The three parties that comprise the ruling coalition of Armenia –
Republican, Prosperous Armenia, Rule of Law – seem to have jointly
decided on campaign slogans in the run-up to the May 6 parliamentary
elections.

They all use the word “belief”.

The Republican Party has decided on the slogan – “Believe that we
will change things”

Prosperous Armenia declares – “Believe and confide in us”

Rule of Law extols – “Believe that we will build a country of laws”

Not to creative, right?

Political analyst Manvel Sargsyan told Hetq that the coalition, deep
down , feels what is missing and can’t exist given such a reality,
so they make placards about it.

“There’s a crisis of belief right now, so they have latched on
to the theme so that their opponents can’t beat them to the gun,”
said Sargsyan.

He said that the use of the word won’t really impact on voters since
they can see what these parties have actually done for them.

“How do they expect the electorate to believe in them given their track
record until now?” Sargsyan noted. “Sure, it’s easy for a monopolist
to declare that monopolies should be wiped away. It’s another thing
to take specific action in that direction.”

The analyst argued that these three parties say one thing and do
something entirely different.

“They’re living in a world of contradiction and voters are too smart
to fall for populist slogans,” Sargsyan said.

L’adhesion dans une alliance militaire de sept anciennes republiques

” L’Organisation du Traite de Securite Collective (OTSC) se developpe
rapidement et l’Armenie, comme Etat membre de l’OTSC, est activement

projetons de renforcer le rôle de l’OTSC comme une des composantes
les plus importantes en vue d’assurer la securite de notre pays “.

Baghdasarian a donne ces details lors d’une conference de presse
commune avec Nikolay Bordyuzha, le secretaire general du bloc.

Bordyuzha est arrive a Erevan pour discuter avec les fonctionnaires
armeniens de la nouvelle strategie de l’OTSC redigee par son bureau
situe a Moscou.

Bordyuzha a dit que le document clarifiera la mission de l’OTSC et
les obligations de ses Etats membres aussi bien qu’il reglera les
operations militaires communes par leurs forces armees. Il verifiera
aussi si la Russie peut employer des armes nucleaires pour proteger
ses allies ex-sovietiques ” dans des circonstances extraordinaires
” a-t-il dit.

Eleven mountain riflemen from Latvia, Ukraine, Armenia and Estonia
participated in three-week trainings in the Georgian military base
Sachkhere held within the NATO program.

The instructors taught them how to act in winter time and held a
course of tactical trainings. Georgian Deputy MOD Andro Barnov, head
of the NATO Liaison Office in Georgia William Lahue, representatives
of the diplomatic corps attended the closing ceremony, Vzglyad reports.

Un homme d’affaires millionnaire proche de la plus grande force
de l’opposition en Armenie a formellement decide de prendre part
aux prochaines elections parlementaires plus de deux ans après sa
demission de l’Assemblee nationale actuelle alors qu’il faisait
l’objet de poursuites judiciaires.

Khachatur Sukiasian s’est inscrit comme candidat aux elections
parlementaires du 6 mai prochain. Il cherchera a regagner sa place
au Parlement.

Les representants de Sukiasian ont soumis les documents appropries a
la Commission electorale Centrale (CEC) le premier jour du processus
d’enregistrement.

Rien ne precise si la candidature de Sukiasian est officiellement
soutenue par le Congrès National Armenien (HAK), une alliance de
l’opposition menee par l’ancien President Levon Ter-Petrosian.

L’homme d’affaires avait fortement soutenu Levon Ter-Petrosian en
fevrier 2008 lors de l’election presidentielle. Il figure parmi les
partisans de Ter-Petrosian qui se sont enfuis du pays pour echapper
aux arrestations après les heurts mortels entre les forces de securite
et des manifestants de l’opposition exigeant de nouvelles elections.

Comme beaucoup d’autres figures de l’opposition, Sukiasian a ete
accuse d’avoir organise des ” emeutes de masse “. Il est retourne en
Armenie et s’est rendu a la police en septembre 2009 seulement pour
etre remis en liberte trois jours plus tard. Il a demissione de son
poste de depute avant d’avoir la permission de nouveau de pouvoir
quitter le pays.

Citant un manque de preuves la police a mis fin aux charges contre
Sukiasian en fevrier 2011. Il a continue a adopter une attitude
discrète depuis lors.

Fresh doubts have been raised about the suitability of Azerbaijan
to host May’s Eurovision Song Contest, as it emerged that two local
musicians who insulted the country’s president during a concert may
have been tortured by police over recent days.

The problems began when Jamal Ali, 24-year-old frontman of the band
Bulustan, criticised President Ilham Aliyev and his late mother during
a concert at an opposition rally on Saturday in the capital, Baku.

After an argument with the organisers, he was dragged away by police
along with Natiq Kamilov, another band member, and a third man.

A court charged the three men with hooliganism and sentenced them to
10 days in detention. During the hearing the two men said they had
been beaten by police, and were refused contact with their families
or lawyers.

Amnesty International called on the Azerbaijani authorities to launch
an independent investigation yesterday. “It’s deeply ironic that
only two months before Baku takes the world stage for Eurovision,
Azerbaijani authorities are using force to break up and silence
musicians performing at a peaceful protest on the city’s streets,”
said John Dalhuisen, Amnesty’s Director for Europe and Central Asia.

Azerbaijan sees the song contest as an opportunity to showcase the
economic growth of the country, and has poured millions into ensuring
the event goes smoothly.

However, as the contest approaches, the arrest of the musicians is
just the latest worrying sign of the heavy-handed way in which Mr
Aliyev’s autocratic regime deals with dissent.

Earlier this month, a sex video of an opposition journalist who claimed
to have uncovered corruption in Mr Aliyev’s family appeared online. She
said she had been told to stop writing or the video would be put
online. She went public with the threat and the video was released.

ISTANBUL: Non-Turkish Citizens Allowed To Attend Minority Schools

The Education Ministry has changed a regulation to allow children
from Armenian, Greek and Jewish minority groups who are not Turkish
citizens to be educated in minority schools.

The change, made to the regulation on special education institutions,
involved the removal of the statement, “Only children of Turkish
citizens can go to those schools.” Published in the Official Gazette on
March 20, the new arrangement will provide educational possibilities
to about 1,000 children, and minority schools, which are struggling
to find new students, will be revived.

The new regulation is expected to have a significant impact on the
children of illegal Armenian workers in Turkey. Those immigrants cannot
apply for Turkish citizenship for their children born in Turkey because
they are undocumented aliens. They cannot go back to Armenia, either,
because then they will not be able to return to Turkey; therefore,
the child can’t get an Armenian passport. According to the previous
regulation, only Turkish citizens of Armenian descent were allowed to
attend the country’s Armenian minority schools. The Turkish government
allowed the children to be accepted at local Armenian schools as
“guest students” for the 2011-2012 school year. Only about 50 students
have been accepted with guest student status at more than 10 Armenian
schools in İstanbul, Today’s Zaman has previously reported. The
parents of these Armenian children were concerned because guest
student status would not be enough for their children, who will need
proof of their education in Armenia, to where they plan to return.

At one school, attached to the GedikpaÅ~_a Armenian Protestant
Church in İstanbul, Armenian teachers — who are also undocumented
immigrants from Armenia — follow the educational calendar of Armenia,
use the textbooks that are used in Armenia and adhere to Armenia’s
educational system, with the purpose of preparing those children for
their future life in Armenia.

The spy scandal between Azerbaijan and Irann has been reactivated. It
began in February, when the Islamic Republic accused Azerbaijan in
support of the persons involved in the attacks on Iranian nuclear
physicists.

Now, the Azeri side accuses Iran of preparing a series of attacks
against the embassies and other U.S. and Israeli organizations. On
March 14, the Ministry of National Security reportedly neutralized
the entire espionage and sabotage network working for the Iranian
Islamic Revolutionary Guard Corps (IRGC).

The Ministry of Foreign Affairs of the Islamic Republic immediately
issued a rebuttal, and protested the actions of the Azerbaijani
authorities. The Ambassador of Azerbaijan to the Islamic Republic
Javanshir Akhundov was summoned to the Iranian Foreign Ministry and
was told about Israeli machinations “to discredit Iran,” resulting
in “brotherly and friendly government of the Republic of Azerbaijan
taking part in this game.” Tehran has stressed that the incident
virtually cancels the agreement signed at the trilateral meeting of
foreign ministers of Azerbaijan, Iran and Turkey on March 7, as well
as the arrangements entered into by the defense ministers of the two
countries a week earlier.

In addition, according to the Azerbaijani secret police, Revolutionary
Guards recruited one of the detainees, Niyazi Kerimov, back in 1999.

He, allegedly for a large sum of money, has attracted dozens of
other citizens of Azerbaijan into the criminal organization, whose
purpose was to conduct sabotage and terrorist acts against American
and Israeli targets in the territory of Azerbaijan.

On the background of the spy scandal and sharp exchange of diplomatic
notes, there is an aggravation in another area. Tehran was outraged
by the recent statements from Baku about renaming Azerbaijan into the
“North Azerbaijan”.

The Chairman of the Islamic Committee of Russia Heydar Jemal spoke
about the reasons for another escalation between the two countries
in an interview with “Pravda.Ru”:

“More recently, The Defense Minister of Azerbaijan said that his
country will never become a source of aggression against Iran. The
events that followed once again prove that one can make any claims
they want. Of course, Azerbaijan is unlikely to become a direct arena
of possible strikes on Iran.

Indeed, the latter can deal with it very quickly, because Baku is
very vulnerable. In part because, in case of a serious aggravation
with Iran, Armenia that has allied relations with it may join in,
and then the Azerbaijanis will have to forget about their dream to
return the land seized by the Armenians.

Nevertheless, all these spy games with the renaming to “North
Azerbaijan” suggest that the Azerbaijani political leadership is
conducting an anti-Iranian affair. Of course, Baku is making it clear
that there is “Southern Azerbaijan” and that it is ready to challenge
Tehran’s control over it.

Someone counts on using the Iranian Azerbaijanis against the Islamic
republic. However, these attempts have had and will have little
success. The Azeri factor in Iran became a state issue. The Iranian
Azeris simply have no reasons for any serious discontent. The spiritual
leader of the Islamic Republic is their representative.

Moreover, half of the Iran’s elite is Azerbaijanis who strongly
support the leadership of their country.

Baku is playing a dangerous game. In total, it controls up to nine
million Azerbaijanis, while in Iran they account for 25 million. That
is, there are three southern, Tabriz Azerbaijani for one northern, Baku
Azerbaijani. The former are much more well-organized, well-educated
and tough. They also have thirty years of experience in management.

If someone harbors ideas about the “unification of Azerbaijan,” they
must be aware that this can happen only according to “the southern
scenario”. The South Azerbaijan in this case will crush the North
Azerbaijan like a fly. To argue otherwise would be equivalent to
arguing that FRG did not absorb the GDR but vice versa.

It is surprising that Baku does not understand that Tabriz will
absorb the northern degenerative growth. Of course, all sorts of
anti-Iranian actions of the political elite in Azerbaijan are due
to the fact that it has a number of idiots in it. On the one hand,
we must not forget that in many respects such things are intended
for domestic consumption.

In addition, the Azeri leaders got involved in the games with Iran not
by accident. Their purpose was merely to nourish information tensions,
pushing oil prices up in the interests of all oil producers.

However, do not forget the fact that the Azerbaijani leadership is
not alone in the full sense of the word, and that they agree their
actions with Washington, trying to shake the situation in Iran,
including in terms of the Azerbaijan issue.”

The US Congress has been introduced to a resolution project on the
Armenian Genocide, ITAR-TASS reports.

It was initiated by Senators Mark Kirk and Robert Menendez. Previous
attempts to pass recognition of Armenian genocide in the Ottoman
Empire failed, the US government never used the term “genocide”.

US President Barack Obama did not deny chances for recognition of
the tragedy, although he avoided the topic since taking the office.

Obama’s administration did its best to fail the voting for the process
in March 2010 to avoid tensions with Turkey.
