YEREVAN, JUNE 29, ARMENPRESS. Vice Speaker of Parliament of Armenia Hakob Arshakyan received the delegation led by Chairman of the Central Board of Armenian Democratic Liberal Party/Ramgavar, Michael Kharabian, the parliament’s press service said.

Welcoming the guests, Hakob Arshakyan congratulated them on the 100th anniversary of the establishment of the Party, highlighted the path passed and the role in the state building and preservation of Armenian identity. He touched upon the activity of Ramgavar Liberal Party and the issues of strengthening Armenia-Diaspora ties.

The representatives of the Party assured that they are ready to support the authorities of Armenia on the way of the implementation of the pro-Armenian initiatives. They especially highlighted the fact that the event dedicated to the 100th jubilee of the establishment of the Party was held in the Parliament’s Park and thanked the leadership of Parliament for supporting them in this issue.

Armenia to raise pensions, minimum wage and child care benefits starting Jan 1, 2023

YEREVAN, JUNE 30, ARMENPRESS. Pensions will rise in Armenia from January 1, 2023. The minimum wage will also increase from 68,000 drams to 75,000 drams, Prime Minister Nikol Pashinyan said at the Cabinet meeting today.

“We came to a conclusion that we should increase the child care benefit for children up to 2 years of age. It should be increased from 28,600 drams to 30,700 drams. We also should provide child care benefit (up to 2 years of age) to all mothers, regardless of place of residence, be she from rural or urban settlement, and also regardless of whether she is working or not. But for those working in rural settlements, that benefit will be paid double, which means that they will get that benefit in the amount of 61,400 drams starting January 1”, the PM said.

The Fiscal Year 2023 State, Foreign Operations, and Related Programs House Appropriations legislation includes humanitarian assistance to Armenia in the amount of $60 million, and $2 million for Artsakh, ARMENPRESS reports the Armenian Assembly of America (Assembly) informed.

The report language states that the “Committee recommendation includes not less than $60,000,000 for Armenia for economic development, private sector productivity, energy independence, democracy and the rule of law, and other purposes.”

In addition, the “Committee recommendation also includes not less than $2,000,000 for demining activities in Nagorno-Karabakh…[and] remains concerned about the humanitarian impact of the conflict in Nagorno-Karabakh and resulting challenges in the areas of housing, food security, water and sanitation, health care and other human needs.”

In addition to prohibiting the sale of defense articles to the Turkish Presidential Protection Directorate, the bill includes language on Section 907 of the FREEDOM Support Act. Senate Foreign Relations Committee Chairman Bob Menendez (D-NJ), as well as House Intelligence Committee Chairman Adam Schiff (D-CA), have both expressed their strong concerns regarding the waiver of Section 907, which the Administration waived last week.

Chairman Menendez stated “it makes no sense to say that U.S. assistance and training has not impacted its military balance with Armenia,” and further stressed that he “will continue to conduct rigorous oversight of any and all assistance to Azerbaijan and expect the Department of State to operate with complete transparency and provide all necessary details for Congress to assess any assistance provided to Baku.”

Chairman Schiff said in part that providing military support to Azerbaijan “runs counter to our nation’s core democratic values” and “could empower the Aliyev regime to continue or escalate its provocative actions against Armenians.”

“The Assembly expresses its appreciation to Chairwoman Barbara Lee and Ranking Member Rep. Hal Rogers for including this critically important funding to help the Armenian people. We also thank the Congressional Caucus on Armenian Issues for their leadership and bipartisan letter to the House Appropriations Committee outlining key policy issues. We look forward to continuing our work to advance assistance where it is needed most,” stated Assembly Congressional Relations Director Mariam Khaloyan.

AUA Alumna Karine Sarkissian (MBA ‘93) Appointed CEO of Insurance Foundation for Servicemen

YEREVAN, Armenia — Karine Sarkissian (MBA ‘93), one of our cherished alumni from the American University of Armenia’s (AUA) first graduating class of 1993, was recently hired as Chief Executive Officer of the Insurance Foundation for Servicemen, commonly known as the 1000plus.am organization. An accomplished alumna, Sarkissian has enjoyed a rich career filled with notable milestones, all of which she proudly attributes to her AUA education. 

Born in Yerevan, Armenia, Sarkissian is proud of her upbringing in her homeland, a place from which she can’t envision being far from, saying, “I am an Armenian from Armenia, and I will always be here.” Raised and educated in a Soviet society, she recalls being one of many who dreamt of traveling to the United States to explore the western lifestyle, culture, education, and work opportunities. After the collapse of the USSR, freedom and autonomy of decision-making were granted to citizens and many constraints were lifted. Soon after, AUA was founded, and Sarkissian was granted the opportunity to join the first cohort of graduates. 

Speaking about her experiences at AUA in those early years, Sarkissian recalls admiring the faculty and appreciating the totally different educational style at the University, which she credits for shaping her as a professional. “The whole class [of 1993] demonstrated a great passion for learning and felt privileged to be studying in the American education system, which also came with its own challenges as it was totally new to us,” she says. After obtaining her MBA in 1993, she continued her studies in management at Northwestern University in Illinois as a recipient of the Edmund S. Muskie Scholarship Program, graduating in 1995 and returning back home to Armenia. 

Since then, Sarkissian has held key leadership positions with reputable companies in both the private and public sectors, including Johnson & Johnson; the Coca-Cola Company; the United Nations; the Austrian Development Agency; and the American Chamber of Commerce in Armenia. In her most recent appointment as CEO of the Insurance Foundation for Servicemen — established to provide compensation for the well-being of fallen, missing, and disabled Armenian soldiers and their families — she feels greatly honored and a strong sense of responsibility. “We all owe a debt of gratitude to war victims and their families who sacrificed their lives for our country, and we will do our best to support them financially, as well as connect them with the proper resources so they may prosper and thrive,” she says. 

As Armenia continues to recover and grow in a post-war and post-pandemic society, Sarkissian acknowledges the critical role education will play in Armenia’s economic growth and advancement. Noting AUA’s 30th anniversary, Sarkissian reiterates the University’s tremendous contributions in setting and maintaining the highest standards of quality and globally competitive education, saying, “AUA plays a flagship role as a model for other educational institutions to replicate. AUA has successfully generated thousands of graduates who have impacted and will continue to impact Armenia. With a highly educated generation, we can build a better society and a powerful and globally competitive Armenian nation.”

As a successful alumna, Sarkissian imparts sound advice to current and future AUA students and graduates, emphasizing the importance of clearly drawing their career objectives early on and working toward achieving them through volunteer or internship opportunities available to them as soon as possible. “Today’s job market is very dynamic. One needs to be in a continuous learning mode to develop the soft and technical skills necessary to stay competitive in the workplace and benefit one’s personal life,” she comments, reminding everyone to “be a proud graduate of AUA, the leading educational institution in Armenia.”

Donfried: US is willing to continue to cooperate with Russia in facilitating settlement of Nagorno-Karabakh conflict

The United States is willing to continue to cooperate with Russia in facilitating a settlement of the Nagorno-Karabakh conflict, U.S. Assistant Secretary of State Karen Donfried told Radio Azatutyun.

“The U.S. has continued to say that we support the Minsk Group co-chair process. We continue to believe that it is a very important format, particularly on Nagorno-Karabakh, and it is essential that we keep various formats in play to try to advance peace. And we will continue to do that going forward,” she said.

Donfried also responded to a question about whether she was referring to cooperation with Russia.

“Yes. Russia is a Minsk Group co-chair. France, the U.S. and Russia would continue in that format,” Donfried noted.

She also commented on statements by Azerbaijani President Ilham Aliyev, who says there is no need for an OSCE MG.

“Azerbaijan has not been supportive of the Minsk Group co-chair process, the United States is,” said Donfried. “We are a participant in that process and we will continue to do so.”


Three arrested after driving into tent in central Yerevan

Three people have been arrested after driving into a tent set up by the opposition in Yerevan’s central France Square.

The incident took place early on Tuesday morning. The vehicle broke through a police cordon and rammed into one of the tents, breaking it down, opposition Hayastan bloc MP Anna Mkrtchyan said. No injuries were reported.

Police officers chased the Mercedes-Benz car and arrested the three men who were in it.

“Reports are being prepared on the case,” the police told Panorama.am, refusing to say whether the arrested men were drunk or not.

Pashinyan’s team doesn’t represent interests of Armenian people, opposition MP tells Lavrov

Nikol Pashinyan’s government does not represent the interests of the Armenian people, MP Aram Vardevanyan of the opposition Hayastan bloc said at a protest outside the Foreign Ministry in central Yerevan on Thursday, addressing Russian Foreign Minister Sergey Lavrov.

The top Russian official arrived in Armenia on a two-day working visit on Wednesday. He today met with his Armenian counterpart Ararat Mirzoyan.

Vardevanyan stated that all those, who Lavrov is expected to meet in Yerevan during his visit, do not represent the interests of Armenia and Artsakh.

Meanwhile, the parliamentarian highlighted that Russia has been and remains Armenia’s strategic ally. According to him, the authorities have done everything possible to put relations between Yerevan and Moscow at risk.

“Once this team is ousted, Armenia will become a strong and real guarantor of Artsakh’s security and all threats to Armenian-Russian relations will be eliminated,” Vardevanian said, adding even if the authorities “make promises or express readiness to sign various documents, none of this will be legally binding.”

YEREVAN, JUNE 9, ARMENPRESS. Speaker of Parliament of Armenia Alen Simonyan, who is in Strasbourg on a working visit, met today with Secretary General of the Parliamentary Assembly of the Council of Europe (PACE) Despina Chatzivassiliou-Tsovilis, the Parliament’s press service said.

The Speaker highly valued the key role of the Council of Europe and the PACE and the productive continuation of their activity as a cornerstone of democratic security, guarantor of human rights and rule of law, a platform for real pluralism and effective dialogue.

The sides discussed the PACE role in strengthening democracy in Armenia, particularly touching upon the works of the co-rapporteurs of the Monitoring Committee.

The Speaker of Parliament said there are many unresolved issues after the 44-day war, one of the most urgent of which is the issue of the immediate repatriation of Armenian prisoners of war and other persons held in Azerbaijan.

He said that this attempt of solving the Nagorno Karabakh conflict by force opposes the commitment of Azerbaijan’s membership to the CoE on settling the conflict exclusively peacefully.

According to the Armenian Speaker of Parliament, PACE should be consistent with its resolution on the Humanitarian consequences of the conflict between Armenia and Azerbaijan/Nagorno Karabakh conflict, adopted on September 27, 2021.

He once again affirmed the commitment of Armenia to achieve peace and make real efforts in this direction, which could not be said about the Azerbaijani authorities who are still running an anti-Armenian and militaristic policy against Armenia.

Assistant Secretary for the Bureau of European and Eurasian Affairs Dr. Karen Donfried will travel to Azerbaijan, Georgia, and Armenia June 14 to 19 to emphasize the U.S. commitment to peace, democracy, and prosperity in the South Caucasus region. Marking the 30th anniversaries of diplomatic relations with all three countries, Assistant Secretary Donfried will emphasize U.S. support for their sovereignty and independence, underscoring the right of Azerbaijan, Georgia, and Armenia to chart their own paths. She also will highlight the readiness of the United States to help build a lasting peace in the South Caucasus, including by supporting the development of political, economic, and people-to-people connections across the entire region, ARMENPRESS was informed from the press service of the U.S. Department of State.

Dr. Donfried will visit Baku, Azerbaijan, on June 15 and 16, where she will meet with President Ilham Aliyev, other government officials, and civil society members. The Assistant Secretary will also discuss how the United States can further support Georgia in advancing democratic development and rule of law, diversifying Georgia’s economy, and building a prosperous future.

Assistant Secretary Donfried will then travel to Yerevan, Armenia, on June 18, where she will meet Prime Minister Nikol Pashinyan and other government officials.
