IRAN, ARMENIA REACH AGREEMENT ON BUILDING MEGHRI POWER PLANT

Iran seeks to become a major regional exporter of electricity and
has attracted more than USD 1.1 billion in investments to build three
new power plants.

Iran and Armenia have reached an agreement for the construction of
Meghri hydroelectric power plant over the Aras River which forms the
common border between two countries.

The agreement was reached during Iranian Energy Minister Majid Namjou’s
one-day trip to Armenia on Saturday.

During the trip, Namjou conferred with his Armenia counterpart, Armen
Movsisian, and the two sides agreed to begin the construction of the
joint power plant on August 22, 2012.

According to the agreement, the hydroelectric power plant, which
will straddle the border river, will have the capacity to produce
130 megawatts (MW) of electricity.

Construction of the power plant will begin simultaneously in Armenia’s
Meghri and Iran’s Qarachilar regions.

During a separate meeting with Armenian President Serzh Sargsyan,
Namjou submitted a letter from Iran’s President Mahmoud Ahmadinejad
inviting Sargsyan to take part in the 16th Non-Aligned Movement (NAM)
summit from August 26 to 31 in the Iranian capital, Tehran.

Earlier in January, Mir Fattah Ghareh Bagh, the managing director of
Iran Grid Management Company (IGMC), said the country’s electricity
exports to Armenia would increase upon the completion of the 400-kV
power transfer line, which will connect Iran’s electricity network
to the Armenian city of Agarak.

According to Iranian Deputy Energy Minister Mohammad Behzad, the
new power transmission line will take Iran’s electricity to Georgia,
Russia and Europe.

Iran is currently exchanging electricity with Afghanistan, Armenia,
Azerbaijan, Iraq, Pakistan, Nakhichevan, Turkey and Turkmenistan.

The Islamic Republic seeks to become a major regional exporter of

U.S. Secretary of State, Hillary Clinton, joined the U.S. Embassy,
Counterpart International, the British Embassy, the OSCE, and the
EU to honor individuals working to promote human rights, accountable
governance, and free speech in Armenia at the Universal Rights Awards
Ceremony at the U.S. Embassy in Yerevan. Secretary Clinton delivered
remarks at the event and met privately with the award recipients. The
Universal Rights Awards Ceremony was the first multi-mission initiative
to highlight the contributions of Armenia’s civil rights activists,
government officials, and media representatives to the promotion
of human rights. Armenian government officials, foreign diplomats,
NGO representatives, and the press attended the event.

USAID/Armenia Mission Director, Jatinder Cheema, opened the ceremony
and awarded Artur Sakunts with the Freedom Defender Award. “Artur
defends all minorities, especially those that are the target of
intolerance, such as ethnic, religious, and sexual minorities. He is
not afraid to take unpopular stances, working constantly for a more
tolerant Armenia,” said Director Cheema.

Counterpart International’s Chief of Party, Alex Sardar, presented
the Woman of Courage Award to Tsovinar Nazaryan for her military
reform efforts. “Tsovinar should be proud of her role in encouraging
the military to embrace reform, which will lead to a more modern,
effective, and humane force for Armenia,” Mr. Sardar said.

The British Ambassador to Armenia, Jonathan Aves, recognized the Deputy
Chief of Police, Major-General Artur Osikyan, for his contributions
to police reform, especially regarding improvements to the police
educational system. “Artur Osikyan has helped lay the foundation for
transparent and accountable police force that works for the citizens
of Armenia,” Ambassador Aves said.

Presenting the award for media excellence to the editors of Epress.am
— Sonya Apresova, Yuri Manvelyan, and Armen Melikbekyan — the Head
of the OSCE Office in Yerevan, Ambassador Andrey Sorokin, commended
them for their fair and balanced coverage and commitment to human
rights reporting. Ambassador Sorokin stated, “Epress’s coverage of
human rights plays an important role in informing the public and
contributing to public debate. This type of reporting is an important
element in Armenia’s democratic transformation.”

The EU Head of Delegation to Armenia, Traian Hristea, awarded
environmental activists — Apres Zohrabyan, Yeghia Nersesyan,
Gor Hakobyan, Mary Khachatryan, and Ruzanna Grigoryan — for their
grassroots campaign to promote environmental conservation in Armenia.

“It is the commitment and perseverance of many civic activists that
led to important victories for the environment this year. With this
award, we would like not only to honor their work, but also to promote
their future efforts in Armenia,” said Ambassador Hristea.

YEREVAN. – The injuries of the wounded five soldiers and the officer
are very complicated, Armenian MOD Military Medicine Department Chief
Artashes Parsadanyan told Armenian News-NEWS.am.

“They are combined wounds; they [i.e., the servicemen] are being
transferred to [capital city] Yerevan. There are really severe wounds,
but they will undergo a full and normal final treatment at us,”
he said, and added that their lives definitely will be saved.

As Armenian News-NEWS.am informed earlier, an Azerbaijani diversion
operation claimed the lives of three Armenian soldiers and wounded
six others in the early morning hours on Monday.

The killed soldiers are: Hrach Sargsyan, Zohrab Balabekyan, and
Karen Davtyan.

And the wounded military servicemen are: Senior Lieutenant Mushegh
Nurbekyan, and conscripts Igit Hovhannisyan, Maxim Melkonyan, Sedrak
Shahbazyan, Artak Mnatsakanyan and Koryun Iritsyan.

And the MOD issued a statement and noted that on Monday and according
to preliminary data, the Azerbaijani side yet again violated the
ceasefire at the line of contact between the Armenian-Azerbaijani
border, and this time in the northeastern sector. It attempted to
infiltrate to the Armenian military bases stationed in the direction
of Berdavan and Chinari villages of the Tavush Region.

As a result of the taken measures and the Armenian military
servicemen’s courageous operations, however, the diversion advancement
was stopped, and the adversary was driven back, giving casualties.

An investigation is launched, and the Military Prosecutor and MOD
special investigation team have headed to the scene of the incident.

Armenia’s Armed Forces are monitoring the situation at the line
of contact.

And Chinari village prefect Samvel Saghoyan had told Armenian
News-NEWS.am that there are no casualties among the local villagers.

Today another incident was reported on the Armenian-Azerbaijani
border. In Tavush the Azerbaijani commando crossed the border and
killed three Armenian soldiers. It is notable that the assault was
perpetrated on the day of the visit of U.S. Secretary Hillary Clinton
to the South Caucasus.

It is notable that in the past few years Azerbaijan has been organizing
similar attacks on the eve of visits of high-ranking guests to
Armenia or when the Armenia leaders leave Armenia for important
visits. Especially, when the Karabakh issue and the geopolitical
future of the South Caucasus is considered during those meetings.

These incidents have been frequent, especially since when Russia
tried to assume a key role in the settlement of the Karabakh conflict.

Before three-party meetings of presidents of foreign ministers mediated
by Russia Azerbaijan kills Armenian soldiers at the line of contact.

For instance, on the eve of 5 March 2010 meeting of the presidents
in Sochi the Azerbaijani sniper killed an Armenian soldier. They
killed also after the meeting. Similarly after the three-party
meeting in Saint Petersburg on 17 June 2010. And on the eve of the
three-party meeting of the foreign ministers in Moscow in March 2011
the Azerbaijanis killed three Armenian soldiers in two days.

It should be noted that the Russian initiative means return of Karabakh
to Azerbaijan. Armenia cannot agree with the Russian plan.

Besides, in the recent years the government of Armenia has been trying
to diversify the foreign policy of Armenia, which does not please
Moscow. These tendencies have intensified now, when the Armenian
government subverted the Russian “settlement” program with the help
of the West and declared commitment to integration with the West.

It is obvious that Azerbaijan could not play with the fire
without foreign support. Judging by the recent close energy and
military-political cooperation between Russia and Azerbaijan, one can
guess the “origin” of the Azerbaijani commando attacks. On the one
hand, this is pressure on the Armenian government. On the other hand,
Moscow wants to make a present to Turkey and Azerbaijan, conducting
a humiliating policy of pleasing them.

These subversive acts, though, are not an excuse for the Armenian
government. The success of these attacks is evidence to major
shortcomings in the army which make the murders of Armenian soldiers
possible.

On the other hand, proportionate counteraction of the Armenian side is
not an excuse either. This response is not satisfactory, considering
that first Azerbaijan does not end subversive acts, second the life
of their soldiers is of no value for Azerbaijan. The response should
be essential, such as devastation of a major Azerbaijani settlement
in the direction from where the commando came, and enlargement of
the zone of security. Just for every case. We need a fighting, not
a defensive army, we do not have so much resource. Only in this case
will Azerbaijan have to end attacks and turn to its sponsor. And the
sponsor will hardly assume responsibility for the subversive acts.

As to how Azerbaijan “greets” Hillary Clinton this way, Azerbaijan
has reason for this. The recent policy of the West and particularly
the United States was aimed at restraining the ambitions of
Turkey and Azerbaijan regarding the South Caucasus. Not only the
Russian-Turkish-Azerbaijani plan of “settlement” of the Karabakh
issue was thwarted but also any possible similar plan in future.

It should also be noted that these ambitions would not fit the plans
of the United States and Iran, as well as Turkey. The point is that
Azerbaijan is not satisfied with the role it got in the logistic
plans of the West and so it demands more.

It is not ruled out that Azerbaijan could be punished for its moves
and rhetoric on resuming war. And it is possible to do through Armenia
which is absolutely interested in preventive military actions and is
waiting for a convenient opportunity to deliver a blow to Azerbaijan.

Azerbaijan tries to aggravate the situation at the line of contact,
with regional situation remaining unstable due to Azerbaijan’s policy,
military expert Samvel Petrosyan told Panorama.am, commenting on
Azerbaijani diversion attack on an Armenian military post near Chinari
village, Tavush region, which, according to preliminary information,
killed 3 servicemen and wounded another 5.

Asked what is the purpose of Azerbaijani diversion attacks, the expert
said, “Azerbaijan would not benefit from regional stability and peace,
and will continue diversion attacks until the international community
takes active steps towards their suspension.”

According to Petrosyan, every such incident is followed by a
declarative statement by the international community, which paves
the way for the continuation of Azerbaijan’s policy.

(AINA) – AINA interroge Ara Sarafian, le fondateur du Gomidas Institute
(Londres), une organisation promouvant et diffusant resultats de
recherche et expertise relatifs aux etudes armeniennes modernes. En
2000 Sarafian a edite et publie The Treatment of Armenians in the
Ottoman Empire, 1915-1916 [Le Traitement des Armeniens dans l’Empire
Ottoman, 1915-1916], connu sous le nom de Livre Bleu, un recueil
approfondi de documents de source primaire concernant le Genocide
Armenien, Assyrien et Grec, redige a l’origine par James Joyce et
Arnold Toynbee et presente au Vicomte Grey of Fallodon en 1916.

Dites nous s’il vous plaît votre parcours personnel et universitaire.

Tous mes grands-parents venaient de differentes regions de ce qui est
aujourd’hui le Turquie. Je suis donc personnellement implique dans la
question turco-armenienne. Je suis egalement un historien d’archives
specialise dans l’histoire armenienne de la fin de l’empire ottoman
et recente. Je me rends souvent en Turquie pour travailler dans les
archives et visiter divers lieux presentant un interet. Je me suis
rendu recemment a Ayash, dans les environs d’Ankara, l’un des lieux
où les intellectuels armeniens de la capitale ont ete detenus avant
leur execution. Enfin, je suis le directeur de l’Institut Komitas
(de Londres), une organisation universitaire independante consacree
aux etudes de l’Armenie recente ().

Considerez-vous que le genocide de 1915 des Assyriens, des Armeniens
et des Grecs soit un meme genocide ?

Oui, je le pense dans le sens où le Genocide des Armeniens faisait
partie d’un processus d’ ” homogeneisation ” d’un etat turc moderne.

Dans le cas des Armeniens, des Assyriens et des Grecs, ce resultat
a ete atteint en grande partie opere par des tueries de masse, mais
aussi par assimilation forcee de ceux qui en avaient rechappe. La
destruction de ces trois communautes chretiennes etait un aspect du
processus d’ ” homogeneisation “, qui comportait aussi l’assassinat et
l’assimilation de groupes musulmans tels que les Kurdes, les Arabes,
les Circassiens, et les Pomaks. Cependant, dans le cas de ces groupes
musulmans, il y avait moins d’assassinats et plus d’assimilation
forcee, comme le montre l’histoire de la Republique Turque.

Comme vous le savez, les chercheurs qui se concentrent sur le Genocide
des Assyriens sont peu nombreux. Pourquoi les specialistes parlent-ils
si peu du sort de ces victimes de genocide dans l’Empire Ottoman,
contrairement a celui des Armeniens ? Comment peut-on expliquer le
manque d’interet de ces specialistes pour le genocide des Assyriens ?

Les raisons sont nombreuses. 1) La destruction des Assyriens s’est
deroulee dans des regions plus isolees de l’Empire Ottoman, le plus
notamment a Hakkirari-Diyarbekir. 2) En d’autres lieux, les Assyriens
constituaient souvent une minorite chretienne invisible et vus de
l’exterieur comme des ” Armeniens “, comme a Kharpout. 3) Beaucoup
d’historiens armeniens n’ont pas pris la peine de chercher plus avant
du côte des Assyriens, ou ils n’ont pas voulu diluer leur ‘discours
armenien’ en s’etendant sur un domaine distinct. 4) Les Assyriens
et leurs sympathisants ne sont pas parvenu a presenter l’experience
assyrienne plus avant. Il faut aujourd’hui que cela change, et on n’en
prend pas le chemin. Il y a plus de publications sur les Assyriens
et une meilleure comprehension de du sort de ce peuple.

Le Livre Bleu dresse par le Vicomte Bryce et Arnold Toynbee est-il
la reference faisant le plus autorite parmi les documents en source
primaire sur le genocide, ou des nouvelles recherches revèlent-elles
des informations ou des perspectives jusque la inconnues ?

Le Livre Bleu a ete un catalyseur de l’information du monde sur le
Genocide des Armeniens. Je crois que Bryce et Toynbee ont envisage
un moment de lui donner le titre ” Le Traitement des Armeniens et
des Assyriens dans l’Empire Ottoman, 1915-1916. ” Je crois qu’il ne
l’ont pas fait parce que les informations sur les Assyriens etaient
moins nombreuses – Ils ont tout simplement manque des informations
qui auraient pu faire autorite qu’ils auraient souhaite avoir entre
les mains. On peut s’en rendre compte dans les ecrits de Toynbee se
trouvant dans les Archives Nationales du Royaume-Uni. Par exemple, les
Americains a Diyarbekir ont ete expulses avant que les tueries n’aient
commence, en sorte qu’une partie essentielle d’un temoignage crucial
a manque. Ce n’est pas le cas de Trebizonde, de Kharpout, d’Alep,
ou de Damas où se trouvaient des consuls des USA, des missionnaires
et autres. Les Assyriens ont cependant ete mentionnes dans le livre,
mais non dans son titre. Tandis que le Livre Bleu etait ecrit dans
des circonstances difficiles et exposait son argumentation de fond,
nous disposons a present d’une grande quantite d’informations, de
sources primaires, qui n’etaient pas disponibles pour les auteurs
du Livre Bleu. L’histoire du Genocide des Assyriens doit etre fondee
sur un ensemble plus large d’enregistrements, pas seulement sur des
sources telles les archives allemandes ou autrichiennes, mais aussi sur
les temoignages des Assyriens eux-memes. Il y a beaucoup de potentiel
pour faire des progrès, si on met en place la bonne organisation pour
le promouvoir.

Lorsqu’on lui a demande en 2005 si l’Armenie se devait d’etre le
premier etat a reconnaître le Genocide des Assyriens, le professeur
Vahakn Dadrian a fait le commentaire suivant : ‘… Je ne peux
pas vous donner de reponse, parce qu’on n’en sait pas beaucoup sur
votre experience.’ A propos de ce dernier commentaire, le professeur
Hannibal Travis a suggere qu’ ” il y a une tendance dans les etudes des
genocides pour construire un Genocide des Armeniens qui n’ait affecte
que les Armeniens’ et que ce genocide est distinct de l’experience
des victimes des massacres antichretiens en Assyrie (sic), en Grèce
Pontique et en Thrace historiques. ” Seriez-vous d’accord avec la
suggestion du professeur Dadrian qu’on n’a que peu de connaissances
sur le Genocide des Assyriens ? Comment repondriez-vous, a son tour,
a l’analyse du professeur Travis ?

Le professeur Travis a raison, et nous en savons beaucoup plus a
present sur l’experience assyrienne. Je suggère que l’on fasse en
sorte que l’experience assyrienne soit mieux connue aujourd’hui. Le
professeur David Gaunt a ecrit un très bon livre sur l’experience
assyrienne, et j’espère que plus de chercheurs lui emboîteront le pas.

Je suis toujours très content de travailler avec des chercheurs
assyriens, et c’est bien naturel. Mais les Assyriens devraient creer
les moyens de faire fructifier de tels travaux-c’est-a-dire financer
les bonnes recherches, les publications, la diffusion de l’information,
sans oublier l’apparition de nouvelles generations d’universitaires
qui peuvent prendre la suite de tels travaux.

En mars 2012, le Parlement Armenien a refuse de debattre d’un projet
de loi reconnaissant les Genocides des Assyriens et des Grecs. Les
Assyriens du monde entier se sont demande : ‘Si les Armeniens ne voient
pas la necessite de la reconnaissance, qui d’autre le pourrait ? ‘
L’Armenie devrait-elle avoir reconnu le Genocide des Assyriens et
insisteriez-vous pour que la Republique revienne sur la precedente
decision ?

L’Armenie doit etre le premier pays a exprimer sa solidarite avec
les Assyriens et reconnaître le Genocide des Assyriens – au niveau
de l’Etat et a celui des organisations non gouvernementales. J’en
suis sûr, avec peu de travail, il devrait etre possible de decider
les citoyens en Armenie de prendre position sur la question Assyrienne.

Comment les trois principales victimes devraient-elles cooperer pour
une approche unie vers la reconnaissance des genocides et pour la
justice ? A quel point une approche unie est-elle necessaire ?

Adopter des projets en commun (par exemple soutenir des recherches et
des publications communes), suivre les normes universitaires, rendre de
telles connaissances disponibles a un niveau populaire. J’ajouterai
egalement que beaucoup de Turcs, de Kurdes et d’autres Musulmans
reconnaissent les genocides qui ont ete commis dans l’Empire Ottoman
et en Turquie actuelle, et leur identification avec les victimes de
ces genocides. Bien sûr, c’est un developpement bienvenu parce qu’il
comporte la perspective d’une vraie resolution basee sur les principes
de valeurs partagees humaines et ethiques. Recemment, au cours des
deux principales commemorations du Genocide des Armeniens a Istanbul,
les sympathisants turcs n’ont pas oublie les Assyriens comme faisant
partie des groupes principaux detruits en 1915. Ainsi, une fois encore,
il y a une base de travail – mais les Assyriens doivent travailler
ensemble et exposer leur cas de la facon qui convient. Cela dit,
je dois dire que des progrès sont faits, et j’apprecie le travail
que votre Centre Seyfo (le Centre de Recherche sur le Genocide des
Assyriens) a fait au cours de ces annees. J’espère que vous recevez le
soutien dont vous avez besoin pour faire votre travail et en etendre
le champ.

A quel point collaborez-vous avec les Assyriens, et les chercheurs
sur le Genocide des Assyriens et les militants ?

J’ai de bonnes relations avec les chercheurs assyriens, et cet ete
nous avons deux chercheurs experimentes travaillant sur les questions
assyriennes a l’Institut Komitas a Londres.

‘There is a successful dynamic development process, growth of
industrial production and opening up new businesses in all areas of
Nakhchivan’.
The statement came from President Ilham Aliyev at the opening ceremony
of the Nakhchivan-Julfa highway, APA reports.

He noted that Nakhichevan-Sadarak and Nakchevan-Julfa highways will
turn Nakhcivan into an important transit hub.

The President said that Azerbaijan leads the tempo of economic
development, increases the country’s GDP. According to the first
quarter of this year, growth in non-oil field was 16%.

Over the past eight years, GDP has tripled, and for the next 10 years
should grow two times. Basically, this should be achieved through
non-oil sector.

Speaking about the development of Nakhchivan, he noted that further
measures will be taken to develop road and transport infrastructure of
Nakhchivan in the future.

The President said that other projects also has implemented
successfully in the country. In particular, natural gas is available
for 100 percent and high-level electricity is provided in all the
regions of Nakhcivan. At the moment, drinking water and sewerage
system projects are implemented and they should be completed till the
end of next year.

The President noted that the same issues related to education and
health. Renovation plan of Nakhchivan City Hospital is prepared.

The President noted that the high-level defense has been established
in Nakhchivan. New air defense and modern artillery systems were
brought and installed in the Autonomous Republic.

According to the President specific programs are also implemented in
the agricultural sector. Nakhchivan is self-sufficient for basic
foodstuffs and this is very important for food security.

Arthur Aharonian : « Créer avec passion »

Le compositeur arménien Arthur Aharonian terminait sa seconde année de
résidence au conservatoire de Quimper ce dimanche. Samedi, il était
également l’invité de la médiathèque des Ursulines pour une conférence
passionnante sur la musique de son pays et sur ses compositions
personnelles. « Quand je découvre une partition, je la regarde comme
un interprète, c’est le « comment faire » qui m’intéresse d’abord ».
Après avoir expliqué l’alphabet arménien, né en 405 après J-C, Arthur
Aharonina explique que la musique arménienne a toujours été liée au
texte, et notamment les textes bibliques.

L’auditoire très attentif a pu ainsi découvrir quelques airs
traditionnels, et les principaux compositeurs qui ont fait évoluer la
musique arménienne, entre autres Komitas vardapet, compositeur du XIXè
siècle considéré comme le père de la musique arménienne, jusqu’alors
monodique.

Parmi les artistes arméniens, l’on connaît mieux le compositeur Aram
Katchatourian ; Arthur Aharonian a pu aussi présenter les oeuvres de
Tigran Mansurian et Terteryan, qui marie à merveille les instruments

qui se résume dans les derniers propos d’Arthur Aharonian : « Quand
une musique est créée avec passion, elle est fluide, mais quand il y a
beaucoup de technique, elle reste un savoir-faire qui n’apporte rien
de plus à la musique ».

La Ballade de Jonathan, inspirée du livre de Richard Bach, « Jonathan
Livingstone le goéland » en est une magnifique preuve, illustrant à
merveille cette belle rencontre musicale.

On June 2 President Bako Sahakyan signed a law `On approving 2011
Annual Report on the Implementation of the State Property
Privatization Programs in the period of 2010-2012′, as well as on
making amendments to the law `On Military Service’, on making an
amendment to the law `On State Registration of Property Rights ‘.
