DELEGATION OF CITES UNIES FRANCE TO VISIT ARMENIA

The delegation of the Cites Unies France will visit Yerevan October 22
to 26 within the framework of decentralized cooperation with Armenia.

Cites Unies France unites more than 3,000 communities of France and
coordinates their decentralized cooperation with different countries.

The delegation will be chaired by Yves Revillon, deputy head of
Hauts-de-Seine Department and Valance Mayor Alain Maurice.

During the visit members of the delegation will have meetings with
the Armenian authorities, will visit Tsitsernakaberd and Matenadaran,
the French University of Armenia and #48 bilingual school in Yerevan,
French Embassy in Yerevan informs.

Stepanakert Republican Stadium to watch the game between the national
football teams of Artsakh and Abkhazia.

President Sahakyan noted the importance of such games both for

In his letter, addressed to AzerTaj correspondent in Germany, US
senator Charles Schumer noted that ‘Azerbaijanis suffered genocide’
and shared the pain of the people of Azerbaijan.

He also noted that ‘Armenia continues to occupy the Azerbaijani region
Nagorno Karabakh and adjacent regions”, AzerTAj reports.

The senator noted contribution of Americans of Azerbaijani ethnic
in the flourishing of the United States and, particularly, New York
which he represents in the US Congress.

In addition, Schumer noted that he is satisfied with the support that
the United States provides to Azerbaijan in the humanitarian sphere,
particularly, in construction of schools.

On October 4 Turkish Grand National Assembly passed a sensational
decision according to which the Government was allowed to set off any
kind of military actions in trans-boundary zone within one-year period.

‘In other words Turkish Mejlis allowed the Government to use military
force outside the country at the same time not mentioning the exact
border: Syria – Turkey, Iraq – Turkey, Armenia – Turkey or Georgia –
Turkey. This is a sensational phenomenon because Turkey is a NATO
member and it decides to send troops to another country without
NATO’s decision’ Arayik Sargsyan, Vice-President of RF Academy of
Geopolitical Studies, said during the press conference today.

‘No one has explained or assessed the issue so far’ Arayik Sargsyan
said, adding that this means the Turkish Government is entitled to
carry out military operations in the trans-boundary zone of the border
between Armenia and Turkey.

‘In some fields interests of Armenia and Russia coincide in the scopes
of foreign policy; Armenia does not have resources to demand anything
from Syria, but Russia’s actions can be beneficial for the Armenian
community, because if Assad stays in power, that will benefit the

The silence of the prime minister of Armenia in relation to
the statements of the head of the State Revenue Committee Gagik
Khachatryan means either approval or effortlessness, or that he has
his “share”. Otherwise, the prime minister, who keeps speaking about
the fight against corruption and monopolies, would not bear such
statements by the head of the tax service, who openly states about
the privileges of monopolies.

Recall Gagik Khachatryan, in answer to the question why the cash
register coupons are imported only by one company, said that it is
done to rule out any intervention and breaches. “You know, we don’t
want to have other companies. It depends on the business position. We
will do the same with the import of cash register machines”, he said.

It is noteworthy that Alexerve Company is registered at the same
address as Ucom Company, whose co-owners, according to the same
Khachatryan, are his sons.

If the prime minister and the president don’t give an assessment to
this, it will mean there is no fight against monopolies and Armenia
is drowning into the oligarchic marsh. The government must clarify
to its citizens why the SRC head dares to say “we did it, in order
to…” Does the tax service have any relation to the tender on the
import of cash tickets and else? The government must answer whether
it took the decision to change the cash register machines for Gagik
Khachatryan to obtain the regular major order.

The Armenian opposition, the civil society and the international
financial structures make it clear that the main obstacle for the
economic development of Armenia is the tax and custom systems. Laws
change but the work style of these units is the same. The fact that
the president does not want to retire a person, who hinders the
development of the system, means this person is necessary to him or
he is afraid of him.

It is not necessary to charge the wolf of guarding the sheep. The fact
that a person running major business holds the office of the head of
the tax service is something like that. The solution of the dilemma
“businessman or proprietor” can be easily found, if the relatives
of businessmen, who want to be state officers, are also banned from
business, for the State Revenue Committee not to order software
provision to Ucom which belongs to the sons of the SRC head. For the
businessmen not to become MPs in order to receive state orders. And
that the concept of oligarch becomes a household word and not praise.

Because the oligarch is a person combined with the authority who
promotes their own business through our country.

MEXICO CITY (AP) – Mexico City’s government has appointed a committee
to review and recommend a solution to the controversy over a life-size
statue of Azerbaijan’s “founder of the nation” recently erected on the
city’s main boulevard.

The Stalin-esque, bronze statue of late authoritarian leader Geidar
Aliyev was erected by the Azerbaijan embassy, which paid for the
renovation of part of the city park where it sits.

A second statue donated by the Caucasus republic appears in another
park they paid to renovate in downtown Mexico City.

The city’s leftist government said Monday it had appointed a
three-member commission of academics and experts to review complaints
about the statues and recommend what should be done about them.

Musical Festival will continue surprising Armenian audience. In a
conversation with “Armenpress” chief manager of the festival Sona
Hovhannisyan said that the climax of the year will be the concert of
Amsterdam Royal Concertgebouw Orchestra in Concert Hall after Aram
Khachaturyan on November 9. It is in the top three in world ranking.

She said: “This is really a great achievement, as concerts of this
group are scheduled four or five years forward”.

Chief manager of the international festival is satisfied with the
Armenian public visiting the concerts. Sona Hovhannisyan said: “We
have a great audience and plenty of countries are jealous about this.

Even European musicians certify this. They say that this is the place
where the spiritual renaissance of the world will kick off”.

Sona Hovhannisyan is well-deposed towards the fact that many festivals
take place in Armenia. She said: “We are open for cooperation,
assistance and establishment of new connections”. The organizers of
the festival will do their best to make Maxim Venegerov’s concert
to become the start of his career not as a merely conductor, but a
violinist. Hovhannisyan said: “We want Armenian audience to have a
chance to hear that virtuous violinist”.

international musical festival is unique in the entire region due to

YEREVAN, OCTOBER 23, ARMENPRESS: Committee on Foreign Affairs, Defence
and Security of Czech Parliament headed by its Chairman Jozef Regec
unanimously adopted the resolution of senator Jaromír Å tÄ~[tina
who expressed his deep concern and regret over the extradition and
pardon granting of Safarov by Azerbaijani President Ilham Aliyev. As
reports Armenpress, the Committee of Czech Parliament expressed its
anxiety about the fact that President Ilham Aliyev granted pardon to
a murdered who was sentenced to a life imprisonment by the court of
EU member country.

Czech Parliament considers this action as a symbolic move which may
conduce the further escalation of tension in relations between Armenia
and Azerbaijan; also, it is concerned that this decision would hinder
the reconciliation process of Nagorno-Karabakh conflict and jeopardizes
the future chance for a peaceful development of interpersonal contacts
in the region. The Committee instructed Jozef Regec, to inform the
Senate President about this resolution.

FRENCH MAYOR OF VALENCE GIVES UNPUBLISHED ARCHIVES TO THE MEMORIAL MUSEUM

Today, a French delegation consisted of about twenty representatives of
several regions of France led by the mayor of Valencia Alain Maurice,
assisted by Gregoire Tafankedjian, President of the COADA (Armenian
Coordination of Organizations the Drôme Ardèche) and of Baba Sada
Sow, project leader of Valence city for the International Relations,
will prepare the Conferences of the French-Armenian decentralized
cooperation which will take place in Valencia in September 2013 in
partnership with the group France constituted within the Association
of the Municipalities of Armenia.

Besides, this official visit will also be an opportunity for
association Cartofila Memoire Armenienne, in association with the city
of Valencia and its Mayor Alain Maurice, to put back to the director
of the genocide of Tsitsernakaberd, Hayk Demonian, as well as to the
Directorate of Armenian national Archives, represented by Amadouni
Virabian, an exceptional collection of 200 unexploited photos,
as well as an important correspondence maintained to Diyarbakir
between the missions and the Consul of France on the massacres of
the garrison of Ourfa, massacres committed to Mardin, narrative of
life, etc. Also several exercise books of handwritten pupils telling
the massacres in Armenia (1895-1896 ) and narratives of exile (
1914,1915,1919,1920,1921).

Several meetings are planned between Yves Revillon, Vice-President
of the Hauts-de-Seine department, Alain Maurice mayor of Valence
and Ambassador of France Henri Reynaud and Christian ter Stepanian,
ambassador, advisor to the Minister of Foreign Affairs in charge of
Francophonie. Wednesday delegation will be received in audience by
Prime Minister Tigran Sargsyan; with Hovik Abrahamyan, President of
the National Assembly and the Mayor Taron Margaryan.

Levon Zurabyan, who represents the opposition Armenian National
Congress in Council of Europe Parliamentary Assembly’s Armenian
delegation, is going to be replaced in rotation next year.

But the politician does not quite approve idea as he attributes that
to the Armenian authorities’ efforts to restrict the opposition’s
chances in the Assembly.

Speaking to Tert.am, he said the plan has yet to be finalized.

Zurabyan is more interested in the committees dealing with legal and
political affairs.

“If [the plan] is confirmed, that will mean that continuous efforts
are being made to debar the opposition from raising its voice in PACE,”
he said.

Asked what he thinks about a possible argument that the ANC is not the
only opposition force in Armenia, Zurabyan answered: ” Mher Shahgeldyan
(Rule of Law party) seems to be the only replacement.”

At the end, the activist promised to give a more detailed answer
after studying the matter.
