BAKU-In reaffirming Turkey’s pre-condition of a resolution to the
Karabakh conflict on the Armenia-Turkey normalization process, Turkey’s
deputy prime minister on Tuesday said “Nagorno-Karabakh is a Muslim,
Azerbaijani and Turkic land occupied by Armenia,” reported the Trend
News agency.

The Turkish official, Bekir Bozdag, told journalists during a visit
to Baku. “The Nagorno-Karabakh conflict is our common problem.”

“Until Armenia pulls out of Nagorno-Karabakh, until the rights of
Azerbaijanis of that region are restored Turkish-Armenian relations
will not be normalized,” asserted Bozdag.

Despite signing the doomed protocols, which call for normalization
of relations between Turkey and Armenia without any preconditions,
Turkey has continuously maintained that the Karabakh conflict
resolution should be a precondition to Turkey’s final ratification
of the documents.

Armenia, as well as the US, which masterminded the dangerous
protocols, have both said that Turkey was acting against the actual
protocols. Secretary of State Hillary Clinton has said the ball was
in Turkey’s court.

Howver, Bozdag’s statements on Tuesday even contradict the talking
points of the OSCE Minsk Group-led peace process, which calls for an
eventual referendum to determine the status of the Nagorno-Karabakh
Republic.

Les construction a Erevan sont realisees avec des violations

“Les constructeurs ne respectent pas les normes de securite – les
grues fonctionnent au-dessus des principales rues de la capitale et
la largeur des trottoirs violent les normes des bâtiments nouvellement
construits ” a-t-il dit.

L’expert a indique que les autorites municipales ne prennent pas
des mesures pour arranger les choses. Toutes les mesures prises par
la municipalite sont de nature fragmentaire et ne produisent aucun
resultat. Dans le meme temps, Armen Poghosyan a exprime sa satisfaction
des efforts du Maire d’Erevan Karen Karapetyan d’etendre les espaces
verts dans la ville et de renover les facades des bâtiments. Il pense
que le maire a beaucoup accompli dans le nettoyage des rues et la
lutte contre le commerce de rue et les constructions illegales.

Le president de l’association est convaincue que l’etablissement
d’un dialogue entre les organisations non gouvernementales et les
organismes d’Etat peuvent remedier a la situation.

intitulee ” Le Grand Jeu “, dans laquelle le genocide armenien est
nie et les Armeniens sont accuses de trahison.

Le programme presentera la manière dont les Armeniens ont ” trahi ”
l’Empire ottoman, et il parlera au sujet des cruautes des Armeniens
et des Russes contre les Turcs affirme le site innternet Gercekgundem.

Le specialiste des archives ottomanes Orhan Sakin figure parmi les
consultants de cette serie.

Les createurs du programme ont informe qu’après la telediffusion en
Turquie, ils vont presenter la serie au niveau international.

Aeroports de Paris (ADP) a annonce lundi l’acquisition de 38% du
premier operateur turc d’aeroports TAV, qui gère le grand aeroport
Ataturk d’Istanbul et 11 autres sites, mettant ainsi un pied dans
une zone orientale en forte croissance.

Le gestionnaire des aeroports parisiens realise ainsi sa première
grosse acquisition depuis son entree en Bourse en 2006. Il deboursera
874 millions de dollars (667 millions d’euros) pour cette participation
minoritaire, soit 32% de plus que le dernier cours de clôture.

“On a gagne cet appel d’offres et de ce fait, Aeroports de Paris
change un peu de dimension”, a declare a l’AFP son patron Pierre Graff,
depuis Istanbul.

L’operateur turc, ne de la privatisation de l’aeroport Ataturk
d’Istanbul, gère un total de 12 aeroports en Turquie, mais aussi
en Georgie, Tunisie, Macedoine, Lituanie et Arabie saoudite. Des
destinations qui affichent des hausses annuelles du trafic passager
de 11 a 15%, a detaille ADP.

L’ensemble ADP-TAV comprendra 37 aeroports geres directement ou
indirectement et environ 180 millions de passagers en transit par an,
a-t-il souligne.

Au-dela, “c’est un placement d’argent extremement productif”, a fait
valoir M. Graff. ADP, qui avait revele publiquement son interet le
mois dernier, s’attend a un retour d’investissement “a deux chiffres”
et positif pour ses resultats a partir de 2013.

“TAV, qui est extremement bien gere, a une strategie que nous
n’allons pas changer qui consiste a grossir par croissance externe,
dans leur zone d’influence evidemment, puisqu’ils sont mieux places
sur la partie est de l’Europe et la partie ouest du Moyen-Orient”,
a explique M. Graff.

L’acquisition -realisee auprès des societes privees turques Akfen
Holding, Tepe Insaat et Sera Yapi- intervient aussi après de vives
tensions entre Paris et Ankara autour de la loi francaise punissant
la negation du genocide des Armeniens en 1915, finalement bloquee.

“Dans ce domaine, c’est une transaction commerciale pure, c’est
une transaction d’ailleurs privee”, l’Etat turc n’ayant pas de
participation dans TAV, a minimise Pierre Graff.

Le seul concurrent declare d’ADP etait d’ailleurs un autre francais,
le geant du BTP Vinci.

“Cette operation est la première acquisition d’envergure d’Aeroports de
Paris depuis l’introduction en Bourse en 2006”, souligne Eric Lemarie,
analyste chez Aurel-BGC, si l’on exclut la prise d’une participation
de 8% dans Amsterdam Schipol fin 2008.

Selon lui, l’operation est “de prime abord positive” du fait des taux
de croissance affiches par TAV. “Pour autant, le prix peut apparaître
comme eleve”, juge-t-il dans une note.

Vers 10H30, a la Bourse de Paris, l’action ADP perdait 0,22%, le CAC
40 prenant pour sa part 0,11%.

La strategie internationale du gestionnaire de Roissy-Charles de
Gaulle et d’Orly consiste a se developper dans les grands aeroports
internationaux de plus de 10 millions de passagers et situes dans
les pays developpes de l’OCDE ou dans les “BRIC” (Bresil, Russie,
Inde et Chine).

“Depuis la crise de 2008, on n’avait plus eu trop d’occasions parce
qu’il y a eu peu d’affaires qui sortaient”, a declare M. Graff a l’AFP,
sans commenter le prix paye. ADP s’etait contente d’acquisitions plus
modestes comme Amman en Jordanie ou sur l’île Maurice.

Concernant d’autres acquisitions potentielles, on va rester sur les
rangs mais il n’y a pas d’operations tous les jours. Pour l’instant
je ne vois pas d’affaire qui merite qu’on se penche dessus”, a enfin
commente lundi M. Graff.

Le mois dernier, le groupe aeroportuaire avait annonce avoir remporte
la gestion de l’aeroport de Zagreb (Croatie), mais avoir rate l’appel
d’offres portant sur Sao Paulo.

Lors d’une conference de presse a Istanbul, le chef de la direction
de TAV, Hamdi Akin, s’est rejoui de cette nouvelle alliance qui,
a-t-il dit, apporte a sa compagnie les financements necessaires pour
realiser de nouveaux investissements, notamment dans les domaines de
l’hôtellerie et de l’energie.

“Ce nouveau couple aura de très beaux enfants. Je suis convaincu qu’il
en sortira une union très forte sur le plan economique et politique”,
a declare M. Akin, cite par l’agence de presse Anatolie.

L’appel d’offres attendu pour la construction et la gestion d’un
troisième aeroport a Istanbul est egalement dans la ligne de mire de
TAV, a indique son directeur general, Sani Sener.

ANKARA, MARCH 13, ARMENPRESS: Turkish Prime Minister Recep Tayyip
Erdogan, who sheds crocodile tears for residents of Gaza, Palestine,
and for Syria’s opposition on every occasion, has approved the court’s
decision on quashing the case for stifling the massacre of alevies
of Svaz.

“It is a success for the nation and state,” Erdogan told journalists,
Armenpress reports citing CNNTurk TV Channel.

In July 2, 1993, Turkish nationalists fired Mediamax Hotel, Svaz, where
200 Turkey-based alevies (shia direction of Islam) held a meeting. 37
people were killed. Turkish writer Aziz Nesin was among the injured.

The information of the participants of the meeting related to the
case, as well as their calls for help, remained unanswered by Turkish
authorities. Those, who ordered and committed the planned crime,
have not been revealed.

Today – March 13, rally of complaint was held in Ankara on the occasion
of the court’s decision.The 11th Heavy Crime Court in Ankara quashed
the case bringing the limitation of the case as an excuse.

Zvartnots, Armavia Reached Agreement

Talks between “Zvartnots” airport and “Armavia” Airlines Company are
over in Civil Aviation Department (CAD). Spokesperson for CAD Nelly
Cherchinyan told Panorama.am Zvartnots is prepared to compromise with
Armavia’s requirements and the sides have reached a certain agreement.

N. Cherchinyan refused to introduce more details saying the sides have
prepared debt payment schedule, and “Armenia” international airports
have promised to compromise with Armavia. Armavia airlines agreed to
hold regular flights.

Further information about the agreement is not yet revealed.

St. Vartan Camp Alumni Establish New Group

The Ararat Center Advisory Committee is pleased to announce the newly formed
St. Vartan Camp Alumni Group-an organization that will allow camp alumni to
connect with each other, and to extend support to the camp program
throughout the year.

“St. Vartan Camp holds a special place in my heart,” said Alumni Group chair
Talene Metjian, whose father, the late Rev. Dr. Paree Metjian, was
instrumental in founding the camp in 1979. “As a child, I looked forward to
attending every summer, seeing old friends, and meeting new friends from
other parts of the Eastern Diocese.”

In addition to taking part in the program as a camper, Talene went on to
serve as a counselor-in-training (CIT) and later, as a counselor. In her 10
years with St. Vartan Camp, from 1983 to 1993, she said she made many
friendships that continued into adulthood.

“We shared many specials moments, and I still have great friendships that
started at St. Vartan Camp,” she said. “This new Alumni Group offers an
excellent opportunity for all of us to reconnect.”

Housed at the Ararat Center in upstate New York, St. Vartan Camp offers
children ages 8 to 15 three two-week sessions of religious and cultural
instruction, as well as a variety of athletic and social activities. Many of
the campers who graduate from the program go on to become CITs, or
counselors-in-training-a position for young leaders ages 16 to 17. CITs, in
turn, become full-time counselors at age 18, and continue to give back to
the camp program through their college years. Some 500 campers, CITs,
counselors, and volunteers take part in St. Vartan Camp each summer.

The new Alumni Group aims to bring together former campers for fellowship
and to brainstorm ways the community can support the future growth of St.
Vartan Camp.

Armenia’s national air carrier, Armavia, is still at odds with the
country’s only international airport, Zvartnots, over terms of payment
for its services despite government-mediated talks that ended in no
deal on Tuesday.

The Head Department of Civil Aviation announced early on March 13 that
after five hours of negotiations the Zvartnots administration had
agreed to make concessions to Armavia, providing conditions for the
airline’s normal operation. However, in the evening Armavia issued
an official statement, saying that Zvartnots had gone back on its
promise and called off the deal.

Neither company has elaborated on the announcement, while the
negotiations appear to be in limbo at the moment. Nor have they
disclosed the details of their disagreements. Still, according to
information that has been in the public domain, Armavia is seeking
discounts for services as a national carrier. The airport insists
that it does provide discounts, but Armavia does not live up to its
obligations and now has a huge debt to the airport.

Some experts estimate that the head of Armavia, Mikhail Baghdasarov,
an affluent businessman who is a citizen of Russia, simply has
decided to drive his company into bankruptcy. According to some media
speculations, Argentinean-Armenian businessman Eduard Eurnekian, whose
corporation currently manages Zvartnots, intends to buy Armavia. Once,
at a press conference, Baghdasarov admitted that “there are influential
people who are keen on getting their hands on Armavia”. He did not
elaborate on that. There is also speculation that Baghdasarov intends
to sell the company, as it requires large investments.

The problem got became public after Armavia’s March 6 strike as the
airline canceled all its flights and demanded the reduction of airport
service tariffs. Baghdasarov then did not exclude that Armavia might
consider declaring bankruptcy unless Zvartnots lowered the fees for
its services by 25 percent.

Eurnekian, who took the Zvartnots airport into concession
management for 30 years in 2001, has made a huge investment in its
infrastructure. Only the construction of new terminals required an
investment of more than $160 million. Baghdasarov has not made public
the size of his investment.

Media write about the clash of interests between the two companies
that belong to different types of business ideology – Western and
Russian. Russian businesses are accustomed to enjoying support from
the government, to tax breaks, cancellation of debts, abandonment of
long-term investments and obtaining quick windfall profits.

Western-type business implies investment, advertising, pure commerce.

The Armenian government has assumed the role of a go-between in the
talks. The Head of the Department of Civil Aviation announced that
the talks resulted in the Zvartnots administration’s agreement to
make some concessions and provide conditions for the airline’s normal
operation. In return, Armavia reportedly would carry out flights on
its regular schedule. The parties had reportedly reached a consensus
on the issue of tariffs for services, as well as on the schedule of
payment of the airline’s debts to the airport. However, Armavia later
announced that no agreements had been signed, meaning that the issue
was still not settled.

Earlier, on March 6, Armavia gave guarantees to pay debts to a Russian
air navigation company to which it owes a sizable sum. After that,
the company, Rosavianavigatsia, removed its ban on Armavia to fly
in the Russian air space that it introduced during the same day. At
present, Armavia continues to operate flights, but passengers fear
the airline may stop flying any moment.
