YEREVAN, MARCH 23, ARMENPRESS: The United States, European allies
and even Israel generally agree on three things about Iran”s nuclear
program: Tehran does not have a bomb, has not decided to build one,
and is probably years away from having a deliverable nuclear warhead.

Those conclusions, drawn from extensive interviews with current and
former U.S. and European officials with access to intelligence on
Iran, contrast starkly with the heated debate surrounding a possible
Israeli strike on Tehran”s nuclear facilities, Armenpress reports
citing Reuters.

“They”re keeping the soup warm but they are not cooking it,” a U.S.
administration official said.

Reuters has learned that in late 2006 or early 2007, U.S. intelligence
intercepted telephone and email communications in which Mohsen
Fakhrizadeh, a leading figure in Iran”s nuclear program, and other
scientists complained that the weaponization program had been stopped.

That led to a bombshell conclusion in a controversial 2007 National
Intelligence Estimate: American spy agencies had “high confidence”
that Iran halted its nuclear weapons program in the fall of 2003.

Current and former U.S. officials say they are confident that Iran has
no secret uranium-enrichment site outside the purview of U.N. nuclear
inspections.

They also have confidence that any Iranian move toward building
a functional nuclear weapon would be detected long before a bomb
was made.

These intelligence findings are what underpin President Barack Obama”s
argument that there is still time to see whether economic sanctions
will compel Iran”s leaders to halt any program.

The Obama administration, relying on a top-priority intelligence
collection program and after countless hours of debate, has concluded
that Iranian leaders have not decided whether to actively construct
a nuclear weapon, current and former officials said.

Today, the Ambassador Extraordinary and Plenipotentiary of the Federal
Democratic Republic of Ethiopia Kassahun Dendier Melisi (residence
in Moscow) presented his credentials to the President of Armenia,
Serzh Sargsyan.

The President congratulated the Ambassador on his appointment
and wished him all the best. Noting that Ethiopia is an African
country whose friendly relations with Armenia are running back
into centuries, the President of Armenia said that there are good
prerequisites for developing and strengthening bilateral relations
based on the historical memory of the two nations. Serzh Sargsyan
stressed the importance of creating necessary legal field for the
development of cooperation in different areas and enhancement of the
Armenian-Ethiopian political dialogue.

The two parties expressed satisfaction with the cooperation in the
framework of international organizations.

According to Ambassador Kassahun Dendier Melisi, the Armenians
in Ethiopia have been contributing to the country’s prosperity,
development of science and technology, while the Ethiopians have
always had very warm feelings toward the Armenians.

The Ambassador of Ethiopia assured that his country is interested in
developing relations with the Republic of Armenia.

The 3rd Session Of The National Commission Coordinating The Preparat

THE 3RD SESSION OF THE NATIONAL COMMISSION COORDINATING THE PREPARATORY WORKS OF THE PARTICIPATION OF THE REPUBLIC OF ARMENIA IN THE “RIO+20” EARTH SUMMIT TOOK PLACE

On March 22 under the co-chairmanship of the RA Ministers of Foreign
Affairs Edward Nalbandian and Nature Protection Aram Harutyunyan, the
third session of the national commission coordinating the preparatory
works of the participation of the Republic of Armenia in the “Rio+20”
Earth Summit on the sustainable development and environment protection,
to be held in Rio de Janeiro in 2012, took place at the MFA.

Minister Nalbandian opened the session. Summarizing the work done by
the national commission during recent eight months, Edward Nalbandian
mentioned that the activities are implemented according to the
timetable, and the five thematic working groups created adjacent to
the preparatory commission presented their thematic reports. Both the
representatives of RA National Assembly, state agencies and National
Academy of Sciences and non-governmental organizations were involved
in the preparation of those reports.

Minister Nalbandian emphasized that the preliminary draft of the
national report on “Rio+20” had already developed.

Afterwards, the First Deputy Minister of Nature Protection Simon
Papyan presented the commission’s members the evaluation of the
proposals and completions on the “Rio+20” progress reports, as well
as the structure and main provisions of the report.

donnent leurs coordonnees et numeros de telephone exerceraient des ”
services sexuels “. La police enqueta sur le caractère de ces annonces
pour savoir si le site pouvait faire l’objet d’une interdiction. Achot
Aharonian, responsable de presse de la police armenienne affirme que
” les rapports tarifes qui sont en ligne de 25 a 50 000 drams pour
une heure ou deux de rapports sexuels ne laissent aucun doute sur le
caractère du site. Des tarifs qui peuvent aller jusqu’a 150 000 drams
pour une nuit complète avec l’une de ces dames qui habitent Erevan,

IDEA OF REPLACING FRANCE’S MANDATE IN MINSK GROUP RESULT OF AZERBAIJANI LOBBYING – ARMENIAN MP

YEREVAN.- The document adopted by European Parliament’s foreign
commission on replacing France’s mandate OSCE MG by that of EU is
not Union’s official viewpoint, head of Armenia’s delegation to PACE
Naira Zohrabyan told Armenian News-NEWS.am.

According to her this initiative is a result of the efforts of some
pro-Azerbaijan deputies.

“The EU officials, including the High Representative of the Union for
Foreign Affairs and Security Policy Catherine Ashton and the European
Commissioner for enlargement and European Neighborhood Policy Stefan
Fule, have announced many times that they are not going to replace
the French mandate with the EU mandate and that they support the
current format of the Nagorno-Karabakh conflict settlement,” Naira
Zohrabyan said.

The Armenian MP said the document is “a child” of Azerbaijani lobby.

She once again reminded of the position of the Armenian side – the
change of the mandate is unacceptable.

According to Zohrabyan, the most alarming is Azerbaijan’s active
lobbying in the parliaments of different countries.

“Azerbaijan buys deputies and they start an active propaganda in
favor of Baku. Armenia is just a  passive observer of the ongoing
processes in favor of Azerbaijan,” she said underscoring necessity
for Armenia to use all its resources including the powerful Diaspora
to resist such initiatives.

The European Parliament on Foreign Affairs adopted a document on
Armenia envisaging to replace France’s mandate with EU’s in OSCE
Minsk Group.

A TALK BACK WITH ‘DEPORTED/A DREAM PLAY’

BOSTON – A Talk Back was held after the Saturday, March 10 performance
with the Playwright Joyce Van Dyke, Director Judy Braha, the cast of
“Deported/a dream play” and Kate Snodgrass, artistic director of
Boston Playwright’s Theatre. Most audience members stayed for the
question-and- answer session providing an opportunity for comments
on aspects of that evening’s performance. The key players seated on
the stage posed questions to the audience: Did the play tell you the
truth? Did the play challenge you enough?

Audience members poignantly shared their thoughts and emotions. One
man had seen four staged readings of the play and was thrilled to now
see it in a full- fledged performance. “It truly was a dream play,” he
said. Then Paul Boghosian remarked, “I caught the reality of the play.

The emotional resilience of Victoria, her strength of character,
the arc of her journey in the US was very truthful to me.”

One woman appreciated all the remarks she had heard and noticed
the smooth transitions in changing sets. “The dancers as stagehands
brought coherence. Memories aren’t always linear,” she said.

Dora Tevanian said, “Varter represented the possibility of redemption
with love…We, as Armenians, are stuck, paralyzed. My Grandmother
never talked about the Genocide.” Though she “bristled” at first
since the actress playing Varter wasn’t Armenian, Tevanian was soon
won over with Jeanine Kane’s unconditionally-loving ways in the face
of tragedy and in the consideration of forgiveness, likening her
persona to the deceased actress, Greer Garson.

Another woman remarked on the most important underlying thread and
question in the play, the effects of the Genocide. She spoke of the
first generation, those who survived the Genocide, with the effect
being in dysfunctional families and symptoms of post-traumatic stress
disorder. Referring to the last act of the play that projects ahead
into the future with hopes of Armenians and Turks in harmony, she felt
the “Reconciliation” part of the play didn’t hold any appeal or seem
realistic. With recent demonstrations in Turkey and threats made to
Armenians, she felt reconciliations are inappropriate at this time.

Van Dyke responded with, “It’s a dream,” referring to the title of
the play and setting of the play’s last act. One woman compared
transformative imagery techniques used in the play with that of
African-American author Toni Morrison. Ken Baltin, one of the actors,
spoke of the strong effects of different points of views, comparing
that to the shards of a broken urn.

When I asked about the changes that may have happened to the actors
during the five years of working on their characters, Bobbie Steinbach
spoke of the challenges in her role, her own personal experiences with
being of Jewish descent and how her feelings about forgiveness were
explored over the years. Baltin reflected on the mortality of Harry
and a sense of healing and said, “It’s an extraordinary experience
to be in such a rich play.”

For Bethel Charkoudian, the play was “an extremely emotional
experience, not an intellectual experience. I’m shaking. It shook
me to the core.” Decades ago, Charkoudian conducted oral history
interviews with Genocide survivors; some “Deported/a dream play”
cast members listened to some of these interviews at the Armenian
Library and Museum of America (ALMA) as the play was in development
to hear first-hand accounts from the survivors. After the Talk Back,
Charkoudian asked Van Dyke, “Was it as difficult for you to write
this as for us to watch it?” to which Van Dyke responded, “Yes!”

In a follow up conversation, Tevanian remarked, “Having been to
several Armenian Genocide plays and movies, we can definitely say that
Joyce Van Dyke and her play boldly and successfully defines a new
genre in playwriting on the Armenian Genocide, a genre reminiscent
of the multitude of nostalgic historical narrative books that have
been published the past 25 years.” “To have an expose in the realm
of theatre is revolutionary, especially in the introduction of the
novel concept of a ‘dream play,’ which allows the drama to waffle
between past, present and future in an exhilarating puzzle,” continued
Tevanian. “Add to that the journaling of opening up the survivor to
verbalizing, emoting and reliving our trauma which had been heretofore
unspeakable, and you have a piece which finally tackles what we as
Armenians have been frozen by for almost a century. A gold star to
Joyce whose courageous leap and tedious effort to present something
new, intriguing, unique, and difficult has met with resounding success,
attested to by the standing only applause immediately after this
Talk Back.”

Javakhk Community Leader Holds Talks At European Parliament

JAVAKHK COMMUNITY LEADER HOLDS TALKS AT EUROPEAN PARLIAMENT

JAVAKHK (A-Info)–The coordinator of the Council of Armenian
Organizations (NGOs) of Samtskhe-Javakheti (Javakhk) and director
of the A-Info news agency Artak Gabrielyan traveled to Brussels
earlier this month and held meetings with key members of the European
Parliament and other European Union officials.

During his visit to Brussels, Gabrielyan met with Euro-Parliament
Vice-Speaker Yorghos Papastamakos (member of the Euro-Parliament South
Caucasus delegation), Traian Ungureanu, member of the Euro-Parliament
Committee of Foreign Relations and Andrey Kovachev, Vice-Chairman of
Euro-Parliament Committee of Foreign Relations, Charles Tannock, member
of the Euro-Parliament Committee on Foreign Relations and Human Rights
and Jiri Mastalka, member of the Euro-Parliament Bureau and Euronest.

At these meetings, Gabrielyan introduced the plight of the Armenian
community Javakhk, highlighting that his visit to Brussels comes
as a result of the refusal of Georgian authorities to meet with
representatives of the Javakhk Armenian community.

He also presented each person with a Memorandum to the European
Parliament, which details the issues facing Javakhk and highlights
demands that have been put forth by the Council of Armenian
Organizations (NGOs) of Samtskhe-Javakhk.

The demands Samtskhe-Javakheti Armenians include: 1. Granting of
autonomous territorial status (with its own directly elected assembly)
to Samtskhe-Javakheti and the adjacent Armenian majority Tsalka
district within a federal Georgia; 2. Allowing the use of the Armenian
language in public administration in those municipalities–such as
Akhalkalaki and Ninotsminda–in which Armenians make up a majority;
an unfulfilled accession commitment Georgia undertook when it joined
the Council of Europe in 1999, namely the signing of the European
Charter for Regional and Minority Languages; 3. Social and economic
development projects for the region to bring it up to par with the
rest of the country; 4. Improved Armenian representation in local
and state institutions; and 5. An end to social engineering by the
settlement of ethnic non-Armenians from other parts of the country
in Samtskhe-Javakheti.

Gabrielyan also stressed that the Council wanted the European Union
and Europe, in general, to be engaged in this process and to urge its
ally, Georgia, to properly address the issues pertaining to Javakhk.

Committee of Belgium Kaspar Karapetian and Bedo Demirdjian.

Ethiopian Ambassador To Work For Development Of Relations With Armen

YEREVAN.- Armenian Foreign Minister Edward Nalbandian received on
Thursday newly appointed Ethiopia’s Ambassador to Armenia Kasahun
Dender.

Minister Nalbandian stressed that the Armenian-Ethiopian ties are a
good basis for development of relations between the states. Edward
Nalbandian expressed hope that ambassador’s appointment will give a
new impetus to development of bilateral cooperation.

In his turn Kasahun Dender said his country is interested in
development of partner relations with Armenia assuring he would spare
no effort for further strengthening of relations between the states.

The sides discussed the issues of mutual interest paying attention
to the processes in the North Africa and South Caucasus.

On March 22 Foreign Minister Edward Nalbandian received Radmila
Shekerinska, the Head of the OSCE /ODIHR monitoring mission.

Welcoming the guest, Minister Nalbandian mentioned that Armenia
actively is engaged in the cooperation held in the frames of the OSCE
/ODIHR and the activities of the Organization. The poof of it is the
fact that Armenian Minister of Foreign Affairs is the first foreign
minister to visit the Organization’s headquarter in Warszawa in 2009.

Minister Nalbandian reaffirmed the Armenian authorities’ commitment
to hold the upcoming parliamentary elections in accordance with
international standards underlining that for achieving it, in
cooperation with the international organizations Armenia hasimplemented
comprehensive reforms. Particularly the electoral code was amended
which was approved by the Venice Commission of the Council of Europe
and OSCE /ODIHR, as well as a number of undertaken important steps
were positively assessed by the international community.

Radmila Shekerinska expressed gratitude for the invitation sent to the
OSCE /ODIHR to participate in the monitoring mission and mentioned
that their main propose is to support the improvement of electoral
processes, and the observers would be unbiased in it.

The Head of the OSCE /ODIHR monitoring mission informed that the
OSCE /ODIHR monitoring mission’s long-term observers would arrive
in Armenia next week and the monitoring mission would start to work
fully. It’s expected to have 24 long-term and 250 short-term observers
during the upcoming elections.

Minister Nalbandian reaffirmed the readiness of the Armenian MFA to
provide support to the activities of the mission within its mandate.

Village Residents Complain That Vaccines Imported To Armenia Are Not

The vaccines imported to Armenia are not effective, farmers complained
to Prime Minister of Armenia Tigran Sargsyan during his recent visit
to Armavir region of Armenia, the premier said about it at today’s
session of the government and applied to Agriculture Minister Sergo
Karapetyan with a demand to clarify the situation.

The latter was trying to assure the premier that farmers lie and said
that the fact that there was no mass epidemic of cattle in Armenia
is evidence of the effective vaccination.

He also added that the imported vaccines are not tested in Armenia as
there is no relevant laboratory in the republic, and it is very much
expensive to test them in Europe. The vaccines are mainly purchased
from the European producers, which have the relevant licenses and
certificates, the minister said. The premier added that vaccines
should be sent to testing 1-2 times in a year to get information
about their quality and to know what to reply to farmers’ questions.
