Une delegation parlementaire russe s’est rendu vendredi a Gumri et
a depose des fleurs sur les tombes des sept membres de la famille
armenienne tuee.

Trois membres pro-Kremlin de la Douma ont rendu hommage a la famille
Avetisian, une semaine après des manifestations anti-russes sans
precedent. Moscou a essaye de minimiser les retombees politiques
depuis que les massacres du 12 janvier a jete une ombre sur ses liens
etroits avec Erevan.

Les parlementaires en visite ont fait echo aux engagements de
fonctionnaires russes de resoudre le crime avec leurs homologues
armeniens. “C’est une tragedie non seulement pour le peuple armenien,
mais aussi pour le peuple russe”, a declare Oleg Lebedev, depute a
la tete de la delegation de la Douma.

Lebedev a annonce que les parlements russes et armeniens ont convenu
de mettre en place un groupe de travail conjoint qui permettra
de surveiller les enquetes en cours menees sur les homicides et
coordonnees par les deputes responsables de l’application des deux
pays. “Nous serons aussi ouverts et transparents que possible”, a
t-il dit. “Nous allons nous reunir et vous informer sur les resultats
de l’enquete.”

Lebedev a egalement ete interroge sur les demandes des citoyens de
Gumri pour que Valery Permyakov, le suspect maintenu en detention
militaire russe, soit remis aux autorites repressives armeniennes.

“Une enquete est en cours et personne n’a le droit de s’immiscer”,
a-t-il dit. “C’est une obligation legale en Armenie et en Russie”.

Lebedev, qui etait accompagne par de hauts deputes du Parlement
armenien, a en meme temps reaffirme les assurances russes selon
lesquelles Permyakov sera juge en Armenie.

Lebedev a ajoute que lui et ses collègues aller demander au
gouvernement et militaires russes d’eviter d’envoyer des conscrits a
des bases militaires russes a l’etranger a partir de maintenant. Il
a dit croire que seuls les soldats de contrats devraient y servir
après avoir subi une formation speciale.

Yerevan/Mediamax/. Deep Purple Frontman Ian Gillan addressed a letter
to the people of Gyumri regarding the tragedy of January 12.

Six members of the Avetisyan family, including their two-year-old
daughter, were slain in Gyumri on January 12. Their six-month-old
son Seryozha Avetisyan who got stab wounds on the day the rest of the
family was killed died a week later. Soldier of Russian 102nd Military
Base stationed in Gyumri Valery Permyakov is accused of the massacre.

Ian Gillan’s letter reads:

“Dear Friends,

I am writing to express my deepest sympathy and heartfelt condolences
regarding the atrocity committed in Gyumri on Monday the 12th of
January.

This heinous, senseless crime – the murder of the Avetisyan family –
has left me feeling sick and desperately sad for the whole community;
this brave and loving community; to which I feel a strong spiritual
connection, through previous events of tragedy and endeavor.

I have tried for days to write words to explain my emotions, but the
words just wouldn’t come. Now, on this peaceful Sunday at home in
England I have finally found the will to reach out, but I can offer
little apart from love and a communal hug.

It is impossible for ordinary people to imagine how such a bestial
act can occur and so I pray that the authorities will do the right
thing and that justice is not only done, but it is seen to be done
in a manner that is respectful to the memory of these slaughtered
innocents, who shall be remembered with respect and affection”.

In 1989, Ian Gillan took part in Rock Aid Armenia project which aimed
to raise funds for Armenia affected by Spitak Earthquake in 1988.

Within Armenia Grateful 2 Rock project organized by Mediamax,
Ian Gillan, along with Rock Aid Armenia organizer Jon Dee and Black
Sabbath guitarist Tony Iommi, paid a visit to Armenia in 2009. Gillan,
Iommi and Dee stated their readiness to support the reconstruction
of N6 Music School in Gyumri after which fundraising was held in the
next few years. In 2013, Ian Gillan and Jon Dee attended the opening
of the new building of Gyumri Music School.

Eduard Nalbandyan Did Not Fully Answer Question Related To Gyumri Mu

Armenia’s Minister of Foreign Affairs Eduard Nalbandyan, in essence,
did not answer a question asking if the Gyumri murder case had
violated an article in 1997 Armenia-Russia agreement where it states
that the suspects of offenses committed outside the Russian military
base territory must be transferred to Armenian law enforcement.

Recall, that last weekduring a discussion about the Gyumri murders in
the National Assembly, Heritage Party faction MP, ex-Foreign Minister
Alexander Arzumanyan stated that the Foreign Minister, not Prosecutor
General Gevorg Kostanyan, should be responsible for discussing the
latter, because it relates to an interstate agreement. A number of
MPs in the National Assembly demanded that Nalbandyan be present
during Parliamentary hearings.

Today, during a press conference while answering to Epress.am
journalist’s question, Nalbandyan noted that if there are any
contradictions within any agreement “then they must appeal to the
authorized institutions and create a commission.” He stated that
if the commission decided that there are violations, then the only
solution to the problem is through diplomacy. As to who and where
one needs to appeal to create commission, the minister did not specify.

Nalbandyan only added that if the National Assembly has invited the
MFA to its hearings, then either he or another representative from
the MFA would visit with the MPs.

2,000 VEHICLES STOLEN IN TURKEY SOLD TO SYRIAN JIHADISTS

PanARMENIAN.Net – About 2,000 vehicles stolen in Turkey were sent
to Syria during the past two years, with most of them being sold
to jihadists fighting in the neighboring country, Hurriyet Daily
News reported.

According to data from the Police Department and the Gendarmerie
Command, the 2,000 vehicles stolen in 2013 and 2014 were smuggled to
Syria with cloned license plates. Most of the vehicles were either
pick-ups or panel vans which have been sold to fighter groups in the
region, primarily the Islamic State (IS). Such vehicles have been
used by fighter groups for carrying ammunition and fighters.

According to figures from the Public Security Department of the Police
Department, about 63 vehicles are stolen every day in Turkey, mostly
in Istanbul.

In 2014, 23,000 vehicles were stolen across Turkey.

The newest models of luxury vehicles are also often stolen and smuggled
to northern Syria and Iraq, according to data obtained by the police.

Russia provides huge military-technical assistance to Armenia and
helps it train Armenian servicemen, ex-Deputy Defense Minister of
Armenia Vahan Shirkhanyan told reporters today.

“Russia criticizes Azerbaijan’s actions and says that the conflict
should be resolved in an exclusively peaceful way,” Shirkhanyan
stated. In his words, there are certain rules in foreign politics, and
small countries cannot dictate their rules to superpowers.

“The Russian frontier guards perform their obligations and
Armenian-Russian relations are developing in accordance with the
agreements signed,” Shirkhanyan said.

According to him, Azerbaijan is not a member of the Collective
Security Treaty Organization (CSTO), and in order to deter the
Azerbaijani side’s actions, Armenia should appeal to the OSCE, rather
than the CSTO.

“All the incidents will be examined closely. Besides, Armenia has
enough potential and force to protect its security. We know the war is
not over. The tension will remain until a final political agreement is
reached,” Shirkhanyan said.

In his opinion, Turkey, which still has an unresolved problem with
Armenia, is provoking Azerbaijan.

“The upcoming 100th anniversary of the Armenian Genocide is a serious
headache for Turkey and it tries to distract the international
community’s attention from that date by any means. Azerbaijan too
pursues a definite political goal and its steps are being guided by
Turkey,” V. Shirkhanyan said.

Au minimum 14 soldats Azéris auraient été tués et plus de 20 blessés
la semaine dernières au Haut Karabagh dans les combats face aux
Arméniens

La semaine dernière, les actions de prévention de l’Armée arménienne
de la République du Haut Karabagh ont coûté la vie à au moins 14
soldats Azéris et 20 ont été blessés selon le ministère de la Défense
de la République du Haut Karabagh.

Ce dernier précise que deux véhicules de transport de troupe azéri, de
type > ont été également détruits.

Au cours de la semaine écoulée, l’Azerbaïdjan a violé à 1800 reprises
le régime du cessez-le-feu avec plus de 20 000 projectiles tirés en
direction des positions arméniennes.

Dans le même temps, les Azéris ont entrepris une vingtaine de
tentatives d’incursion des positions de défense arménienne. Mais ces
tentatives ont échououé face au feu arménien. L’Armée arménienne a par
ailleurs entrepris de son côté des > avec

L’inauguration d’une nouvelle école dans l’ensemble scolaire
Tebrotzassere, au sein de la communauté arménienne, est toujours un
événement. Il suffit, pour s’en rendre compte, de compter le nombre de
personnalités qui se rendront au Raincy ce matin. Sont attendus le
préfet Philippe Galli, le député PS Pascal Popelin, Viguen
Tchitetchian, ambassadeur d’Arménie en France, les maires du Raincy,
Jean-Michel Genestier, de Livry-Gargan, Pierre-Yves Martin, de
Clichy-sous-Bois, Olivier Klein, de Montfermeil, Xavier Lemoine ou
encore de Rosny-sous-Bois, Claude Capillon. L’école maternelle
accueille une quarantaine d’enfants. Au total, 240 élèves sont

The EBRD’s forecast that the Armenian economy will stagnate in 2015
was a political put-up job and a reaction to Armenia’s decision to
join the Eurasian Economic Union, Armenian MP Artsvik Minasyan told
journalists on Saturday.

“The EBRD complies with the EU’s policy, so, it also has political
motives. So, its negative outlook concerning Armenia was just a
response to the country’s accession to the Eurasian Economic Union,”
Minasyan said.

He said that this outlook may have an influence potential investors
but it had no influence when Armenia issued sovereign eurobonds with a
low rate and a high rating. “Then we were negotiating association with
the EU but the issue of bonds spurred no inflow of investments,” the
MP said.

In Jan 2015 the EBRD downgraded its outlook of Armenia’s GDP growth in
2015 from 3.5% to 0%. Minasyan does not agree with this opinion and
expects a 4-4.5% GDP growth this year. “If we want to attract more
investments, we need reforms,” the MP said.

Today Armenian-Turkish protocols are like the unburied leader of the
October Revolution. “Yes, unburied Lenin, which, I hope, will be
buried one day,”- says the NA “Heritage” party member Tevan Poghosyan.

Tevan Poghosyan doesn’t know why until now the Parliament hasn’t
withdrawn the protocols, which are dead from the birth. He thinks that
Turkey missed the wonderful chance of dialogue, “If tomorrow there is
a new chance to negotiate and change, those documents won’t be the
same any more.”

Tevan Poghosyan, who personally knows Turkish Prime Minister Ahmet
Davutoglu, doesn’t have great expectations from his call for
friendship directed to Armenians. What’s more, Turks usually take such
cunning steps in April of every year especially for those countries,
which are going to recognize the Genocide, “They say that they are
trying to negotiate, they ask not to hinder and not to recognize the
Genocide, as such steps will affect them and after April 25 there are
no relations and the same hostile behavior is formed.”

Politician Ara Papyan knows why during these days Turks are seeking
the friendship of Armenians, “I am also ready to have friendly
relationship with Turks. But the relations, which are based on
justice, are friendly.”

We need actions for reconciliation and not just letters, “If Turkey
supports us and returns our lands, are we mad not to reconcile?”

The politician is happy that Serzh Sargsyan refused the invitation to
take part in the event dedicated to the 100th anniversary of Battle of
Gallipoli on April 24 in Turkey, but the rejection text was
incomplete, “There must have been the accusation that he is invited by
the President of the country, which keeps our lands occupied.”

Ara Papyan demands lands. Sooner or later that issue will be focused
on and the politician doesn’t think that it will intensify
Armenian-Turkish relations as there are no such relations, “I make
sure that if tomorrow Turkey has a chance to destroy Armenian
statehood without adequate response and serious economic, political
consequences, Turkey will do it.”
