Foreign Ministry spokesman Alexander Lukashevich has restated Russia’s
position that it does not recognize Nagorno-Karabakh as an independent
state.

Lukashevich’s remarks were published as a comment on the 18 September
local elections in Karabakh, published on 22 September on the Russian
Foreign Ministry website.

“Russia is making active mediation efforts to resolve the
Nagorno-Karabakh problem in close collaboration with its partners
co-chairing the OSCE Minsk Group – the United States and France. We
will continue to help the Azerbaijani and Armenian sides to reach
a compromise to untie the Karabakh knot as soon as possible,” the
comment said.

“I confirm support for the principles of territorial integrity and
the non-use of force alongside the other fundamental principles and
norms of international law.

“As is known, Russia does not recognize the ‘Nagorno-Karabakh republic’
as an independent state. We think that the holding of elections in
Nagorno-Karabakh cannot influence the process of peaceful settlement
of the conflict,” the comment concluded.

The conflict over Nagorno-Karabakh began in 1988 when Armenia made
claims on the Azerbaijani territory. Later, in a bitter war Armenian
armed forces occupied a swathe of Azerbaijani territory, including
the Nagorno-Karabakh region and seven surrounding districts. Despite
a ceasefire in 1994, no long-term peace agreement has been reached.

The de facto authorities of Karabakh held elections to local government
bodies on 18 September.

Speaker of the Azerbaijani parliament Ogtay Asadov is paying an
official visit to Turkey.

Azerbaijani embassy in Turkey reported that Ogtay Asadov and the
delegation led by him first visited the mausoleum of Mustafa Kemal
Ataturk, the founder of the Turkish Republic, laid wreath, signed
the memory book and acquainted with War of Independence Museum.

Following this, Ogtay Asadov and the delegation visited Turkish
parliament. Speaker of the Turkish parliament Cemil Chichek and speaker
of the Azerbaijani parliament Ogtay Asadov had one-on-one meeting,
following this, meeting was held between the delegations.

Speaker of the Turkish parliament Cemil Chichek spoke about the close
relations between the two countries, said these relations are special
and underlined the importance of improving them.

Ogtay Asadov spoke about the historical roots of the friendship and
brotherhood relations between Azerbaijan and Turkey, importance of
Heydar Aliyev’s words “Turkey and Azerbaijan are one nation, two
states”, development of the relations between the two parliaments,
Turkey’s support for Azerbaijan concerning Nagorno Karabakh problem,
Azerbaijan’s constructive efforts towards the resolution of Nagorno
Karabakh problem and said the development of the relations between
the two countries in all spheres will create two strong states.

Cemil Chichek underlined that Nagorno Karabakh problem is the bleeding
wound of not only Azerbaijan, but also of Turkey and said Turkey will
continue to support Azerbaijan.

The Azerbaijani delegation got acquainted with the Museum of Anatolian
Civilizations.

Speaker of the Turkish parliament Cemil Chichek will give a reception
in honor of the Azerbaijani delegation. The visit continues.

in a post on his Facebook page, urged all those posting comments in
Armenian to refrain from using Latin letters and do so using only
the Armenian alphabet.

“I realize that many of our compatriots, especially those abroad,
cannot write in the Armenian alphabet because they don’t have Unicode.

However, I urge everyone to write only in Armenian letters whenever
possible,” he wrote.

Note, Tigran Sargsyan’s statement has already attracted 195 likes
and 18 comments, only one of which is written in Latin letters and,
in fact, criticizes the PM’s proposal.

YEREVAN. – The Armenian delegation’s message at Euronest was that
Armenia is not prepared to make any compromises, ARF Dashnaktsutyun
Party MP Lilit Galstyan said, during a press conference on Thursday,
reflecting on the fact that no final report was approved during the
Euronest first plenary session held in Strasbourg, France. This is
because the Armenian delegation was against certain formulations
made in the document that was circulated in the political commission
of Euronest.

In Galstyan’s words, the objections were on the points where Armenia’s
neighboring countries, having adopted international law’s principle
of territorial integrity had “forgotten” about the equally important
principle of the right of nations to self-determination.

“We obstructed the passage of a resolution where solely territorial
integrity was to be stipulated,” the MP noted.

Republican Party of Armenia MP Hovhannes Sahakyan stated that this
is one of those unique cases when, having relations with a large
organization, “we were able to pursue our nation’s objective and
interest, and to obligate.”

Prosperous Armenia Party MP Vahe Enfiajyan stated that the Armenian
delegation spoke in favor of preserving the world’s cultural values and
showing them the attention they deserve. Azerbaijan, on the other hand,
was speaking about territorial integrity and occupied territories.

“The Armenian delegation was united and consolidated,” he added.

Heritage Party MP Stepan Safaryan said the compromised version posed
no threat to Armenia, but was not supported by Azerbaijan, and, as
a result, no view was adopted in Euronest’s Energy Security Commission.

Euronest’s first session in Strasbourg had brought together MPs
from the European Parliament and 5 member states of the Eastern
Partnership Project.

YEREVAN. – Armenian Minister of Foreign Affairs Edward Nalbandian
marked the 20th anniversary of Armenia’s independence at Gavar city
of Gegharkunik Region.

During the celebratory event organized in Gavar, Nalbandian presented
to several staff members of Gegharkunik’s administrative, educational,
social, cultural, and healthcare establishments the high state
awards and Armenian President’s and Prime Minister’s certificates in
connection with the 20th anniversary of Armenia’s independence.

In his remarks, Nalbandian said: “I congratulate you all in connection
with this perhaps short anniversary, in terms of years, but very
huge celebration: 20th anniversary of independent Armenia. And this
is our biggest achievement because dreaming of independence will
now be considered undignified and unacceptable for our people,
since dreaming of independence means not having it. The past 20
years gave us the important standing as a trustworthy partner in the
international platform, and this [standing] is yet another greatest
accomplishment of our independence. And so, long live Armenia,

NEW BOOK: BOURNOUTIAN’S “1823 RUSSIAN SURVEY OF THE KARABAGH PROVINCE”

Costa Mesa, California — Mazda Press announces the publication of
Dr. George Bournoutian’s new book: The 1823 Russian Survey of the
Karabagh Province: A Primary Source on the Demography and Economy of
Karabagh in the Early 19th Century.

At the end of 1822, following the flight of Mahdi-qoli Khan of Karabagh
to Iran, Russia annexed the province and sent two officials to conduct
a survey of the population of Karabagh and the taxes collected by
the last khan. The survey, composed of 35 registers in Russian,
was completed in the spring of 1823 and send to Tiflis, the Russian
headquarters for the Caucasus. In 1866 the government printing office
in Tiflis published a very small quantity of the survey for official
use. The document became rare and, for all intents and purposes,
unobtainable.

Following the demands of the Armenians of Nagorno-Karabagh
for self-determination, Azeri historians, led by the late Ziya
Buniatov, started a campaign to deny the Armenian historic presence
in the region. First, they prepared new editions of books by local
Persian-speaking Muslim chroniclers (written in the 18-19th centuries
and published in Baku in Russian and Azeri translations between 1921
and 1970), and blatantly deleted most references to the Armenians.

Second, they sent the new editions free of charge to many university
libraries in Europe, Russia and the US. Third, they announced that the
Armenians of Mountainous Karabagh had arrived there only after 1828,
when Russia, following the Treaty of Turkmenchay had encouraged the
settlement of thousands of Armenians from Iran into the region. This
became and remains the official Azeri view (see the Azerbaijan Embassy
in DC website).

Although, Bournoutian in his three previous books, as well as
two articles has totally refuted the Azeri claims, the absence of
concrete population figures for Karabagh presented a problem. One
either had to rely on Armenian sources (written between the 16th
and 19th centuries and unacceptable to the Azeris as biased) or the
abovementioned out-of-print Russian and Azeri unadulterated versions. 
Although both sources mention an Armenian presence in the region,
they either present unsubstantiated and exaggerated figures or have
no demographic information whatsoever.

The 1823 Russian Survey of Karabagh, conducted by neutral officials,
lists the number of families and their ethnicity in some 300 villages
and 300 nomad pastures. It also lists the various taxes paid to the
khan’s treasury by each group. It proves conclusively that, in 1822,
six years prior to 1828, the Armenians formed the overwhelming
majority (some 97%) in the five districts, which later formed
Nagorno- Karabagh. Furthermore, the Armenian villages were larger,
more productive and the Armenians paid more taxes per capita than the
Muslims. The high economic productivity of the Armenian villages is
a further indication of their long presence in the region.

Bournoutian’s annotated translation (first in any language) from
the Russian original edition (located at the former Lenin Library
in Moscow) of this 380-page survey, has a great deal of other
information on the demography and economy of Karabagh, which will
be of primary interest to scholars of Transcaucasia. It includes a
lengthy introduction and commentary, an appendix and maps and should,
once and for all, end the discussion regarding the Armenian historic
presence in or claims to Nagorno- Karabagh.

Syrian-Born NM Astronomer Set To Become US Citizen

MAGDALENA, N.M. (AP) – A Syrian-born astronomer is slated to become a
U.S. citizen at a special naturalized ceremony at the National Radio
Astronomy Observatory in Magdelena, N.M.

Emmanuel Momjian (mom-JEE’-ahn) and his wife Mari Jananian
(jah-NAH’-NEE’-ahn) are scheduled Wednesday to be naturalized. Both
are from Syria and are of Armenian descent.

Momjian studies at observatory radio astronomy and various types of
celestial objects, from star forming regions in the Milky Way Galaxy
to distant galaxies and quasars. He also supervises students and
early career astronomers, and collaborates with astronomers worldwide.

The National Radio Astronomy Observatory Very Large Array is located
50 miles west of Socorro.

Armenians do not want to see Russian flags and boots on parade on
their independence day. For this purpose they are even planning to
hold a rally “against foreign troops and flags.” organizers of the
rally say: “anyone who thinks that there is no place for troops and
flags of other countries at the military parade to celebrate our
independence are invited to a parade of protest”

Russian forces that are stationed in Gyumri intend to take part in
the independence day parade. According to spokesman of the Defence
Ministry of Armenia, it will symbolize deep foundations of the
Armenian-Russian cooperation in defence sphere.

It has become a practice of the Russian military to hold parades
in areas they consider theirs. This is done to remind residents of
these territories who’s the boss there. That was how they celebrated
“independence” day in Tskhinvali. Under the Russian national anthem
and flag. How far has Armenia gone from ambiguous Tskhinvali entity?

It is Armenian people who is to show this.

Ankara, 21 September: Turkish Parliament Speaker Cemil Cicek on
Wednesday met with his Azeri counterpart Oqtay Asadov in the Turkish
capital, Ankara. Speaking to reporters after the meeting at the
Turkish parliament, Cicek said the Upper [Nagornyy] Karabakh issue
was a national cause to Turkey as much as it was to Azerbaijan,
adding that the relations between the two nations were strong to
defy all internal and external attempts to damage cordial bonds of
brotherhood between Turkey and Azerbaijan.

“Turkey has always expressed its rejection of unjust occupation
of Karabakh, which is a permanent topic on the agenda of Turkish
officials during their high level foreign meetings,” Cicek said.

“Every country has relations with other countries but the relations
between us are special. As late President Heydar Aliyev aptly put it:
‘We are one nation and two states.’ There are no two other countries
that share such a meaningful motto,” said Cicek.

Asadov, on his part, said Azerbaijan supported Turkey in its combat
on terrorism, which he said had caused great sufferings in his own
country. Asadov said Azerbaijan supported Turkey also in a row with
Israel over the Mavi Marmara incident in which nine Turkish nationals
were killed last year in May by Israeli commandos in a raid on a
Gaza-bound flotilla on high seas.

‘It is ridiculous to compare Azerbaijani army with the Armenian army’.

The statement came from Hasan Oqtay, chairman of the Ankara-based
Caucasus Strategic Studies Center, political expert, while commenting
on a military parade held in Yerevan.

‘Participation of Russian military base in the parade once again
shows that this country is under influence of Russia. Voicing slogans
“Independent Armenia”, “Russia is not part of Armenia”, “No foreign
flags” on groups created on Facebook leads one to a logical view
that Armenia is not able to pursue independent policies and this is
a miserable situation for Armenia,’ the expert said.

‘Armenia seeks to show its power to Azerbaijan by staging this parade.

It is impossible to win confidence of Armenian society this way. A
country whose population lives in poverty should leads peaceful
policies in order to develop. It is ridiculous to compare Azerbaijani
army with the Armenian army,’ the expert added.
