will arrive in Armenia on October 28.

On October 29 Ray Mabus will meet with Armenian Defense Minister
Seyran Ohanyan. The meeting will be followed by a joint press

Ministry of Defense informs.

Renowned Turkish writer and Nobel Prize recipient Orhan Pamuk received
Denmark’s most prestigious prize in literature.

The Sonning Prize, which is worth one-million Danish kroner, was
awarded to Pamuk in Copenhagen, Hurriyet daily of Turkey informs.

Representatives from Denmark’s Armenian community likewise were on
hand at the ceremony, but Turkey’s Ambassador to Denmark was not in
attendance.

After the event, Orhan Pamuk did not respond to the Danish
journalists’ questions concerning the Armenian Genocide.

In an interview with the Turkish DHA News Agency, however, Turkey’s
Ambassador Berk Dibek noted that he was not invited to the award
ceremony, but, had he been invited, he would have attended it with
great delight.

To note, in an interview with a Swiss newspaper in 2005, Orhan Pamuk
had stated that the Turks had killed a million Armenians and 30
thousand Kurds in 1915. `And almost nobody dares to mention that. So I
do,’ Pamuk said. Subsequently, the Turkish authorities opened criminal
proceedings against him under the Turkish Criminal Code’s infamous
Article 301, that is, for explicitly insulting the Turkish identity.
Separately, Pamuk received the 2006 Nobel Prize in Literature.

YEREVAN. – The Australian state of New South Wales’ resolution on
recognition of the Nagorno-Karabakh Republic (NKR) is an important
development, Armenian National Assembly (NA) Deputy Speaker Eduard
Sharmazanov told Armenian News-NEWS.am.

In his words, this is a result of Armenia’s proactive policy conducted
in terms of the international recognition of NKR’s independence. `Some
of our colleagues consider inexpedient the MFA head’s visits to
faraway countries. But it is apparent that it is these very countries
that act as the pioneers for the recognition of Karabakh’s
independence. The press is already writing that Uruguay also intends
to soon recognize NKR’s independence. This proves that Armenia’s
diplomacy has achieved a significant progress in NKR’s international
recognition,’ Sharmazanov stated.

In the NA Deputy Speaker’s view, this also comes to prove that the
Nagorno-KarabakhRepublic’s international recognition has no
alternative, and the international community is aware of this fact.

As Armenian News-NEWS.am informed earlier, Australia’s New South Wales
Parliament adopted on Thursday a resolution recognizing the Republic
of Nagorno-Karabakh and the right to self-determination of its
Armenian people.

The motion acknowledges the 20th anniversary of independence for the
Republic of Nagorno-Karabakh, it supports the right to
self-determination of its people, and it `calls on the Commonwealth
Government [of Australia] to officially recognise the independence of
the Republic of Nagorno-Karabakh and strengthen Australia’s
relationship with the Nagorno Karabakh and its citizens.’

YEREVAN, OCTOBER 24, ARMENPRESS: The Chairman of France-Armenia
friendly group of French Senate Philippe Kaltenbach hosted the
delegation of the Council Coordinating French-Armenian Organizations.
A number of senators participated at the meeting. The draft law
criminalizing the denial of Armenian Genocide in France, the visit of
Armenian President Serzh Sargsyan and the visit of parliamentarians to
Paris were at the core of the meeting’s discussion. As reports
Armenpress referring to French “Nor Harach” daily, the Co-Chairs of
the Coordinating Council Mourad Papazian and Ara Toronian once again
highlighted the commitment of President Hollande to the adoption of
the draft law criminalizing the denial of Armenian Genocide.

According to Philippe Kaltenbach France-Armenia friendly group is
willing to see the law adopted as soon as possible, before April 24,
2013. He has noted that this time it is of crucial importance to take
into consideration and pay attention to all legal and political
condition for the law to be successful.

The law criminalizing the denial of Genocide which was adopted by the
Parliament of France on December 2011, afterwards by Senate of France
on January, 2012 in a result of the efforts of some deputies
advocating Turkey was presented to the Constitutional Court and was
considered unconstitutional.

conservatoire de Nantes

Placée sous la direction de Frédéric Oster, Nantes Philarmonie plonge
aux sources de la musique arménienne.

Le parcours proposé par ce concert d’ouverture de la saison s’étendra
jusqu’aux grandes oeuvres élaborées par les compositeurs majeurs de ce
pays du Caucase. Cette richesse du folklore sera ici ressuscitée par
les pianistes de Formule Duo qui côtoient es grandes pièces
orchestrales et concertantes des compositeurs arméniens ou étrangers
séduits par cet univers musical fascinant. En fidèles arpenteurs de
l’Arménie depuis bientôt dix ans, Sophie Arsenian et Philippe Alaire,
les artistes nantais de Formule duo, piano à 4 mains, ont mis leurs
pas dans ceux de Komitas, le légendaire ethnomusicologue qui
recueillit, il y a plus de cent ans, environ trois mille mélodies
populaires. Ils ont tiré de leurs propres recherches de merveilleux
arrangements pour piano à 4 mains.

Un concerto arménien

C’est à Vincent Morinière, éminent tubiste professeur au Conservatoire
de Nantes, qu’a été confiée l’interprétation du Concerto pour tuba
d’Alexander Arutiunian, l’une des figures majeures de la musique
arménienne du XXe siècle, disparu en mars 2012. Quant à l’orchestre
d’harmonie, il brillera de tous ses feux dans les grandes suites de
ballet et de danses tirées du riche folklore arménien :

les vignes et le chteau de Chtenay, a un projet de zone

Mercredi soir, suite à l’assemblée constitutive qui visait à
renouveler le conseil de quartier du Champ-de-Foire, le maire Michel
Gourinchas s’est plié à l’exercice de la question directe. Il a, entre
beaucoup d’autres questions, été interrogé sur le projet de zone
pavillonnaire de Hrair Hakobyan, homme d’affaires arménien qui a
acheté le chteau et les vignes de Chtenay.

D’importants travaux de restauration du chteau sont en cours. Il
deviendrait un lieu de séminaires et d’accueil haut de gamme. Hrair
Hakobyan est aussi l’associé d’Armen Petrossian sur le dossier du
caviar à Bourg-Charente.

Chalets, casernement

L’Angoumoisin Jean Mardikian sert d’intermédiaire et de relais local
pour toutes ces affaires. Contacté régulièrement, ce dernier estime à
chaque fois qu’il est trop tôt pour en parler. En l’état,
l’investisseur arménien a en projet de btir, sur sa propriété de
Chtenay, un ensemble de maisons de haut standing, consacrées pour
moitié au tourisme et, pour autre moitié, à du locatif durable. Cet
ensemble, qui n’existe pour l’heure que sur croquis, longerait la rue
Robert-Daugas. Aucune demande de permis de construire n’a été déposée.

Michel Gourinchas a tenté de noyer l’esturgeon, évoquant les ambitions
premières de Hrair Hakobyan qui étaient d’installer sa ferme piscicole
sur place, à Chtenay. L’édile a juste confirmé que l’investisseur
avait un projet « pour les catégories “plus plus” » et que la mairie
veillait au bon goût de l’ensemble. Les premiers plans n’ont en effet
pas du tout convaincu l’équipe en place. Au tout début, il était
question de chalets. Ensuite, ont été présentés des btiments d’«
architecture communiste », dixit le maire. « Casernement américain des
années 50 », pour Jean-François Hérouard, le maire adjoint qui a le
dossier en charge, absent de la réunion de quartier. Où l’on comprend
que tout est une question de point de vue.

Un côté folklorique

Quoi que sérieux, le dossier se révèle quelque peu atypique, voire
folklorique. Pour la première ébauche, l’architecte arménien
souhaitait disposer les maisons en quinconce. Depuis, il a été demandé
de « dédensifier » le nombre de maisons La deuxième version, arrivée
voici quinze jours, est l’oeuvre d’une architecte bulgare qui
travaille avec une traductrice arménienne qui vit en France. Et enfin,
plus récemment, Hrair Hakobyan a envoyé son fils traiter, en anglais,
avec la mairie.

« Trois pages de conditions »

La deuxième ébauche des plans a laissé place à « une architecture
charentaise, mêlée à un style néo-victorien », relève Jean-François
Hérouard, qui n’en demandait pas tant. « Nous préférons une
architecture contemporaine de qualité plutôt qu’un pastiche de maison
charentaise », souligne l’élu, pas mécontent toutefois qu’« à ce
stade, le climat de négociation soit plutôt positif. Nous sommes dans
un processus inhabituel, mais intéressant. »

Pavel Lepkowski, directeur du CAUE (Conseil d’architecture,
d’urbanisme et d’environnement), a également apporté son expertise au
projet. « Il y a trois pages de conditions, rassure Jean-François
Hérouard, qui attend d’autres dessins. Sur le fond, nous ne sommes pas
contre, mais nous sommes extrêmement vigilants sur le plan
urbanistique et environnemental. »

L’élu écologiste se réjouit par exemple que les habitats prévus soient
« en ossature bois, double cloison et en énergie positive ». La mairie
veillera également à ce que l’allée de chênes verts ne soit pas
atteinte. Mercredi, une habitante s’est d’ailleurs inquiétée du défaut
d’entretien des arbres du parc privé. Michel Gourinchas a répondu
qu’il avait demandé au propriétaire de s’en occuper. C’est un début.

OSCE Minsk Group Co-Chairs present ideas on settlement of
Nagorno-Karabakh conflict

The Co-Chairs of the OSCE Minsk Group met with the Foreign Ministers
of Armenia and Azerbaijan in Paris on 27 October 2012.

The Co-Chairs of the OSCE Minsk Group (Ambassadors Robert Bradtke of
the United States of America, Igor Popov of the Russian Federation,
and Jacques Faure of France) and the Foreign Minister of Azerbaijan,
Elmar Mammadyarov, and the Foreign Minister of Armenia, Edward
Nalbandian attended the meeting. The Personal Representative of the
OSCE Chairperson-in-Office, Ambassador Andrzej Kasprzyk also
participated in the meeting, said in OSCE’s statement.

The Co-Chairs stressed to the Ministers the importance of reducing
tensions among the parties. They presented their ideas on a working
proposal to advance the peace process.

The Foreign Ministers reiterated their determination to continue
working with the Co-Chairs to reach a peaceful settlement. The
Ministers and the Co-Chairs agreed to a further discussion of these
ideas during the Co-Chairs’ visit to the region in November.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. – are
currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

Armenian Energy Ministry denies sales of share in ArmRosGazprom to Russia

Mr Armen Movsisyan energy minister of Armenia denied information of a
member of the Armenian National Congress Levon Zurabyan about sales of
20% of shares in ArmRosGazprom to Russia.

Zurabyan said that Russian gas was being purchased at USD 240 per 1000
cubic meters and sold at USD 180 at the domestic market. About sales
of the 20% share for USD 156 million to cover the price gap before
April 1st 2013.

Talks on gas prices have not ended yet. The public will be informed
about the end of negotiations.

Chinese art group “Hansheng” opens concert in Armenia

Chinese art group “Hansheng” held a concert in the Armenian State
Theater of Musical Comedy here on Saturday.

Armenian government officials, including deputy Minister of Culture
Arthur Poghosyan and deputy Minister of Foreign Affairs Sergey
Manasarian, and Chinese Ambassador to Armenia Tian Changchun attended
the concert, which is part of a bilateral cultural exchange program
called The Days of Chinese Culture.

The Chinese group performed Chinese songs accompanied by traditional
Chinese musical instruments as well as traditional dances.

“The event was organized at a very high level. It means a lot for the
Armenian society in case of getting acknowledged with Chinese art.
China is a country of old and rich culture. It was a great please to
be at this performance,” said Eduard Hovsepyan, a spectator.

The group “Hansheng” will have two other concerts on October 28 in
Gyumri, the second largest city of Armenia, and on October 30 again in
Yerevan. The Days of Chinese Culture will last till October 31. Also,
an art exhibition will be opened at National Art Gallery on October
30.

The Days of Armenian Culture series were held in China last year,
following an agreement between Armenian and Chinese culture
ministries.

Armenia has been ranked the third most endangered country in the
Information Threats in the Third Quarter of 2012 report of Kaspersky
Laboratory Software Company, Secure List reports. Armenia is the most
endangered in the region too.

The twenty most endangered countries in respect of computer viruses
are Tajikistan, Russia, Armenia, Kazakhstan, Azerbaijan, Turkmenistan,
Belarus, Moldova, Uzbekistan, Ukraine, Georgia, Kyrgyzstan, Sudan,
Bangladesh, India, Sri Lanka, Mongolia, Spain, Vietnam, Italy.

The most secure countries are Japan, Denmark, Taiwan, Hong Kong,
Luxembourg and Singapore.
