NEW YORK—The Children of Armenia Fund is set to host its 20th Annual COAF Holiday Gala on Saturday, December 9 at the renowned Cipriani 25 Broadway in New York City. This milestone event will honor acclaimed actor Joe Manganiello, distinguished for his remarkable contributions to humanitarian causes, along with philanthropists Tamar and John Akhoian, recognized for the lasting impact they’ve had on advancing COAF’s programs in rural communities. French foreign policy breaks with its Western allies

The problem of bias in French foreign policy towards South Caucasus is not a new phenomenon. France, alongside the US and Russia, was a member of the OSCE (Organisation for Security and Cooperation in Europe) Minsk Group since its foundation in 1992 with the goal of seeking a negotiated resolution to the war that had take place between Armenia and Azerbaijan, writes Taras Kuzio.

The Minsk Group failed to achieve any breakthroughs during its three-decade existence and went into stagnation from 2010 when France and the US lost interest. With France and the US absent, Russia was able to capitalise on the vacuum during the Second Karabakh War as the main international negotiator and supplier of so-called ‘peacekeeping’ troops.

Throughout the decade prior to the Second Karabakh War, Baku became increasingly frustrated at France’s open bias in favour of Armenia. The reasons for this were two-fold. Firstly, France and the US have the largest Armenian diasporas outside the Russian Federation. Secondly, French foreign policy has supported Greece over Turkey and Armenia over Azerbaijan.

The US was little better as Washington had long punished Azerbaijan by denying it military assistance. US policy created a false impression that Azerbaijan was the guilty party in the conflict when in fact, Armenia was illegally occupying a fifth of internationally recognised Azerbaijani territory. Poor relations between Washington and Ankara reinforced lobbying by the Armenian diaspora.

France’s inability to adopt a balanced approach to the South Caucasus became evident after the Second Karabakh War when both houses of the French parliament voted to support Armenian separatism in Karabakh. In November 2020, 295 French Senators (with only one voting against) adopted a resolution to recognise Karabakh as an ‘independent’ republic. The next month, 188 deputies in the National Assembly voted (with only three opposed) to also recognise Karabakh as an independent ‘republic.’

France’s National Assembly also called upon the EU to end negotiations with Turkey on the accession process. Azerbaijan is collateral damage of widespread Turkophobia in France.

Support for Armenia is probably the only policy that has support across the entire French political spectrum. French President Emanuel Macron has never hidden his support for Armenia, saying, ‘France reconfirms its future friendship with the Armenian people in view of our close human, cultural and historic ties. We are on Armenia’s side in this dramatic context.’

Recently, France sold an air defence system to Armenia, a military ally and economic partner of Russia. Earlier this year, Paris supplied the same Thales GM 200 system to Ukraine. As Russia operates Armenia’s air defence, it is highly likely this technology will end up being scrutinised by the Russian military and even transferred to Russia.

France’s support for Armenia away from Ukraine was re-confirmed by the delivery of the first batch of 24 Bastion armoured vehicles from the French defence company Arquus to Armenia. Negotiations on the sending of these armoured personnel carriers to Ukraine had been taking place since October of last year ago.

Ukraine is fighting an existential war for survival; Armenia is not at war or under threat. Armenian claims that it is threatened by Azerbaijani territorial revanchism have no basis.

Armenia is a founding member of the Russian-led CSTO (Collective Security Treaty Organisation). Although Prime Minister Nikol Pashinyan did not attend the November 8 CSTO summit in Moscow this does not mean Armenia is considering an ‘Armexit’ from the organisation, despite his protestations of its ineffectiveness. Armenian Deputy Foreign Minister Vahan Kostanyan told journalists on November 9 that Armenia is currently not discussing the legal process of leaving the CSTO.

France’s security relationship with Armenia conflicts with NATO and the EU’s policies towards Russia and Iran with whom Armenia has long-term embedded security relationships. Armenia has yet to publicly state which side of the anti-Western axis of evil fence it is sitting. Indeed, if Yerevan is siding with the West, Yerevan must cut its security relationships with Russia and Iran.

France, like many EU members, would welcome Armenia’s integration into Europe but this should be grounded in the real world and not in the realm of fantasy. Deep Armenian-Russian relations are a product of three decades of integration that cannot be changed overnight. Armenia’s economy is heavily reliant on Russia through transfers from migrant workers, trade, and membership of the Eurasian Economic Union (EEU). Armenia is reliant on Russia and Iran for its energy.

France is jumping the gun in militarily supporting Armenia. Although the Kremlin supported the UK’s Brexit from the EU, there is no evidence Putin would permit Armenia’s ‘Armexit’ from the CSTO and EEU.

France’s bias towards Armenia and support for separatism in Azerbaijan sends a signal it’s sincerity cannot be trusted on the question of restoring Ukraine’s territorial integrity. Meanwhile, France’s supply of military equipment to Armenia has compromised Ukraine’s air defence and security at a critical point in the war with Russia.

France pursues contradictory goals of restoring Ukraine’s territorial integrity and encouraging Armenian separatism. Meanwhile, France’s supply of military equipment indirectly provides Russia and Iran with access to Western military equipment that constitutes a threat to both Ukrainian and Israeli security.

YEREVAN, NOVEMBER 9, ARMENPRESS. The meeting between Prime Minister Nikol Pashinyan and French President Emmanuel Macron took place at the Élysée Palace.

The President of France first expressed his condolences to the Prime Minister on the death of Christian Ter-Stepanyan, Permanent Representative of the Republic of Armenia to UNESCO, Personal Representative of the Prime Minister of Armenia to the International Organization of La Francophonie. Emmanuel Macron once again emphasized France's support to Armenia in the direction of further development and overcoming existing challenges.

Nikol Pashinyan thanked for the warm hospitality and condolences. The Prime Minister emphasized the development of Armenian-French cooperation in all fields, stressing the interest of the Armenian government in this matter.

The interlocutors discussed issues related to the process of normalization of Armenia-Azerbaijan relations. The importance of the principles set down in the four-sided Granada declaration of the Prime Minister of Armenia, the President of France, the Chancellor of Germany and the President of the European Council was emphasized in the matter of the normalization of relations between Armenia and Azerbaijan.

Reference was made to the humanitarian problems of more than 100,000 persons forcibly displaced from Nagorno-Karabakh as a result of Azerbaijan's ethnic cleansing policy, as well as to the steps taken by the Armenian government to overcome them. The support of the international community in solving the existing problems was highlighted.

Issues related to further deepening and expansion of Armenian-French cooperation in economy, infrastructure development and other fields were also discussed. The parties expressed their willingness to consistently continue the work in that direction.

Nikol Pashinyan and Emmanuel Macron exchanged thoughts on the issues of regional peace and stability, as well as Armenia-European Union cooperation.

Members of the "I Have an Honor" faction meet PACE Monitoring Committee co- rapporteurs on Armenia

YEREVAN, NOVEMBER 6, ARMENPRESS. Hayk Mamijanyan, Head of the "I Have an Honor" faction of the National Assembly of the Republic of Armenia and the faction deputy Taguhi Tovmasyan, on Monday held a meeting with the Co-Rapporteurs on Armenia of the Parliamentary Assembly of the Council of Europe (PACE) Monitoring Committee Kimmo Kiljunen and Boriana Åberg.

The deputies drew the attention of the co-rapporteurs to the genocidal actions carried out by the Azerbaijani authorities against  Nagorno-Karabakh Armenians, they highlighted the need to ensure the status, accommodation, work for the forcibly displaced Armenians from Nagorno- Karabakh.

During the meeting the problems of Armenian prisoners of war and missing persons who are still being held in Baku were touched upon.

At the meeting, the members of the “I Have an Honor” faction also touched upon, as they assured, violations of democratic values in Armenia, cases of using criminal cases as a tool to suppress the opposition, in particular, the arrests of the vice-chairman of the Republican Party of Armenia Armen Ashotyan,  Narek Malyan, Tatev Virabyan and about five dozen, by their definition, political prisoners.

Falling Leaves, Rising Forests: Sustainable Planting Initiatives in 2023

ATP seasonal workers, hired from remote villages in Armenia, assisting with fall planting

As autumn descends, the dedicated team of forestry experts at Armenia Tree Project (ATP) is hard at work at forest sites. They are joined by skilled seasonal workers, who are hired from local villages around the various regions of Armenia. Their mission: to plant 302,000 trees across 175 hectares of land, marking the anticipated start of the fall planting season in 2023.

About Forests in Armenia

The distribution of forests in Armenia exhibits an imbalance, with primary forested areas situated in the north, northeast and south, while the central part of the country remains predominantly treeless. Today, the majority of forest cover is concentrated in the northern and northeastern regions of Lori and Tavush, as well as in the southeastern region of Syunik. Therefore, only a limited portion of the country’s central region is forested. 

Armenia Tree Project collaborates closely with local communities and regional authorities to establish new forests, revitalize degraded lands, prevent erosion, protect topsoil and significantly improve livelihoods by planting forests even in the most degraded and arid regions of Armenia. Since 1994, ATP has planted over 1,500 hectares of new forest, and will reach the milestone of 650,000 trees planted at forest sites this season. By the end of 2023, ATP will have planted over 8 million trees across Armenia. 

2023 Fall Planting Initiatives

This fall, ATP’s goal is to continue planting trees at various forest sites in the Shirak, Kotayk and Lori Regions. In addition, ATP is expanding its planting initiatives by establishing its first forest in the border region of Gegharkunik.  

Gegharkunik is the largest region in Armenia covering an area of 5,348 km² (18-percent of the total area of Armenia). Approximately 1,278 km² of its territory is encompassed by Lake Sevan, the largest lake in the Caucasus. The new forest will be established in the Gegharkunik village on 20 hectares of land.

In the long term, our reforestation and afforestation efforts are crucial for meeting Armenia’s climate commitments under the Paris Climate Agreement to reduce national emissions and to adapt to the impacts of climate change. Our commitment to a green future for Armenians and for the world is unwavering and ever-expanding. 

As ATP prepares for another successful fall planting season, it looks to hire over 100 local villagers to assist with the seasonal work. The economic opportunity provided in these remote villages is crucial given the current situation in Armenia. These seasonal employees look forward to the work provided by ATP every year. Additionally, ATP is preparing to launch its Artsakh Refugee Aid program, which will provide more economic opportunities to the displaced families from Artsakh that the organization had previously aided through the Artsakh Greenhouse Program.

The Head of the Delegation of the European Union to Armenia, Ambassador Vassilis Maragos, who participated in the event dedicated to the start of the work of Syunik division of the Police Patrol Service said: 
"On behalf of the European Union, I would like to reaffirm our strong commitment and support in the framework of reforms that have been a cornerstone of democratic governance and the effective execution of the Comprehensive and Enhanced Partnership Agreement over recent years.

The rule of law and fundamental rights within the European Union will remain the foundation of our union.
As a noteworthy testament to this commitment and the advancements in these reforms, I would like to emphasize the launch and full operation of the patrol service, with the final phase of implementation taking place today in Syunik, and, of course, the creation of the Ministry of Internal Affairs in January 2023.

The European Union has provided support for the establishment of a patrol service across Armenia, supporting its implementation and operation through the provision of technical assistance and expertise. Today, we are proud to present the integration of 75 newly purchased vehicles into the patrol service," said the EU Ambassador.

Vassilis Maragos emphasized and welcomed the involvement and participation of the Government in all areas of the Ministry of Interior.

 "Of course, challenges exist, and I am confident that they will be effectively addressed through enhanced capacity building, ongoing education, heightened transparency, and increased accountability. This way, the new, reformed police service system can better meet the needs of citizens, "the EU Ambassador said.

Vassilis Maragos  in his speech mentioned that Syunik is a symbol of Armenia's resistance and strength.
"I would like to quote the words of the President of the European Commission, Ursula von der Leyen, during her statement following the meeting in Granada: 'The European Union stands by Armenia and is fully committed to supporting the negotiations,' " stated the EU Ambassador.

Vassilis Maragos emphasized that, in addition to this project, the European Union supports the enhancement of resilience in the Syunik region through various other initiatives.

"And one of those initiatives is the "Team Europe" initiative, within the framework of which more than 100 million euros have already been allocated for the development of the Syunik region. We expect to implement these projects and programs for the residents of this region, together with the government," the EU ambassador concluded.




Armenia keen to expand defence links with India as conflict festers

NEW DELHI : Armenia is keen to expand its defence ties with India, its deputy foreign minister Mnatsakan Safaryan said, in the aftermath of its bitter conflict with Azerbaijan.

“Armenia is diversifying its defence cooperation and this is a good opportunity to further enhancing Armenian-Indian ties in this field," Safaryan told Mint.

The country has appointed a defence attaché to its Embassy in New Delhi in order to scope out potential for further cooperation, he added.

In 2020, India sold the Swathi weapon-locating radar system to Armenia. After this, a bilateral deal was struck for New Delhi to supply Yerevan anti-tank munitions, Pinaka multi-barrel rocket launchers and ammunition.

In November 2022, Kalyani Strategic Systems, a wholly owned subsidiary of Bharat Forge, won a $155 million contract to supply artillery guns to Armenia, according to numerous media reports citing defence ministry sources.

The relationship developed after Armenia lost a short but intense conflict with Azerbaijan in 2020.

In March this year, Armenia’s top military commander Maj-Gen Edward Asryan visited India and met chief of defence staff Gen Anil Chauhan.

Asryan also met the National Security Council. Prior to this, defence minister Suren Papikyan visited India in October 2022 to meet defence minister Rajnath Singh.

Safaryan also thanked India for condemning Azerbaijan’s “aggression" towards Armenia and welcomed a greater Indian role in the region.

“We would like to see India’s increased presence in Armenia and in our region at large, be it trade and business ties or others.

“Given your country’s fast development, it will contribute to overall stability in our region, as well as India’s strategy to engage more in its neighbourhood" Safaryan said.

India has taken an interest in the conflict between Armenia and Azerbaijan over the territory of Nagorno-Karabakh, where Armenians were in a majority.

While the region is recognised as a part of Azerbaijan, it was controlled by ethnic Armenians.

After taking back control over large parts of Nagorno-Karabakh in 2020, Azerbaijan was able to consolidate its grip over the region after a short military campaign in September this year.

Azerbaijan’s victory may be a cause of concern to New Delhi because of the growing closeness between Azerbaijan, Pakistan and Turkey.

The three countries have built a closer military and political relationship in recent years. Turkey and Azerbaijan have backed Pakistan on Kashmir.

These concerns could pave the way for greater cooperation on national security.

Armenia’s secretary of the security council Armen Grigoryan and India’s national security adviser Ajit Doval met in August this year.

Tehran to host ‘3+3’ format meeting on Caucasus

The foreign ministers of Russia, Turkey, Azerbaijan and Armenia will meet in the Iranian capital Tehran on Monday for the second meeting of “3+3” to discuss the issues of the South Caucasus region in order to help tackle the regional issues, according to Iranian news agency IRNA.

The 3+3 cooperation format includes the three South Caucasus countries of Armenia, Georgia, and Azerbaijan plus Russia, Turkey, and Iran.

One of the outstanding goals of the regional group is to resolve the problems of the region without the interference of extra-regional and Western countries.

The meeting is also expected to discuss ties among the regional countries and promote political, economic, security, transit, and energy cooperation, IRNA reported.

A pivotal issue expected to be raised on Monday’s meeting is the peace talks between Azerbaijan and Armenia.

The first meeting of the group was held last year in the Russian capital Moscow at the level of deputy foreign ministers without the participation of Georgia.

Armenia becomes 45th member state to abolish the death penalty in all circumstances

The Permanent Representative of Armenia to the Council of Europe, Ambassador Arman Khachatryan, in the presence of Secretary General Marija Pejčinović Burić, has deposited the ratification instrument, thereby completing the process of ratification by Armenia of Protocol No. 13 to the European Convention on Human Rights, which represents the abolition of the death penalty in all circumstances.

Armenia is the 45th member state of the Council of Europe to have ratified this Protocol (for details, see signatures and ratifications). The Protocol bans the death penalty in all circumstances, including for crimes committed in times of war and imminent threat of war. No derogation or reservation is allowed to Protocol No. 13.

The treaty complements Protocol No. 6 to the ECHR (abolition of the death penalty in all cases except in time of war), which has been ratified by all member states. Accession to both Protocols is optional and signifies the states’ commitment to the overall abolition of the death penalty in law and practice.

2023 marks the 20th anniversary of the entry into force of Protocol No. 13. In its recent joint statement on the European and World Day against the Death Penalty marked on 10 October, the Secretary General and the High Representative, on behalf of the European Union, welcomed the ratification of Protocol No. 13 by the National Assembly of Armenia and its signature by Azerbaijan, and encouraged both member states to swiftly complete the ratification process.
