‘US president downplays his support for Congress resolution accusing
Turkey of 1915 genocide against Armenians

Barack Obama today downplayed his support for a controversial US
Congress resolution accusing Turkey of carrying out a genocide against
the Armenian people in 1915.

Speaking during a visit to Ankara, the US president – who
has previously described the deaths of 1.5 million Armenians as
"genocide" – said he had not changed his view but had been encouraged
by negotiations between Turkey and Armenia on the issue.

Obama told a joint news conference with the Turkish president, Abdullah
Gul, that he did not want to focus on his own views but wanted to be
a partner in efforts between Armenia and Turkey to come to terms with
what happened.

He supported an Armenian genocide resolution put before Congress
during the 2008 presidential campaign.

Turkey fears he will continue this backing as president in a break
with his two immediate predecessors, George Bush and Bill Clinton.

Ankara has warned that the resolution could strain ties and harm
efforts to improve relations with Armenia.

Historians estimate up to 1.5 million Armenians were killed in an event
widely viewed by scholars as the first genocide of the 20th century.

Turkey denies that the deaths were genocide , saying those killed
were victims of civil war. It also claims the number of deaths has
been inflated.

Gul said the issue was historical and not legal or political,
and invited the Americans or French – France has been vocal about
the deaths – to be part of a joint Turkish-Armenian commission
investigating what happened.

Obama said he wanted to encourage those talks, not tilt them in favour
of one country.

"If they can move forward and deal with a difficult and tragic
history, then I think the entire world should encourage that," the
US president said.

He added that he wanted the US and Turkey to build a "model
partnership" between a predominantly Christian country and a mainly
Muslim nation.

Turkey is seen as important diplomatic player because of its role as
honest broker in the Middle East conflict.

It has relations with Israel and Hamas and also has good ties with
Iran, with which the US wants to improve relations.

Obama was spending two days in Turkey as he wrapped up an eight-day
international trip that took in the G20 summit in London along with
stops in France, Germany and the Czech Republic, where he announced
ambitious plans to rid the world of nuclear weapons.

In Prague yesterday, Obama also urged the EU to let Turkey join
the 27-member club, a particularly contentious issue for Germany
and France.

Nicolas Sarkozy, the French president, point edly said after Obama’s
remarks that the decision was for the EU, not the US, to make.

Turkey is a member of both the G20 and Nato, in which it has the
alliance’s second biggest army after the US, and is trying to get
into the EU with the help of the US.

I defy the Liberal Senator Alan Ferguson to look Chris Mingos in the
eye and tell him that his mother did not see the women of her village,
one by one, through themselves into a well in a futile and tragic
attempt to evade their slaughter by Turkish irregulars. I would like
Ferguson to tell Chris Mingos that crimes so unspeakable that she
could only cry when she would think of them, were not visited upon his
mother. I would like him to look me in the face and tell me that my
grandfather did not witness the slaughter of children at
Akbuköy in Aydin. I dare him to look my father-in-law in the
face and tell him that his father did not flee the Hakkari mountains
as a result of the continuous slaughter of its native Assyrian
population. I challenge him to tell me that my grandfather, Chris
Mingos´ mother and the rest of the survivors of the genocide of
the Christian peoples of Anatolia is to use his own words an attempt
to: "try to re-write history," or that they form part of a larger
corpus: "with the Armenians, with the Pontian Greeks and with a range
of other people who currently are trying to put today’s moral judgment
on events that took place 100 years ago." Note how the
genocide-denying Senator refers to the Assyrian victims as "other
peoples." It is apparent that he is extremely well informed.

The denial of genocide, or attempts to minimise, make light of or in
any way trivialise incidences of racial tension and/or conflict are
not elements that one would expect to see in mature western
democracies. In many European countries, denial of crimes of genocide
is seen as a punishable offence because to doubt the slaughter of
innocent people, murdered solely because of their ethnic, religious or
political affiliations is seen as tantamount to condoning the crime as
well.

Senator Ferguson did not have to commit genocide-denial in Federal
Parliament on 18 March 2009. He was merely "moved to speak," on "the
40th anniversary of the formal Agreement between the Government of the
Common – wealth of Australia and the Government of the Repub –
lic of Turkey concerning the Residence and Employ – ment of
Turkish Citizens in Australia." His stated aim was: "to celebrate and
commend the achievements of the Turk – ish community here in the
Commonwealth of Australia that has been created as a result of this
agreement in the 40 years since its implementation."

However, he did not. Instead, he admitted that the Turkish ambassador
visited him complaining about "a speech that was made by the
Hon. Michael Atkinson, the Attorney-General, Minister for Justice and
Minister for Multicultural Af – fairs in the Labor government in
South Australia. I had not thought that I would be surprised by
anything that the South Australian Attorney-General said in relation
to the Turkish community, particularly as most state parliaments do
not have a role in foreign affairs in the same way that the federal
parliament does." This is where Ferguson makes a mistake and betrays
his primary motivation. The Hon. Michael Atkinson´s speech had
nothing to do with the Turkish community. In it, he made reference to:
"The nationalist Turks led by Mustafa Kemal’s forces and their
frenzied followers began to persecute [Pontian Greeks] through
beatings, murder, forced marches and labour, theft of their properties
and livelihood, rape, torture and deportations." One can understand
why the Turkish ambassador, a person who Ferguson admits to being his
"personal friend," may be enraged. Despite Ferguson´s
commendation of: "the Republic of Turkey’s commitment to democracy, to
the rule of law, and-particularly in the region in which it lives-to
secularism, which is some – thing that is quite unique in that
part of the world," the Turkish ambassador represents a country that
until recently denied the existence of and persecuted its Kurdish
minority, unlawfully expropriates land from Christian ecclesiastical
foundations, bullies its smaller neighbours with spurious land and sea
claims and threats of military intervention, invades and occupies
other countries, and imprisons and threatens people who share
different views about the its official version of its past and
society. In 2005, in ´secular, democratic, rule of law
Turkey´, a new penal code was introduced, including an Article
301, which states:
"A person who, being a Turk, explicitly insults the Republic or
Turkish Grand National Assembly, shall be punishable by
imprisonment of between six months to three years." Orhan Pamuk,
Turkey´s Nobel Prize winning author, was retroactively
charged with violating this law in the interview he had given
four months earlier. In October, after the prosecution had begun,
Pamuk reiterated his views in a speech given during an award
ceremony in Germany: "I repeat, I said loud and clear that one
million Armenians and 30,000 Kurds were killed in Turkey."
AltuÄ? Taner Akçam, a leading Turkish academic who
uses Ottoman documents to prove that the Armenian genocide took
place, fears for his life and is often in hiding. Furthermore,
Lebanon, Israel, Cyprus, Armenia and Georgia are all states in
Turkey´s immediate periphery that are even more secular
and certainly more democratic. But it is far beyond us to provide
Ferguson with lessons in geography.

It is arguable that Ferguson knows nothing of this. I doubt that his
Turkish mate would have told him, when he appears to have incited him
to use the anniversary to take a cheap swipe on behalf of Turkey at
genocide victim´s expense. Instead, on the 18th, he launched
into a mellifluous, histrionic and irrelevant attempt to use
Gallipoli, a Greek town that was ethnically cleansed by the Ottomans
in order for it to be fortified to resist an Allied attack on
Constantinople, "as a guest of the Turkish government," in order to
justify his genocide denial. Ferguson in particular, expresses much
emotion at the fact that the commander of the forces that mowed down
the ANZAC troops, Mustafa Kemal Ataturk, asked the mothers of the
fallen Anzac soldiers to wipe away their tears as he would look after
their son´s corpses for them. Ferguson is obviously oblivious
to modern scholarship which posits that the genocide of the Christians
of Anatolia was probably linked to the Gallipoli landings. Professor
Robert Manne states: "The two events not only coincided in territory
and in time, but there is quite a lot of evidence that the genocide
was pushed on because of the Dardanelle campaign of the Anglo-French
forces in which the Australians were involved. So despite the fact
that the things happened at the same time and in the same place more
or less, and they were even kind of connected with a causal
link¦when the Dardanelles were first bombed by the Anglo-French in
March 1915, that was the final moment of reckoning, and that the
Turkish regime, which was run by two or three Young Turks were the
dominant figures, they set upon and decided on asystematic
extermination of the Armenians, saying that at this moment of crisis,
where Constantinople might fall, we can’t afford to have a subversive
minority within our country."

The causal link between the two events is further cemented when one
considers that just twenty days after the Gallipoli landing, on 14 May
1914, Talaat Pasha, a member of the ruling Young Turk triumvirate
ordered the forcible evacuation of all Greek settlements on the
Dardenelles as far as Kyssos and the re-settlement of the region with
Muslim refugees from the Balkans: "For political reasons it is
urgently necessary that the Greek inhabitants of the coast of Asia
Minor are forced to abandon their villages¦ If they refuse to
move¦ please give oral instructions to Muslim brothers how to force
the Greeks to remove themselves ´voluntarily´ by any means possible.
In that case, don´t forget to obtain confirmations from them
that they are abandoning their homes of their own free will." And what
about the thousands of Greek troops and support staff who assisted and
nursed Australian soldiers on the island of Lemnos and elsewhere?
Apparently their contribution is too humanitarian in nature to satisfy
Ferguson´s idolatry of "noble" enemies.

Ferguson in his ineptitude makes another historical blunder. He states
that at the time of the genocide, Turkey was "fighting for its
survival against an invasion from Greece." Rubbish. There is enough
evidence to show that the genocide was directed against ALL the native
Christian peoples of Anatolia and that it commenced long before Greece
was requested to police the sanjak of Smyrna by the Allies in
1919. Further the Greek army never set foot in Pontos. The defenceless
Pontians were slaughtered just for interfering with the Young
Turk´s and their successor´s conception of a uni-racial
state.

Ferguson must be a very brave man to so blatantly and artlessly
exhibit his ignorance of the period in question. He is also brave for
his frank revelation of the manner in which he views the place of
historical events pertaining to Australian ethnic minorities. Of
Michael Atkinson´s spirited speech he states: "It was obviously
made in the context of being at a Greek function where it was suitable
for him to make these remarks." The inference here appears to be
obvious, is it legitimate and suitable for an Australian politician to
curry favour with target ethnic minorities by pandering to their own
view of history in order to gain their vote? Is this how Ferguson sees
multiculturalism? And in his ridiculous, offensive and thoroughly
sickening to victims and descendants of the victims, denial of the
Christian genocide, is he merely adhering to what appears to be his
own jaded view of the use of ethnic groups in his electorate? Further
more, does his distorted and inept view of this event reflect Liberal
Party policy?

Playing ethnic politics is a dirty game that threatens to shatter
social harmony quite a good deal more easily than referring to or
interperting historical events. The fact of the matter is that in
Australia, communities of diverse backgrounds have proven that they
can co-exist peacefully in fruitful collaboration and ties of
friendship because of our joint commitment to multicultural
Australia. No cynical, irresponsible or misguided attempt to score
points or votes off the backs of any arbitrarily chosen ethnic group
should ever be permitted to bear the bitter fruit of discord.

It is meet that Greek consular officials greet this clumsy attempt by
the Turkish diplomatic corps and their misguided friends to taunt and
humiliate genocide victims and their families with the silence of
contempt that they deserve. We however, should not be so silent. We do
not hate Turkey. Many thousands of members of the Greek community
derive their descent from the geographical area covered by its
borders. We cannot hate our place of origin though we may despise and
deplore crimes about humanity and coarse, brutal, thoroughly stupid
attempts to cover these up and denigration of their victims. Ferguson
should, assuming that he wants to, be advised of the folly of exposing
his schematic view of history and appearing to be the pawn of a
culpable state.

Perhaps Ferguson, whose name and nefarious deed in Parliament on the
18th of March should never be forgotten by all those who seek justice,
tolerance, social cohesion and re-conciliation, condemns himself with
his own words, when he says: "¦those of us to – day find it
very difficult to pass judgment–we should not be passing judgment
when we do not know the full facts." To him then, these words of
Gideon Hausner: "No one can demand that you be neutral toward the
crime of genocide. If there is a judge in the whole world who can be
neutral toward this crime, that judge is not fit to sit in judgment."
Shame¦.

L’Azerbaidjan n’apprécie pas du tout le rapprochement annoncé
entre la Turqie et l’Arménie et le fait savoir en menaçant de
cesser ses livraisons de gaz à son allié traditionnel.

Si la frontière turco arménienne est ouverte avant le retrait
des troupes arméniennes des territoires azéris occupés,
cela ira à l’encontre des intérets nationaux de l’Azerbaidjan a
ainsi déclaré hier le ministre azéri des affaires
étrangères, qui précise que les préoccupations
azéries ont déjà été transmises aux
dirigeants turcs.

Et selon Elmar Mamedyarov, la position azérie a été
acceptée à Ankara où il a été admis que les
troupes arméniennes doivent se retirer, seule condition pour rouvrir la
frontière a-t-il ajouté.

Mais au cas où la Turquie ne se montrerait pas soucieuse de
préserver les intérêts de l’Azerbaidjan, ce dernier
pourrait lui couper le gaz.

Cette mise en garde azérie fait suite à l’annonce par le journal
turc Hurryet il y a quelques jours que l’accord conclu entre Erevan et Ankara
jetant les bases de la normalisation des relations bilatérales sera
annoncé dans quelques jours, et qu’il comporte notamment l’ouverture de
la frontière.

Et si la mise en place d’une commission pour étudier les
événements de 1915 fait aussi partie de l’accord, selon d’autres
informations parues auparavant, la Turquie aurait décidé de ne
plus faire du règlement du conflit du Karabagh un préalable
à son rapprochement avec l’Arménie.

Un programme très mal accueilli en Azerbaidjan qui considère que
l’ouverture de la frontière pourrait rompre l’isolement de
l’Arménie et donc renforcer sa position sur le Karabagh.

D’où la menace du président azéri de ne plus livrer de
gaz à la Turquie.

Toutes ces questions devraient être discutées par Ilham Aliev
avec le co président américain du groupe de Minsk arrivé
hier soir à Bakou. Une visite surprise de 24 heures comme celle que
Mathew Bryza avait effectuée à Erevan la semaine
dernière.

Ce représentant de la diplomatie américaine se manifeste en
outre alors que son président est attendu en Turquie à l’issue
du sommet de l’OTAN de Strasbourg, une visite qui pour la Turquie est la
preuve qu’elle joue un role de premier plan pour la politique des Etats-Unis
au Moyen Orient et en Afghanistan.

Un voyage qui inquiète les Arméniens, car la Turquie a bien
l’intention d’en profiter pour expliquer au président américain
que reconnaitre le génocide arménien serait
préjudiciable, pour le rapprochement arméno-turc, et aussi pour
l’avenir des relations entre Washington et Ankara.

C’est pourquoi la Fédération Euro Arménienne a
lancé une pétition pour exhorter Barak Obama a tenir sa promesse
de campagne de reconnaître le Génocide et de faire voter les
résolutions en souffrance à ce sujet.

Une pétition pan européenne destinée aux associations et
organisations non gouvernementales qui rappelle les engagements du
président américain sur le génocide arménien et
qui explique également que le processus de réconciliation entre
la Turquie et l’Arménie non seulement ne pâtira pas de cette
reconnaissance mais qu’il s’en trouvera même facilité.

Une pétition qui vient s’ajouter à la campagne lancée par
le CDCA des Etats-Unis visant à prendre des mesures concrètes
pour mettre fin au génocide au Darfour et à la pleine
reconnaissance par les �tats-Unis du génocide
arménien. Le site de l’Armenian National Committee, , offre
des moyens simples pour les citoyens de faire appel à Barack Obama et
de lui montrer qu’il faut continuer les efforts visant à arrêter
le génocide au Darfour. Les militants peuvent également appeler
l’administration de Barack Obama et le Congrès afin qu’il reconnaisse
le génocide arménien, en mettant un terme à la
complicité des �tats-Unis avec la Turquie, grace à la
campagne internationale contre le negationnsime du génocide.

La campagne de l’ANCA coïncide avec l’action de la Maison Blanche qui a
fait du mois d’avril, le mois de la prévention du génocide.

According to the RA Law "On Public Organizations", the report on financial
activities of Yerevan Press Club for 2008 is placed on YPC website
in the "Mission" section.

"PRESS CLUB" CYCLE: ELECTIONS OF YEREVAN COUNCIL OF ELDERLY AND MAYOR

On March 28, another "Press Club" show went on the air of "Yerkir Media" TV
company. The cycle is produced under Yerevan Press Club project, supported
by the Open Society Institute Human Rights and Governance Grants Program.
The guests of the host, YPC President Boris Navasardian were Chairwoman of
Association "For Sustainable Human Development" Karineh Danielian, political
observer of "Aravot" daily Anna Israelian, and politologist Ervand Bozoyan.
The discussion centered on the upcoming elections of the Yerevan Council of
Elderly and Mayor.

The next "Press Club" show will be aired on "Yerkir Media" on Saturday,
April 4 at 17.40.

HEARINGS OF GOHAR VEZIRIAN’S CASE, ACCUSED FOR DISRESPECT TO COURT, STARTED

On March 31, court of general jurisdiction of Kentron and Nork-Marash
communities of Yerevan started the hearings on the suit of Gohar Vezirian,
correspondent of "Chorrord Ishkhanutiun" newspaper, accused on Part 1 of
Article 343 of RA Criminal Code ("Disrespect to Court"). As it has been
reported, on August 6, 2008 during a session of the court of general
jurisdiction of Kentron and Nork-Marash communities of Yerevan Gohar
Vezirian was ousted from the courtroom upon the order of Judge Gagik
Avetisian. For over an hour and a half the journalist was held in the room,
intended for defendants, and then she was sent to the Kentron Police
Department. After staying at the Police for more than two hours, Gohar
Vezirian was released. The criminal proceedings were instituted in September
and the charge was brought against the "Chorrord Ishkhanutiun"
correspondent on December 24, 2008 (see YPC Weekly Newsletter, December
19-25, 2008).

At the court session of March 31 the defendant made an objection to the
public prosecutor, which was declined. Meanwhile, the court secured the
request of the defendant’s attorney by according him some time to prepare a
petition. The next session will be held on April 6.

It should be noted that on March 24 the same court of Kentron and
Nork-Marash communities started the examination of the case of free lance
journalist Gagik Shamshian, accused of the abovementioned crime (see YPC
Weekly Newsletter, March 20-26, 2009).

COMMISSION ON EARLY RELEASE GIVES EXPLANATIONS

On March 27 a statement of the Commission on Early Release was published. It
was on the rejected petition on the release on parole of Arman Babajanian,
Chief Editor of "Zhamanak" daily. As it has been reported, on March 20,
Arman Babajanian (sentenced to 3.5 years of imprisonment for document fraud
to avoid compulsory military service) was refused an early release for the
fourth time. On March 23, a number of media heads considered the refusal
unlawful, noting that, according to the vote results of the Commission
members, the petition was secured, but further "the minutes of the session
were changed" (see details in YPC Weekly Newsletter, March 20-26, 2009).
Rejecting all claims raised towards them, the Commission explained that on
the session of March 20, 18 from 74 petitions of the convicts on early
release were secured. The ones of the others, including Arman Babajanian’s,
were refused. At the same time, the Commission’s statement says, only two
members of the Commission voted for the early release of "Zhamanak" Chief
Editor, and five – against it. "The results of the vote were affirmed by the
signatures of the Commission members. Further changes in the minutes were
excluded, as all the Commission members’ signatures are needed for that",
the statement notes, in particular. The Commission on Early Release also
stressed that its decisions can be appealed to the court or to the
prosecutor’s office, in case of any doubt in their lawfulness.

PRESS SECRETARY OF RA PARLIAMENT SPEAKER APPOINTED

On April 1 Nairi Petrosian was appointed Press Secretary of the Chairman of
RA National Assembly. Earlier, Nairi Petrosian worked in the system of the
RA Ministry of Foreign Affairs, as well as at the OSCE Secretariat.

CARTOONISTS VLADIMIR ABROYAN AND GEORGI YARALIAN NAMED HONORED ARTISTS

On March 31, cartoonists Vladimir Abroyan and Georgi Yaralian were given the
rank of Honored Artist by the decree of RA President. Their works have been
published in the Armenian media for many years. The cartoonists were
conferred this title for important contribution to the world of satyr, as
well as due to the celebration of the Satyr and Humor Day on April 1.

Midfielder Sander Puri scored seven minutes from time to give Estonia
a 1-0 home win over Armenia in their World Cup Group Five qualifier
on Wednesday.

Puri pounced on a loose ball to find the middle of the net despite
defender Robert Arzumanyan’s efforts to block his shot.

Throughout a close match, Estonia’s goalkeeper Sergei Pareiko was
kept busy by the strong Armenian attack.

The victory gave Estonia five points from six games in fifth place
in the group, 10 points adrift of leaders Spain and four behind
second-placed Bosnia, who were playing Turkey and Belgium later on
Wednesday. Armenia are bottom with one point.

DIOCESE CONTRIBUTES TO VICTORIA’S BUSHFIRE APPEAL

Sydney, Australia – On 10 February, the Diocese of the Armenian Church of
Australia and New Zealand under the auspices of the Primate, His Eminence
Archbishop Aghan Baliozian launched its own ‘Bushfire Appeal for Victoria’
calling on its congregations to take heed to the national fundraising effort
to help the shattered communities and people affected by the rampage of the
Black Saturday Bushfires.

This week the death toll from the devastation was officially reduced from
210 to 173 following extensive examinations by the coroner and a review of
missing persons reports. Despite the reduced number, the tragedy is not made
any less palatable with so many families displaced and far too many
properties totally destroyed. The rebuilding process is going to be a
difficult and arduous task.

In hard times and difficult circumstances, human compassion prevails and the
enormous relief effort which has been undertaken by the authorities,
volunteers and communities places much faith in mankind. Six weeks on,
fundraising events and programs continue in full swing to raise as many
dollars as possible.

This week, the Diocesan Council of the Armenian Church will present the
Australian Red Cross with a cheque for $5000 as part of its contribution to
the national appeal.

"It is admirable to see the Armenian Community of Australia behind the
national fundraising effort" said Archbishop Baliozian. "We are most
grateful to our parishioners and Church Councils for their generous
participation in this endeavour which included collections from offering
baskets on Sunday 22 February which marked the National Day of Mourning in
Australia. We realise many in our community have felt so deeply touched
they have been more than pleased to give as much as they can through the
various fundraising appeals. May God’s provision and blessing be abundant
upon those in need and equally upon those who have given in good cheer."

The Diocese relief effort has been supported by the parishes of the Armenian
Apostolic Church of Melbourne, Sydney and Sydney West.

At a press conference held today, Garineh Danielyan, President of the
"Association for Human Sustainable Development" sounding a public
warning regarding the future of Lake Sevan.

"At issue is the fact that there are mines around Lake Sevan. In the
end we will destroy the Sevan beachfront, the tourist industry and
agriculture and develop the mining sector instead," Ms. Danielyan
warned.

What most worries the environmental community is while ore has been
transported from the mines up till now, with the advent of flotation
factories, the entire reprocessing process can take place in the
Sevan basin itself. The companies to watch out for in this regard
are GeoProMining and Gegamet.

According to Inga Zarafyan, President of the Ecolur Informational
Center, Gegamet has been granted permission to run some mines
at Shorzha and Chil but that the company never informed the
government that it is preparing to reprocess the ore at the Sevan
basin. Ms. Zarafyan claimed that this was the reason that the company
was given the green light by the government in the beginning.

Ms. Zarafyan stated that she and her colleagues had seen the
reprocessing going on and that they had informed the Ministry of
Nature Protection. According to her, the ministry merely saw fit to
send an inspection team to the area, but that the mines themselves
are still operating. She stated that the ministry had stated that
the reprocessing itself most likely should take place in Hrazdan.

Ms. Danielyan noted that GeoProMining still hadn’t been granted a
construction permit for a reprocessing plant at Sevan for the Sotk
gold mine. She said that the issue of exploiting the Sotk mine had
been reviewed during the Soviet period and that a decision had been
reached to extract the ore and transport the ore for reprocessing
to Ararat. Now that GeoProMining has purchased the entire facility
it has decided not to transport the ore. This decision has provoked
the ire of the environmental community and concerned citizens.

The "SOS Sevan" initiative group (Eco-Alliance) calls the Armenian
authorities in the person of the President of Armenia, RA National
Assembly, the Government, National Security Council, as well as all
political parties, non-governmental organizations, international
community, legal authorities to support the public campaign to save
Sevan Lake, one of the major stocks of drinking water of Armenia
and the whole Caucasus region, to show good will and make the
"GeoProMining" Company stop its illegal activity. "We are appealing
to the state authorities to review the contracts with the mentioned
company and declare the given licenses invalid"

Parliamentary Assembly of the Council of Europe second part of the 2009
ordinary session launched today in Valencia, Spain. The implementation
processes of the PACE Resolution 1643 by the Armenian authorities
are scheduled in the agenda of the session.

PACE Co-rapporteurs on Armenia Gorge Colombier and John Prescott
prepared a report on the implementation processes of the PACE
Resolution by Armenian Authorities to be made during this session.

It is important to remind that it was highly recommended to suspend
Armenian Delegation’s voting right on 17 December PACE session. Later,
on 27 January, third resolution on Armenia was adopted and it was
defined not to suspend Armenian Delegation’s voting right.

PACE Monitoring Session is attended by the members of Armenian
Delegation to PACE Chairman Davit HArutyunyan, Armen Roustamyan,
Avet Adontc and Raffi Hovhannisyan.

ARMENIA’S ARDSHININVESTBANK, WORLDBUSINESS CAPITAL INC SIGN $10 MILLION LOAN AGREEMENT

YEREVAN, March 30. /ARKA/. Armenia’s Ardshininvestbank and the
U.S. WorldBusiness Capital Inc signed a $10mln loan agreement in
Washington, DC on March 26.

Guaranteed by the U.S. Government agency Overseas Private
Investment Corp (OPIC), the 10-year loan will help Armenia boost
small-and-medium-sized businesses. In its turn, Ardshininvestbank
will earmark $2.5mln for the program.

The bank’s Deputy CEO Sergey Virabyan and Executive Vice President
and Chief Lending Officer of WorldBusiness Capital Inc Robert Monyak
signed the agreement. Armenia’s Ambassador to the USA Tatul Markaryan,
as well as high-ranking officials from OPIC, WorldBusiness Capital
Inc and IMF were present at the agreement signing ceremony.

"Implementing this program, Ardshininvestbank will boost
small-and-medium-sized businesses in Armenia and help those
enterprises out of the global financial crisis," said Acting CEO of
Ardshininvestbank Gurgen Harutyunyan.

The bank aims at gradually developing relations with international
partners to be able to attract foreign investments and stabilize
the country’s economic situation. Ardshininvestbank currently has
49 branches in Armenia, with another 6 branches being located in
Karabakh. The bank has its representation in Paris.

Some 168,000 individuals and legal entities are the bank’s clients.

As of 2 008, Ardshininvestbank gained the largest net profit
in the country’s banking sector and ranked second for loan
investments. Ardshininvestbank was the third largest Armenian bank
with its liabilities and assets.

Last year, Moody’s international ratings agency granted a Ba1
long-term rating to the bank for its national-currency deposits,
as well as a Ba3 long-term rating and a short-term Not Prime rating
for foreign-currency deposits.

The bank was graded a D rating (D minus) for financial stability.

In 2008, Ardshininvestbank was awarded an ISO 9001:2000 quality
management systems certificate.

Instances Of Money Counterfeiting Increased In Armenia

money are deemed the most serious among economic crimes, since they
undermine foundations of economy, Head of Senior RA Police Department
for Organized Crime Prevention (SDOCP) Hunan Poghosyan told a news
conference on corruption and economic crimes prevention.

"Fake money is not often found in circulation. We’ve confiscated the
total of AMD 999 300, and AMD 315 000 worth of metallic coins. Still
we’re seriously concerned about crime rate increase: 80 cases of
money counterfeiting in 2008 against 57 cases in 2007. AMD1000 and
5000 notes are being mostly counterfeited," says Poghosyan. The
authorities are concerned about the counterfeit of metallic money,
as serious machinery is required to strike metallic coins, whereas,
to counterfeit paper money, only Xerox machines are necessary. He
found it difficult to name the country of fake money origin.

According to SDOCP Head, to repair current situation the Department
undertook steps to increase investigations’ effectiveness. Money
Counterfeiting Prevention program took effect in Dec. 30, 2008 to
strengthen prevention methods, intensification of police collaboration
and other interested structures. Hunan Poghosyan ventured a supposition
that steps undertaken will allow money counterfeiting prevention
struggle and register a positive shift in the discovery of economic
crimes.
