Yesterday during the ArmTech Congress 2011, Bruno Duthoit, Orange
Armenia CEO, made a presentation on the topic “Global Trends in
Telecommunications”. The report presented not only the ecosystem of
this fast developing sector with its global players and alliances, but
also data on customer behaviour and usage in the world and in Armenia.

Notably, Bruno Duthoit presented the continuing trend of increased
mobile usage: the mobile data bandwidth developed with 77% growth in
the first half of 2011. On a worldwide scale, video streaming services
used 39% of mobile bandwidth, YouTube on its own representing 22% of
this bandwidth. The global average of monthly usage for each customer
downloading/uploading with a 3G modem is 2GB. It is interesting to
note that the usage of Orange customers in Armenia is almost 4 times
higher – 67,000 internet customers use traffic of 7-8GB per month
each with their Internet Now modems.

Explosion of data traffic will impact as well the business mix of
the operators – it is estimated that in only three years, 44% of an
operator’s mobile revenues will be generated from mobile data, vs 22%
in 2006.

Commenting on journalists’ questions on the words of Stephane Richard
regarding the possibility of Orange entering the fibre optic market in
Armenia, Bruno Duthoit clarified that the quote was about international
connectivity and the topic is still in the first phase of discussion
and needs to be evaluated.

The Republic of Ireland cried foul when Thierry Henry and a dubious
handball decision robbed them of a place at the 2010 World Cup. An
equally suspect refereeing decision gives them a helping hand to
the Euro 2012 play offs and it’s put down to karma and the luck of
the Irish.

No word yet from Tigran Sargsyan, then. Armen Gevorgyan, too, has
been oddly quiet. The Armenian Prime Minister and his deputy have so
far kept their counsel.

But it can only be a matter of time before one or both of them publicly
raises with Uefa the need for technology in football to guard against
errors from officials. Or lobbies European football’s governing body
and the Irish FA for a replay of last night’s euro 2012 qualifier at
the Aviva Stadium.

If they don’t get around to it then they’re missing a trick. Irish
football values fair play and so would undoubtedly acquiesce.

We know this as fact because back in November 2009 Sargsyan’s
counterpart in the Republic, Brian Cowen, led the chorus of politicians
unequivocally condemning Thierry Henry’s gamesmanship and sleight
of hand.

The Frenchman, for those with short memories, blatantly controlled
the ball, not once but twice, in setting up an extra time winner in
a play-off in Paris that booked the French a place at last year’s
World Cup at Ireland’s expense.

have enjoyed the public implosion of Raymond Domenech’s team at that
tournament. Though believers in the theory of what goes around comes
around had their own satisfaction yesterday evening. As long as they
were Irish, and not Armenian, of course.

With the game goalless, Simon Cox controlled a flighted through
ball with his arm before attempting to lob Armenia goalkeeper Roman
Berezovsky. He failed, largely because Berezovsky was right in front
of him, having run well out of his area. The goalkeeper blocked with
a combination of chest and arm pit but was wrongly judged to have
handled and was promptly sent off, the look of bemusement on his face
the definition for the tragicomic.

Armenia needed victory to pip Ireland to a play-off spot but the
game, with Ireland already on top before the sending off, became
one-sided after and the Irish ran out narrow 2-1 winners. They go in
to tomorrow’s draw, seeded, while Armenia are left to rue the luck
of the Irish.

“It just came over my shoulder and I tried to control it,” Cox said,
doing nothing to dispel the notion of the illegal use of an arm. Cox
admitted the Armenia goalkeeper was blameless before observing:
“Some you get, some you don’t.”

What a difference two years make.

“If that result remains, it reinforces the view that if you cheat,
you will win,” railed Ireland’s incensed justice minister, Dermot
Ahern, of the Paris fixture. “We should put the powers that be in
the cosy world of Fifa on the spot and demand a replay.”

Mary Coughlan, then deputy prime minister, also joined calls in the
Irish parliament for world football’s governing body to “vigorously
pursue the use of video referees”

In the BBC studios last night Gary Lineker and Alex McLeish shared a
joke or two about the whole thing. “The Irish probably deserved that,
didn’t they Alex?” asked Lineker, the answer implicit in the tone.

“Yeah,” chuckled McLeish, who will no doubt laugh off Shay Given being
given his marching orders for a similarly blameless act this weekend.

Henry’s offence was of course more blatant, more premeditated and more
decisive in terms of the result. The Irish were the beneficiaries of
a poor refereeing decision, rather than their own mischief. They did
not cheat. Though Armenia were cheated.

The comparison is not a direct one. But it remains a lesson
in football’s ability to make easy fools of bandwagon jumping
malcontents. It is a lesson most fans, blinded by their partisan
affiliations, will forever be resistant to learning.

Treating the duel imposers of refereeing injustices for and against
may be the mark of a well rounded man. Football fans’ permanent state
of arrested development, however, will forever mitigate against this
fanciful and bastardised notion of Kipling.

Prime Minister Tigran Sargsyan received today members of the Armenian
Union of Manufacturers and Businessmen. Governmental press service
reported that addressing the present Tigran Sargsyan informed that
the government will present a big package to the National Assembly
the goal of which is to extend the tax base of the country, which on
its turn will promote gathering of 101 billion AMD more tax in 2011
than during the running year.

“For solving this issue we have targeted the spheres where we must
reveal the existing income. Part of them must enter the state budget
for the implementation of issue we are facing. On one hand we must
reduce the budget deficit, on the other we must not reduce the
expenses. The only way to do it is gathering more taxes,” the prime
minister said.

Tigran Sargsyan said the number one issue Armenia is facing is poverty
promoted by the world financial-economic crisis. The prime minister
said one of the important tools of overcoming it is increase of the
amount of social allowances and pensions. “In 2012 we are planning
to implement a number of events for promoting the development of
business. A part of the state budget will be directed toward it. The
Ministry of Economy has worked out a strategy of industrial policy
according to which1.5 billion AMD must annually be invested for the
assistance of local enterprises which on its turn will promote the
export of the products, establishment of international ties. That
is to say on one hand we are trying to gather income, on the other,
spend them effectively for the solution of social issues, reduction
of poverty, development of business environment”, the prime minister
said, adding that he expects the assistance of the Union.

Afterward the issues the members of the Union were concerned about
were raised, proposals were forwarded.

Trapattoni was not prepared to accept that Ireland had once more

situation for Shay Given. I don~Rt remember him making too many saves.

Yes, we were lucky in Russia, I have admitted that, but even though
Armenia played better football than us, I don~Rt remember us being

“But I repeat, even with 10 men Armenia played well. I knew they
would. They played well against Macedonia, Russia and Slovakia. I
saw these games.”

Chairman of the Armenian Community of Slovakia Ashot Grigoryan reports
that a number of responsible figures of the Slovakian football came to
his office on Monday and told him they possessed important information
on the refereeing of the then-upcoming Armenia-Ireland match.

According to them, the Spanish referee Iturralde Gonzales had been
instructed to make the Irish team win. The reason, according to
them, is the injustice happened during a World Cup 2010 Qualifiers
France-Ireland match, when Thierry Henry from national football squad
of France, scored a goal with his hand which the referee counted as
a goal. Grigoryan tried but failed to inform the Football Federation
of Armenia of the possible fraud.

The proof of this statement can be yesterday’s match and the “mistakes”
of the referee. The Football Federation of Armenia needs to seriously
deal with this question.

PanARMENIAN.Net – Armenia forward Yura Movsisyan said that, overall,
the Armenian squad were “more proud than angry” after a match in which
they appeared to have an equal say until goalkeeper Roman Berezovsky
was controversially sent off, the Irish Examiner reports.

Despite sounding generally magnanimous, though, Movsisyan did allude
to Paris 2009: “Considering what happened to Ireland with [Thierry]
Henry, I think it was favorable to them but I don’t really want to
put everything on the referee,” he said.

“He did a fairly good job but he should have looked at the first play
– the handball from the forward [Simon Cox] – before he gives the
goalkeeper a red. I think if it was 11 v 11, we’ve shown in games
before that we can come back and score goals. But that’s football.

What can you do? The referee gives a call, you’ve just got to keep
your heads up.”

“You’ve got to give credit to the 20-year-old keeper [Arsen Petrosyan]
who came on the field too. He did a fantastic job in front of so many
people. So we’re more proud than angry,” Movsisyan lauded.

“A year ago, nobody would have bet on us being in this situation. I
think we put Armenia on the map in the football world. We’re
definitely looking forward to the next campaign. Sure, we’re definitely
disappointed but I just have to say I’m very proud of our players,”
the forward said.

After yesterday’s match with Armenia at Dublin’s Aviva stadium,
Republic of Ireland manager Giovanni Trapattoni said his players
can handle whatever is thrown at them in the draw for the Euro 2012
play-off, AFP reported.

The Irish coach praised the Armenian players, considering their game
much better compared to Ireland.

“Armenia in the first half played very, very, very well and it was
very difficult to control the game,” he said.

“They had more possession, yes, they played better than us, yes,
in the first half, but I don’t remember any particularly difficult
situations for us.”

Trapattoni’s only disappointment was reportedly the red card which will
prevent Doyle from playing in the first leg of next month’s play-off.

“I want to see it again. I immediately asked the linesman and he said
he had used his elbow. But that’s not Kevin Doyle,” Trapattoni said.

Armenia coach Vardan Minasyan congratulated the Irish team, wishing
it good luck in the play-off.

“You are a very good team, but I am very proud of my team. We have
done a very good job and we can be proud,” he was quoted as saying.

Comme le 20ème anniversaire de l’independance des republiques
Turcophones arrive la Turquie passe en revue ses liens avec ces pays
qu’elle considère comme ” des frères ” cherchant un contact plus
institutionnalise qui parle plus a l’esprit qu’au coeur. Une reunion
internationale en Turquie accueille la celebration des anniversaires.

Cette reunion a confirme le fait evident que malgre la grande
importance que la Turquie attache a ses frères Turcophones, les
relations avec ces pays ne pas se developpaient toujours dans la
voie d’une cooperation solide et qu’au contraire, les liens se sont
desserres en raison de la naïvete de la Turquie et de ses convictions
erronees qu’ils peuvent etre entretenus sans beaucoup d’effort grâce
aux liens historiques et ethniques. Maintenant la Turquie semble
aligner sa politique etrangère dans une voie qui vise a boucher les
trous et ranimerait de vieilles associations.

Il y a vingt ans quand les etats turcophones ont acquis leur
independance après l’ecroulement de l’Union sovietique, les leaders
politiques turcs etaient enthousiastes au vu des perspectives. Les
premières initiatives vers la region etaient principalement basees sur
des emotions, dans un processus où la Turquie voulait apparaître comme
un grand frère protecteur de qui a cause de nombreuses deconvenues.

Le Conseil de Cooperation des Etats Turcophones est devenu operationnel
lors d’un sommet en 2010 a Istanbul.

” Le reve de la Turquie dans les annees 90 de former une union
economique avec les pays turcophones nouvellement apparus ne s’est
pas realise ” a declare a la presse Halil Akinci, secretaire general
du CCTS et ancien ambassadeur.

Halil Akinc a aoute que la formation d’un corps institutionnel entre
les etats a permis de progresser et assure que les problèmes sont
mis a l’ordre du jour pour etre resolu.

Le Conseil a traite au commencement des questions economiques, mais
continuera avec une deuxième phase concernant les champs culturels et
educatifs. À cette fin, Halil Akinc a annonce qu’un livre d’histoire
commun sera publie, presentant l’histoire partagee des republiques
et qu’une Academie Turque sera fondee pour etudier la culture des
republiques Turcophones.

” Les 20 ans de relations entre des etats turcophones ont ete fructueux
” a fait remarque Bulent Aras, le president du Centre pour la Recherche
Strategique (SAM), un organisme fonde sous le parapluie du Ministère
turc des Affaires Etrangères dans un interview au journal Zaman.

” Il y a une grande volonte pour la cooperation et des pas
irreversibles ont ete pris ” a note M.Aras tout en admettant que le
niveau actuel des evenements entre les etats n’etait pas suffisant.

Les obstacles aux liens entre les six etats sont affectes par un
complexe tissu entrelace de relations les uns avec les autres, aussi
bien qu’avec d’autres parties.

Le 20 avril 1919, moins de six mois après l’armistice de Moudros,
l’Union des medecins armeniens publie a Constantinople une brochure
en francais intitulee Les Persecutions des medecins armeniens pendant
la guerre generale en Turquie.

La première partie denonce la participation des medecins turcs a ce
que l’on appelle alors les massacres et deportations des Armeniens
ottomans. La seconde partie rend hommage a la memoire de 67 medecins,
54 pharmaciens, 10 dentistes et 15 etudiants en medecine assassines
et de 46 medecins, 19 pharmaciens, 4 dentistes morts après avoir
contracte le typhus ou d’autres maladies. Cette liste de victimes,
liste detaillee comportant le plus souvent date et lieu de naissance,
titre et fonction hospitalière et parfois circonstances de la mort
est a elle seule un document precieux, tant il est difficile pour les
historiens de donner un nom aux morts armeniens victimes du genocide.

Sur la nouvelle edition des persecutions des medecins armeniens

Avec la nouvelle edition du livre de l’Union des Medecins Armeniens,
intitule Les persecutions des medecins armeniens pendant la Première
Guerre en Turquie, l’Institut Tchobanian poursuit son travail de
temoin actif de l’histoire. Ce livre n’est pas un livre de plaisance
et il n’essaye aucunement de plaire. Le but de l’Union des Medecins
Armeniens est autre et il correspond a celui de l’Institut. La preface
d’Yves Ternon est impeccable de clarte. Par sa contextualisation,
elle met a l’aise aussi bien le chercheur que le combattant face a
ce livre engage depourvu de toute diplomatie en raison de l’ampleur
de la tâche. Ce qui est impressionnant dans ce livre, c’est la
volonte a toute epreuve des Medecins Armeniens de laisser une trace
dans ce nouveau combat, a savoir les premices de la reconnaissance
avant meme la fin du genocide. Le travail des Medecins Armeniens est
d’autant plus courageux qu’il s’agit d’accuser nommement des hommes
du meme ordre car ils ont choisi d’oublier leur serment pour preter
main-forte au genocide en organisant des atrocites scientifiques dont
ils etaient fiers comme le temoignent leurs propres ecrits. Ainsi
nous trouvons dans ce precieux livre un catalogue de ces bourreaux
du genocide qui n’ont pas hesite a manipuler l’humain a travers des
experimentations barbares. Ce precis montre la fierte des medecins
turcs non seulement d’avoir participe mais d’avoir ameliore le
rendement de l’aneantissement du peuple armenien. Il s’agit donc d’un
chef d’accusation double a l’encontre de l’humain et du medecin car
ils ont exploite ces deux visages pour broyer litteralement leurs
victimes. Ce livre ne se contente pas seulement d’accuser avec
precision, il temoigne aussi en offrant a l’humanite de l’avenir
les noms des medecins, des pharmaciens, des dentistes assassines ou
contamines par le typhus dans le cadre de l’experimentation inhumaine
de l’appareil turc. Cette nouvelle edition n’a pas manque de signaler
la difference entre les bourreaux et les victimes de manière digne et
discrète grâce au signe de deuil sur les pages du livre. C’est un geste
simple et touchant dont le symbolisme ne peut laisser indifferent. Ce
petit livre achève son rôle dans la grandeur humaine en mentionnant
aussi les privations et les souffrances de nos medecins survivants
mais en plus un honneur aux disparus. Il est certain qu’il s’agit
d’un temoignage a ne pas mettre entre toutes les mains, mais dans la
pensee des chercheurs et dans l’esprit des combattants toujours a la
recherche non pas de la veracite du genocide des Armeniens car aucun
de nous ne discute de cela, mais des preuves precises, tangibles et
accablantes a l’encontre de ce bourreau de l’humanite, l’appareil turc.
