TEHRAN (FNA)- Iranian Foreign Minister Ali Akbar Salehi and his
Armenian counterpart Edward Nalbandian met at the UN Headquarters
in New York to discuss bilateral ties and regional and international
issues.

During the talks held on the sidelines of the UN General Assembly
meeting, the two sides explored avenues for the further expansion of
the bilateral relations.

The two sides also conferred on regional development, specially in
the Caucasus and stronger regional and multilateral cooperation.

Iran has long taken various diplomatic initiatives to expand its ties
with the neighboring states.

In recent years, Iran and its Northern neighbor Armenia have boosted
cooperation, signed agreements on energy cooperation and agreed to
cooperate in technology and research and to enhance ties in commerce
and economy.

It’s time again to study the malefic doings of our least-favorite
member of the California State Assembly, Mike Gatto. This should
remind everyone of why it’s so important to vote in the November 6
election, and, if you live in the 43rd Assembly district, to vote
for Greg Krikorian over Gatto.

Let’s start with an example of Mike’s public pronouncements being
not quite consistent with one another as he pursues undeserved
credibility. Regardless of what your position is on the I-710
extension, you’ll see how Gatto trips up over his own insecurity.

In March of 2010, when asked his position on the 710 issue, Mike told
the Glendale Sunroom Desk that he was still researching the matter
of the 710 tunnel proposal. Yet in a letter-to-the-editor Gatto wrote
regarding an article that he said misrepresented his position on the
710 question , he claimed “I have been, and continue to be, opposed
to the extension of the Long Beach (710) Freeway in any form.” Really?

That wasn’t his position a short time before, as proven by the first
article I cited.

Of course there’s nothing wrong with holding off on taking a position
until you’ve properly studied an issue. There’s not even anything wrong
with changing your position on an issue when exposed to the facts
or a majority of your constituents’ desires. But there is something
wrong with pretending to have always held the given opinion when that
isn’t the case. This kind of disingenuousness is a highly undesirable
trait in an elected official. Straightforwardness and integrity are
far more important, but the likes of Mike don’t get it.

Another version of this “slickness” manifested itself when it took
some four months to set up a meeting with Assemblymember Mike Gatto to
address Armenian community needs. A January appointment had been made
to for numerous Armenian organizations to meet with the Assemblymember
to discuss community needs and how to address them. This got postponed
at Gatto’s request. No problem, things like this happen. So it went to
February, but was delayed again to later in the month, then to March.

Finally, a meeting did take place with Gatto’s office, but on the
ANCA’s Sacramento lobby day, in April. The nature of that meeting was
unavoidably different, shorter, and more specific-issue-oriented than
broad-community-needs-oriented. This is disrespectful, at best. It also
demonstrates a fundamental disregard for what amounts to approximately
1/3 of this particular assembly district’s population.

So because Gatto doesn’t care about the Armenian community, except
when he has to sow discord within it for his electoral purposes, what
could have been a very meaningful discussion, even an opportunity to
improve a tense relationship, became a downgraded meeting.

You can see how Mike Gatto is always trying to play people to suit
his needs. You may argue that all politicians do that. There’ some
truth to that notion. But, they don’t do that to the exclusion of
productive engagement with their constituents.

It’s time to rid the 43rd assembly district of Mike Gatto and his
shenanigans. Make sure you vote in the upcoming election, and you
vote with this necessity in mind.

CJSC “Sukhoi Civil Aircraft” and the airline company “Armavia”
came to agreement over the terms of airplane SSJ100 (MSN 95007),
Armenpress reports.

As Armenpress has been informed from “Armavia” company, the parties
signed the lease agreement, which will come into force after removing
the custom requirements of the application and financial detention.

“Armavia” will restore the flights of the plane in near future.

National airlines will be exploiting the plane, while the “Sukhoi
civil aircraft” will be the lessor. This rental agreement will be
valid for 6 months, after which the parties will meet and discuss
their future actions.

MSN 95007 airplane belonging to “Armavia” was in Moscow in the centre
of “Sukhoi civil aircraft” company, which passed the technical test
today and arrived to Armenia.

Earlier Armenpress was informed that that “Armavia” was planning to
renounce from the Russian airplanes referring to technical issues.

By not participating in the voting on deprivation of Armenia’s ex-FM,
MP of the Prosperous Armenia Party (PAP) Vartan Oskanian of his
parliamentary immunity the four parliamentary groups showed their
political will.

Talking to Tert.am, Vahan Babayan, a PAP parliamentary group member,
said this is evidence that some of the parliamentary forces are
discontent with the prosecutor general’s decision.

“As humane treatment, as well as on the basis of our political
statements, we hoped people would properly assess the situation and
refrain from that step. The fact is that the majority voted,” he said.

He cannot say anything of possible confrontation between the ruling
Republican Party of Armenia (RPA) and the Prosperous Armenia Party
(PAP).

“We will make a statement yet. Thereafter we will announce of further
steps,” Babayan said.

PAP Spokesman Tigran Urikhanyan told Tert.am that the party plans
to discuss its further steps. “The question of the day for all of us
must be ‘Are we not going to ever answer for our steps?'”

gouvernement et de la police Serge Sarkissian a dit que les armeniens
font face a ” un haut degre de corruption ” et frequemment une mauvaise
qualite des soins medicaux. Particulièrement a-t-il dit, ils doivent
souvent payer pour des services finances par le gouvernement que l’on
suppose etre gratuits.

manifestations de l’injustice dans le secteur de la sante que dans
tous les autres secteurs [sous la responsabilite du gouvernement,]
et malheureusement la mesure de l’injustice percue dans ce secteur

Serge Sarkissian a semble surtout fâche après son chef de son Service
de Surveillance, Hovannes Hovsepian, et a annonce des abus financiers
dans l’achat de medicaments subventionnes par le gouvernement que
les hôpitaux et autres etablissements medicaux doivent administrer
aux patients gratuitement. Aucun detail de ces abus presumes n’a ete
rendu public dans la video de la reunion diffusee par le service de
presse presidentiel.

” C’est un deshonneur absolu ” a dit Serge Sarkissian. ” Il est
honteux que des corps appropries ne se soient pas occupes de cela. Un
tel etat de sante est un deshonneur “.

” Vous devez montrer un carton jaune, voir rouge, aux fonctionnaires

Le president a charge le Ministère de la Sante et d’autres agences
du gouvernement de rediger un plan d’actions qui provoquera ” des
changements radicaux ” dans le secteur dans les prochains mois.

Pretty transparent elections give Georgia a higher level of functioning
democracy, leading expert of the Heritage Foundation for Russian and
Eurasian Studies and International Energy Policy and member of Trend
Expert Council, Ariel Cohen told Trend in an interview.

“The fact that the elections had so many observers and were managed
in a pretty transparent way gives Georgia a much higher level of
functioning democracy, than for example Russian Duma elections in
December, when there was a lot of criticism from Russian and foreign
observers,” Cohen said.

Parliamentary elections were held in Georgia on October 1. Around 14
parties and two political blocs participated in the elections.

Parliament will receive more authority in 2013 after amendments
to the Constitution take force resulting in the president’s power
being reduced.

The opposition coalition “Georgian Dream” Party leads after counting
almost 20 percent of votes in the CEC.

The ruling “United National Movement – more good to the people”
Party ranks second with 42.08 percent.

According to Cohen, very few people predicted this outcome. “I must
say the polling by Georgian dream that indicated their victory for
a while was good quality,” he said.

Cohen believes that now it is a real test for Georgia because there
is no certainty of a smooth transition.

“It is a first democratic transition, it a test and it is up to
Mikheil Saakashvili and Bidzina Ivanishvili and their people to work
together to be able to enact that transition without violence, without
bloodshed. So it’s a very difficult, very sensitive very precarious
time for Georgia,” Cohen said.

Airport in occupied territories of Azerbaijan

According to Cohen, Armenia does not have the right to open airport
in Khankendi in the occupied territories of Nagorno-Karabakh.

“According to the international laws these are occupied territories.

The occupying power does not have the right to open such an airport,”
he said.

This week Armenia has stated about launching the airport in Khankendi
in the occupied territories of Nagorno-Karabakh. It was previously
reported that it is planned to start the Yerevan-Khankendi-Yerevan
flights soon.

According to Cohen, the launching of an airport is a step that
violates international law. He also mentioned that according to the
International Civil Aviation Organization (ICAO) this step is illegal.

Cohen also believes that this Armenia’s step is not a constructive
one, and this is an issue that the Azerbaijani government has to
communicate in a clear way both to the international authorities and
to Armenia itself.

The expert said that it is in the interest of both countries and it
is in the interest of peoples of Azerbaijan and Armenia to have peace,
to have economic development, and to have Armenia a part of East-West
corridor that Azerbaijan and Georgia are successfully implementing.

According to Cohen, insisting on an intransigent position is
backfiring, “is a boomerang against Armenian people”, resulting in
emigration from Armenia and the low living standard.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. –
are currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

Azerbaijan-US relations

Cohen believes Azerbaijan is a key country for the development of
market economy and democracy in the Caucasus and the Caspian region,
and the US should develop relationship with this country.

“I think both parties – the republicans and democrats are interested in
the development of democracy, market economy and energy in the Caucasus
and in the Caspian. Azerbaijan is a key country for that,” Cohen said.

Cohen stressed that the geopolitical location of Azerbaijan in the
crossroads of East-West and North-South is very important.

“The development of Caspian resources, including energy is important
as an alternative to the unstable Middle East where there is a lot
of violence and extremism,” Cohen said.

Azerbaijan, according to an expert, is a different model – model of
a tolerant society.

“And I think for that the US should develop our relationship,”
Cohen said.

Cohen mentioned that Azerbaijan is just opening a new railroad that
will connect the Caspian with Turkey and Europe.

“That is also important. And in that respect I hope that our
relationship will continue,” Cohen added.

The 183 kilometre long railway section of the Akhalkalaki Marabda
Tbilisi rail road has to be reconstructed in the framework of Baku
Tbilisi Kars project in order to increase the capacity up to 15 million
tons of freight a year. A centre on the carriage transition from
Georgian track to European is going to be constructed in Akhalkalaki.

The Baku-Tbilisi-Kars railway will increase the flow of container,
bulk and other types of cargo from Asia to Europe. The Marmaris
project envisaging the construction of a tunnel under the Bosporus
will be implemented during this period. This will open a railway
communication to Europe.

Iran’s nuclear program

Speaking of issues related to the Islamic Republic of Iran, Ariel
Cohen said that when Iranian regime not compromising, it leaves no
choice for U.S. but to impose sanctions on the country.

“When the Iranian regime is not compromising, is not meeting the
international community and its demands even half way they are
leaving no choice to the US and to others but to impose sanctions,”
the expert noted.

Cohen also stressed that whoever is the president after the elections
in the U.S., he will have to make a decision what has to happen if
the sanctions against Iran fail.

He stressed that the U.S. and the Obama administration were doing
everything possible to prevent a military solution to the issue,
however the Iranian leadership makes things more difficult by not
suspending their nuclear program.

“I think the Iranian leadership is making it almost impossible by
insisting on continuation of their nuclear program that the Europeans,
the U.S., and even Russia and China when devoted for the sanctions
understand how dangerous it is not just for the Middle East but for
the whole world,” Cohen said.

“We cannot afford to have another nuclear armed state that has
an extremism regime that was extremely critical of Azerbaijan,
Azerbaijani model, Azerbaijani people but also is in confrontation
with other countries with Sunni Arab countries, Israel, Europe and
the U.S.,” he added.

The United States imposed sanctions on Iran after 1979 Islamic
revolution, while more recent rounds of sanctions by the US and EU
were imposed on Tehran on the pretext of its peaceful nuclear program.

The European Union has imposed restrictions on cooperation with Iran
in foreign trade, financial services, energy sectors and technologies,
and banned the provision of insurance and reinsurance by insurers in
member-states to Iran and Iranian-owned companies.

Iran insists that its nuclear program is solely for peaceful purposes,
and warned that it will retaliate if attacked.

Unrests in Syria

There is a great confrontation in Syria now, Cohen said, speaking of
the current unrests in Syria, that have been going on for more than
a year and a half.

“It is essentially a battlefield between extremist Shia elements coming
from Hezbollah in Lebanon and from Iran… and some of the radical
Islamist Sunni forces, such as al-Qaeda Salafists, who trickle in to
Syria from Iraq, from the Gulf, from Egypt and etc.,” Cohen told Trend.

“So it is a battle ground between the extremists on both sides. And
it is a tragedy, because a lot of people get killed as a result,”
he added.

Cohen said that the majority of population of Syria are Sunni, which
feel that they were discriminated, and they are fighting the Assad
regime now.

“The regime is using heavy weapons including airplanes, including
artillery against their own people. I just do not see how that regime
can win militarily against their own people,” Cohen said.

According to Cohen, there is also even a greater confrontation in
Syria between China and Russia on one hand and the US and Western
Europe on the other hand.

Cohen believes that in the end unfortunately this bloodshed will lead
to more and more radicalization.

According to UN, the total number of victims of the conflict in
Syria is nearing 20,000. More than 230,000 have become refugees with
around three million in need of humanitarian assistance. The Syrian
authorities say they oppose the well-armed militants.

Trans Anatolian Gas Pipeline

Regarding the Trans Anatolian gas pipeline (TANAP), Cohen said its
construction will be a great step forward for Azerbaijan.

“I am sure that sooner or later it (TANAP) is going to be constructed
and that it will be a great step forward for Azerbaijan because it
will provide another whole stream of money for Azerbaijan and economic
development and improvement of living standard,” the expert said.

The construction of TANAP will be also good for Turkey because it makes
Turkey even more serious transit country for energy, Cohen believes.

“And it will be good for Europe because it gives Europe an additional
and alternative source of pipe gas not from Russia but from stable
Caspian region,” Cohen said.

TANAP project envisages construction of the pipeline from the eastern
border of Turkey to the country’s western border to supply gas from
Azerbaijani Shah Deniz gas field to Europe through Turkey. On June,
26 Azerbaijan and Turkey signed an intergovernmental agreement on
TANAP implementation.

At present, a 20 per cent share in TANAP belongs to Turkish BOTAS, 80
per cent and the State Oil Company of Azerbaijan (SOCAR). The initial
capacity of the pipeline is expected to reach 16 billion cubic meters
a year. About six billion cubic meters will be delivered to Turkey,
and the rest – to Europe.

Trans Caspian Pipeline

Trans Caspian Pipeline, which is proposed to be laid from the
Turkmen coast of the Caspian Sea to Azerbaijani, should be a reality,
Cohen said.

“But in order to have that reality you have to have a commitment by
Turkmenistan to connect its gas system to Azerbaijan and then take
it through TANAP (Trans Anatolian Pipeline) to Turkey and Europe,”
Cohen said.

Cohen believes that for whatever reason Turkmenistan felt more
comfortable dealing with China, which is now willing to get pretty
much all of the supply of Turkmen gas.

Moreover, according to Cohen, Russia is very interested in Turkmen gas.

However the expert believes that an additional direction for Turkmen
gas via Azerbaijan to Europe would be “a terrific idea”.

Among the possible competitors to Trans Caspian Pipeline, Cohen
mentioned TAPI (Turkmenistan-Afghanistan-Pakistan-India) project,
however the expert believes that the security issues in Pakistan and
Afghanistan are serious problems for realization of this project.

According to Cohen, Trans Caspian Pipeline could be technologically
feasible to connect Turkmenistan and Azerbaijan, however unresolved
status of the Caspian Sea is an obstacle on the way of its
implementation.

Negotiations between Turkmenistan and the EU and other countries on
the construction of the Trans-Caspian gas pipeline have been on-going
since the late 90s.

In September, 2011 the EU Council gave a mandate for negotiations
between the EU, Azerbaijan and Turkmenistan to build the Trans-Caspian
gas pipeline.

However, later, Iran and Russia expressed negative attitude toward
this project. Tehran and Moscow think that the pipeline construction
will damage the Caspian Sea environment.

Study Suggests Stem Cell Transplant Survivors At Increased Risk Of D

STUDY SUGGESTS STEM CELL TRANSPLANT SURVIVORS AT INCREASED RISK OF DEVELOPING HEART DISEASE

New research appearing online October 3 in Blood, the Journal of
the American Society of Hematology (ASH), suggests that long-term
survivors of hematopoietic cell transplants (HCT) are at an increased
risk of developing heart disease risk factors such as high blood
pressure, diabetes, and high cholesterol when compared to the general
population. These risk factors, combined with exposure to pre-HCT
therapy, contribute to a noticeably increased risk of heart disease
over time. HCT, the transplantation of blood-forming stem cells from
the bone marrow, circulating blood, or umbilical cord blood, is the
primary treatment option for many patients with blood disorders. The
healthy transplanted stem cells replace patients’ damaged cells that
caused their illness. Advances in transplantation strategies have
contributed to marked improvements in patient outcomes, resulting
in a growing number of long-term transplant survivors, many of whom
struggle with one or more chronic, post-transplant health conditions.

Previous researchers have speculated that survivors’ exposure to
potentially heart damaging pre-transplant chemotherapy and radiation
or treatment for a life-threatening transplant complication known as
graft-versus-host-disease (GVHD) can increase their risk of developing
heart disease and its associated risk factors. However, there have
been limited data to validate the contribution of pre-conditioning
chemotherapy or radiation and GVHD to the eventual development of
heart disease in long-term HCT survivors.

“While we know that heart disease is a real concern for long-term
HCT survivors, small sample sizes and a lack of long-term follow up
in previous studies have only allowed us to look at a small piece of
the puzzle of how this chronic condition develops in these patients,”
said Saro H. Armenian, DO, MPH, the study’s first author, Assistant
Professor in the Division of Outcomes Research, and Medical Director of
the Pediatric Survivorship Clinic in the Childhood Cancer Survivorship
Program at City of Hope in Duarte, CA. “Our study sought to better
determine the specific factors before and after transplant that can
lead to heart disease in a large group of transplant recipients.”

In order to more thoroughly evaluate heart disease risk and development
in HCT recipients, Dr. Armenian and his team of researchers designed
a retrospective study to evaluate factors that may affect a survivor’s
risk of developing high blood pressure, diabetes, and high cholesterol
after HCT. These factors included transplant recipients’ exposure to
pre-transplant chemotherapy and radiation, conditioning therapy for
HCT, their type of HCT transplant, and whether they developed and
were treated for GVHD post transplant.

To better determine HCT survivors’ incidence of high blood pressure,
diabetes, and high cholesterol compared to the general population,
researchers analyzed medical records of 1,885 patients who underwent
a first-time HCT for a blood cancer at City of Hope between 1995
and 2004 and had survived at least one year. The National Health
and Nutrition Examination Survey was used to generate expected heart
disease risk factor rates for the general population.

Following their analysis, researchers found a higher prevalence of
high blood pressure, diabetes, and high cholesterol in long-term HCT
transplant survivors when compared to the general population. HCT
conditioning with total body radiation was associated with a 1.5-fold
increase in risk of developing diabetes and a 1.4-fold increase
in risk of developing high cholesterol, regardless of HCT type, a
finding that validates previous reports from long-term childhood and
adult HCT survivors. While the mechanism by which total body radiation
increases the risk of diabetes and high cholesterol in HCT recipients
is not clear, previous studies have shown that abdominal radiation
may contribute to known heart disease risk factors such as insulin
resistance and an increase in belly fat in conventionally treated
cancer patients. This evidence suggests that radiation-induced
pancreatic or liver injury may play a role in an HCT transplant
survivor’s development of heart disease by increasing their risk for
heart disease risk factors.

Next, researchers assessed the role of transplant type on long-term
HCT survivors’ risk of developing key heart disease risk factors.

After reviewing the data, researchers observed that those who had
received transplanted stem cells from a donor (allogeneic HCT) were
at a significantly higher risk of developing high blood pressure,
diabetes, or high cholesterol after transplant than those who had
received blood-forming stem cells from their own body (autologous
HCT). Over the 10-year study period, 45.3 percent of allogeneic
HCT recipients developed high blood pressure, 20.9 percent developed
diabetes, and 50.5 percent developed high cholesterol; whereas only 32
percent, 15.9 percent, and 43.3 percent of autologous HCT recipients
developed these same conditions, respectively. Transplant recipients
who had undergone an allogeneic HCT and who had experienced GVHD had
the highest risk of developing heart disease risk factors, researchers
concluded; 54.7 percent of this group developed high blood pressure,
25.8 percent developed diabetes, and 52.8 percent developed high
cholesterol.

Not only did more allogeneic than autologous HCT recipients develop
these heart disease risk factors over this time period, but they also
developed them more quickly. Allogeneic HCT recipients developed high
blood pressure and high cholesterol both at a median time to onset of
2.5 months, compared with autologous HCT recipients who developed the
same conditions at 3.7 years and 1.6 years, respectively. Allogeneic
HCT recipients also developed diabetes more than two years earlier than
autologous recipients (1.2 year median time to onset for allogeneic
HCT recipients vs. 3.3 years for autologous transplant recipients).

In addition to evaluating incidence rates of key heart disease risk
factors in this large group of long-term HCT survivors, investigators
also assessed their impact on survivors’ subsequent development
of heart disease. A total of 115 patients went on to develop heart
disease at a median rate of four years after HCT. At 10 years post HCT,
the cumulative incidence of post-HCT heart disease in all survivors
was approximately 7.8 percent, with the rate exceeding 11 percent

survivors with multiple heart disease risk factors and past exposure
to cardiotoxic chemotherapy or radiation, the incidence rose to
approximately 18 percent, demonstrating that certain pre-transplant
therapeutic exposures compound HCT recipients’ risk of developing
heart disease.

“Our findings show that the process of receiving a stem cell
transplant alone increases a recipient’s risk of developing heart
disease; however, the type of transplant and whether the recipient was
treated for GVHD can also increase that survivor’s heart disease risk
as well,” said Dr. Armenian. “The results of this study demonstrate
the importance of intervention strategies that can help mitigate
these modifiable heart disease risk factors in transplant recipients
before and after transplant, and we hope they can serve as a basis
for creating a predictive model to identify those patients at highest
risk of developing heart disease.”

PanARMENIAN.Net – OSCE Minsk Group co-chairs, who have for decades
monopolized the Karabakh conflict settlement talks, brought the
possibility of a new war in Karabakh closer, an Azeri MP said.

“The failure of negotiations signals the start of a new stage in the
development of the conflict. If before, the co-chairs managed to
persuade Azerbaijanis that a diplomatic struggle was in progress,
at present, Baku is faced with the necessity to seek alternatives
to peaceful settlement of the conflict,” Vesti.az cited Zahid Oruc
as saying.

As Oruc noted, OSCE Minsk Group fulfills no actual function, at the
same time preventing the involvement of other candidates for Karabakh
conflict mediation.

“According to deputy foreign minister Araz Azimov, Azerbaijan is
taking steps to alter the situation in its favor. One can only guess
if the steps include separate talks with Russia, military and political
involvement of Turkey or military campaign plans,” he noted.

Azeri side has repeatedly undermined negotiations for peaceful
settlement of Karabakh conflict, ignoring international mediators’
calls to withdraw snipers from the frontline, investigate incidents
at contact line, continuing attacks on the border with Armenia and
Karabakh.

Recent release of Ramil Safarov convicted for axe-murdering an Armenian
officer in Hungary came as a major provocation on Baku’s side.

YEREVAN, SEPTEMBER 3, ARMENPRESS: Two Egyptian boys were arrested
on charges of insulting Islam in Beni-Suef city. Armenpress reports
referring to Interfax. They are 10 and 9 years old and from Christian
families. Children were arrested based on the complaint of Imam, who
saw the children tearing Koran. At first Imam led them to the church,
to be punished by the priest. But after receiving a refusal Imam went
to police.

Christianity is a minority religion in Egypt. Egyptian Christians
are known as Copts and account for about 10% of the population. Over
95% of Egyptian Christians belong to the Coptic Orthodox Church of
Alexandria an Oriental Orthodox Church. The Coptic Church constitutes
the largest Christian community in the Middle East.
