LA TURQUIE BALISE LA VOIE A UN PARTENARIAT EFFICACE AVEC LES MEDIAS AFRICAINS

Assurer une opportunite de partage complet d’informations et d’echanges
de vues, et creer une solidarite professionnelle entre les institutions
mediatiques et les journalistes via l’etablissement d’une plate-forme
commune et de canaux de communications, c’est autour de ces deux
grands axes que s’est tenu le ” Forum Turco-Africain des Media ”
les 09 et 10 mai 2012 a Ankara. Près de 300 journalistes africains
dont six (6) du Togo ont pris part a cette rencontre internationale.

Place sous le haut patronage du Vice-Premier ministre de la Turquie,
M. Bulent Arinc, cet evenement d’envergure a ete organise par le
Bureau du Vice-Premier ministre de la Direction generale de la Presse
et de l’information en collaboration avec l’Initiative des Medias
Africains après les forums des medias des pays de langue turque, des
medias des Etats des Balkans et des medias turco-arabes. Il a reuni
nombre de professionnels des medias africains, des leaders d’opinion,
des experts en communication, des professeurs d’universite et des
acteurs politiques.

” Nous attestons du fait que les relations bilaterales et
multilaterales que la Turquie a developpees avec les pays voisins et de
la region, jouent un rôle majeur dans la mise en place de la paix et
d’un ordre equitable. Dans cette perspective, en tant que Direction
generale de la Presse et de l’Information, nous continuerons nos
efforts dans le but de rassembler des representants de divers pays
du monde lors des forums des medias. Par ailleurs, nous developpons
des mecanismes de cooperation bilaterale avec des pays frères dans
le domaine de la presse et de l’information “, a declare le Directeur
general de la Presse et de l’Information, M. Murat Karakaya, dans son
allocution de bienvenue. Pour lui, l’Afrique est devenue une region
qui suscite l’interet mondial au cours de ces dernières annees,
grâce a ses capacites economiques, sociales, ainsi qu’a sa richesse
culturelle : ” Contrairement a d’autres pays, la Turquie a developpe
des relations amicales et robustes avec les pays africains depuis
des siècles. Nous saluons le fait que ces relations aient pris une
dimension supplementaire, notamment au cours des dix dernières annees,
et soient porteuses d’un potentiel considerable “.

Après avoir salue ce projet du gouvernement turc, le President de
l’Initiative des Medias Africains, Amadou Mahtar Ba, a indique que
les partenariats doivent s’etablir de facon equitable, et a invite les
participants a soutenir les relations entre la Turquie et le continent
africain. ” Nous representons plus d’un milliard de voix et l’Afrique
a beaucoup donne dans tous les domaines “, a-t-il souligne.

Ouvrant le forum, le Vice-Premier ministre, M. Bulent Arinc, a d’abord
presente la Turquie comme etant un pays qui fait rehausser sa presence
dans la region et a travers le monde grâce a sa population jeune
et dynamique (75 millions d’habitants), a son economie ouverte et
liberale, a la main-d’~uvre qualifiee, au large marche interieur,
a la competitivite industrielle et a sa situation geographique. ” Les
efforts de cooperation faits en particulier a travers les representants
des medias jouent un rôle majeur dans la connaissance de nos peuples
sans donner lieu a aucun malentendu, et donc l’etablissement d’un
dialogue efficace. Je suis persuade que les medias restent l’un des
moyens les plus influents pour parler et discuter des efforts de
cooperation et proposer des solutions a cette fin “, a-t-il darde.

Après avoir rappele l’histoire qui a lie son pays au continent
africain a travers l’empire ottoman, le Vice-Premier ministre turc a
laisse entendre que : ” si un jour nous assurons la justice dans ce
monde et apportons un concept qui rend chacun heureux, ce sera grâce
aux efforts de ceux qui se tiennent par le partage, la fraternite,
la sympathie, et non par le colonialisme, le racisme et le pillage
“. ” La Turquie attache une grande importance a l’etablissement
de nouvelles relations avec le continent africain. En partageant
l’histoire et la culture communes, la Turquie et le continent africain
peuvent faconner l’avenir sur la base d’interets communs “, a-t-il
poursuivi. Ainsi, les relations commerciales entre la Turquie et les
pays africains se sont considerablement accrues au cours des cinq (5)
dernières annees. Par exemple, les echanges commerciaux avec les pays
sub-sahariens qui etaient chiffres a près de 742 millions de dollars
en 2000, ont atteint la barre des 7 milliards de dollars en 2011 ;
ce qui fait pour tout le continent 17 milliards contre 4 milliards
de dollars en 2000.

A la suite de ce ceremonial, les participants ont activement echange
sur une kyrielle de thèmes comme ” Turquie et Afrique : opportunites
et defis “, ” Medias comme un facteur efficace dans la sensibilisation
sur des questions de developpement, de la migration, l’environnement,
la sante, etc. “, ” Impact des medias sociaux dans l’amelioration
de la culture democratique “, ” Cadre pour la cooperation entre les
entreprises de presse turques et africaines “, ” Avenir des relations
commerciales et economiques entre la Turquie et le continent africain :
Influente participation des medias au processus “.

Au cours de ces debats fort enrichissants, tous les journalistes
se sont inquietes du sort de plusieurs dizaines de leurs confrères
turcs emprisonnes et ont emis le v~u qu’ils recouvrent leur liberte,
meme si le Vice-Premier ministre a explique que ce n’est pas dans le
cadre de l’exercice de leur fonction qu’ils ont ete apprehendes.

Les journalistes des 54 pays de l’Union africaine dans une declaration
finale (voir ci-dessous), se sont engages a renforcer leurs structures
dans le but de construire un avenir commun pour les pays de la region
et promouvoir le developpement humain et la prosperite economique de

“Cette annee, la Russie, l’Italie, la Serbie, la Roumanie et la
Grande-Bretagne, de meme que la chanteuse suedoise Loreen, qui
interprètera “Euphoria”, une chanson techno-pop, figurent parmi
les favoris de ce concours qui devrait etre regarde par environ 125
millions de telespectateurs.

La plupart des compositions seront traditionnellement chantees
en anglais mais le spectacle promet aussi quelques singularites
linguistiques. Le groupe russe “Bouranovskie Babouchki” (les
grands-mères de Bouranovo) va melanger dans sa chanson des paroles en
anglais, en russe et en oudmourte, une langue locale qui se rattache
au groupe finno-ougrien, alors que le groupe autrichien Trackshittaz
a promis du rap dans un dialecte regional peu connu.

Les telespectateurs pourront voter par texto ou par telephone et leurs
voix seront ponderees a 50/50 avec celles d’un jury professionnel.

L’Azerbaïdjan, un pays de quelque 9,2 millions d’habitants a majorite
musulmane, riche en hydrocarbures, espère grâce a ce concours se
presenter au monde, où il n’etait connu jusqu’ici que comme un
exportateur de petrole.

“L’Eurovision rendra l’Azerbaïdjan celèbre dans le monde entier. Nous
sommes fiers que le concours se deroule ici, a Bakou”, se felicite
Lala Mirzoyeva, une etudiante de 22 ans. Plusieurs ONG espèrent pour
leur part attirer l’attention de la communaute internationale sur
le problème des droits de l’homme dans ce pays dirige d’une main
de fer par le president Ilham Aliev, accuse de reprimer la liberte
de la presse et l’opposition. “L’Azerbaïdjan fait de son mieux pour
organiser un show, mais les gens doivent savoir quels problèmes se
cachent derrière ce côte brillant et glamour”, estime Giorgi Gogia,
de l’ONG Human Rights Watch.

L’Eurovision-2012 est egalement assombrie par le refus de l’Armenie
de participer -pour des raisons de securite- a ce concours, en raison
d’une declaration du president Aliev selon laquelle tous les Armeniens
sont hostiles a l’Azerbaïdjan.

L’Armenie et l’Azerbaïdjan se disputent depuis des annees le contrôle
du Nagorny-Karabakh, une region separatiste azerbaïdjanaise peuplee
majoritairement d’Armeniens. Rattachee a l’Azerbaïdjan pendant la
periode sovietique, cette region a proclame son independance, non
reconnue par la communaute internationale, après une guerre qui a
fait 30.000 morts et des centaines de milliers de refugies entre 1988
et 1994.”

Vive la liberte d’expression !

En fait, l’Azerbaïdjan possède l’un des plus mauvais bilan des
droits humains de tous les pays du Conseil de l’Europe. Musiciens,
journalistes et communaute gay supportent tous le poids de la
repression.

” Les libertes de reunion, d’association et d’expression y
sont massivement reprime “, explique un porte-parole d’Amnesty
International.

Les dissidents les plus actifs sont intimides par des menaces de prison
et de torture, et les membres des familles peuvent etre licencies de
leurs emplois si elles sont opposees aux positions du gouvernement.

Pour les sept dernières annees, le gouvernement a interdit les
rassemblements de l’opposition. Cependant, dans la perspective de
l’Eurovision, deux manifestations officielles ont ete autorises a
la peripherie de Bakou. La plupart des Azerbaïdjanais supposent que,
après le concours les rassemblements seront interdits a nouveau. La
seule demonstration spontanee a avoir ete autorisee, eut lieue en mai
2011, lorsque des milliers de personnes sont descendues dans les rues,
chantant et scandant toute la nuit – parce que l’on celebrait victoire
surprise de l’Azerbaïdjan au Concours Eurovision de la Chanson.

Elmar Huseynov, dirigeant d’un magazine, a ete abattu devant son
appartement en 2005 après avoir ete critique envers le gouvernement.

Ses assassins courent toujours.

En Novembre dernier un autre eminent journaliste, Rafic Tagi, a ete
poignarde a mort dans les rues de Bakou. Personne n’a ete arrete pour
ce crime.

Le 18 Avril, le journaliste azerbaïdjanais Idrak Abbasov a ete
sauvagement battu par 20 gardes de securite SOCAR parce qu’il filmait
les gens expulses de leurs maisons a la peripherie de Bakou, selon
Human Rights Watch.

Khadija Ismailova, une journaliste d’investigation des plus
distinguees d’Azerbaïdjan, a elle ete piegee par des cameras placees
a son domicile par la compagnie des Telecommunications sur ordre du
gouvernement. Elle venais de publier un article sur les liens entre
la famille presidentielle et des societes a Panama.

Amnesty International a mis en evidence 17 cas de personnes
emprisonnees recemment pour etre en desaccord avec le regime. Il y
a actuellement en prison 70 personnes dont sept journalistes pour
raisons politiques.

Lundi 21 mai Reuters a rapporte que 10 autres manifestants ont ete
places en detention.

Un atelier de travail sur les conditions de la presse en Azerbaïdjan
situe a Genève exhorte l’UER (EBU) organisatrice du Concours
Eurovision, a sortir de sa politique de neutralite, et exiger des
mesures concrètes du gouvernement azerbaïdjanais pour ameliorer son
bilan sur les droits de l’Homme.

Par ailleurs, dans le conflit du Haut Karabakh qui oppose l’Azerbaïdjan
a l’Armenie, ont ete relevees 350 violations du cessez-le feu, du
fait des forces azeries, entre le 6 et 12 mai dernier, sans parler
de la propagande ehontee et tissus de mensonges permanents vehicules
violemment a travers le monde.

Pour le coup de projecteur du 26 Mai braque sur un pays qui revendique
son appartenance a l’Europe sans en appliquer les valeurs, près d’un
milliard de dollars ont ete investis dans l’espoir de raviver… “le
chant des sirènes”. Gageons que les voyageurs relèveront les fausses
notes…

The Latin for apricot, says the very informative Armenian gentleman
sitting beside me, is prunus armenicus (Aremnian plum). He’s telling
me this because the Globe has been filled with the sound of the duduk,
an instrument traditionally made from the wood of an apricot tree,
as the Sundukyan Theatre’s production of King John gets off to an
exuberant start.

It may have been written by Shakespeare as a tragedy, but tonight’s
performance, directed by Tigran Gasparyan, tends to focus more
on comedy. The play opens as characters laugh and joke noisily,
while musicians play Armenian folk. Actors enter carrying large
old-fashioned trunks (and one or two wheely suitcases) – an apt
recognition, perhaps, of the large proportion of tonight’s audience,
who have at some point made the journey from Armenia to settle in the
UK. At different points in the play these trunks are thrown around
the stage, used as thrones, battlefield barricades, a hiding place
for the King, and even as the characters’ emotional baggage.

King John himself is portrayed as a boisterous, larger-than-life
and at times clown-like figure by Armen Marutyan, who often pulls a
leather crown from his pocket, tossing it into the air before placing
it firmly on to his head to assert his right to the throne. Tigran
Nersisyan’s Bastard cuts a dashing, charismatic figure, and is by
far the most earnest of the cast (though even he can’t resist joking
with the audience from time to time), while Arthur, the young French
prince who has to plead for his life, is introduced as a lackadaisical
drunk. The snide cardinal Pandolph is yet another figure of fun,
whose stiff movements and camp manner have the audience chuckling
from his first appearance.

It is the female characters, though, who provide show-stealing
performances. Nelly Kheranyan is superb as the wizened, bald,
stick-wielding hag Queen Eleanor, whose spider-like movements around
the stage seem to genuinely terrify her fellow cast members. She and
Constance, played by Alla Vardanyan, have to be physically restrained
by the men, as they face off in defence of their sons in a scene which
veers towards slapstick, with the King bending over to slap his own
bottom at Constance, and Louis catapulted into a forward somersault
as he tries to hold his mother back. Even the clarinet player gets
in on the act, providing humorous sound effects.

Lady Blanche (Liana Arestakyan), designated a floozie from the off
with her bright red tights, delivers what you could say was the climax
of the show when, devastated at the thought of her new husband Louis
going off to war, she attempts to shag him into submission.

This performance, once it comes to a head, even earns her a standing
ovation from the cast (whether those audience members with very young
children felt quite the same way is another question).

The second half sees some enjoyable comic interaction between Hubert,
the simple fool, and King John. Skipping a few bits of the story from
acts four and five, John’s sudden death is witnessed only by Hubert,
who immediately takes the king’s leather coat and crown for himself –
a fitting ending to a performance which saw the comedy in tragedy at
every turn.

Leader of Heritage Party Raffi Hovannisian and Heritage member Zaruhi
Postanjyan visited the conscript soldier Souren Kirakosyan in Goris
penitentiary. Kirakosyan has been on hunger strike for 48 days.

The soldier has various diseases and demands relevant medical
treatment, after which he is ready to continue his service.

The representatives of Heritage Party have addressed a letter to
Armenian Prime Minister Tigran Sargsyan, Justice Minister Hrayr
Tovmasyan and Defense Minister Seyran Ohanyan. The Heritage members
demand providing proper medical aid to the soldier.

They are convinced that the continued hunger strike of Souren
Kirakosyan may have irreversible effect on both his health and his
life in general. He needs medical and psychological aid, which is
possible in a health institution with participation of his parents.

To recall, the former conscript soldier Souren Kirakosyan has been
on hunger strike in Goris penitentiary since April 5. He was called
up for military service on 30 June 2009. According to the statement
of “Army in Reality” initiative, Kirakosyan was not able-bodied for
military service and should have been called up after treatment.

Kirakosyan says that this order was violated, therefore, he tried
to evade military service. Kirakosyan has been brought to criminal
responsibility for the third time. On April 5 the soldier went on
hunger strike demanding complex medical examination. On 24 Feb 2012,
in accordance with the judgment of the court of general jurisdiction
of Ararat and Vayots Dzor regions, Kirakosyan was arrested on a charge
of military service evasion. Kirakosyan’s parents say that their son
has serious health problems.

THE ARMENIAN MINISTER OF FOREIGN AFFAIRS HAD A MEETING WITH THE ARMENIAN DIASPORA IN CHICAGO

On May 19 Foreign Minister Edward Nalbandian arrived in Chicago
to take part in the meeting of the heads of the countries of the
International Security Assistance Force (ISAF) in Afghanistan to be
held in the frames of the NATO Summit.

On the same day Edward Nalbandian and Hranush Hakobyan, the RA
Minister of Diaspora, who arrived in Chicago to have meetings with the
organizations of the Armenian communities, met with the representatives
of the Armenian community in Chicago. The heads of the religious and
political organizations of the Armenian community, as well as over
four hundred representatives of the community attended the meeting.

In the course of the meeting, Edward Nalbandian addressed a speech,
conveying the greetings of the RA President. In particular Minister
Nalbandian said, “NATO Summit is taking place these days in Chicago
and within that framework there will be a meeting of the countries
participating in the International Security Assistance Force in
Afghanistan. As a leader of a country taking part in the Afghanistan
peacekeeping mission, the President of Armenia has been invited to
that meeting.

Planning his trip to the US, President Sargsyan was also looking
forward wholeheartedly to meet with the Armenian Community of Chicago.

In the draft Summit Declaration, while addressing the resolution of
the conflicts in the South Caucasus and Moldova, only one principle
of the International Law is included. This approach contradicts
the statements and decisions of the OSCE, related to the Nagorno
Karabakh conflict and goes against the approach of the Minsk Group
Co-Chairs that has the mandate of the international community. That
very position has been repeatedly expressed by the Presidents of
the USA, Russia and France. Therefore not only it can impede the
peace process but also endanger the fragile situation in the region,
especially taking into account the unprecedented surge in military
expenditures by Azerbaijan and bellicose rhetoric of its leaders.

Because of those concerns, the President of Armenia hasn’t made a
decision on participation in the meeting.”

In his speech, Minister Nalbandian presented the priorities of
Armenia’s foreign policy and the settlement of the Nagorno-Karabakh
issue, as well as stressed the importance of the international
recognition and condemnation of the Armenian Genocide. Edward
Nalbandian touched upon the results of recently held parliamentary
elections in Armenia. Minister Nalbandian stressed the importance
of the American-Armenians’ contribution to the strengthening of the
Armenian-American cooperation, as well as the Diaspora’s contribution
to Armenia’s development.

Introduction of biometrical passports in Armenia will facilitate the
EU visa application procedures, Hovhanness Kocharyan, Head of the
Passports and Visas Department, Armenian Police, told media on Monday.

Transfer to the new system is envisaged by the Armenian Government’s
program of migration reform approved in 2008 and implemented as
part of cooperation with the EU, he said. Kocharyan assured media
that biometrical passports and ID-cards will allow reducing passport
forgery, automating the identification process. In future, ID-cards
will allow citizens to apply to state agencies for various issues
without direct communication when them, which will reduce corruption
risks.

The system of biometrical passports and ID-cards will be introduced in
Armenia on June 1 2012. PWPW Company, Poland, will produce biometrical
passports and ID-cards. The company won a relevant contest in April
2011. Nearly 304,000 passports and 1 million ID-cards in the amount
of 16 million EUR will be issued in the period from 2012 to 2016.

Production of a passport will cost 37 EUR and an ID-card – 6 EUR.

Identification card is for internal use, while passport is for foreign
travels. Alongside with personal details, digital photo, e-signature,
the foreign passport will contain two fingerprints of the owner. The
identification card will be valid within 10 years. It will contain
the same data on the person in Armenian and English as the current
passports.

Kocharyan said that biometrical passports are available for 25,000
drams and ID-cards for 3,000 drams. It is not compulsory for citizens
to get new passports. Citizens can change their expired passports
with the old model passports.

YEREVAN, MAY 21, ARMENPRESS: Armenian sportsmen won the majority of
medals during the Wushu-Sanda international tournament taking place in
“Dinamo” gym May 19-29. As Armenpress was informed in the category
of 18 above age group Garik Tevanyan 52 kg, Gor Khachatryan 56 kg,
Manuk Haroyan 60 kg, Sasun Hayrapetyan 65 kg, hatutyun Simonyan 70 kg,
Bobur Hahmanov 75 kg and Gor Nazaryan 80 kg scored the win.

180 athletes from Armenia, Russia, Iran, Pakistan and Iraq partook
at the competition.

The tournament was dedicated to the establishment of diplomatic
relations between Armenia and China and the 20 th anniversary of
Armenian Traditional Wushu’s activities. Sportsmen from Pakistan and
Iraq participated in this competition for the first time.

La Turquie et la Commission europeenne ont lance jeudi a Ankara,
a l’occasion d’une visite du commissaire europeen en charge de
l’Elargissement, Stefan Fule, un mecanisme de dialogue complementaire
pour donner un nouvel elan aux negociations d’adhesion dans l’impasse.

Nous faisons aujourd’hui un nouveau pas pour surmonter les blocages
dans nos rapports. Nous donnons le coup d’envoi d’une nouvelle periode
qui, nous l’esperons, apportera un nouvel elan aux negociations
d’adhesion de la Turquie a l’Union europeenne (UE), a declare le
ministre turc des Affaires europeennes Egemen Bagis devant la presse.

M. Fule a salue pour sa part une journee speciale dans les relations
euro-turques, soulignant que l’agenda positif devrait donner un
nouveau dynamisme et un nouvel elan a nos relations après une periode
de stagnation qui a ete une source de frustrations de part et d’autre.

Le mecanisme mis en place prevoit de constituer dans un premier temps
huit groupes de travail Turquie-UE sur les chapitres de negociation
bloques et d’avancer dans les reformes côte turc sans ouverture
officielle de ces chapitres. De sorte que les travaux d’alignement
sur les normes europeennes seront deja bien avances lorsque louverture
dun nouveau chapitre de negociations sera debloquee.

L’agenda positif nous permettra quand les blocages seront leves de
pouvoir ouvrir simultanement plusieurs chapitres, car les travaux
techniques seront effectues, a souligne le ministre turc.

M. Fule a insiste sur le fait que ce mecanisme ne visait pas a
remplacer les negociations d’adhesion proprement dites mais etait un
moyen complementaire pour soutenir ces negociations.

Ce mecanisme devrait favoriser l’alignement de la Turquie sur les
normes europeennes en matière de democratie et de libertes et soutenir
ses efforts alors que le Parlement turc vient d’entamer la redaction
d’une Constitution plus liberale que l’actuelle, heritee du coup
d’Etat militaire de 1980.

La Turquie, qui a entame en 2005 des negociations d’adhesion avec
l’UE, doit mener a leur terme des negociations sur 35 chapitres
thematiques. Mais les negociations sont au point mort. Chypre et la
France notamment bloquent louverture de nouveaux chapitres.

Sur les 35, un seul, celui sur la science et de la recherche, est
boucle. Huit chapitres sont bloques en raison de la non-reconnaissance
par la Turquie de Chypre, qui pousse Ankara a ne pas respecter
entièrement le contenu de laccord sur lunion douanière avec lUE. Dix
autres chapitres sont bloques pour des raisons politiques par
differents Etats membres.

Evoquant l’agacement des Turcs au sujet des reserves emises par
certains pays a leur adhesion a l’Union, M. Fule a souligne qu’il

John Heffern a note que le vote du 6 mai a egalement ete entache par
des irregularites, y compris celles signalees par les observateurs
de l’Organisation pour la securite et la cooperation en Europe. ”
Il y a eu evidemment quelques problèmes “, a-t-il dit. ” Le BIDDH,
les observateurs electoraux de l’OSCE, les ont identifies clairement.

L’achat de votes a de nouveau ete un problème majeur et il y a eu une

L’Union europeenne a reagi plutôt positivement a la suite de la tenue
des elections en Armenie. Dans un communique du 8 mai 2012, Catherine
Ashton, haute representante des Affaires etrangères de l’Union
europeenne et Stefan Fule, commissaire europeen pour l’Elargissement,
ont parle de ” progrès pour ces elections qu’ils qualifient de plus
transparentes et de plus competitives ” en Armenie.

Les reactions des Etats-Unis et de l’UE ont clairement mis le
gouvernement armenien dans une meilleure position pour defendre
la credibilite des resultats officiels qui ont donne une victoire
ecrasante au parti republicain (HHK). Les trois pays principaux de
l’opposition ont affirme que les elections etaient frauduleuses,
affirmant que le HHK a remporte les elections principalement grâce
a l’achat de voix.

La mission de surveillance menee par l’OSCE a fait un bilan mitige
de la conduite des elections dans ses conclusions preliminaires
publiees le 7 mai. La mission a salue l’environnement qui regnait en
Armenie avant les elections, mais a fait etat d’un nombre significatif
d’irregularites dans des bureaux de vote le jour du scrutin.

Des responsables americains et de l’Union europeenne semblaient
positifs sur l’engagement du gouvernement de Sarkissian concernant
la reforme politique dans les mois qui ont precede les elections.

John Heffern s’est plaint le mois dernier de l’apathie des electeurs
en Armenie et a exhorte les citoyens a etre plus actifs dans la lutte

1 – HowShould the Diaspora React
To NewTurkish Overtures?

I have been informed by reliable sources that Turkey’sForeign Minister
Ahmet Davutoglu is continuing his efforts to initiate apersonal
`dialog’ with the Diaspora on Armenian-Turkish issues. Earlier
thismonth, Davutoglu met with Armenian-Americans, as follow up to the
meetings heheld in Washingtonlast March.
During their conversation in May, the Armenian interlocutorsfrankly
advised the Turkish Foreign Minister that Ankara must address Armenian
demands forgenocide recognition and restitution before any
`reconciliation’ could beachieved. The Turkish side reportedly
indicated a willingness to discuss thesethorny issues with Diasporan
representatives.
Despite the seeming openness of Foreign Minister Davutoglu,Armenians
have well-founded reasons to mistrust such overtures, given Turkey’s
decades-long denial of the ArmenianGenocide and its antagonistic
policies toward the Diaspora, Armenia and Artsakh. Armenians
alsosuspect that Turkish officials may exploit meetings with the
Diaspora to scorepropaganda points with world public opinion.
Nonetheless, one wonders why the very busy Turkish ForeignMinister has
invested so much of his precious time and effort to hold a seriesof
private meetings with Armenians in recent weeks.
One possible explanation is that Turkish leaders areseriously
concerned about the upcoming 100th anniversary of theArmenian
Genocide. Ankaramay have realized that unless it took proactive
measures, it could not stem thetide of anti-Turkish publicity
generated in 2015 by Armenian commemorativeactivities worldwide.
The second likely reason why the Turkish government may wantto talk
with Diaspora Armenians is its long-standing interest in joining
theEuropean Union. As the newly-elected French President Francois
Hollande warned,unless Turkey recognizes theArmenian Genocide,
Francewill reject its application for
EU membership.
The third possible explanation for the Turkish overtures isthat Prime
Minister Rejeb Erdogan has a freer hand in tackling
Armenian-Turkishissues at a
time when his ruling party controls the Parliament and many of
hishard-line military adversaries are under arrest.
Regardless of why Turkey is reaching out to the Diaspora atthis time,
Armenians have to make their decisions based solely on their
ownnational interest, as to whether this is an opportune moment to
test Turkey’sresolve to deal with the disastrous consequences of the
Armenian Genocide.
However, before Diaspora’s leaders react to Davutoglu’spersistent
efforts for `dialog,’ they should ask Turkish officials to
clarifytheir true intentions by making some positive gestures,
starting with thereturn of the Holy Cross Church on Akhtamar Island to
the Armenian Patriarchateof Turkey. This historic church is currently
designated as
a museum belongingto the Turkish Ministry of Culture and
Tourism. Furthermore, the Turkishgovernment has to do much more than
renovating a couple of churches fortouristic purposes and returning a
handful of properties to the
Armeniancommunity in Istanbul.There are thousands of confiscated
churches and community properties throughoutTurkeythat must be
returned to their rightful Armenian owners.
An initial test of Turkish sincerity in pursuing`reconciliation’ with
Armenians would be putting an immediate halt to genocidedenial,
eliminating Article 301 of the Turkish Penal Code, and ending
alladversarial behavior toward Armenia and Artsakh.
In view of the fact that the Turkish government will notwillingly and
unconditionally meet Armenian demands, and that all outstandingissues
would have to be resolved someday through direct negotiations,
Diasporanorganizational leaders should prepare for such an
eventuality. In this regard,it is important to review the records of
the 1977 meeting in Zurich, Switzerland,between Turkish Foreign
Minister Sabri Caglayangil and representatives of thethree Armenian
political parties.
Here are some preliminary thoughts to consider before anyfurther
meetings or discussions are held between Turkish leaders and
Diasporarepresentatives:
In the absence of an elected Diasporan representative body,major
Armenian organizations, with assistance from experts in diplomacy and
theart of negotiation, should start drafting a common strategy and a
list ofdemands from Turkey.No Armenian organization or individual
should be involved in separatenegotiations with Turkey, todeny Ankara
theopportunity to create disunity in the Diaspora.
It is imperative that Diasporan representatives coordinatetheir
negotiating positions with leaders in Armeniaand Artsakh to assure a
common stand vis-Ã -vis Turkey.
In normal circumstances, Turkish diplomats would have dealtwith
Armenian issues in direct negotiations with their counterparts in
Armenia.However, given Azerbaijan’sobstruction of the Armenia-Turkey
Protocols, pending the resolution of the Karabagh(Artsakh) conflict,
Turkish leaders are left with no choice but to reach out tothe
Diaspora and address its legitimate
demands.

Attend NATOMeeting in Chicago

CHICAGO — Armenia’sForeign Minister Edward Nalbandian arrived in
Chicagoon May 19 to take part in the meeting of the heads of the
countries of theInternational Security Assistance Force (ISAF) in
Afghanistan to be held in theframework of the NATO Summit.
Nalbandian and Minister of theDiaspora Hranush Hakobyan met with
representatives of the Armenian community inChicago. Theheads of
religious and political organizations of the Armenian community,
aswell as over 400 representatives of the community attended the
meeting.
Nalbandian conveyed the greetingsof the President of Armenia and
informed his audience that “thosedays the NATO Summit is being held in
Chicago,in the framework of which the meeting of the heads of the
countries of theSecurity Assistance Force (ISAF) in Afghanistan would
be held. The headof our country was invited to take part in it, as
well. On this occasion thePresident
of the Republic was looking forward to meeting with you, the
Armeniancommunity in Chicago,as well.”
The Armenian Foreign Ministerexplained that “the draft of the Chicago
Summit declaration includesgeneral formulation on the settlement of
the conflicts in the South Caucasusand Moldova, which, in spiteof some
changes in the Lisbondeclaration, is in contradiction with the
approaches on the settlement of theNagorno-Karabagh issue of the
internationally mandated OSCE Minsk GroupCo-Chairs. Those approaches
were repeatedly stated by the presidents of
the United States, Russiaand France.This formulation is not in line
with the statements and decisions on thesettlement of the issue
adopted in recent
years. It can not only impede theprocess of the settlement of the
Nagorno-Karabagh issue, but also endanger thefragile situation in the
region, in particular against the background ofunprecedented increase
of Azerbaijan’smilitary expenses and bellicose rhetoric of its
leadership. Taking into accountthis concern, the President of the
Republicof Armenia made a decision not toparticipate in the
Chicagomeeting.”
In his speech, Minister Nalbandianpresented the priorities of
Armenia’sforeign policy and the settlement of the Nagorno-Karabagh
issue, as well asstressed the importance of the international
recognition and condemnation ofthe Armenian Genocide. He also touched
upon the results of recentlyheld parliamentary elections in
Armenia,stressed the importance of American-Armenians’ contribution to
thestrengthening of Armenian-American cooperation, as well as the
Diaspora’scontribution to Armenia’sdevelopment.

Callsfor US Recognition of Genocide

SOUTHFIELD, MI – Dr. Sandra Bunn-Livingstone,International Lawyer and
former Diplomat at the U.S. State Department, washosted by the
St. John Armenian Church to be their keynote speaker on the
97thCommemoration of the Armenian Genocide. Remembering the one and
one-half million Armenians that were annihilatedby the Ottoman Turks
(1915-1923) and continuing their quest for U.S. recognition of this
Genocide, the churchhall was filled with local Armenian Americans
including scholars and writers,eager to hear Dr. Livingstone
present a new approach for U.S. recognition of the ArmenianGenocide.
Ms. Livingstone’s credentials include 9 years as a Professorat
Cambridge University in International Law. She received a Ph.D. in
Law at Cambridge University. She participated in a presentation at
Pepperdine University on Genocide and Religion aspart of a panel
including Israel Charny and
Richard Hovannisian. As a former member of the U.S. StateDepartment
she was informed on the Nagorno-Karabagh peace talks and is wellversed
on the history of the region.
She began her presentation with a moving comment `Make
themResponsible’ then segued into how she felt that the court of
International
Lawdoes offer solutions for the recognition of the Armenian Genocide.
She
outlined existing in-depth historicalevidence of the Armenian Genocide
and
referred to The Hague Convention of 1899as well as the Treaty of
Sevres 1920 that cite `crimes against humanity’ ascause for action
against Turkey.Based on her experience in the international court, she
suggested ways toapproach the court for action and recommended
pursuing an advisoryopinion. Ending her remarks with areminder that
`while justice can be slow, it is within reach and that allArmenian
Americans living today
should demand from Turkey, the four R’s; Recognition,Responsibility,
Reparations and Remembrance.’
Ms. Livingstone stayed overnight in the metro Detroit areato be hosted
at a breakfast on April 25 to meet with local scholars
andrepresentatives from
the legal community for further discussion on how actioncould be taken
in the International Court of Law. The breakfast held at the St. John
ArmenianChurch, put together by local Armenian activists Paul
Kulhanjian and JohnYavruian, included an informative question and
answer session.
The Armenian diaspora has worked tirelessly for U.S.recognition but
progress has been slow and Ms. Livingstone’s presentationinjected new
hope for a resolution that could bring about recognition of
theArmenian Genocide – a genocide that is not reflected in US history
books and 94years later, even though 43 states and numerous foreign
governments haverecognized it, remains unacknowledged by the
U.S. Government and the successorsto the Ottoman Turk perpetrators.

NEW YORK- For decades women have relied on one major resource for many
of their mostintimate questions. Whether for sex, health,
self-improvement, or even fashionmillions of women have turned to the
pages of `Cosmopolitan’ for generations,
findingin those glossy pages pretty much all the gossip and advice a
woman
could everwant. Even in today’s modern, digital, and largely liberated
world thesometimes seedy world that `Cosmo’ explores still has a great
deal of impactfor women, engaging new generations of girls.
Things haven’t always gone swimmingly for the magazinehowever and in
recent years, particularly with the decline of magazine salesacross
the board, things have gotten much worse for the magazine that this
yearturns 125 years old. Thos challenges have prompted many changes at
themagazine, from downsizing to distribution, but it is in the content
itself thatmuch of the real change has occurred. True, the magazine
still has all theheart-felt advice it has always had but recent
editorial decisions have openedup the
magazine to new creative, and controversial, avenues. Most recently
themagazine has come under criticism for its decision to featureKim
Kardashian, a
celebrity of Armenian descent, on the cover of theTurkish edition of
the magazine, prompting outrage from activists stillseething over the
long-standing issue of the 1917 genocide. For `Cosmo’ thoughit is just
a part of the new editorial model which they hope will help make
theworld
a better place, with a whole lot of great sex advice.

`While we certainly understand the passions of people inrespect to
this issue, we at Cosmo stand by our decision to feature Ms.Kardashian
on the cover of the Turkish edition of the magazine. Our intent isto
help aid an understanding between the Armenian and Turkish people and
dowhat we can to bring a resolution to this issue,’ said a
spokesperson for themagazine. `We hope that by featuring
Ms. Kardashian on the cover we can bringthe issue to the forefront and
begin to discuss it. Only by talking
can we cometo a resolution, advice we have been giving for 125 years.’
Both Kardashian and the Armenian National Committee ofAmerica
protested the cover, though Kardashian agreed to do another for
themagazine.
`I think that in the long picture this cover will havelittle impact on
the situation and
theongoing debate between the two nations and people. Ultimately
though if
you canget the conversation going on any level it’s probably a good
thing,’ saidScrape TV Media analyst Sarah Piper. `There is no person
of Armenian descentmore prominent than the Kardashian family right
now, Kim in particular, and sothere is really no better spokesperson
for the issue than her. Of coursewhether that has an impact on
Turkeyand the Turkish people is something else entirely, largely
because the peoplewho buy Cosmo tend to not worry too much about
hundred year old genocides.’

The genocide of the Armenian people under Ottoman ruleoccurred between
1915 and 1917, resulting in thousands of deaths, rapes,
anddeportations.
`Even a few years ago I don’t think that anyone would havelooked to
`Cosmopolitan’ to help resolve major political and social issues,
butin the end the magazine was built on giving life changing advice
and so this isnot something totally out of left field,’ continued
Piper. `I guess any attemptto bring resolution to these issues is a
good thing, and if you sell magazinesin the process, well then
everyone wins. I know that the publishing industrycertainly needs an
intervention, maybe even more than the Turks and theArmenians, and
this may be just
that.’
The issue also featured groundbreaking advice on gettingcelebrity hair
styles, and how to shed pounds to fit into sexy bikinis.

GLENDALE, CA – Dr. Armine G. Hacopian waselected President of the
Board of
Trustees of Glendale Community College byunanimous vote of her
colleagues.
Shehas been serving Glendale Community College as atrustee for more
than 11 years and this is her third term as President of theBoard.
According to Dr. Hacopian, the Presidency has a great dealof
responsibility in guiding the college to serve students’ needs during
such economicallychallenging times when programs are being cut due to

Dr. Hacopian has dedicated her life and career to the field

theonly Armenian-American women serving in this capacity.

23rdCaliforniaCongressional Seat

LOS ANGELES – Armenian-American journalist Terry Phillips isa
independent candidate for the U.S. House of Representatives in
California’s new
23rdcongressional district. He is runningwith no party affiliation.
Phillips was born in Fresno, Calif. He is the son of Arousyag`Venus’
Phillips (neé Amanatian), whose parents survived the Armenian
Genocide,and Gregorios `Gregory’ Phillips (né Phillipidis), a
Greco-Armenian refugeewhose family escaped from the 1922
Smyrnaconflagration.
`I am very proud of my Armenian and Greek heritage,’ saidPhillips.
`Our cultures have much incommon including a rich tradition of public
service.’
The Central Valley nativeis a veteran broadcaster and entrepreneur. He
seeks to represent voters in most of Kern and Tularecounties as well
as a part
of northern Los Angeles County.
`I have been overwhelmed by the widespread grassrootssupport for this
campaign,’ said Phillips. `Contributions are coming in from
everywhere. It’s so gratifying.’
An award-winning journalist, author and media consultant,Phillips has
often served as host for the annual Armenia Fund telethon,
mostrecently reporting from Artsakh.

8 – Prof.Sebouh Aslanian Named to UCLA Armenian Chair

LOS ANGELES -An award-winning young historian has beenselected to fill
a chair originally occupied by retired UCLA historian
RichardHovannisian, who is widely regarded as the world’s dean of
Armenianstudies.
Sebouh David Aslanian, who joined UCLA’s department ofhistory in
September
2011 as an assistant professor of history, will beinstalled May 22 in
the Richard Hovannisian Endowed Chair.
“It was a challenge to find a scholar who could one dayfill Richard
Hovannisian’s large shoes,” said David Myers, chair of UCLA’shistory
department. “But we believe that Sebouh Aslanian is that person,and we
are delighted and honored to have him.”
Born and raised in Ethiopia,Aslanian is the grandson of Armenian
immigrants who fled the Ottoman Empire in the 1890s. His maternal
grandfather, George Djerrahian,co-founded Ethiopia’sfirst privately
owned printing press in 1931. The family immigrated to the United
States in 1976, on the heels of theEthiopian Revolution, and then
settled in the United Arab Emirates, where Aslanian attended middle
school,before moving to Canada.
After completing his undergraduate degree at McGill Universityin
Montreal,
Aslanian received his Ph.D. withdistinction from Columbia
University. Beforejoining UCLA’s faculty, he taught at California
State University, Long Beach;Cornell University; the University of
Michigan; the University of Chicago; andWhitman College. From 2009 to
2010, Aslanian was a Mellon Foundationpostdoctoral fellow in world
history at Cornell.
Able to conduct research in a range of European languages(French,
Italian,
Spanish) as well as classical Armenian, Aslanian is fluent inthe
western and eastern dialects of modern Armenian. In addition, he is
one ofthe few scholars active today who is able to conduct research in
the dialect ofJulfa,
the home, until the early 17th century, of a group of Armenian
silkmerchants near today’s republic of Armenia.
The history of the merchants, who were resettled under thePersian
Empire in New Julfa, a suburb of today’s Iranian metropolis of
Isfahan, is a centraltheme of Aslanian’s scholarship. He also is
involved in global microhistory, anew trend in world history
scholarship that explores the details of the
livesof marginal or previously overlooked figures as windows onto
larger processesand trends shaping global history.
“With the skill of a detective, he traces theentwined byways of
commerce and culture traveled by Armenian merchants as theymade their
way from Julfa

Aslanian is the author of “From the Indian Ocean to theMediterranean:
The Global Trade Networks of Armenian Merchants From NewJulfa”
(University of California Press,2011), a history of the emergence and
growth of a global trade network operatedby Armenian
merchants. Tracing a network of commercial settlements thatstretched
from London and Amsterdamto Manila and Acapulco,from the early 17th to
the late 18th centuries, the book was selected for the PEN Center
USAliterary award for the most outstanding first book of 2011 to come
from the UCPress.
“Sebouh David Aslanian has been tireless in hisconsultation of
archival sources in India,Armenia and Iran, throughout Europe, and
even in Mexico,”said a review of the book that appeared in the Times
Literary Supplement.
With the goal of illuminating the little-told history ofFrench
expansion into the Indian Ocean, Aslanian is now working on
amicrohistory of an Armenian merchant from Julfa, Marcara Avachintz,
who in 1666was appointed by Louis XIV and his minister of finance,
Jean-Baptiste Colbert,as the first regional director in the Indian
Ocean and Iran of the newlycreated French East India Company.
He also is working on the history of the Santa Catharina,
anArmenian-freighted ship that was seized by the British navy in 1748
against thebackdrop of the War of the Austrian Succession. Using more
than 2,000 pieces offamily
and mercantile correspondence that were on the ship at the time of
itscapture, Aslanian plans to illuminate the larger history of
globalization inthe
Indian Ocean arena during the 17th and18th centuries.
In addition, Aslanian is gathering material for a thirdbook, on the
history of diasporic Armenian print culture across a range ofareas,
including Venice, Amsterdamand Madras. Ina related activity, he is
organizing a two-day international conference at UCLAon the history of
Armenian print culture. Entitled “PortCities and Printers,” the
Nov.10-11 conference will celebrate the 500th anniversary of the
printing of thefirst Armenian book in Venice.
At UCLA, Aslanian has taught a sweeping, two-quarter surveyof Armenian
history from its genesis to the 18th century. He has also taught
aseminar in one of his areas of specialization – the early modern
period ofArmenian history (1500 to 1800).
Aslanian was selected for the chair in April 2011 after aone-year
international search.
“It’s a wonderful honor to have thisposition,” Aslanian said. “I’m
extremely grateful, and it’s anexcellent fit because I get to do both
things I can’t live without -researching and teaching.”
Richard Hovannisian retired last year after a 50-year careerat
UCLA. While
earning an international reputation as a pioneer in the field
ofArmenian studies, he organized both the undergraduate and graduate
programs inArmenian history at UCLA and amassed one of the largest
collections of oralhistories by survivors of the Armenian Genocide of
1915-1923.
“As the towering figure in the study of modernArmenian history,
Professor
Hovannisian not only undertook path-breaking andfar-reaching
research,” Myers said. “He established UCLA as the majorcenter of
instruction and research in modern Armenian history in theworld.”

9 – ANCATelethon Raises $2.2 Million

LOS ANGELES – At the conclusion of the six-hour ANCAEndowment Fund
Telethon on May 20, $2.2 million was raised from donations largeand
small from a wide cross-section of the community, demonstrating
andbolstering the grassroots power and capability of
Armenian-Americans.
During the six-hour broadcast, the telethon aired segmentsdocumenting
the activities of the ANCA Endowment Fund in working for
Genocideeducation and recognition, aid to Armenia and Nagorno-Karabagh
and encouragingparticipation by the Armenian-American community.
Volunteers from all walks of life flooded the HorizonArmenian
Television studios for the entire day to help ensure the success ofthe
telethon, which was being planned for several months.

10 – LatestDigital Mammography Technology Introduced to Armenia

WASHINGTON, DC- The women of Armeniareceived an early Mother’s Day
gift this year from the Armenian AmericanCultural Association,
Inc. (AACA). Witha
value of over one million dollars, the gift is the latest
Three-Dimensional(3D) Digital Mammography System, sent to the
ArmenianAmerican WellnessCenter in Yerevan.
“In March 2012, less than a year after an innovative 3DDigital
Mammography
technology received FDA approval in the United States, AACA brought
this groundbreakingimaging system to Armenia,by acquiring two 3D
Digital machines
from Hologic Corporation,” said RitaBalian. She is the President and
CEO of AACA and Founder and Co-President ofthe Wellness Center, along
with Hranush Hakobyan, thecurrent Minister of Diaspora.
Dr. Ani Hakobyan,Chief Radiologist at the Wellness Center, stated,
“This newequipment vastly improves the accuracy of the screening and
increases ourability to distinguish between cancerous and noncancerous
cells, thus,detecting breast cancer much earlier.”
Thanks to the Wellness Center, Armenia has made tremendousstrides over
the
past 15 years in improving awareness and public education for
earlydetection. By offering women thislatest technology, the Wellness
Center further improvesits ability to detect breast cancer at a much
earlier stage.
“Another bigimprovement for the patient is fewer call-backs for
additional
images,”said Dr. Ann Archer, Chair of the U.S. Medical Advisory Board
of AACA and the Wellness Center. Dr. Archer, a radiologist and a
breast screening and diagnosisspecialist, was part of the first
medical team that traveled to Armenia when the Wellness Centerwas
established in 1997. Ever since, she has traveled to Armenia on many
occasions to train the Wellness Center’s medical staff, including
duringher latest visit in mid-December, when she briefed and prepared
the Center’sradiologists on the transition from the analog to digital
mammography system.
Many people contributed to the success and completion ofthis
acquisition.
“Not enough canbe said about the role of the Hologic Corporation,”
said Mrs. Balian. “The senior leadership of Hologicworked tirelessly
to present the best options to AACA and have been verygenerous with
their guidance, insights, and resources.”
There are fewer than 100 of such systems installed throughoutthe
United States. Armenia has now two such systems!
`Thanks to grassroots donors and family foundations from thecommunity,
as well as the grants we receive from the United States
Government(USAID), we are able to pay for such sophisticated
equipment,’ said Mrs.Balian.
Since 2004, AACA has partnered with the USAID to expand the Wellness
Center’swork and to get the latest Western technology and expertise to
Armenia.Furthermore, USAID grants helped in the construction,
renovation and
seismicreinforcement of the six-story building, which has now become
astate-of-the-art facility with its seven medical departments. `Each
visitor from the Diaspora or Armenia,who enters the building is amazed
at the
quality of the work that has beenaccomplished to date,’ added Mrs.
Balian.
Larry Mowat, a biomedical engineer from Hologic USAand a member of the
U.S. Medical Advisory Board, coordinated the installationand training
process of the 3D Digital systems. Biomedical engineers andtrainers
from Hologic Europe flew to Armenia to complete the requiredwork. The
specialists were veryimpressed at the aptitude and intelligence of the
Center’s staff.
Mr. Mowat, who was on the original team thatinstalled the very first
mammography machine in Armenia and has since visitedArmenia 12 times,
stated, “There is no question in my mind that thequality of medical
care offered [at
the Wellness Center] to the women ofArmenia is light years ahead of
any care I have seen anywhere else inArmenia. It is a very
impressivefacility. I am amazed at how, despiteconstruction, you are
able to win the battle to keep the department clean. It actually
sparkles.”
For the past 15 years, the WellnessCenter has been known as much
forbringing Western technological advances to Armenia, as it is for
providingopportunities for medical exchanges between Armenian and
Western health careprofessionals. For many professionals,the
interaction with the Wellness Center’s
staff is theirfirst and only exposure to the country. Many acknowledge
that before the opportunity to work at the Center,either as part of
the installation or training crew, they had never even heardof
Armenia. “Not only we
aresaving the lives of Armenian women through high quality healthcare
services,one at a time, we are also introducing the world to Armenia,
one person at a time,” said Mrs. Hakobyan, Armenia’sMinister of
Diaspora.
The Wellness Center’scommitment to the fight against breast cancer has
revolutionized the healthcaredelivery system in Armenia. Fifteen
years ago, there was not a singlemammography machine in the
country. People had not heard the word `mammography’ and the doctors
had nonotion that
mammography screening can be used for early detection. Through
thevision, dedication and efforts of the WellnessCenter’s volunteer
founders, Rita andVartkess Balian, assisted by a U.S.medical team, the
first two analog mammography units were installed in Armeniain 1997.
These two machines were later (in2009 and 2010) upgraded into three
advanced analog systems, and this
year inMarch, they were replaced with the latest 3D Digital models.
Since 1997, closeto 200,000 patients have visited the Wellness Center
and of these, over125,000 have been screened at the Radiology
Department. To date, over 3,000lives have been saved through early
detection. The Wellness Center has evolved to seeover 2,500 patients
each month, out of which nearly
1,500 women come for theirannual mammograms.
“Introducingthe latest Digital Mammography Screening Technology to the
women and mothers ofArmenia, the Wellness Centeris once again at the
forefront
of the fight against breast cancer, which isstill the number one cause
of cancer deaths among women in Armenia,” said Khachanush Hakobyan,
the Wellness Center’s Executive Director. “We cannot be more grateful
to ourfounders’ invaluable dedication and to the thousands of
U.S. donors for their continuedgenerosity to provide us with the
capacity to save lives and bring joy toArmenian families.”
