Safar Abiyev: `Invader Armenia, which doesn’t want to return
peacefully Azerbaijan’s lands occupied for about 20 years, anticipates

Baku – APA. Defense Minister, Colonel General Safar Abiyev received
Commander of the US Oklahoma state National Guard Major General Myles
Deering.

Press service of the Defense Ministry told APA that Defense Minister
said Azerbaijan and US were strategic partners and added that
long-term effective military cooperation between our Armed Forces and
Oklahoma State National Guard was an estimable example.

Abiyev informed the guests about the current military and political
situation in the region and underlined that Armenia was continuing its
aggressive policy: `This invader country, which doesn’t want to return
peacefully Azerbaijan’s lands occupied for about 20 years, anticipates
the war day by day’.

The defense minister said that activity of the OSCE Minsk Group, which
plays a mediating role, didn’t yield concrete results. According to
the minister, in that case, Azerbaijan can not choose but liberate its
occupied lands by strengthening its army.

Yerevan, Armenia – The Armenian Defense Ministry has denied media
reports claiming that it has bought Ukrainian multiple rocket
launchers and mobile surface-to-air missile systems.

“Azerbaijan is again spreading misinformation,” Armenian Defense
Ministry spokesman Artsrun Hovhannisyan told Interfax.

Armenia has been publishing reports about its military purchases in
compliance with international conventions, he said.

Azeri media earlier circulated reports saying that Ukrainian weapons
were covertly delivered to Armenia in 2011. These claims have been
denied by the Ukrainian Embassy in Azerbaijan.

Last week, the presidents of Russia and Armenia met in Moscow.
According to official information, they discussed security issues in
the South Caucasus, including the Nagorno-Karabakh settlement,
prospects of deep cooperation within the CIS and within Eurasian
integration processes, international problems, bilateral relations and
economy.

One of the key issues was possibility of Armenia’s accession to the
Eurasian Union. Regarding this issue, Armenian expert society is
rather skeptical. The expert of the Armenian Center of Political and
International Research, Ruben Megrabyan, is sure that Moscow will
force Yerevan to make a choice between the EurAsEU and the EU, but `it
is dangerous to put all eggs in one bowl.’

The head of the Analytical Center of Globalization and Regional
Cooperation, political scientist Stepan Grigoryan also considers
pressure on Armenia by Russia: `The idea of the Eurasian Union
initiated by Putin has one aim: Russia wants to improve its influence
in the post-Soviet area and reconstruct links with close neighbors.
However, we should analyze whether it is beneficial for Armenia. What
can the EurAsEU give to Armenia? We have no ground boundaries with any
possible EurAsEU country. In this case I don’t see any sense in
joining this union.’

Meanwhile, within Sargsyan’s visit to Moscow presidents agreed on
establishing a special commission which will consider possibility of
participation of Yerevan in integration processes within the Customs
Union and the Common Economic Area. According to Putin, the
peculiarity is that Russia and Armenia have no common borders, that is
why `implementation of instruments agreed by three countries (Russia,
Belarus, and Kazakhstan) might be considered.’

At the same time, issues connected with increase of prices on Russian
gas exported to Armenia were not settled, as well as the issue on
giving $1 billion credit to Armenia. Russia is the main Armenian trade
counter-agent and the leading foreign investor to the Armenian
economy. Today mutual turnover is $1 billion.

`Today we are speaking about an important topic – prices on natural
gas exported to Armenia. I think we have found mutual understanding in
principles of price forming,’ Serge Sargsyan stated. He indirectly
confirmed that he didn’t manage to stop increase of gas tariffs.

The Moscow position is not a surprise. Russia is speaking about market
gas price for its partners for several years. As for Armenia, it
usually succeeded in postponing of price increases or its partial
implementation due to giving to Russia some facilities of Armenian
infrastructure. Last time Russia agreed to divide the price increase
into two stages in 2010: in April 2010 and in October 2012.

According to the opposition, the Armenian side should prepare for
buying Russian gas on market prices. For example, money gained from
gas sales within the country should be allocated to purchasing of
modern non-energy-intensive equipment and technologies, as well as to
modernization of the existing industrial equipment to make gas sphere
more money-saving, but it wasn’t done.

It appears the Russian side cannot be accused of pressure on Armenia,
and the Armenian government should blame itself. The fact is that
Russia didn’t postpone price increase one more time due to some
reasons.

Probably the Armenian President didn’t manage to get $1 billion
Russian credit as well. Putin reminded on transfers from Russia to
Armenia which are estimated up to $1 billion. And it is a significant
part of Armenia’s GDP. The Russian leader spoke about the sum in the
context of Armenia’s expectations for a credit on this sum.

In 2009 Russia gave Armenia a half of a billion. But the Armenian side
didn’t use money effectively. A significant part of this credit was
allocated by the government not for economic reforms or support of
socio-economic projects, but for implementation of dubious projects
with participation of dubious companies. Russia is concern about using
of its money.

As the result, two important issues for Armenia were not settled. Gas
prices will be increased ahead of the presidential elections in
February 2013.

Armenians kill Azerbaijani soldier near disputed area: Baku

Armenian forces killed an Azerbaijani soldier on Monday near the
disputed region of Nagorny Karabakh, Azerbaijan’s defence ministry
said, in the latest deadly clash between the two enemies.

The 18-year-old conscript, Mirzamahommed Rushanov, was killed “as a
result of ceasefire violations” near the Agdam region, defence
ministry spokesman Teymur Abdullayev told AFP.

There was no immediate reaction from Armenia.

He was the 12th soldier to die this year in firefights along the
Karabakh frontline and on the border between Armenia and Azerbaijan,
according to official statements.

Armenia-backed separatists seized Karabakh from Azerbaijan in a war in
the 1990s that left some 30,000 people dead, but despite years of
negotiations since a 1994 ceasefire, the two sides have not yet signed
a final peace deal.

Azerbaijan has threatened to take back the disputed region by force if
negotiations do not yield results, while Armenia has vowed massive
retaliation against any military action.

of Tabriz, Armenian Ministry of Emergency Situations reported, citing
European Mediterranean Seismological Centre (EMSC).

The earthquake hit at 60 km depth.

Asked by a PanARMENIAN.Net reporter as to the quake was felt in
Armenia, the ministry representative said the official data are being
clarified.

Two earthquakes that struck the northwestern province of East
Azerbaijan on Aug. 11 destroyed dozens of villages, killing at least
306 people and leaving thousands homeless.

What happens if Syrian Armenians are settled in Nagorno-Karabakh?

The growing violence in Syria is strongly affecting the ethnic and
religious elements in the country. This tension and upheaval raise
concerns and worries among the Armenians in the country as well; for
this reason, a portion of the Armenian population is seeking refuge in
Armenia.

The Armenian Ministry for the Diaspora has announced that there has
been a visible increase in the number of Syrian Armenians filing an
application for Armenian citizenship in 2012 and that so far, 4,000
applications for citizenship have been received. The current state of
affairs in the city of Aleppo, historically a center of Armenian
immigration, is one of the major concerns held by the Armenian
authorities right now. It should also be noted that some Armenian
groups have acted in favor of Bashar al-Assad’s regime so far. This is
a huge handicap because the initial signs of the problems that will be
exacerbated in the post-Assad era have become visible in the ongoing
clashes where the Armenian people are subjected to violence by the
opposition groups.

Currently, the Armenian government is taking proper measures to
facilitate the visa process for Syrian and Lebanese Armenians, to
create proper infrastructure of education for the Armenians coming
from foreign countries, to appoint teachers who would give lectures on
Western Armenian to the newcomers and to ensure that flights become
less expensive. Armenian authorities also note that the state is ready
to deal with the problems of Syrian Armenians, including the
acquisition of citizenship status and their settlement in the country.

Sergey Minasyan from the Caucasian Institute in Yerevan notes that the
post-Assad Syria will not serve Armenian interests, also adding that
Syrian Armenians could be settled in Nagorno-Karabakh. Arguing that
this would contribute to the economic development of the region,
Minasyan wanted to stress other points. There are reasons for ignoring
the problems that previously settled Armenians in the region
encountered, including social adaptation and unemployment this time.

First, it is extremely important to promote the flow of capital held
by Armenians through recognition of the Syrian Armenians as proper
citizens. In addition, there will emerge chances for the diaspora to
extend help to these people; therefore, this will promote and improve
the image of the diaspora. Funds have already been created for this
purpose. For this reason, settlement of Syrian Armenians in
Nagorno-Karabakh is a reasonable option for Yerevan.

Second, the new political concept developed to improve ties between
Armenia and the diaspora seeks to develop the relations and to
preserve unity between Armenia, the diaspora and Nagorno-Karabakh
despite all disagreements. To this end, the settlement of the Syrian
Armenians in the region seems to be a great opportunity for Yerevan to
achieve this goal. This has already been set at the Panarmenian
Congress, convened to secure unity and integrity. Bold steps have been
taken in recent years to integrate Nagorno-Karabakh with the world and
to promote development in the region. Bako Shakyan, the leader of the
so-called Nagorno-Karabakh administration, has met with
representatives of the Iranian Armenian Society in the US, the
Argentinean Armenian society members, the representatives of Dashnak
Party on the American continent and some Armenian businessmen in
Europe on political and economic matters concerning the region. The
talks were fruitful; extensive investments have been made in
Nagorno-Karabakh in such fields as mining and energy. Slovakia and the
Czech Republic started construction of a huge hydroelectric plant in
Nagorno-Karabakh. The opposition parties in Armenia including the
Dashnak Party, as well as ruling parties, are eager to ensure that
Nagorno-Karabakh is recognized as an independent state and that
Azerbaijan is presented as an aggressor. To this end, the Armenian
authorities used as propaganda the blacklisting by Azerbaijan of
deputies and academics from various countries visiting
Nagorno-Karabakh.

Third, there is eagerness to change the demographic outlook of
Nagorno-Karabakh. In other words, by this change, Armenia seeks to
acquire a stronger position in the probable future peace talks. From
another perspective, however, this will be an attempt that will keep
the issue unresolved. Even though some actors do not recognize the
existence of two separate Armenian states and advocate the annexation
of Nagorno-Karabakh by Armenia — and there are some disagreements
between the politicians in Yerevan and in Karabakh — this matter
needs to be considered in the long run. If it becomes successful in
this, Yerevan will have secured strong solidarity between Armenians,
and in that case, it can gain a stronger position in the
Nagorno-Karabakh issue. Some experts hold that even though it seems
unlikely, Armenia’s interest in this issue alone should be considered
important.

ARABASLIK A new political move: Comparing Nagorno-Karabakh with Cyprus

The Armenian authorities who are leading the way in the Karabakh issue
note that they take Turkey as an example, arguing that economic
development is much more important than military power. Armenia, which
frequently stresses that it has liberated the Nagorno-Karabakh
territories, also argues that Turkey needs to worry about the Cyprus
issue rather than the Nagorno-Karabakh dispute. Shavars Kocharyan, the
deputy foreign minister of Armenia, who reacted to Turkey’s criticism
of the recently held elections in Karabakh also called on Turkey to
stop teaching a lesson to Armenia. In fact, this approach is not new
and will not be the last time because all Armenian politicians and
experts use the Cyprus card against Turkey when it comes to the
Nagorno-Karabakh issue. This is similar to the situation where Turkey
was silenced due to its approaches vis-à-vis the regional conflicts.
In international venues where Turkey was accused of committing
genocide against Armenians, Turkey attempted to raise the issue of
massacres in the Balkans. However, in each attempt, the Turkish
authorities had to stop because of strong accusations. Our politicians
and experts who experienced this frequently are displeased with this
situation. Therefore, Turkey, instead of reiterating its conventional
statements by which it declared it did not recognize the elections
that it did not officially recognize, should be able to take alternate
political, economic and cultural moves. This is possible through
closer attention to regional developments and reshaping foreign
policy. Otherwise, a Turkey that becomes hand-tied vis-à-vis diverse
issues will have to deal with the risk of inability to promote its
just causes in the eyes of the international community.

Olympian and New Orleans Hornets rookie-to-be Anthony Davis has some
serious competition.

Davis became the youngest American to win an Olympic men’s basketball
gold medal Sunday when Team USA held off Spain, 107-100. But Kobe
Bryant may have one-upped Davis in the “Unibrow” department with this
photo Bryant posted on his Facebook page Sunday evening of Davis next
to this Armenian Olympic counterpart under the post: “Battle of the
unibrow!!! Who wins???”
