La Banque Centrale d’Armenie vient de proceder a l’emission de 11
pièces de monnaies de 50 drams representant chacune des regions -marz
en armenien- d’Armenie (10 regions + Erevan). Ces monnaies qui furent
frappees en Finlande sont entrees en circulation le 25 juin. Sur la
face de chaque pièce de 50 drams est gravee l’element qui symbolise
le mieux chaque region. Ces monnaies sont en circulation au meme
titre que les autres pièces de 50 drams qui furent emises en 2003.

THE NEW TURKISH JURISPRUDENCE ON THE ARMENIAN GENOCIDE – NOW SEALED!

Last December, this column announced the emergence of a new Turkish
jurisprudence on the Armenian genocide. Half a year later, the new
jurisprudence won an official seal of approval from the offices
of Prime Minister Recep Tayyip Erdogan and Foreign Minister Ahmet
Davutoglu.

The new jurisprudence, in plain coffeehouse patron’s language, is a
powerful Turkish warning to the rest of the world precisely as I wrote
it in December: “‘Dear members of parliaments of the world! From now
on, you can recognize the Armenian genocide and have perfectly normal
relations with us; but we’ll get badly offended if you make genocide
denial illegal.’ Will the U.S. Congress get the message? The Turks
should hope it won’t. Sadly, the more than 20 countries in the world
whose parliaments have recognized the Armenian genocide stand like
an unpleasant reminder that the soft power Mr. Davutoglu loves to
assume Turkey possesses does not exist in the real world,” (The new

How did I know / how do I know? Simple. When did the French legislature
recognize the Armenian genocide? In 2001. What did Turkey do in
response? It threatened to freeze all economic and political ties with
France. How did the freeze go? Well, during the Turkish boycott/freeze,
the two-way trade volume rose from $4 billion in 2001 to nearly $15
billion in 2011, an increase of 275 percent! That’s how Threat 1
was fulfilled.

>From December 2011 through to February 2012 Turkey threatened once
again to freeze all economic, military and political ties with France.

But was it not strange that the Turks were pledging to freeze something
they had pledged to freeze a decade ago?

Under Threat 2, somehow, we would freeze “all cooperation with the
French government and joint projects, introduce punishing restrictions
on French military vessels and aircraft passing through Turkish waters
and airspace or docking on Turkish soil.” That would be the appropriate
response because the French bill that criminalized genocide denial,
according to Mr. Davutoglu, “dishonored our country and nation.”

Fortunately, the French supreme court overturned the denial bill
and thus our country and nation was not dishonored. And this must
be Jurisprudence 2: We no longer think that our country and nation
would be dishonored when foreign parliaments declare our ancestors
as committers of genocide. And that… How do we know?

Because last week Mr. Davutoglu happily announced, under instructions
from Mr. Erdogan, that Turkey and France would now live happily ever
after… With all Turkish sanctions under Threat 2 now officially
dropped, everything will come up roses. C’est magnifique! And
that miracle happened just because Francois Hollande, France’s new
president, met with Mr. Erdogan – not because either Monsieur Holland,
who has never hidden his firm commitment to the idea that there was
an Armenian genocide, or the French Parliament no longer believes
the tragic incidents of 1915-1919 amounted to genocide.

>From now on, if either Mr. Erdogan or Mr. Davutoglu claims that it
would dishonor our country and nation if a foreign Parliament were
to recognize the Armenian genocide, the members of that Parliament
may just suffer perpetual hysterias of laughter before they say
b…u…t… F…r…a…n…c…e!

But the Rover with Rolls Royce ambitions and the Crescent and Star
emblem will surely be speeding along down international highways. The
future, though, may bring in further Turkish jurisprudence on Armenian
genocide.

For instance, Jurisprudence 3 may be about accepting genocide denial
laws but threatening to freeze economic, political and military
relations if they are enforced; and Jurisprudence 4 may be about
accepting a reasonable number of people sentenced under denial laws
but threatening to freeze economic, political and military relations
if too many people are sentenced.

Three months ago, in late March, the Obama Administration was toying
with the idea of supporting the establishment of a humanitarian
corridor in order to transport food to hundreds of thousands of people
in the Nuba Mountains who are now facing imminent starvation.

Unfortunately, “toyed” is the mot juste. In other words, talk, talk,
and more talk, along with indecisiveness and wavering, has lorded it
over action. Indeed, thus far, realpolitk has won out yet again over
the moral imperative to help our brothers and sisters in critical need.

Instead of acting on the Biblical injunction of being our brothers’
(and sisters’) keepers, the plight of the Nuba Mountains people has
largely been swept under the proverbial rug. The result has been fatal,
as an untold number of people have already starved to death.

Unlike the innocent in Syria who are being killed with bullets and tank
shells, the Nuba Mountains people are facing a much quieter death – but
one that is no less deadly. As the victims’ muscles atrophy and their
skin becomes frighteningly taut due to a lack of adequate nutrition,
each movement of their body results in intense pain.

Groaning and quietly weeping as they die a slow and excruciatingly
painful death, all their family members can do is look on in sorrow
and wonder who among them might be next in line for a similar death.

The Sudanese Government’s (GoS) ongoing onslaught against the Nuba
Mountains people — constant aerial bombing, forced evacuation of
hundreds of thousands from their villages and homes, and now the forced
starvation of mothers, infants, children and elderly – has not gone
unnoticed, just ignored. Indeed, neither the international community
nor the Obama Administration can claim, “We weren’t aware of the
tragedy,” as President Clinton did during the height of 1994 genocide
in Rwanda.” In fact, the Obama Administration has been apprised time
and again of the crisis by Congressman Frank Wolf (R-VA), various human
rights organizations, and, indirectly, by the media, ranging from The
New York Times (most notably NY Times columnist Nicholas Kristof), The
Washington Times (most notably,Franklin Graham, Founder and Director
of Samaritan’s Purse), National Public Radio, and the PBS NewsHour.

Since the Obama Administration insists on doing nothing – while,
ironically, touting itself as the first presidential administration in
the history of the United States to take genocide seriously (“Last year
in the first ever presidential directive on this challenge,” Obama said
recently in announcing the establishment of the Atrocities Prevention
Board, “I made it clear that preventing mass atrocities and genocide
is a core national security interest and a core moral responsibility
of the United States of America”), we, the citizens of the world who
deeply care about the plight of the Nuba Mountains people, cannot, and
must not, stand by and do nothing as generations in the past have in
the face of genocide (i.e., the 1915-1919 Ottoman Turk genocide of the
Armenians, the Holocaust, the 1975-1979 Khmer Rouge slaughter of their
fellow Cambodians, the 1994 Hutu slaughter of the Tutsi in Rwanda,
and the 1995 massacre of some 8,000 Muslim boys and men in Srebrenica).

Now is the time to stand up; and if not now, when? (It will be
interesting to see if Ms. Samantha Power, President Obama’s Special
Assistant and Senior Director for Multilateral Affairs and Human
Rights and Chair of the newly minted Atrocities Prevention Board,
will step up and be counted in this regard. After all, she is the one
who coined the term “Upstander” (which she defined as one who speaks
out in the face of mass atrocities, thus avoiding being a bystander),
and who has gotten a lot of mileage out of it as she’s been praised
by one anti-genocide group after another for having done so. We all
know that it is much easier to talk the talk versus stepping up and
walking the walk. If anyone should walk the walk, it is Ms. Power,
an individual who vociferously criticized one U.S. president and
presidential administration after another in her Pulitzer Prize winning
book, “The Problem from Hell” (as well as a slew of editorials) for
not stepping up when potential genocide was on the horizon. Now that
she is in a position of power, one has to wonder why her voice has
gone silent.)

Since private citizens do not have the wherewithal to use military
force to establish a no fly zone over the Nuba Mountains to halt
the attacks by the Antonovs and MIGs, the means to bomb the runways
from which the bombers and MIGS take off from, or the forces needed
to arrest Omar al Bashir and turn him over to the International
Criminal Court, which has charged him with crimes against humanity,
genocide and war crimes due to the atrocities perpetrated in Darfur,
we must take a different tact.

Among the options I believe we, citizens of the world, should consider
(in no particular order, but solely with an eye to demanding and
seeing to it that effective action is carried out to save the Nuba
Mountains people from certain death) are as follows:

Organize and commit sustained civil disobedience in front of the White
House, U.S. State Department and/or the U.S. Holocaust Memorial Museum;

Organize and conduct a sustained hunger strike in front of the White
House, State Department and/or the U.S. Holocaust Memorial Museum;

Commit daily acts of civil disobedience over a significantly sustained
period of time in front of the Sudanese Embassy in Washington, D.C.,
blocking entrance into the embassy.

Organize and drive five to ten lorries loaded with food and water from
South Sudan into the Nuba Mountains, thus leading the way and hopefully
prodding (cum embarrassing) the international community to follow suit.

If others have different and/or better ideas/approaches then they
should suggest them.

I fully realize that each of the above options appear radical; however,
for eleven long months not a single effort by human rights and various
anti-genocide organizations has been effective in prodding, cajoling
or embarrassing the Obama Administration or the UN into action (and
here I do not necessarily mean military action by U.S. forces, but
rather the Administration’s application of pressure on the UN to act
and to act decisively). Enough is enough! This is not a game! Tens
of thousands of people’s lives are at risk.

Over the past forty years or so, Holocaust survivors, scholars of
the Holocaust and genocide, and educators have spoken and written at
length about those individuals who failed to speak out on the behalf
of the Jews at the hands of the Nazis, as well as those who did (such
as the Righteous Gentiles who have long been honored by the Yad Vashem
Holocaust Memorial in Jerusalem). Those same speakers, authors, and
educators have frequently encouraged, prodded, and cajoled all those
who live in free societies to take a stand when others are brutally
being denied their basic rights and/or face potential, if not actual,
crimes against humanity and genocide. In making such speeches and
writing such papers among the most common admonitions issued are
“Never Again,” and “Remember!”

In light of the silence of the world in the face of the imminent
starvation of the Nuba Mountains people today, one has to wonder:
are such speeches, such articles and books, such lessons in schools,
all for naught? Are such admonitions meaningless? Are such words simply
uttered, and accepted by those who hear and read them, something that
simply sounds good in the moment but then are quickly forgotten? Is
such counsel only going to be acted upon when it suits the powers
that be that action is in their interests (and, if it is not, then
the hell with those thousands, tens thousand and millions or more
who are facing imminent death)?

One has to really wonder what lessons the world – leaders and ordinary
citizens alike – has really learned from the Holocaust. Even those who
espouse such heartfelt sentiments/words/phrases are among those who
look away when such tragedies break out — and here I mean Holocaust
survivors, survivors of other genocides, scholars, and educators at
all levels. And if they don’t look away, then far too often they
stand slack jawed and silent. Neither is admirable; and, in fact,
both are unconscionable.

Not one to suggest that others should pursue an avenue I am not
willing to undertake, I shall place my name at the top of the list
to take part in any of the above actions that gain traction.

27.5% out of 32% of the voters, who will go to the polls in
Nagorno-Karabakh by all means, are going to vote for the incumbent
President Bako Sahakyan, Head of the Sociometer Center Aharon Adibekyan
said at today’s press conference.

He said that the key rival of Sahakyan during the July 19 presidential
elections is Vitaly Balasanyan, a hero of the Artsakh war: 3% of the
voters are ready to vote for Balasanyan. Adibekyan said that even the
poor population and the pensioners of the NKR are ready to vote for
Sahakyan. “There is no social or age group which will unambiguously
give their votes to Balasanyan.

The sociologist added that the youth of Karabakh are going to vote
for Arkady Soghomonyan, Assistant Principal of the Stepanakert branch
of the Armenian State Agrarian University, who has promised to make
the education in Karabakh free in case he is elected president.

To recall, the presidential election in Karabakh is scheduled for July
19. The election campaign started on June 20 and will last till July
17. The Central Electoral Commission of the NKR has registered all the
four candidates: Bako Sahakyan, the incumbent president of the NKR,
Vitaly Balasanyan, member of the NKR Parliament, Arkady Soghomonyan,
Assistant Principal of the Stepanakert branch of the Armenian State
Agrarian University, and Valery Khachatryan, the ex-head of the

Today Armenia marks the day of missing freedom fighters. About 80
Armenian soldiers died on this day 20 years ago. They were considered
missing up until 2008.

Armenian Defense Minister Seyran Ohanyan, accompanied by the
commandership of the Ministry of Defense and the armed forces,
representatives of the Public Council and NGOs and veterans of the
Arstakh war, visited Yerablur Pantheon today and laid flowers at the
memorial to the missing persons, the heroes perished in the Arsakh
liberation struggle, the graves of Vazgen Sargsyan and Andranik.

At an event held at the Chamber Music Hall 50 missing soldiers were
posthumously awarded Medals for Courage.

YEREVAN. – Fifteen-year-old Sos Petrosyan Jr., who was declared winner
of the international magicians’ contest held in Rome, will head to Last
Vegas in November to take part in the greatest show. This was stated
during Friday’s press conference held by Sos Petrosyan Sr., who is
the Artistic Director of Armenia’s “Yerevan Circus” Cultural Center,
Head of the Union of Circus Workers, Sos Petrosyan Jr.’s grandfather,
and the aforementioned international contest’s honorary guest.

He informed that 3,000 magicians from 60 countries participated in
this competition, and an Armenian took part in it for the first time.

Petrosyan Jr. showed his mastery in micro-magic and card tricks.

This contest, which was held in Rome for the first time, will be
aired on Italy’s Canale 5 TV on October 5.

had a briefing with ” Armenians today” electronic newspaper covering
the issues on the current situation in Syria, the problems Syrian
Armenians living there are facing.

Mrs Hakobyan states that all the Armenians around the world are anxious
on the current state of their compatriots living in Syria. The high
ranking official notes Armenia is concerned to establish stability
and peace in Syria as soon as possible, Armenpress reports.

” According to our information about 60 thousands Armenians are
living in Syria, basically in Aleppo, Lattakia, Kesab , Damascus ,
Tartus. Armenian community of Aleppo is the main colony, there are
the traditional parties, Armenian Church dioceses, various benevolent,
youth, women and other organizations. Our schools, cultural centers,
newspapers, organizations are making a great job for the preservation
of Armenian identity, cultural values” Hakobyan noted.

To the question whether Syrian Armenians are enjoying their dual
citizenship institute right, Minister was quoted as saying” We inspire,
encourage our compatriots to get a dual citizenship, if we compare
the data of 2009 and 2012, the number of dual citizenship has become
fourth times more. There is such a tendency towards Syrian Armenians”.

In accordance with the data of 2010 over 9 thousand 087 citizens have
turned to the Passport and Visa Department of Police, 422 out of all
applications are handed by Syrian Armenians. When drawing a parallel
between the data of 2010, a growth has been recorded in 2011. 14
thousand 277 citizens have applied, still 2 thousand 983 from Syria.

During the period of 2012 January-May 2 thousand 669 applications
were handed over from our compatriots living in Syria.

The Diaspora Ministry of the Republic of Armenia, in cooperation with
the passport and visa department of the Police, State Migration Service
of Ministry of Territorial Administration implements registration of
our compatriots arriving from Syria, aimed at verifying the needs of
each and citizen and family.

The USAID Pension and Labor Market Reform (PALM) project and the
Pension System Awareness Centre (PSAC) Foundation of Armenia will
jointly host the launch of the “Reform and Knowledge” initiative as
well as an awards ceremony for a student essay contest on June 29.

The goal of the essay competition “MyModel of Development of Economy
within the Context of Armenian Pension Reform,” held in spring 2012
through USAID/PALM support, was to raise the awareness of youth and
stimulate student discussion on the current pension reforms implemented
by the Government of Armenia.

During the awards ceremony, the participants will be presented with
diplomas and certificates. RA Minister of Labor and Social Affairs
Artem Asatryan will hand out the award to the winner.

Within the framework of the event, partners will also announce the
launch of two initiatives -the “Reform and Knowledge” pension reform
awareness project, and the financial knowledge dissemination initiative
in local high schools. The activities are supported by several state
and non-governmental organizations that pursue knowledge dissemination
goals and implement public awareness raising events related to the
pension system reforms.

A bilateral memorandum will be signed by the PSAC foundation and the
Financial System Mediator Office, as well as a tripartite memorandum
between the PSAC Foundation, the Central Bank and the Ministry of
Education and Science of Armenia will be concluded.

Invitees to the event include members of the Pension Reforms Governing
Board, the Minister of Education and Science and the Minister of
Labor and Social Affairs, deputies of the National Assembly, other
officials and journalists.

The organization of the event is made possible through the support
of USAID/PALM, the Ministry of Labor and Social Affairs, the Central
Bank of Armenia, the Ministry of Finance, and NASDAQ OMX.
