The progress made in Turkish-Armenian relations by the adoption of
the protocols in 2010 proved to be unsustainable.

Bilateral relations stalled following the protocols. The three parties
in the Armenian parliament that make up the majority coalition decided
not to consider the protocols in parliament as long as Turkey insisted
on preconditions for their approval. In consideration of this, the
Turkish Parliament also remained indifferent to the process. The
suspension of the process due to mutual distrust and indifference
may leave the problem unresolved between the parties.

Individual efforts and the ideological obsessions that took hold
of the people further provoked the painful events through political
fanaticism. These aggressive emotions take the nations hostage and
foster different prejudices and perspectives. It is sad that all
these culminate in political fanaticism and the backing of state
institutions. The decisions of some parliaments to recognize the
1915 incidents as the alleged Armenian genocide are the main source
of controversy.

Genocide is a crime against humanity. However, this crime should be
substantiated by legal and historical evidence rather than political
allegations. Armenia is preparing to commemorate the 100th anniversary
of these incidents, while the Turkish side holds lobbying activities
before April 24 every year in the US, France and Germany. Whether
these efforts are part of daily politics or seek to address the
problem from a broader perspective is a popular question that needs
to be properly answered.

That said, as noted by the Agos newspaper, there is one man who is
seeking a way out. Professor Ahmet Davutoglu, the Turkish foreign
minister, has so far stated the most progressive and brave position
in the history of Turkish foreign policy. His statements imply
significant changes in Turkey’s approach towards Armenia and the 1915
incidents. The Turkish foreign minister proposes a new approach that
respects the pain of the Armenians, does not deny the past, views this
fragile issue between the two nations as a common source of anguish
and offers an embracive policy that does not exclude the diaspora. By
this approach, Davutoglu tries to reverse the hostility. This new
style basically stems from the conviction that the current aggressive
policy of denial will not work out before 2015 and will put bilateral
relations into greater jeopardy.

A new approach from Davutoglu

Omer TaÅ~_pınar from the Brookings Institution referred to Davutoglu’s
statements in his column. TaÅ~_pınar, referring to the phrase “just
memory” coined by the Turkish minister, underlined that there is now
a foreign minister who does not say that nothing happened in the past,
but at the same time does not define the incidents as genocide.

TaÅ~_pınar also recalled that the Turkish minister is relying on a new
discourse. Obviously, the definition of just memory was crystallized
by Davutoglu’s remarks: “We are not like the Germans. There is no
idea of ethnic cleansing or ghettos in our history. There were a
great number of Muslim casualties in the Balkans, the Caucasus. Some
terrible things happened in Anatolia out of paranoia that the Muslims
would be expelled from these lands as well. However, this was not a
reflex to annihilate an entire nation. If you compare this psychology
to the mindset of the Nazis and present us as a murdering nation,
this is not true. There was no unilateral declaration of crime.”

These statements suggest that Turkey is not in a state of crisis
with the West with respect to the Armenian issue. The timing of this
message is of course part of the strategic planning held by Davutoglu.

With these statements, Davutoglu delivered two crucial messages to
Europe and Armenia by raising discussions on the sensitive issues
suggesting that this issue could be resolved in a timely manner
without considering the pressure from the EU and the US.

The timing for just memory is good, but what is in it and what does
it entail? These are vital questions. The basis of the just memory is
the pursuit of balance between the powers. True, there was a tragedy
in the Anatolian lands in 1915, but it was not only the Anatolian
Armenians who suffered but also all other Anatolian nations (Turks,
Greeks, Kurds and others). That is what this nation says.

Davutoglu, who said that what happened was a common source of anguish
and that it is for this reason that this issue cannot be resolved by
blaming one side, underlines that the problem is unsolvable. Even
though this approach seems rational from the Turkish perspective,
it would obviously not mean anything unless the Turkish side offers a
formal apology. This notion suggests that there is no crisis between
the West and Turkey on this matter; the notion may also serve as
a starting point to get through a psychological threshold with the
Armenians.

Leaving the Armenians out of the discussion with respect to the
communal clashes between the different groups while the Anatolian
people were subjected to extreme violence in Sarajevo, Tripoli, Yemen
and Jerusalem is not proper. In other words, it will take some time
to convince the Armenians that we should have reciprocal empathy. The
attainment of peace between the two countries could be an outcome of a
new approach where neither side would feel victorious. Like Hrant Dink
said, “The Turks are the doctors of the Armenians and the Armenians
are the doctors of the Turks.” This could serve as the basis of this
new approach.

Moscow came to the conclusion that it is hopeless to build relations
with Azerbaijan through “slight” flirting. Azerbaijan has other
prospects and it is convinced that Russia is unable to resolve its
issues. The leadership of Azerbaijan is perplexed since it has run
into a deadlock, including several foreign directions.

It seems that especially under these conditions Baku may return to the
Russian scenarios but the issue is that these scenarios are exhausted
and harm the relations with the West, without which this state union
can’t go on. Under these conditions, the Russians, as before, try to
use means of internal split but this time a more serious signal about
the activation of the Lezgian and Talysh issues in Azerbaijan came.

At the same time, during the past 20 years the Russians have defamed
themselves and their policy in the eyes of the peoples of the Eastern
Caucasus, in particular Lezgian and Avar that it is very difficult to
go back to these topics. The main negative factor is that there are
not enough qualified professionals in Moscow who are able to propose
ideas and do political planning. The specialists of the Institute of
Oriental Studies are offended by the neglect of the state towards them
so they treated these issues in a very restricted way. They don’t see
their place and role in these spheres of activities. They are currently
told that they need to work on these issues only in accordance with the
salary they get. The Federal Security Service has so few specialists
that it is unable to coordinate this work at a high level.

Unlike the Russians, the Americans, for example, first of all invest
intellectual resources in such projects.

At the same time, the search for partners by non-academic research
centers of Moscow is fruitless. During 20 years, they have not formed
anyone but only grant eaters and tattlers. Currently, the Russians
avoid involving in the project development specialists from Dagestan
which shows the inadequacy of the Russian politics.

Apparently, however, the question is asked quite clearly, and it is
necessary to perform the task.

Azerbaijan, too, is not sitting in an attitude of waiting. In Moscow
and in Europe there are attempts to bribe information tools to block
Lezgian and Talysh topics. For this purpose, Azerbaijan already has
the information resources in Russia and is trying to get opportunities
in Europe.

However, Talysh and Lezgian issues have become very sharp and readable
and now, without these topics, the Caucasian information area becomes
boring. It is quite clear that it is impossible to block these topics
in the media. More successful are Azerbaijan’s attempt to bribe some
representatives of the Lezgian and Talysh communities but according to
activists of these ethno-political movements, those who were tempted
by Azeri money started feeling very uncomfortable.

There are indications that soon Europe’s “interest” in the Talysh
and Lezgian topics will grow for certain reasons, including those of
geo-political nature.

The main thing is that in the arena of these topics, competition is
consistently formed and their place and role in international politics
are being sought for.

US Department Of State: Armenia Making Progress In Border Security

Armenia has achieved progress in improving security on its borders,
according to a report by the US Department of State, NEWS.am reports.

In general, the government of Armenia cooperated closely with NATO
and other partners for establishing a round-the-clock situation center
under the Emergency Ministry. The center is meant to provide effective
inter-departmental coordination in the sphere of crisis management,
including reaction to terrorist attacks.

The report on Armenia covers knowledge in the sphere of border
security, for example, at border check points with Georgia.

It also states that Armenia is a member of the Anti-Money-Laundering
Committee of Experts under the Council of Europe. “Armenia is not a
regional center of financing. No cases of terrorist financing have
been found there,” the report states.

Yerevan/Mediamax/. The Armenian government will make a decision on
establishing “High Art Cinema” foundation at tomorrow’s session.

The foundation will be set up by Armenian citizen, director Armen
Mazmanyan, Ukrainian citizen, film director Roman Balayan and Armenian
government as represented by the Ministry of Culture and Ministry of
Education and Science.

General Director of “Moscow” cinema house Martin Adoyan will be
appointed acting Executive Director of “High Art Cinema”.

The goal of the foundation is to assist development of modern Armenian
cinematography and organize advanced courses for directors.

According to Mediamax’s information, the organization of advanced
courses for directors is initiated by Roman Balayan and has been
supported by Armenian President Serzh Sargsyan.

“Advanced courses for directors will be opened in the Yerevan State
Institute of Theater and Cinematography. The opening is scheduled for
autumn. They differ from world or Moscow ones in that I invite two
directors from Moscow and Tbilisi to entrance exams as commission
members and they and I will decide who is eligible. It rules out
calls to relatives and acquaintances for supporting them. I am going
to invite to Yerevan Kusturica, Almodovar, Venders, Peleshyan”,
Roman Balayan said in his recent interview to “Republic of Armenia”
newspaper.

singer Marten Yorgantz and “Little Stars” children’s ensemble was
held within the framework of “My Armenia” festival in the Yerevan
State Puppet Theater after H. Tumanyan on July 31.

In the interview with “Armenpress” Yorgantz mentioned that it was a
great happiness for him to sing in Armenia.

“For me there is no singer and audience on the Armenian stage, all
is together. Today is not an exception, we should sing on the stage
together”, the singer mentioned.

“All the children and especially those from Diaspora were inspired
by the concert held within the days of the “My Armenia” festival
individual performers held on July 31″, the director of the “Little
Stars” children’s ensemble Lilit Danielyan stated.

“My Armenia” festival consists of four parts. Within the first part 34
dance groups from different parts of the world had arrived in Armenia.

After the individual performers’ festival 14 chorus will come to
Armenia, and for the first time Armenian Duduk Festival will be
launched in September. The festival closing will take place in Aram
Khachatryan big concert hall on August 5.

Aleppo city are ongoing. As press secretary of National Prelacy of
Aleppo Zhirayr Reisyan told at the briefing with Armenpress, both
Assad loyalists and rebel forces are strengthening their position in
the country. What refers to Aleppo based Armenians, the condition
remains the same, the conflicts have not penetrated into Armenian

clashes have resulted in the death of over 17 thousand 192 people. By
the info of Arab mass media 11 thousand 897 were peaceful civilians,
while 4348 were security officers. Among the victims there were 7
Armenians, 2 of which were the Syrian Army militaries. Because of
lasting disturbances in Syria a number of people are leaving the
country, getting refugee status in other countries. Recently Syrian
Armenian Community representatives are also quitting the state. The
applications submitted from Syria by our compatriots are being
envisaged by accelerated procedure, at least within ten days.

Project Of Hamazgayin Theater In Mashtots Park May Become A Reality

Mashtots Park has found itself in the focus of green activists’
attention again. This time the building of Hamazgayin Theater
(Nationwide Theater) instead of trade pavilions may be built in
Mashtots Park. To recall, Hamazgayin Theater headed by Sos Sargsyan
has been in the building of the Yerevan State Institute of Theatre
and Cinematography for many years.

According to the project, the building of Hamazgayin Theater is to
be located in the final part of Mashtots Park, not far from the Head
Post Office. Not long ago, in 2010, Tashir Group was going to build
a supermarket and an underground parking area in this territory,
but this caused the local residents’ discontent.

In the meantime, the initiative “We Are the Owners of This City”
is quite pessimistic about this project. The Facebook page of the
initiative demonstrates serious debates on the topic “Mashtots Park
and Hamazgayin Theater”. The green activists’ discontent is connected
first of all with the fact that the theater may swallow the public
access area. They point out the example of Nansen Park, in the center
of which the namesake museum is being built. Moreover, the Urban
Development Council of the Municipality of Yerevan has lately discussed
the project of construction of a spiritual center near the museum.

“Our city needs first of all green zones, especially, in the center”,
says user Edgar Adilkhanian. “As for me, I think it is not a place for
a theater, and the theater mustn’t be in the public park”, activist
Vahram Soghomonyan says.

To note, the public hearings on the project of Hamazgayin Theater
took place on July 28, and now the participants are waiting for the
decision of the Yerevan Municipality.

adding that Armenia has admitted the pre-conditions.

Once it was even stated by the Turkish FM that Armenia has admitted
the Kars treaty,” Melkonyan said.

According to him, despite the fact that the Protocols express
intentions on normalizing relations without preconditions and the
Armenian side has always emphasized this, the official Ankara has
made quite the opposite statements for the domestic audience.
