On the 31 May President of the Nagorno Karabakh Republic Bako Sahakyan
sent a letter to Hovik Abrahamyan congratulating him on being elected
chairman of the Armenian National Assembly, Central Information
Department of the NKR President reported. The letter runs as follows:

Governor Of The State Of Kuwait Invited Yerevan Mayor To Visit Kuwai

On May 31 Armenian Ambassador to Kuwait Fade Charchoghlyan met
with governor of the State of Kuwait Ali Jaber al-Sabah. Press and
information department of Armenian Ministry of Foreign Affairs informs
about this. During the meeting the sides discussed perspectives of
cooperation between capitals of both countries. Armenian Ambassador
to Kuwait offered to launch cooperation with Yerevan Municipality. He
underlined that bilateral visits and cooperation on creating a legal
base would be very useful for the communication between two capitals.

In his turn Sheikh Ali Jaber al-Sabah said that he invited Yerevan
Mayor to visit Kuwait and noted that the visit would become a new
stimulus for the cooperation.

On the end of the meeting the governor rated Armenian Community in
Kuwait and underlined Armenians’ readiness to assist Kuwaiti nation
in any situation.

Le chef de la delegation de l’Union europeenne (UE) en Turquie,
Jean-Maurice Ripert, a critique jeudi, sans le nommer, le Premier
ministre turc Recep Tayyip Erdogan, a propos de ses recentes
declarations condamnant l’avortement.

“Certains hommes politiques ont fait des comparaisons qui ne sont
pas appropriees”, a declare l’ambassadeur europeen, interroge lors
d’un dejeuner de presse sur les propos tenus par M. Erdogan sur
l’avortement.

“Chaque avortement est un Uludere”, avait declare la semaine dernière
le dirigeant turc, faisant allusion a la mort en decembre de 34
habitants du village d’Uludere, dans le sud-est de la Turquie,
bombardes par erreur par l’aviation turque qui les avait pris pour
des rebelles kurdes.

“Que vous tuiez le bebe dans le ventre de sa mère ou que vous le
tuiez après sa naissance, il n’y a aucune difference”, avait-il
egalement affirme, comparant l’interruption volontaire de grossesse
a un “meurtre”.

Dans la foulee de ces declarations, le gouvernement islamo-conservateur
turc envisage de presenter en juin un projet de loi au Parlement
reduisant la periode de grossesse pendant laquelle l’avortement est
autorise, de dix a six ou quatre semaines.

Le parti de la justice et du developpement (AKP, issu de la mouvance
islamiste) de M. Erdogan, au pouvoir depuis 2002, est fortement
majoritaire au Parlement.

Les declarations de M. Erdogan ont souleve l’indignation d’associations
feministes et du planning familial.

Amnesty International a aussi denonce une “honte des droits de
l’homme”. La branche turque de l’organisation internationale de
defense des droits de l’homme a estime dans un communique que les
restrictions envisagees par le gouvernement d’Ankara sur l’avortement
etaient contraires aux droits des femmes en general.

“Si cette loi est votee, les droits des femmes et des adolescentes
d’avoir accès aux services de sante seront violes”, estime Amnesty.

En Turquie, republique laïque, les avortements sont autorises depuis
1965 pour des raisons medicales et sont permis, depuis 1983, durant
les dix premières semaines de grossesse.

Le gouvernement armenien a demissionne jeudi suite a l’election du
nouveau parlement, a annonce le premier ministre Tigran Sarkisian.

“J’ai presente au president la demission du gouvernement”, a declare
M.Sarkisian, avant de preciser que l’ensemble des membres du cabinet
continueraient a exercer leurs fonctions jusqu’a ce que leurs
successeurs soient nommes.

En vertu de la constitution armenienne, le president recoit la
demission du gouvernement le jour de la première session du parlement
elu. Le nouveau parlement s’est reuni pour la première fois ce jeudi
31 mai.

Le nouveau premier ministre doit etre nomme dans un delai de dix jours
après la demission du gouvernement, et il dispose de vingt jours pour
former son cabinet.

Les legislatives en Armenie ont eu lieu le 6 mai. Le Parti republicain
au pouvoir a remporte le scrutin et occupera 69 sièges, obtenant
ainsi la majorite au parlement qui compte 131 deputes.

E pouvoir rallier le Parti Armenie prospère (BHK) dans une nouvelle
coalition de gouvernement, le Parti republicain (HHK) du president
Serge Sarkissian s’est resigne a announcer la formation d’une
coalition avec le Parti Orinats Yerkir (Pays de droit), qui faisait
deja partie lui aussi de la coalition gouvernementale sortante. Une
maigre consolation, Orinats Yerkir n’ayant atteint que d’extreme
justesse le seuil des 5 % de voix lui donnant accès au Parlement lors
des legislatives du 6 mai, qui l’avaient relegue a la dernière place,
alors que le BHK, arrive en 2e position derrière le HHK, renforcait ses
assises dans le Parlement. Mais le HHK semblait vouloir a tout prix
d’une coalition, dont il pouvait pourtant se passer pour gouverner,
au regard des resultants des elections, certes controverses, qui lui
accordent une confortable majorite a l’Assemblee. “Sur la base des
resultants des elections legislatives du 6 mai 2012 ; etant donne
l’importance d’une poursuite de l’accord de cooperation politique du
21 mars 2008 ; eu egard a la necessite de resoudre les problèmes du
pays par des approches innovantes, garantissant a l’Armenie progrès
et developpement… les partis politiques, representes au Parlement et
signataires de ce texte, forment une coalition politique. La coalition
assumera la responsabilite du developpement politique, economique
et social de l’Armenie”, indique notamment le texte commun signe par
S. Sarkisian et le leader d’Orinats Yerkir, Artur Baghdasarian. Tous
les membres du Parlement avaient recu le merdredi 30 mai leur lettre
d’enregistrement parlementaire adressee par la Commission electorale
centrale d’Armenie. L’annonce relative a la formation d’une coalition
de gouvernement est intervenue quelques heures avant l’attribution des
mandats parlementaires. Le nouveau Parlement devait se reunir en une
première seance le 31 mai. Pourtant, avant meme cette première seance,
le Parti republicain avait annonce la nomination de Hovik Abrahamian
a la presidence du Parlement, un poste qu’il avait d’ailleurs occupe
depuis 2008 jusqu’a novembre 2011, quand il avait ete designe pour
diriger la campagne de son parti pour les legislatives. Son depart
precipite de la presidence du Parlement avait alors prete a des
speculations dans la presse armenienne, certaines rumeurs faisant
etat de l’eventualite d’une mise a l’ecart par les responsables du HHK
d’un responsable politique qui aurait pu etre tente par une alliance
avec Robert Kotcharian.

Le gouvernement se passera en tout cas de l’appui du BHK, qui peut
ainsi prendre une option sur l’avenir sans la tutelle pesante du HHK,
meme s’il n’a pas encore pris vraiment ses marques dans le nouveau
Parlement où il dispose d’une trentaine de sièges contre 69 pour le
parti presidentiel et 6 seulement pour son allie Orinats Yerkir. Alors
que le parti au pouvoir n’a pas renonce a s’attirer ses bonnes grâces,
en laissant entendre a plusieurs reprises qu’une cooperation restait
possible en dehors de la coalition, la 2e force du Parlement armenien
n’a pas encore annonce si elle se rangerait dans l’opposition,
et il semble que ce debat en divise la direction. Jouant un rôle
croissant a la direction du BHK, qu’il avait integree quelques mois
avant le scrutin, l’ancien ministre des affaires etrangères Vartan
Oskanian n’avait pas menage ses critiques a l’encontre du pouvoir. Il
a toutefois nuance ses positions. Il a ainsi fait savoir que son parti
assumera les mandats electifs qui sont les siens dans le seul but
de realiser les programmes sur lesquels il avait fait campagne. “Le
parti incarne la volonte de reformes politiques, economiques et
sociales exprimee durant la campagne electorale. Nous avons fait des
promesses au peuple et nous nous emploierons a tenir ces engagements
par la force de notre travail au Parlement”, a declare M. Oskanian,
en precisant qu’Armenie prospère constituerait une alternative au
pouvoir, et non une force d’opposition.

Par ailleurs, plus determine que jamais pour sa part a incarner
l’opposition, depuis qu’il a fait son entree au Parlement a la faveur
du scrutin du 6 mai, le Congrès national armenien (HAK) de l’ancien
president Levon Ter Petrossian a annonce qu’il n’assisterait pas a
la première seance du nouveau Parlement en signe de protestation.

L’alliance de partis d’opposition, qui a conteste les resultats
officiels du scrutin au nom des irregularites et fraudes qui l’auraient
entache, a neanmoins fait savoir qu’elle serait une force active et
determinee dans la legislature qui s’annonce.

Isolux Corsan has been awarded a contract to build 91.7 kilometres of
road in Armenia. The project is located in the country’s north-south
communication corridor, 550 km long, which will connect Armenia with
Iran to the south and with the Black Sea via Georgia to the north. It
will require a capex of over $1.5 bn.

The section awarded runs between Ashtarak and Talin. The company
will be building additional lanes and new road on the existing M-1,
and refurbishing the stretch between Yerevan and Ashtarak,-as well as
refurbishing and enhancing the existing M-2 between Yerevan and Ararat.

The project awarded, with a tender value of $250m, is funded by the
Asian Development Bank.

For Isolux Corsan, this contract opens the door into a new market with
enormous potential, and the expansion of its construction division

Iran has granted about ~@25 million for the construction of a third
Iran-Armenia power line with 400 kW of power, Director General of
the High-Voltage Electric Lines Saak Abramyan said, Interfax reports.

The funds will arrive in June. Construction will take 18 months.

The project is worth [email protected] million. [email protected] million was granted
by the Bank for Export Development of Iran in September 2011. The
remaining [email protected] million will be co-financed by the Armenian
government, but it lacked the necessary sum.

The loan will be provided for 5 years with the first two years as a
beneficial period at the CIRR+1% rate.

Negotiations on an EU-Azerbaijan Association Agreement to replace the
current ENP Action Plan, which expired at the end of 2011, progressed
at a slow pace last year, and the two sides agreed to an open-ended
extension of the Action Plan, until the Association Agreement is
signed.Negotiations on a Deep and Comprehensive Free Trade (DCFTA)
could not start as Azerbaijan is not a member of WTO – a pre-condition
to the start of DCFTA negotiations. These are some of the conclusions
of the Country Report on how EU-Azerbaijan relations evolved between 1
January and 31 December 2011 released by the European Commission. The
report includes recommendations on how the country can step up the
implementation of the AP.

The report said Azerbaijan needed to make significant further efforts
to meet its Action Plan commitments regarding democracy, including
electoral processes, the protection of human rights and fundamental
freedoms and the independence of the judicial system. It cited the
heavy-handed suppression of a wave of protest actions in Marchas a
major setback on the democratisation and human rights front.

Azerbaijan launched a welcome anti-corruption campaign in early 2011,
but its impact has been modest, the report said. It made progress
in the fight against organised crime, terrorism, illicit trafficking
and money laundering.

Despite the economic slowdown, Azerbaijan made further progress towards
achieving the economic objectives of the Action Plan. The growth in
the non-oil economy, however, was largely driven by oil-financed
public spending rather than by self-sustained development in the
private sector. The report said further vigorous structural reforms
were needed to boost private sector development by improving economic
governance and opening up competition.

The EU and Azerbaijan made good progress in enhancing energy
cooperation including work to develop the Southern Gas Corridor,
with the signature in January 2011 of a Joint Declaration confirming
Azerbaijan’s commitment to ensure supplies to the EU.

Negotiations on the Nagorno-Karabakh conflict within the Minsk Group
produced no tangible results in 2011. Amidst increasing tension along
the Line of Contact,mediation efforts resulted in marginal progress
on mechanisms to investigate the violation of the ceasefire agreement.

The report comes up with a number of recommendationswith a view to
sustained implementation of the ENP Action Plan in 2012, in particular
inviting Azerbaijanto:

Extend full cooperation to the PACE rapporteur on political prisoners.

Swiftly implement the Human Rights Action Plan adopted in December
2011.

Step up efforts together with Armenia to reach agreement on the Madrid
Principles in accordance with the commitments made by the Presidents
of Armenia and Azerbaijan in the framework of the Minsk Group.

Provide unconditional access for representatives of the EU to
NagornoKarabakh and surrounding regions.

Ensure transparency in implementing the laws governing the process
of demolitions, expropriations and forced evictions in Baku and
the regions.

Adopt the draft law on defamation which provides for the abolition
of criminal liability for defamation and insult.

Bring legislation on elections, freedom of assembly, freedom of
association and media freedom into line with international standards
and ensure its full implementation.

Step up reform efforts in all aspects of the judicial system:
prosecution, trial, sentencing, detention and appeals.

Address outstanding issues in public financial management, notably
on transparency and accountability in relation to the budget cycle.

Implement with determination comprehensive measures to tackle
corruption and to improve the business and investment climate,
including reducing the oligopolistic structure of the economy.

The AzerbaijanProgress Report is part of a set of documents released
by the EU in the framework of its annual assessment of the European
Neighbourhood Policy.

The package also incudes reports on progress in relations between the
EU and its other Neighbours in the East (Armenia, Georgia,Moldovaand
Ukraine), the Report on the Eastern Partnership (EaP) activities
in 2011, which takes stock of the progress in implementation of the

Vahan Hovhannisyan, a member of Armenia’s newly elected parliament
of the Armenian Revolutionary Federation Dashnaktsutyun (ARF-D),
believes the new parliament will prove a “bog.”

He got the impression from the first plenary session of Armenia’s
new parliament on Thursday.

“If the majority feels comfortable in this situation, it is up to
them. I do not think, however, that this parliament will be of any
benefit to the country,” he told Tert.am.

The ARF-D group’s activities in Armenia’s former parliament set an
example of “what an opposition should be.”

ARF-D members have not been nominated to the parliamentary committees.

As to whether the ARF-D group will turn into “stronger opposition,”
Hovhannisyan said: “We are an opposition party. Opposition will
be opposition.”

The ARF-D has always “called a spade a spade.”

Three opposition forces are represented in Armenia’s new parliament
– the ARF-D, Heritage and Armenian National Congress (ANC). As to
which of the two the ARF-D intends to cooperate with in parliament,
Hovhannisyan said: “This is parliament, and you can find like-minded
persons or groups. However, it cannot lead to an alliance.”

reports that Krivopuskov told Cox about the Office’s efforts to
strengthen Armenian-Russian scientific, educational, humanitarian
and cultural ties.

Cox shared her experience in developing Russian-British and British-
Armenian cultural and humanitarian ties.
