One Arrest In Alaverdi Sexual Assault Against Minor

ONE ARREST IN ALAVERDI SEXUAL ASSAULT AGAINST MINOR

In a sexual assault case involving a minor that took place on March
19 in the northern Armenian town of Alaverdi, one person has been
arrested and another is being sought by law enforcement.

Tumanyan municipal police have arrested Alaverdi resident Aramo
Avetyan on charges of committing a violent sexual assault against a
minor. In this case, the victim was a 17 year-old girl from the Lori
village of Akori.

Police told Hetq that they have identified Avetyan’s accomplice and
are now searching for him. The second attacker is said not to be a
citizen of Armenia.

Tumanyan Investigative Division Chief Rudolph Stepanyan said that
20 year-old Avetyan had once been found guilty of assaulting someone
with a knife and causing serious injury. He never served any jail time.

Chief Stepanyan assumes that it was because Avetyan was a minor at
the time.

The police investigator told Hetq that a medical forensic examination
has revealed that rape wasn’t committed against the girl.

YEREVAN, APRIL 12, ARMENPRESS. The main phase of “Computer for all”
program will launch soon and the first computers are already on the way
to Armenia and will reach the destination in a month. Coordinator of
the program Bagrat Yengibaryan, who is also director of the Enterprises
Incubator Foundation, told Armenpress that the pilot program launched
in 2009 and 17 thousand people made use of it.

Previously one company and a bank were cooperating with the program,
now Asus, Dell, HP companies will be included. The number of
cooperating banks reached 8.

If previously the program was implemented only in Yerevan, Gyumri and
Vanadzor, hence it will involve the whole territory of the republic.

The goal of the “Computer for All” program has essentially raised
the level of usage of computers in Armenia.

YEREVAN, APRIL 12, ARMENPRESS. The cabinet approved at its today’s
sitting the technical regulation on “Rules of Exploitation of Oil
Line”. Armenpress reports that at the April 12 cabinet sitting Prime
Minister Tigran Sargsyan stressed that the issue relates to the oil
line that is being newly constructed. He said Armenia is to establish
the technical rules from the very beginning.

Energy and Natural Resources Minister Armen Movsisyan said the draft
regulation has been worked out for establishing norms of construction,
exploitation of the oil line.

Jalil Salari, executive director of the Iranian National Oil Company,
stated earlier that Armenia has started importing oil products from
Iran. According to Iranian Mehr agency, first the oil products will
be imported to Armenia through trucks and then through a pipeline to
be built between the two countries.

Azerbaijan might as well hit the plane in the air space of Yerevan
but today our air defense follows Azerbaijani 260 planes in the
Azerbaijani air,” he said.

Movses Hakobyan reminds that hitting civil planes is a breach of
international law. According to him, Stepanakert Airport is built
so that the planes will fly exceptionally in our airspace and will
never enter the Azerbaijan airspace.

“If Azerbaijan resorts to provocations, our air defense systems
will eliminate their rockets,” underlined the Commander of the NKR
Defense Army.

The paper says it has learned from “well-informed sources” that
President Serzh Sargsyan has asked the leader of Prosperous Armenia
party (PAP), Gagik Tsarukyan, to have no more than one meeting with
the voters of Yerevan.

To verify the report, it contacted the PAP spokesperson, Khachik
Galstyan, who said, however, that the party follows its own strategy
rather that prior agreements.

“We have an elaborated pre-election strategy and tactics, and guide
ourselves by that strategy, without having any agreement with anyone,”
he was quoted as saying.

There has been a proposal to construct an oil pipeline between the
Iranian city of Tabriz and Yerevan but no specific project is being
implemented at present, according to Lusine Harutyunyan, a spokesperson
for the Ministry of Energy and Natural Resources.

Speaking to Tert.am, Harutyunyan said that the pipeline, if launched,
would enable Armenia to import oil supplies from the Persian Gulf.

The managing director of the National Iranian Oil Refining &
Distribution Company, Jalil Salari, had earlier told Mehr News Agency
that importing oil products through Georgia is not economically sound
for Armenia therefore the country has opted for importing the product
from Iran.

Salari was quoted as saying that the country’s private sector will
transfer oil products to Armenia via road transportation fleet in
the first phase.

But the Ministry’s spokesperson said she was unaware of the Iranian
news agency’s report.

“No oil products are being imported to Armenia upon the Ministry’s
initiative,” she said. “The pipeline is not ready yet, and no imports
are carried out via transport.”

“Armenia has an agreement with Iran, but that’s still under
consideration,” Hautyunyan said, adding that the document, which only
expresses Armenia’s intention to develop the pipeline, was signed by
Minister Armen Movsisyan who visited the country in February.

The Armenian translation of the document is said to contain
inaccuracies.

Speaking to Tert.am, Director of the Regional Studies Center (RSC)
Richard Giragosyan said he treats the project with suspicion,
considering it a bluff by the Iranian side. According to him, the
country might have proposed the idea in an attempt to avoid sanctions.

YEREVAN, APRIL 12, ARMENPRESS: “Deported / A Dream Play” was hosted by
The Suffolk University Modern Theater in association with the Boston
Playwrights’ Theater during the month of March, reports Armenpress
citing The Suffolk Voice.

Written by Joyce Van Dyke, and directed by Judy Braha, “Deported”
focused on a woman named Victoria who had to suffer through the
experiences of having to leave Armenia and losing her loved ones
during what has become known as the Armenian Genocide.

Centered upon Victoria’s pain is the play’s main focus on friendship
during such hard times. Throughout her life, Victoria has to live with
the effort of becoming a better person by moving on with her life in
America while dealing with the loss and failure of a friendship she
lost during the genocide, which haunts her days and nights throughout
the story.

The play had a unique blend of acting and dancing, with many dancers
and “dreamers” in the play coming from Students who are a part of
the Suffolk University Theater Department. Through her strong acting
throughout the play, lead actress Bobbie Steinbach helped to hold this
play high above expectations. Not only did she act with great talent,
but she was a natural in playing the bi-lingual, aging character who
had lived through more pain than most could ever imagine.

Actor Ken Baltin, playing Victoria’s husband, holds his part in the
story just as well. Playing a man whose pain resonates throughout each
of his lines, he shows that even through his actions, the audience
must have compassion for all the loss he had suffered during the
genocide as well.

One negative note on the 100-minute play; the final act was not as
tightly depicted as the first two. Although the first and second act
worked to portray the emotion and pain between the Armenians and Turks,
the dream-like state of the third act seemed like an odd conclusion
to such a powerful story.

Hollande a affirme mercredi qu’il n’y aura “pas d’adhesion de la
Turquie a l’Union europeenne” lors de son quinquennat, s’il est elu,
puisqu'”aucune condition majeure n’est reunie”.

“Aujourd’hui, il y a un processus de negociation qui est en cours
depuis d’ailleurs des annees” mais “aucune condition majeure n’est
reunie, et donc, dans le prochain quinquennat, il n’y aura pas
d’adhesion de la Turquie a l’Union europeenne”, a declare M. Hollande
lors de l’emission “Des paroles et des actes” sur France 2.

“Le principe c’est Jacques Chirac qui l’a accepte, il avait un ministre
qui s’appelait Nicolas Sarkozy”, a rappele le candidat PS.

“Le principe de la negociation il est pose, la negociation elle est
en cours mais les conditions ne sont pas reunie” et “ca ne se fera
pas durant le prochain quinquennat”. “Les conditions, en ce qui me
concerne, ne sont pas reunies”, a-t-il insiste.

La semaine dernière, lors d’une visite a Bucarest, le ministre turc
des Affaires europeennes, Egemen Bagis, avait lance un avertissement
aux adversaires de l’adhesion de son pays a l’UE, affirmant que
“les hommes politiques en Europe qui pensent qu’ils vont decourager
la Turquie en creant ces difficultes se trompent complètement”.

“Aucun pays ne fait face a autant d’obstacles, de defis et de
difficultes que mon pays” dans son processus d’adhesion, avait-il
dit aussi en evoquant les visas imposes aux Turcs et la lenteur
des negociations. Le processus de negociations entre Ankara et l’UE
pietine, avec seulement 13 des 35 chapitres jalonnant la negociation
ouverts.

De nombreux chapitres sont bloques du fait du refus d’Ankara
d’appliquer l’union douanière a la partie grecque de l’île divisee
de Chypre, membre de l’UE depuis 2004, que la Turquie ne reconnaît pas.

L’Autriche, la France et l’Allemagne sont aussi reticentes a une
pleine adhesion et soutiennent l’idee d’un partenariat.

M. Hollande s’etait prononce en decembre dernier pour l’adoption d’une
proposition de loi, a l’initiative de la majorite de Nicolas Sarkozy,
reprimant la negation du genocide armenien de 1915. Le vote de cette
loi, finalement censuree par le Conseil constitutionnel, a provoque
une vive tension diplomatique entre Paris et Ankara.

Armenian CEC Counts Parliamentary Candidates

The Central Electoral Commission of Armenia has received withdrawal
notes from four candidates for parliament, according to the majority
list. They are Arsen Manukyan (electoral district N1), Merujan Mkhoyan
(N21 in Armavir), Tigran Petrosyan (N23) and Armen Avdalyan (N28),
Aysor.am reports.

Withdrawals were also received from candidates of the proportional
list of Orinats Yerkir Ashkhen Manukyan (45th in the list), Karine
Lazarian (90th) and Meri Gonyan (169th).

Candidates from the Heritage Party, Yervan Zurabyan (51th) and David
Arakelyan (71st) withdrew.

The CEC discussed messages from residents of building N43 on the
Street of Tigran Mets of the Kentron Administrative District and
a message of Malik Telunts, a candidate of the majority list of
electoral district N37.
