A great deal has occurred in the South Caucasus over the past 20
years. There have been successful events, conflicts. The international
and regional projects have been implemented, head of the Center for
Strategic Studies under the Azerbaijani President Farhad Mammadov
told media today.

“The purpose of the international conference “Joint efforts for
the future of the Caucasus: the past 20 years and their lessons”
is an analysis of the processes occurring in the South Caucasus in
this period,” he said. “Proceeding from the name of the conference,
we should learn from these processes and discuss the formation of
views on the future.”

The international conference “Joint efforts for the future of the
Caucasus: lessons of the past 20 years” in Baku today was organized
jointly by the Centre for Strategic Studies under the Azerbaijani
President, Caucasus International and Turkish Policy Quarterly
magazines.

The experts representing the countries of South Caucasus and Turkey
attend the conference.

The successful development of the two South Caucasus countries –
Azerbaijan and Georgia has become a reality. They have resources and
opportunities to form the views on the future. However, one republic
remains in isolation because of its occupation policy. It is also
away from international projects, he said.

“Today we will discuss it,” he added. “We want to demonstrate to the
international community that Armenia has got into such a position
because of its occupation policy. If it wants to get out of it, it
must abandon its policy. We are ready to live together. The highest
status within Azerbaijan may be assigned to Nagorno-Karabakh. Armenia
can flourish and develop after the conflict is resolved.”

Interview with military analyst Irakli Aladashvili by Mikheil Bolkvadze

[translated from Georgian]

While the world awaited a conflict in Iran, it actually happened
in the South Caucasus and what experts have described as the first
instance of extreme pressure [border shootings in early June 2012]
since 1994 occurred on the border between Armenia and Azerbaijan. The
situation has become so tense that a large-scale war between the
two countries now looks possible. However, it is also clear that
there will be more than just two parties to the conflict as Russia
and Turkey are likely to enter the theatre of war either secretly
or openly. Armenia and Russia, as well as Azerbaijan and Turkey,
have signed collective defence treaties, which means that the “your
enemy is my enemy” principle applies to their relations.

In order to determine who this conflict will be fatal for (and it could
also be fatal for us because the only supply route for the Russian
military base in Armenia passes through Georgia), we contacted Irakli
Aladashvili, editor-in-chief of the Arsenali military and political
magazine. Together with him, we analysed the likely consequences of
the resumed military conflict in the South Caucasus and the military
potential of the sides.

[Bolkvadze] Let us begin with the treaty signed by Armenia and Russia.

How topical is it becoming today?

[Aladashvili] Let us start with the background. The treaty that
you mentioned was signed a couple of years ago and provides for
collective defence and mutual aid during combat operations both by
Russia and Armenia. I would like to draw a parallel with a similar
treaty that Russia and Armenia signed in the 1990s. That one only
provided for the 102nd Gyumri military base aiding Armenia in case
Armenia would have problems with its neighbours, namely Turkey and
Iran. However, according to the new treaty signed two years ago,
this principle applies to all [of Armenia’s] neighbours, including
Azerbaijan and Georgia.

[Bolkvadze] How big is the Russian base stationed in Gyumri and what
specific measures does this treaty provide for?

[Aladashvili] Russia’s 102nd military base is not stationed in Gyumri
alone as some of its smaller units are stationed in Yerevan too,
including the air force base at the Yerevan-Yuzhnyy airfield. All
this means that they are to provide each other with real military aid.

Incidentally, Russia is not paying for using the Gyumri base which
is financed by Armenia. In exchange, the Armenian Armed Forces,
especially the air defence units, are trained on Russian territory
because aid defence is the most important thing today and Armenia
devotes a lot of attention to it. So, Armenia trains its air defence
units in Russia to use the S-300 antiaircraft missile systems. Also,
18 MiG-29 fighter jets are stationed at the Yerevan-Yuzhnyy airfield.

Generally speaking, there was not a single combat plane in Armenia
in Soviet times. The main airfields were located in Georgia and
Azerbaijan, while Armenia only had helicopters, but the situation is
different today. Six MiG-23 jets arrived in Armenia in the 1990s and
they were subsequently replaced with these 18 MIG-29s in order to
protect Armenia’s nuclear power plant. These MiG-29s are the first
[units] that are likely to become involved in these combat operations.

Incidentally, it was reported this week that the Russian pilots from
this base have performed 200 combat [training] sorties since the
beginning of this year. The figure of 200 sorties is not a small one.

They are practicing flying at night and in adverse weather conditions,
which means that they are preparing for aerial combat.

[Bolkvadze] Why are they focusing on aerial combat so much?

[Aladashvili] Because Azerbaijan’s air force is the best [in the
region]. It has bombers, attack planes, and fighters. In short,
it has a strong air force.

[Bolkvadze] Does it have the necessary personnel?

[Aladashvili] It probably does. Incidentally, what is most strange
is that Azerbaijan is currently buying a modernized variant of the
Mi-24 helicopter in Russia.

[Bolkvadze] It is normal f or Russia to arm both parties to a
conflict…[ellipsis as published]

[Aladashvili] This is true. At last year’s military parade, Baku
displayed modern weapons that neither it nor any other country in
the South Caucasus had in its arsenal before. These include the
Tochka-U tactical operational missiles that Russia used against us
during the August [2008 Russian-Georgian] war. Also, the S-300PMU-2
Favorit antiaircraft missile systems purchased in Russia.

[Bolkvadze] Does Azerbaijan buy this Russian-branded military equipment
in Russia only?

[Aladashvili] Azerbaijan could also have bought the Tochka-U missiles
in Ukraine but it could not have bought the Favorits in Ukraine.

Interestingly, Russia is supplying both sides with armaments. A couple
of years ago, we published a journalistic investigation in Arsenali
as to how the S-300 antiaircraft missile systems were delivered to
Armenia through Georgia. Armenia says that those systems belonged
to it and they were indeed displayed at a parade. However, one
cannot rule out the possibility that these weapons were delivered
to the Russians too. The S-300 is a powerful system and Russia has
also deployed it in Abkhazia. So, they have this system in occupied
Abkhazia and if they deploy it in occupied Tskhinvali [South Ossetia]
as well, they will have the entire western part of the South Caucasus
covered because they have it in Gyumri too.

[Bolkvadze] It is clear that, given the aid they receive from our
occupied territories, Armenia and Russia control quite a large part
of the airspace but Turkey is not short of armaments or military
knowledge either. Should we assume that Azerbaijan can rely on the
capacity of the Turkish air force?

[Aladashvili] Turkey has signed a treaty similar to the one signed
by Russia and Armenia with Azerbaijan.

[Bolkvadze] Is an attack on Azerbaijan considered an attack on Turkey?

[Aladashvili] It is approximately like that, particularly as the
commander of the Turkish ground forces, an army general who visited
Baku last week, confirmed that they stand alongside the Azerbaijani
Army. However, this does not mean that Turkey and Russia will engage
in a war with each other. It looks like both sides will try to secretly
aid their favourites.

[Bolkvadze] Will Turkey and Russia wage a war through Azerbaijan
and Armenia?

[Aladashvili] If the situation becomes as tense as that… [ellipsis
as published] I would also highlight the cooperation between Azerbaijan
and Israel that has reached a very serious level lately.

They signed the latest contract worth 1.6 billion dollars two
months ago.

[Bolkvadze] Will Israel supply Azerbaijan with military equipment
worth 1.6 billion dollars?

[Aladashvili] It is already delivering some quite serious equipment,
including unmanned aircraft, guided missiles, and [other types of]
modern armaments.

[Bolkvadze] Can we say that Israel’s military cooperation with
Azerbaijan is also directed against Iran? We know that Azerbaijan
has territorial disputes with Iran.

[Aladashvili] I would not put it so directly since it is a political
issue. Relations between Azerbaijan and Iran are unlikely to
deteriorate so much, but the fact remains that neither Iran, nor
Armenia nor Russia are happy with the cooperation between Azerbaijan
and Israel.

[Bolkvadze] What about Turkey?

[Aladashvili] Surprising as it may be, Turkey is not happy either
because relations between Turkey and Israel got tense over the
flotilla incident. Before that, military and technical cooperation
between Turkey and Israel was so close that Israeli pilots practiced
in Turkey’s airspace.

[Bolkvadze] What is the military potential of the Armenian and
Azerbaijani armies themselves in terms of numbers, training, and
combat potential?

[Aladashvili] When the Soviet Union collapsed in 1992, the armaments
that had been deployed in the republics were divided.

[Bolkvadze] And quotas were established. It has been said that everyone
has violated these quotas except for us [Georgia].

[Aladashvili] Every republic of the South Caucasus was allowed
to have a maximum of 220 tanks, 220 infantry fighting vehicles,
285 artillery systems larger than 100mm, 100 combat planes, and 50
attack helicopters. However, when the supply depots were disbanded,
Azerbaijan was left with the largest quantity of armaments, followed
by Armenia, while we were outdone by everyone as usual. Azerbaijan
has procured large amounts of armaments recently and its military
budget has increased to 3.2 billion dollars.

[Bolkvadze] It turns out that Azerbaijan’s military budget alone is
as big as our entire budget…[ellipsis as published]

[Aladashvili] That is true. They also have larger armed forces than
Armenia.

[Bolkvadze] What is Armenia’s military budget?

[Aladashvili] It is much smaller than Azerbaijan’s.

[Bolkvadze] Is our budget still the smallest?

[Aladashvili] Yes. If I am not mistaken, it is 670 million lari
[approximately 411 million dollars] this year.

[Bolkvadze] Are Armenia’s and Azerbaijan’s armed forces comparable?

[Aladashvili] It depends on what kind of a scenario is played out. The
first scenario is where no one intervenes and fighting takes place
between Armenia and the self-proclaimed republic of Nagornyy Karabakh
and Azerbaijan. The second scenario is where external forces intervene.

[Bolkvadze] What would you say about the likelihood that a conflict
will arise on Georgian territory?

[Aladashvili] This likelihood is very strong. Since we have a border
with both these countries, artillery fire and airstrikes could hit
our territory either by accident or on purpose if fighting breaks
out between them. This happened during the last war when both sides
laid mines on Georgian territory. We should also take account of the
fact that Georgian citizens of both Azerbaijani and Armenian origin
live in our border regions and it is possible that there will be some
tension among them. The Russia factor is the biggest threat because
Russia could use this as a pretext for invasion.

[Bolkvadze] Citing the need to supply the Gyumri base?

[Aladashvili] Naturally. If we give them passage voluntarily, we
will have problems with Azerbaijan. If we deny them passage, we will
have to fight a war with Russia. So, there is a lot to think about,
and things are not so simple.

was brought down by a weapon manufactured by Iran, Hurriyet Daily
News reported citing Milliyet.

A Syrian expert in Damascus reportedly said the Turkish plane was
shot down by an Iranian anti-aircraft weapon that was purchased by
Syria two years ago.

The unidentified expert said the Turkish plane was flying at a low
altitude to avoid Syrian radars. “Turkish personnel were unaware
that Syria possessed weapons that could hit targets flying at such
low altitudes.”

Al-Quds al-Arabi, an Arabic newspaper was the first to report the news.

A member of the Armenian delegation to PACE, Naira Zohrabyan, made
a speech at PACE session and blamed authorities of Baku for the
propagation policy in the school programme.

“Today Europe undergoes a crisis of democracy, one of the reasons of
which is populist extremism in many member-states of the Council of
Europe which is leading to the atmosphere of hatred and intolerance.

Earlier PACE called on the CE member-states to involve in the school
programmes the anti-racist education and propaganda of peaceful
settlement of conflicts. I draw your attention to the contents
of several Azerbaijani textbooks and demand to make an expert
examination. The generation grown up at Azerbaijani textbooks will
be even more intolerant, racist and extremist, and we shall have
more complicated problems than those which Europe faces today”, –

Uri Caine To Give Concert In Armenia’s Capital

URI CAINE TO GIVE CONCERT IN ARMENIA’S CAPITAL

Uri Caine, an American classical and jazz pianist and composer,
who is celebrated for his eclectic and inventive interpretations of
the classical repertoire, is to give his first-ever concert with the
Chamber Orchestra of Armenia in Yerevan, June 27.

He is famous for reworking Bach, Beethoven, as well as Wagner,
Schumann and Mozart.

The concert program includes compositions by Komitas, Sergey Aslamazyan
and Antonín Leopold DvoÅ~Yák.

Interestingly, Uri Caine is not acquainted with Komitas’ works,
but is not against performing them.

Mr Caine will also perform his ‘Amusement’ for piano and stringed
instruments.

Today’s concert in Yerevan is part of the European violin-making
cooperation program, coordinated by the Paris cultural and cooperation
association.

Two violin-makers from France and Belgium arrived in Armenia to
cooperate with the Chamber Orchestra of Armenia. During their 7-day
stay in Armenia they will conduct master classes for young Armenian
violin-makers.

Murders, suicides, pedophilia have become inseparable part of our life,
Hranush Kharatyan, ethnographer, told the reporters today.

Part of the cases is being informed by media, the other remains
unknown. According to her, studies should be made to make it easy to
undertake preventive measures.

“Suicide is a social phenomenon. If to look deeper into the problem,
we will see that apathy, nihilism have been deeply enrooted in our
public, there is an aggression,” she said.

The ethnographer blamed the TV in the increase of the cases of murder
and suicides. “They have their share as well. Of course, people are
sad now. Those considered middle class have emigrated and we do not
have them now. It is necessary to form a new middle class,” Hranush
Kharatyan said.

Singer, composer Artavazd Bayatyan said suicidal and murder
manifestations exist in people from the very first day of their birth.

“Committing murders, suicides, destroying each other in wars is
inside a human being. If a person is told from the childhood that
he/she was born in a sin, will go in a sin, it takes to suicide. I
do not blame the people who commit suicide,” he said.

Artavazd Bayatyan voiced opinion that people emigrating from Armenia
would have committed suicide if they remained in such a country.

“People who emigrated would have either killed someone or committed
suicide and we would have witnessed hundreds of thousands suicides. We
all are gradually committing suicide by filling ourselves with
aggression, evil-mindedness toward the others,” Bayatyan said.

During the recent days several brutal murders and suicides were
committed in Armenia.

Large Greenhouse Project With Dutch Technology Kicks Off In Armenia

LARGE GREENHOUSE PROJECT WITH DUTCH TECHNOLOGY KICKS OFF IN ARMENIA

YEREVAN. – The combination of Armenian climate conditions and
state-of-the-art Dutch technologies create excellent preconditions
for developing greenhouses and entering the foreign market. These
preconditions have laid the ground for the launch of an investment
program on the establishment of massive greenhouses in Armenia. For
this purpose, undeveloped lands will be allocated in various regions
of Armenia, with a total area of 2,000 hectares.

The Armenian Harvest Promotion Centre (AHPC) CJSC has initiated
the program, according to whose estimations, approximately 300,000-
350,000 tons of vegetable can be grown annually in 500-hectare heated
greenhouses, and 75,000 tons in 1,500-hectare unheated polycarbonate
greenhouses, mainly for the purpose of annually supplying vegetable
to Russian trade networks.

In the beginning of May, the RA Government approved the proposal of the
Yerevan Municipality to allocate a 63-hextare land in the vicinity of
Noragavit district. The highly profitable program will be implemented
in this area in the upcoming months. Advanced foreign technologies
will allow the crops’ average productivity to reach 60-70 kg/square
meter here.

The AHPC conducts talks with the investors who have expressed interest
in buying land for the purpose of constructing greenhouses. The
program initiators will provide the investors with infrastructures
supplying thermal and electric energy, gas and water, and will assist
in receiving loans.

“This is an unprecedented large-scale program which will promote
the development of the infrastructures, transportation channels,
and the establishment of powerful cool storage facilities. Following
the program on the construction of greenhouses in the vicinity of
Noragavit district, 8-10 greenhouse zones will be established in
different regions of Armenia, with a total area of 500 hectares, and,
in the meantime, unheated polyethylene greenhouses will be constructed
in a 1,500-hectare land,” said Aleksan Arakelyan, the Investment
Director at the Armenian Harvest Promotion Centre CJSC. According to
his estimations, the first crop will be harvested in 2013.

The Armenian Harvest Promotion Centre CJSC was established in 2011. It
is a public and private partnership where 49 percent of the shares
are held by Small and Medium Entrepreneurship Development National
Center established by the RA Government, and 51 percent is owned by
the private sector.

The serious fluctuation of the water level in Sevan lake may negatively
affect the whole ecosystem in general, and the fish population,
in particular, director of Hydroecology and Ichthyology Institute
under Armenia’s National Academy science, Barkhudar Gabrielyan,
said at today’s press-conference.

“Just decrease of the water level negatively affected population
of trout in the lake. There were 4 types of trout in the lake, 2
of which have fully disappeared, as spawning at the nearshore zone
became impossible because of decrease of the water level. Moreover,
changing of the water temperature also has a negative effect”, –
Gabrielyan said.

He also added that Sevan is a strategically important object in the
context of the fresh water store. In the near future fresh water will
cost as much as oil costs because of its deficit. It turns out that
instead of increasing the fresh water stores, Armenia decreases them,
the expert said.

Le president de l’Autriche, Heintz Fischer se trouve en voyage officiel
en Armenie. Hier 26 juin, il visita en compagnie de son epouse le
Madenataran d’Erevan, accompagne du ministre armenien des Affaires
etrangères Edouard Nalbandian. Puis accompagne de ce dernier et de
Taron Margaryan le Maire d’Erevan, le president autrichien s’est rendu
au memorial du genocide armenien de Dzidzernagapert pour y deposer une
gerbe de fleurs en memoire des 1,5 millions de victimes de la barbarie
turque entre 1915 et 1923. Le president autrichien visita egalement
le Musee du genocide. Puis en compagnie du president armenien Serge
Sarkissian il participa a une rencontre portant sur le developpement
des relations entre l’Autriche et l’Armenie. Le soir en compagne
de son homologue armenien, le president autrichien et son epouse se
sont promenes sur la Place de la Republique pour se rendre près de
la ” Fontaine chantante pour ecouter des airs connus de la musique
armenienne et autrichienne.
