A “pre-electoral” meeting was held on Komitas Avenue in Yerevan
yesterday, and speaker of “Heritage” Party Hovsep Khurshudyan wrote
about that on his Facebook page.

“Two youth knocked on my door. I opened the door and they said,
‘We represent the terms and conditions of “Country of Law” Party
(OEK)-here is a mobile phone discount card”.

I asked them why, and they surprisingly said they were giving me the
card so that I would join the party. I told them that I already had
a mobile phone and a discount card and that I would only be ready to
join the party for jam! (I must say that pastry is my weak spot). They
told me they didn’t have jam. I told them that they were committing
an illegal act, that they were keeping the jam to themselves and
only giving me a discount card and that I would complain to the
administration that I didn’t receive jam. The poor youth fled. It
was a good thing I managed to take the OEK booklet. We can’t only
live with materials. We also need soul food,” the “Heritage” Party
member wrote on his Facebook page.

Troops marshaled on the ground near Stepanakert have been practicing
their marching skills ahead of a triple holiday that Karabakh Armenians
are going to celebrate next month.

Soldiers with skin reddened by the spring sun march around the local
airport to the accompaniment of an orchestra, making the ground
tremble far across the area with their goosestep.

Smiling faces are only a facade to utter attention to commands and
concentration that these servicemen have to do the exercise right and
keep the tiny nation happy during a military parade in Stepanakert’s
central square on May 9 that authorities in Nagorno-Karabakh say will
be unprecedented by its “scale and solemnity”.

The day will be an occasion for a “triple” celebration. First and
foremost, it will mark the 20th anniversary of the liberation of
Shushi, a fortress town some 10 kilometers to the south of Stepanakert
that had been turned into a stronghold by the Azeris and used for
shelling the Karabakh capital when hostilities broke out in the area
following the collapse of the Soviet Union in 1991.

Many military experts say the capture of Shushi by Armenians marked
the turning point in the entire course of the war that reached a
ceasefire in 1994 leaving Armenians in control of the territory.

May 9 also marks the 20th anniversary of the establishment of the
regular defense army of Karabakh as well as the 67th anniversary
of the end of World War II in Europe. (Many Karabakh Armenians
distinguished themselves as soldiers and military commanders in
fighting Nazi Germany as part of the Soviet Red Army in 1941-1945.

Some of them were decorated with medals for heroism and courage
and declared Heroes of the Soviet Union – the highest honor in the
former USSR.)

Officials in Karabakh say the military parade in Stepanakert will
be attended by the infantry, tank forces, aircraft defense and
artillery units.

According to Defense Army Commander Movses Hakobyan, the parade will
display the achievements that Karabakh has made during the past two
decades as well as the current state of the Armenian republic’s army.

“Our parade will be different from that held in Yerevan [on September
21, 2011] in the sense that it will not only show the beauty, but
also the full combat readiness of our troops and will thus send
a message to the enemy,” Lieutenant-General Hakobyan told a group
of journalists from Yerevan on Wednesday. He added that the parade
itself was helpful in raising the level of soldiers’ preparedness
and keeping their fighting spirit high.

According to the defense official, Karabakh troops prove their
efficiency in daily service to keep the republic’s borders safe.

“The shootings along the frontline today are just as intensive
as they could be during the phase of active military operations,”
said Hakobyan, informing the media that only during the first half
of Wednesday the Azeri military violated the ceasefire 51 times.

According to the statistics of the Karabakh Defense Army, the number
of ceasefire violations in 2011 increased three times as compared to
2010, as a result of which 11 Armenian soldiers were shot dead in the
frontline, all sustaining fatal wounds in their heads – evidence of
increased sniper activity. But according to the local defense chief,
the Armenian side has maintained its dominant positions in all cases,
which has also allowed it to carry out punitive actions.

According to Hakobyan, today’s main focus of the army building in
Karabakh is training officers.

“While during the war we could count on one hand the number of soldiers
with military education, then today five percent of our officers have
academic education, 42 percent have military education,” said Hakobyan,
adding that modernization of arms takes place in the Karabakh army
every year. “We have to get armed in order to maintain the military
parity with Azerbaijan. Regional peace is preserved only due to the
defense army.”

According to the Karabakh defense minister, all military units in
Karabakh are supplied with necessary means, soldiers’ food and other
needs are fully satisfied.

Still, Hakobyan also acknowledged some problems in the ranks, one of
them being hazing that sometimes results in murders and suicides.

“This phenomenon is also present in society and the army is not free
from it either. But we try to control the situation as strictly
as we can to reduce the number of incidents in the ranks and put
interpersonal relations on a high level,” said the minister, giving
assurances that “no officer or soldier who commits a crime goes
unpunished.”

For the last half year, elections were held in Armenia which were
called the rehearsal of the parliamentary elections. Elections were
held in Ijevan on November 13, 2011 and in Hrazdan on February 13.

There is a huge difference between these two elections. In Ijevan,
Prosperous Armenia candidate Vardan Galumyan defeated then-acting
Mayor and Republican candidate Varuzhan Nersisyan.

In Hrazdan, the acting Mayor, representing the Republican Party
of Armenia Aram Danielyan, won who defeating the Armenian National
Congress candidate Sasun Mikaelyan.

Actually, the elections in Ijevan showed that the Prosperous Armenia
can defeat the Republican party in some regions. This is first of all
connected with the fact that PAP is still considered the power’s party,
which uses the same methods, as the RPA does, including the use of
the administrative resource. It has recently added to its resources
and charity also its oppositional, rather, “alternative” image.

The elections in Hrazdan showed that the Armenian National Congress
is strong too. Actually, the Congress candidate was closely following
the RPA candidate who hardly managed winning despite the fact that the
Congress didn’t use the “traditional” ways of bribes, terror and else.

The main principle was the work against the power which succeeded in
some sense.

Both of these precedents suggest that the Republican Party will face,
during the parliamentary elections, both its political “twin” and
staunch opponent. Working on two fronts (not counting the Heritage and
ARFD), will not be easy for the RPA, if it does not come up with new,
efficient technologies, besides inflating voters’ lists. What kind
of technology can the RPA apply, excluding the violence?

After the elections in Ijevan, the RPA stated that the victory of the
Prosperous Armenia party candidate was a proof to democracy in the
country. Most likely, the political technology of the upcoming election
will be the demonstrative refusal of the RPA of the parliamentary
majority which will be presented as democratic achievement and
Serzh Sargsyan’s merit. These technologies are already in use: Serzh
Sargsyan has stated that the RPA, as the power’s party, is responsible
not only for itself, but for all the others, who want to be elected
to parliament.

This means that in any outcome of the elections, the RPA will try to
present it as victory: if it gets the majority, it will be quantity
victory, if it’s not – the RPA will receive a democratic image and
trust by its Western Partners.

With such an image, but preserving at the same time “the right of
elder”, Serzh Sargsyan may propose coalition. True, yesterday it
was stated that only those who supports Serzh Sargsyan at the next
presidential election will be allowed into the coalition. But the
RPA may display “democracy” and cede.

(FFA) Ruben Hayrapetyan nominated in constituency 1 in Yerevan’s Avan
district met with journalists on April 12.

“I will no longer respect Samvel Alexanyan if we goes to meet Nikol
[Pashinyan] as equal,” he said commenting on the call for debate by
opposition candidate Nikol Pashinyan to tycoon Samvel Alexanyan who
is running for the parliament in the same constituency.

According to Hayrapetyan, their “calibers” differ.

“Pashinyan’s chief Levon Ter-Petrossian would better meet Alexanyan
for debates, and Alexanyan will then demonstrate who is more useful
for our country, he or Nikol. With tens of thousands of staff like
Pashinyan, do you think Alexanyan is afraid of him, or is less smart?

Calling others names and insulting people does not mean you’re smart,”
Hayrapetyan declared.

As to his potential cooperation with the Armenian National Congress
in the parliament, he said that “they will come and shyly sit there,
ashamed of looking me in the face.”

Armenia-Turkey Cinema Platform Workshop To Be Held In Istanbul

The next workshop of the Armenia-Turkey Cinema Platform (ATCP) will
be held in Istanbul from Thursday to Saturday. The ATCP 2012 Program
is carried out with the support by the Eurasia Partnership Foundation
(EPF).

The ATCP is the joint initiative of the Golden Apricot Film Festival
of Armenia and the Anadolu Kultur organization of Turkey, and it aims
to stimulate cultural dialogue between Armenia and Turkey through
the film industry.

Several joint films were shot within the framework of this initiative,
and they were screened in Armenia, Turkey, Germany, US, and elsewhere.

And four new films are currently being prepared.

This year the Armenia-Turkey Cinema Platform will be included in the
“Meetings on the Bridge” Forum of the Istanbul Film Festival.

Armenian participants were invited to Istanbul to present their
projects to the producers and the jury. The creator of the winning
project will receive US$10,000 from the EPF.

This year’s jury members also include Golden Apricot Film Festival
General Director, filmmaker Harutyun Khachatryan, and renowned Turkish
director Yesim Ustaoglu.

Organizer of the Azerbaijani Films Festival Georgi Vanyan has announced
that he refuses to hold the festival in Gyumri since he is under the
citizens’ pressure and demands that the police ensure his safety by
dispersing activists gathered at “Asbarez” Club and ensuring at least
a 4 meter distance from the building so that he can leave and reach
Yerevan with the accompaniment of police officers.

GALA TV reports that there have been two attempts to beat the festival
organizer, but those attempts were suspended after police intervention.

Before refusing to hold the festival, Georgi Vanyan had declared
that the festival would be held at 15:00, even if there was only
one viewer. Then, he had suggested to the negotiating mothers of
freedom fighters that the citizens of Gyumri declare that Vanyan was
being exiled from Armenia. There are more and more people gathering
at “Asbarez” Club and the building has been surrounded by police
officers since this morning. Young citizens of Gyumri have ripped
the Azerbaijani flag and continue to scream “Leave, Vanyan”.

What happened 20 years ago in one of the biggest and most prosperous
villages in Artsakh, Maragha, became the most tragic page of
our national-liberation struggle, another witness of the Turkish
barbarians’ bloody traces and genocidal nature in the pages of the
Armenian history: for setting the Armenian civilians to fire and
sword, the Turkish Azeris, following the example of their brothers,
also chose the most beautiful spring month.

On its tragedy and cruelty, which is out of human reason, the crime
committed on April 10, 1992 in Martakert region’s Maragha village
does not yield to the 1915 Genocide, to Sumgait, to the villainous
genocidal acts committed by fascists during the World War II. This
village was situated on the Gandzak-Stepanakert highway and was
considered the northern gate of Nagorno-Karabakh. According to the
1989 Census, 4670 people lived in Maragha (mostly Armenians).

The fact that some participants of the barbarity against the civilian
population received high state titles of the Azerbaijani Republic
testifies that the crime committed in Maragha was planned, organized,
and implemented at the state level by Azerbaijan. The regular crime,
which was committed by Azerbaijan and which is neither condemned nor
punished so far, was not only directed against the civilian population
of Maragha, but also against humanity in general. The lack of legal
and political assessment of the genocidal act allows Azerbaijan to
continue today its aggressive policy of hatred towards Armenians.

The piratical attack, which started early in the morning, followed
the firing of the village from different sides. Azerbaijanis were
well prepared: the detachment numbered in thousand was accompanied
by corresponding armor. There were no soldiers in the village, but
the inhabitants created a self-defense detachment. Realizing that
the firing will be followed by an attack, the 200-people detachment,
armed with hunting rifles and homemade machines, was ready to resist
the Azerbaijani attack. The large-scale attack began at dawn. According
to the detachment commander, now head of the community of Nor Maragha
Roma Karapetian, during the first attack, after the dreadful fights,
the enemy retreated; a few hours later the attack restarted and again
retreated, and in the evening, the Azerbaijanis attacked the village,
supported by about 15 tanks. The villagers’ defense was breached
and the village was occupied. In a few hours, the women and children,
elderly people and bedridden patients, who failed to leave the village,
were brutally tortured and killed. All those killed were then tortured
by knives, and crosses were drawn on all the bodies. Over 60 people
were taken prisoners. The inhabitants of Maragha, who miraculously
escaped the massacre, found shelter in various parts of the world;
they still remember the damned day with tears. Their stories about
raped and tortured women and about disfigured corpses cannot leave
indifferent even the most cold-hearted people.

Radik Gabrielian (82 years old, now living in the town of Martakert):

– The attack started at 6 o’clock in the morning. We, three families,
already lived in a basement: we made dugouts near our houses, then
realizing that they were more dangerous, we moved to the basement. The
Azeris were firing from cannons and large machine guns.

>From the very beginning, my son Kima, together with the village men,
started providing arms – he prepared homemade explosives and improved
hunting guns. During these activities, he lost his right hand, but he
continued his work. Most of them removed their wives and children from
the village. We were optimists: we were not brothers with Azerbaijanis,
but over years, for decades, we lived side by side. Our village was
situated in two kilometers from Mirbashir. We didn’t expect such
barbarity. That day, my sister’s and brother’s families were at our
home; as soon as we knew that the Azeris had entered our village,
we led our families out of the village; I don’t want to recall the
sufferings we experienced on our way. Most Azeris were armed with
sabers; they specially brought bodies to torture; those who had
no weapons and just came to loot, were hitting the people with the
sledgehammer and axes. My friend Borik Vardanian worked at the water
economy and was engaged in distribution of irrigation water. The OMON
soldiers cut off his head with a saw and left a note on his body:
“After this, you’ll distribute the water fairly”. His mother Parandzem
and his wife Zarya were taken hostages, and it is not known yet where
they were taken. That day, their son Vladik was seriously wounded. Our
fellow villager Patvakan Galstian reached Berlin in the World War
II, but was murdered in his home with machine gun bullets. Alyosha
Stepanian and his mother and wife were killed and divided into parts.

Which one can I recall?.. The Azeris knew well Hamo Arakelian who
had worked for many years in Mirbashir as a skilled agricultural
machinery repairer; he was under 90, but they did not spare even him
and cut off his head with an axe.

Janna Petrosian (now living in Stepanakert):

– I was away from the village on April 10. In late February, my husband
Edik, together with his friends, fell into an ambush at the approaches
to the village and was seriously wounded; he became a first-degree
handicapped. Those days, we were in the military hospital in Martakert,
but my main concern was the village where our three children were, the
younger being under 2 years old. I kept calling our fellow villagers
to learn the news. Having heard that the Azeris attacked the village,
without hesitating, in secret from my husband, I decided to reach the
village. It was raining that day, and it is impossible to remember
how I reached the village; I guessed everything. Our house was at
the edge of the village; hiding, I approached our house, saw the
gates locked and was happy, guessing that our parents had brought our
children out of the village. I returned to Martakert. The next day,
on April 11, our village was liberated: the survived inhabitants of
Maragha came to find their lost relatives and to bury those dead,
I was with them. What we saw is still before my eyes; you’ll not
see anything like that in the most horrible film – tortured bodies,
beheaded corpses, the smell of blood, crying…

I was the head of our village post office, I know closely many people.

A band had a jamboree in veterinarian Haykaz Soghomonian’s house
(all the Maragha inhabitants were well-to-do, they had fine wine),
and then beheaded the body of the house owner. The young mechanic
was tied, tortured, and then burned. 20 years have passed, but as if
it was yesterday. The captives were also treated cruelly. A few days
later, in Martakert, I met Rita Mnatsakanian: with great difficulties,
spending huge amounts, her brother could save her from the Mirbashir
prison. Bruises were all over Rita’s face; there were black points
on her hands and neck – they were burned with cigarettes. Rita didn’t
want me to ask her any questions about herself. She told me about our
dear teacher, Alvina Baghdasarian – she was in the same cell with her.

Everybody knew Alvina, she was one of the devotees of the movement;
she spent her entire salary for the needs of the soldiers. She was
proud, patriotic, and a true intellectual. According to Rita, in the
cell, they shove a bearing remover in her hands and ordered to remove
her own gold teeth. “You need them, then remove them yourselves”,
she said coldly. Alvina refused to say “Maragha belongs to Azeris”,
and they shot at her legs. When Rita started to yell, they dragged
her away to another cells. Alvina is considered deceased. For all
the inhabitants of Maragha, she is one of the most strong and honest
women-heroes of the war. I think it is wrong that she has neither
been rewarded nor granted any title posthumously. Today, many of our
villagers live in New Maragha; the Government built houses for them
and created tolerable living conditions. We suffer from longing about
our village; few people can love their native village as the Maragha
inhabitants do; that’s why, though the day turned into a hell for the
inhabitants of the village, the people of New Maragha sleep and wake
up with the hope to return to their native homes.

A serious scandal is in the air at Yerevan State Linguistic University.

University Rector Suren Zolyan and Armenia’s Minister of Education
and Science Armen Ashotyan are in conflict with each other.

In an interview Zolyan called Minister Ashotyan “a nonentity.”

Minister Ashotyan reported on Tuesday that he is conducting inspections
at the higher school and intends to publish results soon.

According to some information, the conflict has political
implications. Moreover, the Prosperous Armenia Party (PAP) is rumored
to be inciting Zolyan to a “duel” with Ashotyan.

A few months ago PAP Chairman Gagik Tsarukyan sponsored lecturers
and students of the higher school thereby “establishing control”
over Rector Suren Zolyan.

The newspaper reports that a dozen lecturers have lately left the
higher school.

Narek Margaryan and Sergey Sargsyan, who are Armcomedy anchors,
as well as Honored Teacher Melanya Astvatsatryan, are among them.

YEREVAN-Thousands of Armenian voters turned out Wednesday at Liberty
Square for an election rally to kick off the Armenian Revolutionary
Federation’s parliamentary election campaign.

With a pledge to return power to the people and a comprehensive
regime change, the ARF held its election rally one day after unveiling
its election platform to reporters at a gathering on Monday held at
Erebouni Hotel.

“We are not here to claim power by force or to buy it with bribes
like others do,” said ARF parliamentary bloc chairman and Bureau
member Vahan Hovanessian. “We are not here to beg for power. We are
here to take what belongs to us based on the Constitution. We want
to return the power to you-the people.”

Saying that international experts had praised the ARF’s election
platform, Hovanessian proclaimed: “This is it, the real revolutionary
spirit. If we manage to make it a part of our lives with your help,
then not only the coming generation but you too will witness the
revolution.”

Hovannesian also emphasized the need for voters to ban together and
not allow “corrupt individuals and thieves” from becoming members
of parliament.

“Now that we are strong,” he said “will we allow a corrupt individual
to enter the parliament? No. Will we allow thieves to again sit in
parliament? No.”

Dismissing pledges by the ruling Republican Party of Armenia of
sweeping changes in country, the leaders of the ARF speaking at the
party delineated the poor socio-economic conditions plaguing Armenia,
mass exodus, social injustice and the current regime’s inability to
resolve the country’s problems as a wake up call for change.

One of the proposals set for by the ARF is a switch from a presidential
system of government to that of a parliamentary system.

It is through such drastic reform that the ARF is hoping for what
it calls “comprehensive regime change” in the country that “serves
the people”.

“This is a government that until now was saying that everything
is alright in our country and bragged about its achievements. Now
when they say ‘let’s change to believe’ that sounds pathetic,” ARF
parliamentary bloc member and representative of the ARF Supreme Council
of Armenia Armen Rustamian declared in reference to the Republican
Party’s campaign slogan.

“Because, if things are fine, what should we change? If things are
bad, however, why shouldn’t we change them? And this is what we must
do together,” said Rustamian adding that “It would be meaningless to
expect anything serious without” a comprehensive regime change.

Campaigning under the banner of “Liberty. Justice. The ARF,” the party
unveiled its slate of 85 candidates for the proportional ballot and
another list of names who will be competing on the single-mandate
slate during the upcoming May 6 parliamentary elections.

The ARF also unveiled its election platform, which calls for drastic
reforms in domestic and foreign policy, including the need to reform
economic structures in a manner that guarantees tangible living
wages for the population and protects the country from corruption
and ensures social justice.
