ARMENIA REGISTERS IMPROVEMENTS ON FREEDOM OF ASSEMBLY – AMNESTY INTERNATIONAL

The ban on public assemblies in the central square of the capital
was lifted and an improved Law on Assemblies was adopted in Armenia,
says Amnesty International’s report on human rights.

However, the experts say concerns remained regarding the implementation
in practice of the right to freedom of peaceful assembly. Torture
and other ill- treatment in police stations also remained a concern.

The report also says in December, 60 men were serving prison sentences
for refusing to perform military service on grounds of conscience
and the alternative service remained under military control.

There were a number of improvements regarding freedom of assembly,
the report says but mentions about concerns voiced by Council of
Europe Commissioner for Human Rights.

Le ministère iranien des Affaires etrangères a convoque l’ambassadeur
de l’Azerbaïdjan a Teheran mardi pour protester contre un recent
rassemblement devant l’ambassade iranienne a Bakou, capitale
azerbaïdjanaise, au cours duquel le leader de la Republique islamique,
l’ayatollah Ali Khamenei, a ete insulte, a rapporte la chaîne de
television Press TV. Au cours de la reunion, Seyyed Abbas Araqchi,
vice-ministre iranien des Affaires etrangères , a transmis “les
vehementes protestations du gouvernement iranien” au gouvernement
azerbaïdjanais pour les insultes proferees a l’encontre des religieux
sacres iraniens, selon le media.

L’ambassadeur azerbaïdjanais, Javanshir Akhundov, a declare qu’il
transmettrait le mecontentement de l’Iran aux officiels de son pays.

Mardi, le media local avait rapporte que l’Iran avait rappele son
ambassadeur en Azerbaïdjan pour les insultes scandees lors d’un
rassemblement devant son ambassade a Bakou.

Le 16 mai, une centaine de membres du Parti independance du sud de
l’Azerbaïdjan, du Centre international de la diaspora et du Congrès
mondial des Azerbaïdjanais s’etait rassemblee devant l’ambassade
iranienne dans la capitale du pays.

Les manifestants ont scande des slogans contre la Republique islamique
et son guide supreme, l’ayatollah Ali Khamenei.

Lundi, Mohammad Bagher Bahrami, ambassadeur iranien, a quitte
l’Azerbaïdjan pour protester contre ces insultes.

D’après le media, les relations entre les deux voisins sont tendues
depuis que les medias ont revele que l’Azerbaïdjan a signe un accord
de 1,5 milliards de dollars avec Israël pour acquerir des drones et
des systèmes anti-avions et anti-missiles.

Le conflit entre l’Iran et l’Azerbaïdjan s’est egalement intensifie
quand les personnalites religieuses de la Republique islamique ont
vivement critique Bakou pour avoir organise l’Eurovision, concours
prestigieux de chants.

Un procureur turc a requis des peines de prison a perpetuite pour
quatre anciens commandants de l’armee israelienne accuses d’etre
impliques dans la mort de neuf militants turcs favorables a la cause
palestinienne pendant l’abordage de leur bateau en 2010, rapporte
mercredi l’agence de presse Anatolie.

L’acte d’accusation d’un procureur d’Istanbul, qui doit encore etre
approuve par un tribunal, concerne l’assaut donne le 31 mai dans
les eaux internationales par des commandos israeliens contre le Mavi
Marmara, navire amiral d’une flottille d’aide humanitaire qui tentait
de rallier Gaza, sous blocus israelien.

Le document met en cause l’ancien chef d’etat-major de l’armee
israelienne, le general Gabi Ashkenazi, et trois autres officiers de
haut rang de l’epoque et reclame pour chacun d’eux la peine de prison
a vie neuf fois (une fois par victime), selon l’agence officielle
Anatolie.

Le procureur turc s’appuie sur les temoignages de près de 600
personnes, dont 490 passagers de la flottille, qui comptait six
bateaux, et des proches des victimes.

Selon l’acte d’accusation de 144 pages, les soldats israeliens
ont fait un usage largement disproportionne de la force contre les
militants pro-Palestiniens.

“On ne peut parler de defense legitime en utilisant des armes
perfectionnees et en mitraillant des gens qui brandissaient des
fourchettes, des cuillères ou des hampes de drapeau”, souligne le
document, cite par l’agence.

En septembre dernier, le rapport Palmer de l’ONU avait juge “excessive”
et deraisonnable cette intervention militaire, mais avait considere
comme etant legal le blocus impose par Israël a la bande de Gaza.

Cette affaire avait provoque une grave crise diplomatique entre la
Turquie et Israël, autrefois allies. Ankara a abaisse sa representation
diplomatique dans l’Etat hebreu, suspendu la cooperation militaire
et expulse l’ambassadeur d’Israël.

Israël refuse de presenter des excuses a la Turquie et exclut que
ses militaires soient juges.

Vendredi 11 mai, le Collectif Memoire et Avenir invitait le public
a la decouverte des ” Yezidis, un peuple meconnu ” a La Piscine de
Bourg-Lès-Valence. Un large public avait repondu a l’invitation.

Parmi le public, Alexandre Siranossian, Georges Eretzian, Alain
Euksuzian, Edouard Tchokaklian (elu a Soyons), Odile Blanc (Conseillère
municipale a Bourg-Lès-Valence), Patrick Royannez (Adjoint au Maire
de Valence et vice-president du Conseil General), Philippe Michalet,
Vartkes Vartanian (president de l’Ucfaf-Valence), Christian Charrière,
Aurore Boyadjian, Zarmig Nourissian, Vartkes Simonian, Gerard Jassoud.

Krikor Amirzayan, le coordinateur du Collectif Memoire et Avenir
presenta le thème des Yezidis ” un peuple rejete et persecute,
marginalise du fait de sa religion ni musulmane, ni chretienne et
qui souffre d’une forme de negationnisme “. Les Yezidis seraient
autour d’une cinquantaine de familles -essentiellement venus des
ex-Republiques sovietiques- installees dans la region de Valence
(Drôme). K. Amirzayan donna de nombreuses informations historiques,
geographiques et ethniques sur les Yezidis avant de rappeler que ”
la majorite des quelque 40 000 Kurdes d’Armenie, sont des Yezidis. De
plus si on classe ce peuple dans la famille des Kurdes, les Yezidis ne
se considèrent aucunement Kurdes “. Il invitait Lili, une Yezidie pour
evoquer les croyances et les traditions de ce peuple meconnu. Avec ses
mots, ses experiences personnelles et ses connaissances, Lili expliqua
la langue, les usages et surtout la religion des Yezidis ” l’un des
plus anciens peuples dont le calendrier remonte a 6762 annees “.

Au nombre de 800 000, essentiellement au nord de l’Irak, les Yezidis
sont selon Lili ” un peuple sans terre car la notion de territoire ou
de frontière n’est pas dans notre culture, la terre n’appartient pas
a un peuple mais a toute l’Humanite et les espèces vivantes “. Les
prejuges dont souffre ce peuple qui est parfois injustement qualifie
” d’adorateurs du Diable ” fut vite leves par la comprehension des
croyances des Yezidis. ” Nous croyons en un Dieu unique, Xwede. Mais
Malek Taous, l'” ange-paon ” est l’emanation de Dieu. Il tient une
place importante dans notre religion qui compte 7 anges et dont
Malek Taous est leur chef ” dit Lili. Les Yezidis possèdent deux
livres sacres, le Kietiba Cilwe (Le Livre des Revelations) et le
Mishfa Resh (Le Livre noir). Les Yezidis sont organises en trois
castes, les Sheikhs , les Pirs et les Murids. Cette dernière est la
caste du commun des mortels et il est impossible de se marier entre
castes. Le principal lieu de culte des Yezidis est le temple de Lalesh
au Kurdistan irakien.

Pour comprendre ce peuple, les membres du Collectif Memoire et Avenir
avaient prepare des brochures et documents qui furent remis au public.

Les explications etaient agrementees de cartes et photos. Le public
posa de nombreuses questions a Lili qui repondit avec precision. Une
soiree passionnante qui contenta le public.

Krikor Amirzayan conclut ” la meconnaissance est source de rejet. Une
forme de negationnisme. Ce soir, nous avons recu quelques cles ou
informations pour mieux comprendre ce peuple Yezidi. Comprendre c’est
aussi decouvrir, partager et accepter ces differences “.

– “Sing for Democracy” events were finalized in Baku. How did this
campaign mark for Azerbaijan?

– Indeed after the decisions on Eurovision 2012 song contest, some
anti-Azerbaijan forces and organizations became active. Armenian
organizations and organizations which joined the spheres financed
by them, as well as one-two Azerbaijani citizens represented these
organizations support this anti-Azerbaijan propaganda. They support
some international centers which conduct anti-Azerbaijan propaganda.

Therefore I think founders of these organizations and the people
joined them will understand soon that they were involved in
their anti-Azerbaijan policy and support the foreign intelligence
organizations and will leave this activity.

– How do you value the unauthorized actions by the Public Chamber in
this period?

– We regret for that. The opposition parties behave so because they
can not be involved in more positive activity to show themselves to
the foreign citizens and public community, mass media, policy-making
centers abroad. They want to show their existence. They can not win
the support of Azerbaijani voters with such activity. If they consider
that they will come to power with the support of foreign organizations,
which conduct slander campaign against Azerbaijan, they are mistaken.

– How do you comment on reports that Swedish ambassador to Azerbaijan
offered to Sweden’s representative at the Eurovision song contest to
make political statements?

– Unfortunately there are some attempts of politicization. The musical
event can not be politicized. The attempt of party representatives to
establish such communications through the musical contest is always
condemned and will be condemned.

– Will you protest the Swedish side concerning it?

– I don’t know details of this issue. The press reports show that
the political party representatives had certain goals to establish
communication with the Eurovision singers. We condemn this action if
it has the purpose of politicization.

– How do you value the NATO Chicago Declaration, which mentioned the
Nagorno Karabakh conflict as well?

– We value it positively and objectively. NATO is an influential
organization which participates in international peacemaking
processes. We think that NATO’s opinion on the South Caucasus conflicts
will be considered as a norm of international law alongside with the
OSCE principles for the solution of Nagorno Karabakh problem.

NATO recognized the territorial integrity of Azerbaijan and confirmed
the fact of occupation of Azerbaijani lands by Armenia. It shows
that Armenian side and its supporters are wrong in their so-called
principle that “Nagorno Karabakh problem can not be solved within
the territorial integrity of Azerbaijan” and this “principle” doesn’t
coincide with the position of influential international organizations.

– APFP chairman Ali Karimli said that “criticism and insult against
the religious leader who was accepted by the millions of Azerbaijanis
in Iran is contrary to our national interests”.

-No Iranian religious leader was insulted in Azerbaijan. The government
and society of Azerbaijan approached Iranian religious leader with
respect. But at the same time, the anti-Azerbaijan activity of Iranian
religious leaders was clearly notified. Recently several Iranian
religious forces joined the baseless anti-Azerbaijan activity and
stood in this work behind. They want to spot the international event
in Azerbaijan. They want to slander the people of Azerbaijan in the
international arena including at the level of Iran.

We protested this slander. About holding of portrait of Iranian
religious leaders in the picket outside the Iran’s embassy in
Azerbaijan is challenge for Iran to stop aid to Armenia and prevent
anti-Azerbaijan activity. There is no any slander and insult.

-We want to comment the issue on recall of Iran’s ambassador to
Azerbaijan …

-To recall its ambassador and hold the consultations is normal. It is
a normal procedure. It doest need to dramatize. The dramatic is that
several forces of Iran propagandize baseless anti-Azerbaijan policy.

They must immediately stop this propaganda. Iran hasn’t responded
yet the official statements of Azerbaijan on Iran, its interests,
approach to this country in the region and relations of international
arena with this country. We are waiting for these explanations by
the Iranian side.

-The fate of two Azerbaijani poets detained in Iran was not officially
clarified. What are your expectations on it?

-Unfortunately we couldn’t clarify this issue, because there is no
information. We consider that such cases damage the relations between
the two countries.

Iran has recalled its ambassador to Azerbaijan, the host of this year’s
Eurovision Song Contest, after a diplomatic spat over gay rights.

Tensions have been simmering between the two neighbours as Azerbaijan
prepares to host the long-running festival, which Western European
countries often regard as the pinnacle of camp kitsch but which many
of the competitors from former Eastern bloc countries insist is a
serious celebration of music and culture.

Hours before the first live semi-final was due to take place in Baku,
the Iranian Embassy confirmed that its ambassador, Mohammad Bagher
Bahrami, had been recalled to Tehran “in connection with the insulting
of religious saints in Azerbaijan”.Ahmed Nemati, charge d’affaires,
said in a statement: “He was recalled for consultations.”

The move comes after several dozen supporters of the Azerbaijani
Government protested outside the Iranian Embassy last week, some
holding posters mocking Ayatollah Ruhollah Khomeini, Iran’s late
revolutionary leader.

Relations were soured even further when a senior presidential
administration official, Ali Hasanov, went on to accuse Iran of
spreading fake rumours that a gay pride march would be held in the
capital of the secular Muslim state ahead of the contest.

“They are making statements about something that does not exist. We
are holding Eurovision, not a gay parade,” Mr Hasanov told a news
conference. “Actually there is no word in the Azerbaijani language
for a gay parade, unlike in their language,” he added. He accused
Iran of being “jealous” of Azerbaijan’s economic success and worried
about its secular government.

President Aliyev, who inherited power from his father in 2003, has
been seeking to use Eurovision, which is watched by an estimated 125
million people worldwide, to promote the transformation of Azerbaijan
from former Soviet Republic to a young,rich democratic state, but the
international attention has thrown the spotlight on to allegations
of human rights abuses, including the imprisonment and intimidation
of journalists and political opponents.

Hundreds of residents claim that they were forcibly evicted and their
homes demolished to make way for the newly built Crystal Hall, in
which the finalists, including the British entry Engelbert Humperdinck,
will be competing on Saturday night.

Laser light shows across the seafront promenade have lent a party
atmosphere to the city in the run-up to what is expected to be the
most expensive Eurovision to date. But one veteran supporter told The
Times: “It’s nothing like past years. Many people have stayed away,
saying they didn’t want to come because of the politics and negative
publicity. Normally you see many more fans in the street.”

One trader in the Old Town shrugged off the prospect of openly gay
fans descending upon the socially conservative city. “It has been
happening since antique times,” he said. “Forbidden fruit is always
the sweetest. If they come, we will treat them with kindness.”

Tensions between Iran and Azerbaijan, which has a mainly Muslim
population, have increased in recent months following the arrest of
a series of suspects with alleged links to Iran who are accused of
plotting an attack.

Armenia has pulled out of the contest amid renewed tensions with
its old rival, with whom it fought a war over the disputed region of
Nagorno-Karabakh in the 1990s that left at least 25,000 people dead. A
group of Armenian pop singers launched a Eurovision boycott campaign
after President Aliyev referred to Armenians as “our main enemies”.

A man who was in command of a botnet of some 30 million computers
worldwide has been sentenced to four years jail in Armenia.

According to prosecutors, Georg Avanesov was earning 100,000 Euros
(£80,000 or $125,000) a month from hit Bredolab botnet business,
renting out access to the compromised computers to criminals who wanted
to send out spam, and spread malware and fake anti-virus attacks.

The criminal income allowed the hacker to live a pretty lavish
lifestyle by all reports, as he jetted off to the Seychelles with
his attractive girlfriend and fancied himself as a DJ.

At its peak, it is estimated that Avanesov’s botnet was spewing out
over 3 billion infected emails every day.

Avanesov’s comeuppance began in October 2010, when Dutch police
announced that they had wrestled control of 143 Bredolab botnet command
& control servers, and were using it to display a warning to infected
computer users.

The very next day, the botmaster was arrested by the authorities
as he arrived on a late night flight from Moscow to Yerevan Airport
in Armenia.

Georg Avanesov – a Russian citizen of Armenian descent – didn’t mind
selling off access to his botnet, because he found it so easy to
expand it by hijacking even more computers.

Legitimate websites were hacked to spread malicious payloads that
infected recruited visiting computers into the botnet, and further
malware would be installed which stole usernames and passwords to
FTP accounts. This would inevitably result in even more websites
becoming infected.

(There’s an important lesson for website administrators to learn here.

Don’t tell your FTP software to remember your passwords, because if
they are not held securely they could be scooped up by malware).

Often, attacks designed to recruit new computers into the botnet
would be spammed out. On occasion, the emails would pretend to come
from the likes of Facebook, Skype and Amazon with an attached HTML
file, luring users into clicking and being ultimately infected by a
compromised third-party website.

It’s easy to imagine how some recipients would be easily tricked into
clicking on attachments, even if it were out of curiousity.

The botnet was also used to launch distributed denial-of-service
attacks, effectively blasting websites off the net with the sheer
amount of unwanted traffic sent to them from hijacked PCs.

Of course, others were definitely involved in the Bredolab cybercrime
operation, and we will have to wait and see if they are ever brought
to justice.

And it may not be the end of the story for Avanesov either – as it
is possible that lawsuits may still be filed by overseas parties for
the crimes that were committed worldwide.

Lawyers defending Avanesov were quoted as claiming that their client
“did not intend to deliberately harm anyone” with his activities,
but clearly that argument didn’t find much support at the district
court in Yerevan which sentenced him to four years in jail for
“computer sabotage”.

The judgment is something of a historic event in Armenia – as it is
the first such computer crime-related sentence to be handed out in
the country.

Des experts ont observé des améliorations significatives sur le plan
démocratique lors des récentes élections législatives en Arménie.

Selon eux, le pays pourrait recevoir plus de soutien de la part de
l’UE via la politique européenne de voisinage.

Francois-Xavier de Donnea, le chef de la mission d’observation de
l’OSCE pour les élections, a salué les progrès réalisés depuis
les présidentielles de 2008 qui avaient été suivies d’émeutes
entraînant la mort de 10 personnes et des actes de répression de
la part du gouvernement contre l’opposition et les médias. ” Mon
sentiment, c’est que la situation s’est considérablement améliorée
en Arménie par rapport aux élections de 2008 ”, a déclaré M. de
Donnea lors d’une réunion au European Policy Centre le 16 mai a
Bruxelles. ” Des améliorations sont a constater moins au niveau
des lois que du comportement des partis politiques et des candidats. ”

Ces progrès vont renforcer les relations entre l’UE et l’Arménie,
a-t-il affirmé.

M. de Donnea a assuré dans une déclaration publiée après
les élections du 6 mai que les efforts de l’Arménie devraient
être reconnus, dans la mesure où elle avait mené des réformes
électorales et mis en place un environnement de campagne ouvert et
pacifique. Il a toutefois ajouté que certains candidats et partis
politiques n’avaient pas respecté la loi.

L’OSCE a évoqué d’éventuels monnayages des voix et des pressions
sur les fonctionnaires pour soutenir le parti au pouvoir, des
accusations qui avaient également entaché les dernières élections
législatives.

Le Parti républicain du président, Serzh Sargsyan, a remporté le
scrutin avec 44 % des voix, ou 69 sièges, obtenant ainsi une majorité
au parlement qui en compte 131. Le parti Arménie prospère, dirigé
par l’homme d’affaires Gagik Tsarukyan, a quant a lui remporté 30 %
des votes, soit 37 sièges.

Trois petits partis ont dépassé le seuil des 5 %, comme le Congrès
national arménien dans l’opposition qui a récolté 7 % des suffrages.

Ces résultats mettent M. Sargsyan en bonne place pour remporter les
élections présidentielles de l’an prochain.

Réactions mitigées

Les améliorations constatées doivent être mises en perspective
avec les accusations de l’opposition qui affirme que des milliers de
bulletins de vote ont été achetés. Des séquences compromettantes
ont été postées sur YouTube. ” La corruption a été bien plus
présente qu’avant ”, aurait déclaré un diplomate occidental.

D’autres se sont montrés plus prudents face a ces accusations. ”
Le message de Catherine Ashton s’est révélé plutôt positif. Les
élections n’affecteront pas les plans de l’UE de manière
négative. Nous verrons si elles les influenceront de manière positive
”, a déclaré Paruyr Hovhannisyan, conseiller senior des European
Friends of Armenia.

Hrant Kostanyan, chercheur invité au Centre for European Policy
Studies, entrevoit un soutien renforcé de l’UE pour l’Arménie.

” Etant donné le principe ” en faire plus pour avoir plus ” de la
politique de voisinage renouvelée de l’Union, on pourrait s’attendre
a un plus grand soutien de l’UE a l’Arménie ”, a-t-il expliqué. Il
s’agit de ” progresser vers des élections plus transparentes et
disputées ”, comme l’ont expliqué dans leur déclaration Mme Ashton
et le commissaire a l’élargissement,tefan Fule, a fait remarquer M.
Kostanyan.

Il a toutefois ajouté que certaines réserves pourraient être
exprimées en amont des élections présidentielles de l’année
prochaine lors desquelles les lacunes constatées dans les élections
législatives devraient être palliées.

” C’est la que l’UE décidera du soutien qu’elle apportera aux
réformes en cours en Arménie. Les relations entre l’UE et l’Arménie
seront également révisées a moyen terme ”, a-t-il assuré.

La politique européenne de voisinage (PEV) vise a renforcer les
relations de l’Union avec les pays du sud et de l’est en leur faisant
miroiter une adhésion. L’Arménie fait partie des 16 pays qui se
sont vu offrir un partenariat dans le cadre de la PEV.

Baku. Parvin Abbasov – APA. Armenian lobby stands for anti-Azerbaijan
propaganda against the background of the Eurovision song contest,
said speaker of the Azerbaijani Parliament Ogtay Asadov at the meeting
of the parliament.

He said that the Armenian websites informed about the scenarios of the
propaganda in Iran in advance: “There are proofs on this issue. One of
the Iranian officials was a guest in the Azerbaijani Parliament 2-3
years ago. During the conversation after the discussions, I told him
that they have such an article in the Constitution: financial aid to
the poor countries. I asked him did this article consider Armenia too?

He said no, Holy Quran considered assisting the weak and we have
included it into the legislation. Then I asked, why do not you render
assistance to their fellow Muslims?”

Asadov noted that Iran is a large neighbor country: “But we must not
stoop to the level of policy that conducted in Iran against us.”

SPEAKER OF AZERBAIJANI PARLIAMENT HAS ACCUSED ARMENIAN LOBBY

Baku, Fineko/abc.az. Speaker of Azerbaijani Parliament Ogtay Asadov
has accused Armenian lobby of active anti- Azerbaijani propaganda.

At today’s meeting O. Asadov stated that namely Armenian lobby forms
basis of anti- Azerbaijani propaganda.

” Every day I track Armenian Internet sites and want to say that anti-
Azerbaijani propaganda currently observed in Iran started earlier
in Armenia. The evidence for that is a number of materials which are
placed in Armenian sites in more severe form”,- O. Asadov noted.

In his words, the processes occurring in Iran have their own roots
” leading to a known place “.

” But Iran is a large country, neighboring state and we should express
our opinion and aspire for not going down to certain Iran circles’
level making anti-Azerbaijani propaganda”,- O. Asadov said.

In turn MP Mubariz Gurbanli noted that Armenian media spread
provocative information saying that MPs staying in Yerevan at 39th
plenary session of Parliamentary assembly of Black Sea Economic
Cooperation Organization allegedly visited memorial of the so called
” Armenian genocide .

” First of all I want to note that Azerbaijani MPs had to go to
Yerevan – because of passing Chairmanship to Azerbaijan. . I kept
in touch with delegation members. It has become clear that it was
aspersion. They were not in Yerevan at that moment at all as they
went to Yerevan via Georgia and if they even were there they would
not go anyway “,- M. Gurbanli said.

The Parliament delegation participating at the meeting of PA BSECO
composes of Musa Guliyev and Jala Aliyeva who are presently in Yerevan.
