussed issues of international and
bilateral interest.

Upon Angela Merkel’s request Serzh Sargsyan presented the current stage
of the Karabakh conflict settlement and the Moscow decision of the
CSTO summit to create quick response collective forces. Mr. Sargsyan
voiced hope that Armenia’s involvement in GSP+ trade will foster
economic cooperation between the two countries.

Chancellor Merkel recalled her visit to Armenia in 1980s and invited

the Armenian Foreign Minister Edward Nalbandyan and Foreign Minister
of Turkey Ali Babacan took place, spokesman for the Armenian minister
Tigran Balayan told Armenpress.

Nothing is yet reported about the discussed issues. The meeting was
the continuation of the process of improvement of Armenian-Turkish
relations.

"Our approach is the same: to regulate the relations, open borders

DAVOS, January 29 (Itar-Tass) – Russian Prime Minister Vladimir
Putin had a working meeting with Armenian President Serzh Sargsyan
on Thursday as part of the World Economic Forum in Davos.

Opening the meeting, Putin said he wanted to thank the Armenian
leader for his personnel participation in the recent international
meeting on gas problems that was held in Moscow on President Dmitry
Medvedev’s initiative.

"Both sides benefits this meeting," the Russian prime minister
stressed.

He also expressed satisfaction with the development of Russian-Armenian
relations. "Russia is Armenia’s first trade and economic partner. We
have trusty partnership and a confident political dialogue,"
Putin said.

Sargsyan said it is necessary use any chance for continue the
dialogue. In his words, such necessity "is conditioned by the interests
of our peoples". He also said he is satisfied with the fact that trade
turnover between Russia and Armenia exceeded one billion U.S. dollars
in 2008.
