Catholicos of All Armenians Karekin II met on Monday with Agriculture
and Rural Development Minister of Israel Orit Noked, accompanied by
her Armenian counterpart Sergo Karapetyan.

Noked told His Holiness about the objective of her visit and the
agreements reached during her meetings in Armenia.

Karekin II welcomed the delegation and pointed out that the interstate
relations of the two countries start developing. He expressed hope
that the Armenian community and the Armenian Patriarchy in Jerusalem
will have a positive effect on consolidation of bilateral cooperation.

He pointed out that the two nations should consolidate their ties
in a joint fight against genocides. For her part, Noked shared her
impressions about her visit to Armenia.

An attack Sunday on oppositional parliamentary candidates, one week
into the May 6 election campaign, has overshadowed a recent call by
President Serzh Sargsyan for tolerance.

The Armenian National Congress (ANC) released a statement, according
to which an attack was carried out against its candidates in election
district #7 (which includes Malatia-Sebastia administrative district),
as candidate Nikol Pashinyan held a campaign meeting. The statement
says that Babken Garoyan, who is on the ANC proportional list,
was injured, “candidates running for the National Assembly Gayane
Arustamyan and Zoya Tadevosyan were subjected to violence, too.”

Police report that Arustamyan and Garoyan received medical treatment,
and an investigation into the cause of the incident is underway.

ANC lays the responsibility of the incident on renowned tycoon Samvel
Alexanyan, who is also a candidate in the district, nominated by the
Republican Party of Armenia, the ruling party of the president.

Pashinyan, who accused Alexanyan of setting up a regime that controls
the district “like Auschwitz”, at a press conference on Monday said
that ANC representatives had informed international observers about
the incident.

The campaign headqaurters of the ruling Republican Party-backed
candidate Alexanyan, meanwhile, denied responsibility for the reported
attacks, presenting a counterclaim that Pashinyan and others were
setting up provocations to incite violence.

There are powers that prompt Azerbaijan to war, member of European
Parliament, and ex-President of Lithuania Vytautas Landsbergis said.

Azerbaijan should realize it and settle the Karabakh conflict fairly
and peacefully.

Landsbergis stated that Azerbaijan should not repeat Georgia’s error.

Baku should be patient, take calm steps, strengthen relations with
international organizations and regularly inform them about the
Karabakh conflict in detail, Gruziya Online reports.

“In case war breaks out between Armenia and Azerbaijan, the third state
will gain profit. This state will supply both parties with weapons and
ammunition. The conflict has no military solution, it must be solved
only peacefully and based on principles of the international law,”
he said.

The fight against holding the Azerbaijani Film Festival in Armenia
continues in northern provinces of the country, as a result of which
on Monday morning a group of people throwing eggs and stones at the
Helsinki Citizens’ Assembly (HCA) Vanadzor Office, tried to hinder
the show of the Azeri films.

After the failure of holding the Azerbaijani Film Festival in Gyumri
a few days ago, festival organizer Georgi Vanyan, director of the
Caucasian Center of Peaceful Initiative, decided to hold the festival
in the regional center of Lori province – in HCA Vanadzor Office. This
decision was opposed by a number of NGOs and local institutions of
political forces in Vanadzor.

“If someone is not provided with a space and turns to me asking for a
space, then as a human rights defender I must help him or her,” said
head of HCA Vanadzor Office Artur Sakunts, adding that the defense
of freedom of expression in Armenia is a principal issue for him.

Vanyan released a statement announcing that the festival is again
postponed, and accusing law enforcement bodies and human rights defense
organizations of being unable to defend the right to hold the festival.

Congress (ANC) and editor-in-chief of Haykakan Zhamanak paper compared
Yerevan community of Malatia-Sebastia with “present-day Auschwitz”
pledging to do the utmost to rid it from Samvel Aleksanyan.

Commenting on the incident with ANC representatives in the community,
Nikol Pashinyan accused RPA-backed Samvel Aleksanyan of creation of
obstacles during his election campaign.

According to him, women opposing his campaigning in Malatia-Sebastia
yards were not local residents, but were intentionally brought by
buses to foil his meetings in community yards.

Mr. Pashinyan further voiced confidence in his victory during elections
in the community.

Parliamentary elections, due in Armenia on May 6, feature 8 political
parties, Republican Party of Armenia (RPA), Prosperous Armenia, ARF
Dashnaktsutyun (ARFD), Orinats Yerkir, Heritage, Democratic Party of
Armenia (DPA), Communist Party of Armenia and United Armenian party,
as well as one election bloc represented by opposition Armenian

The court, examining the case initiated by the Armenian St Nikoghayos
church’s fund against Istanbul City Hall, ruled in favor of the
Armenian party, Armenpress reports citing Turkish Sahib.

According to the court’s decision, the 37500 sq. m. territory,
including the Armenian cemetery, was given to the Armenian St
Nikoghayos church’s fund. The fund’s chairman Varuzhan Maghatelyan
noted that the church had been waiting for this decision for a
long time.

“The Istanbul City Hall will protest against the court’s ruling
but we think that the final decision will also be in our favor”,
Maghatelyan said.

STEPANAKERT.- President of the Nagorno-Karabakh Republic Bako Sahakyan
participated in the solemn event organized on the Day of the Police
and addressed the policemen with a congratulatory speech.

“Dear Police officers and veterans,

I extend my heartiest congratulations on your professional holiday
and the 10th anniversary of the NKR Police.

On this solemn moment I first of all bow my head in memory of all those
police officers who lost their lives during the Artsakh liberation
struggle and while performing their duties. Glory and honor to the
martyrs!

Today is another opportunity to reflect on your work, and I am
pleased to note that in recent years significant positive changes and
developments have been carried out in the work of the Nagorno-Karabakh
Republic Police.

First of all, I would like to note that the number of crimes in 2011
decreased by 99 cases. The crime rate per 10 thousand people continued
to decline and constituted 25,6 cases compared to 33 ones in 2010.

This is one of the lowest rates in the world, which indicates high
level of public safety in our country.

A high rate of crime detection of about 91 percent is also
satisfactory. However, it is necessary to work more consistently to
improve this figure, as well as the effectiveness of disclosure of
criminal cases suspended in previous years. There are also unsolved
grave and particularly grave crimes, which is unacceptable.

The detection of latent crimes should be considered a priority. This
figure has grown by 16 cases in 2011 as compared to 2010, however,
there is still much to be done.

To make the fight against crime more efficient, consistent work should
be done primarily for the prevention of crime. Within this context
it is important expand and deepen cooperation between different
departments of the police itself as well as between police and other
relevant structures. Cooperation with police and other government
agencies of the Republic of Armenia is also crucial.

There are also problems in the traffic safety. To a great extent they
are derivatives from steady continuing growth in traffic as well as
road capacity. I am aware of the extensive work carried out to prevent
road accidents and ensure traffic safety. However, substantial growth
in traffic accident shows that there are still unresolved issues in
this field. There is a need to carry out comprehensive measures to
improve the situation.

The effective solution of the tasks assigned to the police to a
great extent depends on proper cadre policy, including discipline,
recruitment and appointment of personnel. It is necessary to carry
out continuous work in this direction.

It is also thanks to the principled and dedicated work of the police
and each police officer that the law and order are maintained in our
republic, the rights and interests of the citizens are protected.

These are among the most important areas of state functioning that
have always been in the spotlight of both the authorities and the
society. And naturally, the existing positive trends here as well as
the shortcomings and flaws immediately get an appropriate response
by the population. Therefore, the requirements for police officers
are more stringent and clear-cut.

I want to be sure that the leadership of the police and every officer
will continue to do everything possible to realize effectively their
tasks. The state in its turn will keep providing necessary assistance
to the structure on a continuous and ongoing basis.

Dear police officers,

I once again, congratulate on this memorable occasion and wish you
and your families peace, robust health and great success.”

YEREVAN.- Armenia’s Heritage Party says the first week of election
campaign showed that a group of political forces is working against
them.

During a Monday press conference, Vice Chairman Ruben Hakobyan called
it a preplanned action against the Heritage Party aimed to discredit
the opposition force.

“The first week showed strategic moods of the parties, majority of
them representing pseudo opposition forces. Their aim is to discredit
Heritage and deprive it of votes,” Hakobyan said.

Opposition Heritage Party is a liberal party founded in 2002. The
proportional list of the party includes members of extra-parliamentary
opposition Free Democrats Party and civil society representatives.

Heritage has also nominated MP candidates with the majority election
system.

The State Environmental Inspection of the Armenian Ministry of Nature
Protection issued 11 decisions on April 10-14 for a total of AMD
780000 administrative fine and calculated environmental damage worth
AMD 415.45 thous.

In particular, two people were charged with AMD 75000 and AMD 234000
ecological damage due to illegal tree cutting in Armenia’s Tavush
and Syunik provinces. 4 people in Lori province caused environmental
damage of AMD 106.45 thous.

Hunting violations were revealed in Armenian province of Aragatotsn
totaling AMD 3000000 ecological damage.
