Speaker of the Armenian Parliament Hovik Abrahamyan has not received
any invitation to attend the 40th session of the Parliamentary Assembly
of the Black Sea Economic Cooperation (PA BSEC), which is to take
place in Baku Nov 27-28, Abrahamyan’s Spokesperson Gohar Poghosyan
told ArmInfo on Friday.

Earlier 1NEWS.AZ quoted the head of the Azeri delegation to PA BSEC
Asef Gajiev as saying that Abrahamyan has been invited to Baku.

PA BSEC was set up in Istanbul in 1993 and comprises Albania, Armenia,
Azerbaijan, Bulgaria, Greece, Georgia, Moldova, Romania, Russia,
Turkey and Ukraine.

On November 15 Foreign Minister Edward Nalbandian met with Jorge
Orrico, the Speaker of the Uruguayan Parliament, who is in Armenia
on an official visit.

Welcoming the guest, Minister Nalbandian mentioned with satisfaction
that despite the fact that there are thousands of kilometers between
the two countries, Armenia and Uruguay are close countries, united
by strong friendship and commitment to universal values.

“The Armenian people has the warmest feelings towards Uruguay, which in
1965 was the first country recognizing the Armenian Genocide. Today You
are the first foreign high-ranking official to visit Nagorno-Karabakh
Republic (Artsakh). We particularly welcome You for this step, which
is worth to have a special assessment,” said the Armenian Minister
of Foreign Affairs.

The Speaker of the Uruguayan Parliament expressed gratitude for the
warm reception and stressed that Uruguay strongly praises and stresses
the importance of the friendship with Armenia and Armenian people.

Jorge Orrico noted that the Armenians with their culture, work
and achievements had an important contribution to the development
of Uruguay.

“We are a small country and we are committed to the principles
of international law. Uruguay will do everything to maintain
international peace and push the right of the Armenian people to
the self-determination,” underlined the Speaker of the Uruguayan
Parliament.

The sides touched upon the steps to be undertaken towards the expanding
of bilateral cooperation in various spheres. In this context the
high-ranking reciprocal visits, inter-parliamentary cooperation,
expanding of existing legal framework between the two countries and
deepening of trade and economic ties were particularly stressed.

Minister Nalbandian presented the guest the efforts undertaken by
Armenia and international community towards the peaceful settlement
of the Nagorno-Karabakh issue.

WHAT SORT OF TURKEY WOULD IT BE? – ORHAN KEMAL CENGIZ

In an article posted on Today’s Zaman website, the well-known Turkish
journalist Orhan Kemal Cengiz, draws a comparison between Istanbul
and Constantinople and asks the following question: what would be
now but for the 1915 events?

The article reads:

“When I was young, we lived in a ‘Greek house.’ With its iron shutters,
iron gate and high-rise ceiling, our house was different from those
in its vicinity.

“I also remember seeing some female Greek tourists clinging to
the walls of some houses in CeÅ~_me, where we would go in the
summer. Seeing those Greek women crying, my mother would also burst
into cries. For many years, I have been unable to give any meaning
to those tears. Our non-Muslims had melted into thin air, leaving
behind their houses, streets, churches, fountains and other “remnants,”
they have always continued to be part of our lives like some sinister
ghost that we cannot ward off. Despite our history textbooks that
carefully avoid any mention of them and despite their names erased
meticulously from every place, it seemed, they have left some sort
of tiny “reminders” across the country.

“After many years, I started to ponder the country’s matters
and issues, and I came to realize that the problem was a “social
earthquake” that was far bigger than I as a kid could perceive. If
the pre-1915 demographic percentages still applied to today’s Turkey,
there would be 18 million non-Muslims living in the country. Just
try to visualize 18 million non-Muslims, consisting mainly of Greeks,
Armenians and Jews, living in Turkey. What sort of Turkey would it be?

“We would presumably be more self-confident. We would have non-Muslim
deputies in Parliament, just as was the case with the Ottoman Assembly
of Deputies (Meclis-i Mebusan). And we would not have the Kurdish
issue whatsoever. We wouldn’t be a society that has lost its memory.

“For instance, we would not hang a placard reading “İstanbul since
1453” during a soccer match between Turkish and Greek national teams.

My friend, Bekir Berat Ozipek, who related this incident to me, said:
“In essence, this placard gives the following message to Greek fans:
‘We don’t feel like we belong to this city. This city is yours,
but we have just captured it’.” I don’t think there will be a better
sentence that can explain gracefully the “mood” for carefully hiding
Byzantine remnants and refraining from exhibiting them on the streets.

“If we had not banished non-Muslims and if we had had the courage and
honesty to face the misty passages of our history, we would surely
not have taken offense from writing “Constantinople” beneath the
signboard for “İstanbul.” We would have found the creative courage
to re-open the Hagia Sophia (Ayasofya) as a church/mosque where
Christians and Muslims can worship together and in peace. We would
commemorate İstanbul’s Armenian architects with gratitude. We would
refer to Sinan the architect, who gave so many magnificent works to the
Ottoman Empire, with his original name that proves his Armenian roots,
namely Armen Sinanyan. And we would bow in front of this great master
respecting his real identity, and we would contemplate with ecstasy
under this dome of nations where a myriad of races and religions
have intermingled.

“If we did not have such complexes, we would not have discussed whether
the current successor of the Greek patriarch, whose autonomy Sultan
Mehmed the Conqueror revived, is ecumenical or not, and we would be
boasting with the fact that our country is hosting the leader and
institution of the second largest sect of Christianity. If we really
had had self-confidence, we would not have denied anything about our
past, and we would have taken pride in both the Muslim and Christian
identities of our country. We would not attempt to love only the
physical beauty of İstanbul after denying its past. Our love wouldn’t
be like the adoration a crude man feels toward the physical body of
a woman.

“If we had been honest, we would have more authentic knowledge about
ourselves and our past, and our intelligence sharpened with honesty
and self-awareness would make us give everyone their due place. We
would not see murderers as heroes and true heroes as traitors.

“If all this had happened, the heterogeneous texture coming from a
diversity of religions, languages and races would be a great asset
for us. Turkey would become an island of peace in its region. Do you
think we can do it from now on?

“Can we overcome the pestilence of nationalism that haunted us coming
from the Balkans? Can we feel in our hearts the sorrows the Muslims of
the Balkans and the Christians of Turkey suffer from this pathological
nationalism? Can we get over the damage done to us by pathological
nationalism and love İstanbul as Constantinople?

“If the pre-1915 demographic percentages still applied to today’s

Xi- Jinping on his election as general secretary of the Communist
Party of China (CPC) Central Committee.As Armenpress reports citing
xinhuanet news agency, Armenian President Serzh Sargsyan also jointed
the congratulations. Sargsyan, also leader of the Republican Party
of Armenia, said Xi, would make greater contributions to the CPC’s
further progress and China’s prosperity.

The close partnership between the two parties was continuously being
strengthened and deepened and played an important role in boosting the
all-round cooperation between the two countries and peoples, he said.

La declaration des co-presidents du groupe de Minsk

Le 9 novembre 2012, les co-presidents du groupe de Minsk (les
ambassadeurs Robert Bradtke des Etats-Unis, Igor Popov de la Federation
de la Russie et Jacques Faure de la France) et l’Ambassadeur Andrzej
Kasprzyk, en sa qualite du representant personnel du President en
exercice de l’OSCE, ont presente leur rapport annuel au Conseil
permanent de l’OSCE a Vienne.

Les co-presidents ont parle des rencontres avec les trois parties
en conflit, de leurs visites dans la region et de la rencontre des
presidents russe, azerbaïdjanais et armenien a Sotchi, au mois de
janvier dernier. Ils ont presente leur action visant a attenuer la
tension et la montee des violences tout en soulignant l’importance
du travail de l’Ambassadeur Kasprzyk et de son equipe sur place.

Les co-presidents sont egalement convenus d’une nouvelle rencontre du
Groupe de Minsk ainsi que d’une visite de la troïka dans la region
qui va preceder la rencontre ministerielle de l’OSCE prevu au mois
de decembre prochain a Dublin.

Le Gouvernement armenien a approuve un protocole sur la cooperation
dans la production et la recherche entre les compagnies armeniennes
et russes specialisees dans le secteur de la defense. Ce document
prevoit que les compagnies concernees coopèrent etroitement dans la
livraison d’equipements, de pièces d’assemblage et autres materiels
necessaires a la production, a la modernisation et a la remise en
etat de differents types d’armements. Le protocole conclu a l’occasion
de la visite en Armenie en septembre dernier du Ministre russe de la
Defense, Anatoly Serdyukov, prevoit aussi que les armements produits
conjointement par les deux pays ne pourront pas etre reexportes
vers un pays tiers sans l’aval du fournisseur. Par ailleurs Haykakan
Jamanak relève, citant l’agence russe RIA-Novosti, que l’Armenie et
la Russie se prepareraient a signer un accord sur la creation d’un
système commun de defense aerienne. Actuellement, la Russie a signe
un accord de ce type avec la Bielorussie.

A Paris, le 21 janvier, place Denfert-Rochereau, etait organisee
une manifestation sur appel d’associations nationalistes turques,
contre le projet de loi prevoyant de condamner la negation du genocide
armenien d’avril 1915 en Turquie.

Dans l’hebdomadaire Le Point en date du 29 mars, un article
revient sur cette manifestation et fait un resume sur le
mouvement ultra-nationaliste turc appele “Les Loups Gris”. Fadime
Ertugrul-Tastan, maire adjointe d’Herouville chargee de la jeunesse
et de la prevention, est citee dans cet article comme appartenant
a ce mouvement d’extreme droite turque. L’hebdomadaire se base sur
un rapport confidentiel de la Direction centrale du renseignement
francais interieur (DCRI). L’elue, s’estimant diffamee, a attaque le
journal devant le tribunal correctionnel de Caen le 18 septembre.

Selon elle, ce document serait un faux. Pour l’hebdomadaire, le
document incrimine emane d’une personne de confiance, dont il n’a pas
a divulguer l’identite. Le titre rappelle la liberte d’expression
qui a permis a l’elue de participer a la manifestation mais aussi,
la liberte de la presse de rapporter des faits. Le 8 novembre, le
tribunal a relaxe le responsable de la publication. Le 12 novembre,
la plaignante a fait appel de cette decision.

Les monuments commemorant les victimes du Genocide Armenien de 1915
sont restes jusqu’ici intacts malgre les hostilites en Syrie, selon
un representant local de lEglise Armenienne.

Jirair Reisian, un porte-parole du diocèse syrien de l’Eglise
Apostolique Armenienne, a dit au Service armenien de RFE/RL que les
premiers rapports des medias pretendant que le complexe commemoratif
de Deir ez-Zor dedie a la perpetuation de la memoire de centaines de
milliers d’armeniens tues pendant les marches de la mort en 1915 se
serait effondre suite a des bombardements et des explosions etaient
imprecises.

Dans le meme temps, il a reconnu quelques degâts mineurs causes au
Complexe des Saints Martyrs et une chapelle voisine dans la ville
situee a environ 450 kilomètres au nord-est de la capitale Damas lors
de recents combats.

” Pendant les operations militaires quelques bâtiments près des
monuments armeniens ont en effet ete endommagees, mais l’eglise
armenienne n’a jamais ete une cible ” a souligne M.Reisian.

” Quelques pierres se sont detachees des bâtiments voisins suite
aux fusillades et des explosions ont casse des verres de l’Eglise ”
a-t-il ajoute.

Le representant de l’Eglise Armenienne a dit que le Diocèse conduisait
des examens pour evaluer les degâts.

Der Volkermord an den Armeniern war lange ein Tabu der Geschichte
in der Turkei. Mit diesem Tabu ist auch der Journalist Hasan Cemal
aufgewachsen. Seine personliche Auseinandersetzung mit dem Genozid,
sein Fragen und Verstehen, hat der Journalist in dem Buch “1915. Der
Volkermord an den Armeniern” zusammengefasst.

Auf dem Titelfoto ist der Autor zu sehen, wie er in der weiten
Halle der Volkermord-Gedenkstatte in Erivan weiße Nelken vor der
ewigen Flamme niederlegt. Hasan Cemal war vor funf Jahren im Tross
des turkischen Staatsprasidenten Gul in die armenische Hauptstadt
gekommen. Ein historischer Besuch anlasslich eines Fußball-Landerspiels
zwischen Armenien und der Turkei. Lange, so erinnert sich der
prominente Milliyet-Kolumnist, habe er mit sich gerungen, ob er das
Mahnmal besuchen solle:

“Ich fuhlte, dass ich damit auch eine Tabumauer in meinem Innersten
einreißen wurde. Aber ich erinnerte mich an die Worte von Hrant Dink,
der uns Turken zurief: ‘Lasst uns zusammen kommen und endlich unserem
Schmerz gegenseitig Respekt erweisen’.”

Cemals Freund und Journalistenkollege Hrant Dink war im Jahr zuvor
in Istanbul auf offener Straße erschossen worden – weil er Armenier
war, weil er fur die Versohnung zwischen Turken und Armeniern und
fur die historische Wahrheit gleichermaßen gestritten hatte. Ihm,
Hrant Dink, ist das Buch “Der Volkermord an den Armeniern” gewidmet,
sein gewaltsamer Tod, so bekennt Cemal im Eingangskapitel, war fur
ihn der letzte Anstoß, sich intensiv mit dem finstersten Kapitel der
Geschichte seines Landes auseinanderzusetzen. Von diesem schmerzhaften
Erkenntnisprozess – der die eigenen Familiengeschichte mit einschließt
– handelt das Buch. Es ist – anders als der Titel vermuten lasst
– keine Arbeit uber die Vertreibung und Ermordung von vermutlich
uber einer Million Armeniern wahrend des Ersten Weltkrieges durch
das siechende osmanische Regime. Uber die Planung und Durchfuhrung
dieses Genozids durch die turkische Armeefuhrung ist alles gesagt
und geschrieben – und selbst in der Turkei zweifeln mittlerweile
nur noch extrem nationalistische Kreise die historischen Fakten
an. Das ist wohl das Erstaunlichste an diesem Buch: dass es so gut
wie keine Kontroverse ausgelost hat. Es belegt einen Zeitenwechsel
in der Turkei. Noch vor wenigen Jahren wurde Cemal allein fur
die Unterstutzung einer Historikerkonferenz zu dem Thema wegen
“Verunglimpfung des Turkentums” angeklagt. Es waren meist tragische
Ereignisse, die ihn aufruttelten. So wurde ein enger Freund
wahrend seines Dienstes als turkischer Diplomat in den USA Anfang
der 70er-Jahre von der armenischen Untergrundorganisation ASALA
erschossen – als spate Vergeltung fur den Volkermord. Und an noch
etwas erinnert er sich: Warum uber seinen Großvater, Cemal Pascha,
in seinem Elternhaus so wenig gesprochen wurde, insbesondere uber die
Umstande seines Todes. Cemal Pascha war einer der nationalistischen
Jungturkenanfuhrer und im Ersten Weltkrieg Armeekommandant. 1922
wurde er in der georgischen Hauptstadt Tiflis von einem Armenier
wegen seiner Beteiligung an dem Volkermord erschossen. Wahrend seines
Besuches in Erivan traf sich Hasan Cemal, Enkel des Taters, mit dem
Enkel des Attentaters:

“Anfangs war ich etwas nervos. Armen Gevorgyan hatte zwei Fotos
mitgebracht, vergilbt mit eingerissenen Randern und mit einem Geruch
von Traurigkeit. Auf dem einen war das Haus zu sehen, in dem sein
Großvater vor 1915 gelebt hatte. Das andere zeigte einen bartigen
Turken, der zwei armenische Kinder, Verwandte von Gevorgyans Großvater,
vor Graueltaten und Vertreibung gerettet hatte, indem er sie zwei
Jahre versteckt und sie dann wieder unversehrt ihrer Familie ubergeben
hatte. Wir saßen uns gegenuber, tranken Tee und Kaffee und sprachen von
der Notwendigkeit eines Friedens. Wir tauschten Handynummern aus. Das
nachste Mal wird er mich anrufen, wenn er nach Istanbul kommt, ich
werde ihn dann zu Fisch und Raki am Bosporus einladen.”

Hasan Cemal, Jahrgang 1944, ist ein Kind der Republik Kemal Ataturks.

Wie alle lernte er in der Schule viel uber die Errungenschaften der
modernen Turkei. Das untergegangene Osmanische Reich spielte so gut
wie keine Rolle. Auch dass in dem Gebiet der heutigen Turkei nicht nur
Turken, sondern auch Kurden, Griechen, Kaukasier und eben Armenier
lebten und noch leben war keine Rede wert. Erst recht nicht, dass
diesen Minderheiten angetane Unrecht. Cemal nennt diese Tabus auch
“Angst vor der Geschichte”.

“Wer der Vergangenheit nicht mit Hass, sondern mit Mitgefuhl begegnet,
wird nicht nur die Geschichte von ihren Ketten, sondern auch sich
selbst befreien.”

Cemal hat sich als Taterenkel wieder und wieder in den vergangenen
Jahren im Ausland der armenischen Diaspora gestellt. Ob in Salzburg
oder in Los Angeles, er horte sich die erschutternden Zeugnisse
der Opfernachkommen geduldig an, etliche von ihnen sind in dem Buch
versammelt. Es ist ein ehrliches Buch, besonders wenn es um Cemals
eigene Familiengeschichte geht. Storend ist nur, dass zu oft in
der ersten Person die Rede ist und Cemal viel aus eigenen Artikeln
zitiert. Dennoch: Fur die verbliebenen 20.000 Armenier in der Turkei
ist es ein Trost, dass es einflussreiche liberale Turken wie Hasan
Cemal gibt. 2015 werden die Armenier weltweit der einhundertsten
Wiederkehr der “großen Katastrophe” gedenken, wie sie den Volkermord
nennen. Ob es die Turkei bis dahin schafft, mit ihrer Vergangenheit
und mit Armenien Frieden zu schließen? Mutige Menschen wie Hasan
Cemal konnten dabei helfen.

Ankara: Turkey Says It Recognizes Syrian Opposition

Turkey has recognized Syria’s newly formed opposition coalition as the
country’s legitimate representative, Foreign Minister Ahmet Davutoglu
revealed on Thursday.

“In Doha last week, the Syrian opposition decided to join forces for
their common objective,” Davutoglu said, referring to an agreement
reached after a week-long meeting of Syria’s anti-regime groups to
unite and create the Syrian National Coalition for Opposition and
Revolutionary Forces, held in Qatar’s capital.

“Turkey, wholeheartedly welcoming this important achievement, once
again reiterates its recognition of the Syrian National Coalition as
the legitimate representative of the Syrian people and calls upon all
our brothers in the OIC to do so,” Davutoglu said in an address at
a meeting of the Organization of Islamic Cooperation (OIC) in Djibouti.

He suggested that Turkey had declared its recognition of the new
coalition before, but did not say when the earlier statement was made.

An official clarified the point, saying Davutoglu’s visit to Doha
twice in one week to join the Syrian opposition was a manifestation
of the Turkish policy.

It is not clear if the recognition of the Syrian National Coalition for
Opposition and Revolutionary Forces as the legitimate representative
of the Syrian people will affect the status of the Syrian diplomatic
representation in Turkey.

The Turkish move comes after France became the first European power to
recognize Syria’s new opposition coalition as the sole representative
of its people on Tuesday. While announcing the decision, French
President Francois Hollande also said that his country would look
into arming opposition forces against President Bashar al-Assad once
they form a government.

Arab League and EU foreign ministers meeting in Cairo on Tuesday
welcomed the formation of the coalition as an important step forward,
although a communiqué they released after the meeing showed they
had not reached a unanimous decision to recognize it as Syria’s
sole authority.

British Foreign Secretary William Hague, also said more needed to be
done to rally support inside Syria before London would recognize the
coalition as the rightful government of Syria.

The US also recognized the leadership body announced in Qatar on
Sunday as a legitimate representative, but stopped short of describing
it as the sole representative of Syria, saying the group must first
demonstrate its ability to represent Syrians inside the country.
