YEREVAN, NOVEMBER 28, ARMENPRESS: Vice President of Armenian National
Assembly Eduard Sharmazanov hosted Deputy Chairman of Mejlis of
Turkmenistan Kurbangul Bayramova on November 28. As Armenpress was
informed from the press service of Armenian NA, greeting the visit of
Mrs. Bayramova Eduard Sharmazanov highlighted the friendly relations
of the two states.

He highly estimated the level of bilateral relations and assured
that this visit would give a new impetus to the interaction in
different spheres. NA Vice President also referred to the activity
of interparliamentary friendly group and noted that its activation
would promote the further development of the cooperation.

Eduard Sharmazanov stressed the importance of Turkmenistan’s neutral
position over many issues expecting the same position concerning NKR.

He also evaluated the kindness of Turkemnistan’s government over
Armenians living there.

Expressing gratitude for the warm reception Kurbangul Bayramova
considered relations of Armenia and Turkmenistan to be dynamic
and positively developing. She assured that the neutral policy of
Turkmenistan was unchangeable adding that the solution of the conflict
had to be found first of all by the sides involved in it.

President Serzh Sargsyan, who is Lebanon on an official visit, on
Tuesday had a meeting with the President of the National Assembly of
Lebanon Nabih Berri. Later, the meeting with the President of Armenia
continued in the extended format with the participation of the members
of the parliament, presidential press service reported.

The parties stressed the importance of the interparliamentary ties
in the development of the interstate relations, strengthening of
mutual trust, active cooperation between the parliaments of the two
countries, which, according to the parties, will also promote the
Armenian-Lebanese economic relations.

The importance of cooperation of the parliamentarians in the
international structures was also stressed at the meeting.

President Serzh Sargsyan and President of the National Assembly of
Lebanon Nabih Berri highlighted the necessity of the coordinated
and planned work of all state structures and parliaments of Armenia
and Lebanon for raising the relations of the two countries to a
qualitatively new level.

The interlocutors also spoke about the tense situation in some
Middle East countries and discussed possibilities of the resolution
of that tension.

Serzh Sargsyan presented to Nabin Berri challenges and problems
existing in our region, including the latest developments in the NK
peace process.

At the meeting with the President and members of the Lebanese
Parliament, President Sargsyan made a statement.

Ladies and Gentlemen,

I am glad to have this opportunity to visit the friendly Lebanon
again – a country which for a considerable part of the Armenian nation
has become the second motherland. Taking this opportunity, I express
my deep gratitude to the President of the National Assembly of the
Republic of Lebanon, my good friend Nabih Berri for this invitation,
warm welcome and for the opportunity to share with you our objectives
regarding the Armenian-Lebanese cooperation and to present Armenia~Rs
position on a number of international issues.

The Armenian-Lebanese relations are not just those of partners ~V
these are friendly relations since Armenia and Lebanon are bonded by
the centuries-long friendship and strong historical and cultural ties.

Armenia and Lebanon began their joint journey through the crossroads
of history long, long ago. Very often, the courses of our two nations
went concurrently, as did our histories, destinies, and cultures. The
history proved, destiny decided, and culture harmonized all that. As
a result, a strong Armenian-Lebanese friendship emerged.

We will always remember with gratitude the indispensable assistance
offered by the people of Lebanon when as a result of the state policy
of extermination conceived and carried out in the Ottoman Turkey,
a large segment of the Armenian nation living and creating on its own
land was subjected to the genocide and had to leave its homeland. The
hospitable, considerate and tolerant Lebanon became a shelter where
the fragments of the Armenian nation had found a refuge and safe
haven, became stronger, drew themselves up, actively participating
and integrating into the political, social and economic, cultural
life of Lebanon, at the same time preserving their rich national
culture and values.

I take this opportunity to express gratitude to the distinguished
President of the National Assembly of Lebanon Nabih Berri and members
of the parliament for the serious steps which Lebanon, unlike other
countries of the region, has undertaken toward the recognition of
the Armenian Genocide and adoption of the resolutions condemning
it, earning thus a boundless admiration and respect of the entire
Armenian nation.

Ladies and Gentlemen,

>>From day one of independence, the leadership of Armenia has been
attaching great importance to the development and expansion of its
cooperation with the Arab world. Our first embassies were established
in Arab countries. Undoubtedly, because of the reasons mentioned
above, in the Arab world, Lebanon holds a special place for Armenia
and Armenians. We view Lebanon as Armenia~Rs and Armenian nation~Rs
precious friend and reliable partner.

This year marks the twentieth anniversary of the establishment of
diplomatic relations between Armenia and Lebanon. During this visit,
I have had opportunities to speak about our political dialogue,
economic cooperation, and high-level people to people contacts. At
this point, I would like to speak in particular about the development
of the Armenian-Lebanese interparliamentary relations which were among
the first in the modern Armenian-Lebanese relations to be established
through the agreement signed in 1993. I believe, you personally, Mr.

Berri, deserve credit for this, you who for the last two decades has
always been on the first line of the Armenian-Lebanese cooperation
and brotherhood. Today, the Armenian-Lebanese interparliamentary
cooperation is developing dynamically.

Ladies and Gentlemen,

Nowadays it is almost impossible, to efficiently resist current
challenges without assistance from friends. The changing nature
of these challenges and their geographical extension have created a
situation when cooperation between states has become an imperative. We
are guided by the conviction that we all are responsible for the
establishment of peace and prosperity in the world. Fully cognizant of
the seriousness and supranational character of the existing challenges,
the Republic of Armenia has adopted a course of creating a mutually
beneficial cooperation with all countries based on good will.

Dear Friends,

Unfortunately, the South Caucasus and Middle East continue to
remain explosive areas, full of contentions and conflicts. Armenia
is concerned with the events unfolding in the Middle East: today they
have become a priority for us and an item on Armenia~Rs foreign policy
agenda. The Arab world has entered a serious transition stage which
requires great patience, tenacity and faith to overcome. A wave of
democratic upheavals, which is sadly not bloodless, is conditioned
by a number of deep-rooted factors which have objective as well
as subjective causes. They are of a social, economic and political
nature. In a nutshell, evidently these processes are based on the
rising demands of the population to improve and modernize state
structures, and in some cases the authorities are not prepared for such
reforms. As a result, a number of countries have to face challenges
such as selection of the type of governing, constitutional changes,
organization of presidential and political elections, implementation
of democratic reforms, etc. However the greatest challenge is the
establishment of peace and stability, as well as the cessation of
violence.

We are deeply concerned with the destiny of the Syrian people.

Continuous armed clashes and terrorist acts are simply unacceptable.

One cannot watch without pain the ongoing bloodshed and watch the
country being destructed day after day. I am confident that the
existing situation is also a result of some regional countries~R
proclivity to solve some of their problems with the blood of the Syrian
people. Armenia has always advocated the ending of the bloodshed and
a peaceful resolution of the conflict by the Syrians themselves.

Along with the brotherly people of Syria, thousands of the Syrian
Armenians are also going through the hard times. Armenia~Rs position on
that issue is clear-cut too: this is a calamity which must be conquered
together. And we urge our Armenian brothers in Syria to struggle
for the speedy re-establishment of peace in Syria ~V their second
motherland which had once received them with open hearts. The Armenian
Diaspora of Syria is a historically formed, strong and viable community
which we are really proud of. Armenia and the entire Armenian nation
have been and will continue to support the people of Syria in their
desire to find peace in their own home and to preserve their hearths.

Prosperous and dignified life is an inalienable right of every nation
in the world. Today, many peoples are struggling for the values which
were enrooted in Lebanon long ago. Certainly, it was a difficult
road for you too, however ultimately you became the regional leader
of democracy, since from day one, the development of your country
has been based on the principles of political and civil liberties,
diversity, and equality. That road was difficult also because the
neighbors of Lebanon were not ready for it, and for that Lebanon paid
dearly. This is a reality which we, Armenians, unfortunately are also
well familiar with.

Today, Lebanon indeed feels the results of the unfavorable regional
developments. We were deeply shaken and condemned strictly the
terrorist act which occurred in Beirut on October 19. Expressing
our condolences to the families of the victims, we express hope
that that dismal provocation will not shatter peace in Lebanon. We
have no doubt that the collective wisdom of the country~Rs political
leadership and undertaken practical steps aimed at the establishment
of the atmosphere of national dialogue and mutual trust will preclude
Lebanon from serious shocks. I am confident that the Armenian community
of Lebanon, which once received a warm welcome from you, will always
stand by you. The Armenian authorities in their turn are ready within
the scope of our abilities to support Lebanon and the Armenians of
Lebanon in addressing issues before you.

Ladies and Gentlemen,

Our region unfortunately is also familiar with the calamities of war;
we know what the imposed war is and how fertile soil which breeds
hatred is being created. Quite recently, the people of Nagorno-Karabakh
in response to their peaceful demand for their basic and legitimate
right for self-determination were forced to face and win the war
imposed on them by Azerbaijan. In the dilemma of the exodus from their
homeland and self-defense, the heroic people of Nagorno- Karabakh
chose the second. Paying price in numerous victims and great blood,
they won the right to live free on their own land.

Now, Azerbaijan spares no effort to present a distorted version of the
problem, spreading disinformation in various structures and misleading
different countries. In some settings, Azerbaijan is trying to present
the issue as a conflict on religious grounds which cannot be further
from the truth. Armenia~Rs warm, friendly relations with many of
the Islamic states prove our openness for a dialogue with different
religions and civilizations. Regrettably Azerbaijan nevertheless
occasionally succeeds through the exploitation of the Islamic
solidarity in forming a distorted position regarding the NK conflict.

Using this opportunity, I would like to once again to express my
heartfelt gratitude to Lebanon for its balanced position on the NK
issue and for the assistance provided in the framework of international
organizations. Your unbiased position contributes to the stability
in our region.

Despite the ceasefire, today Azerbaijan continues to shell not only the
borders of Karabakh but also borders of Armenia, killing innocent young
people. In response to all efforts of the international community
to solve the problem through peaceful means, Azerbaijan carries
on with its bellicose rhetoric and unprecedented accumulation of
weaponry. Just one example: according to different sources, weaponry
purchased by Azerbaijan from Israel exceeds 1,5 billion dollars price
tag. It is no accident that Azerbaijan refuses to cooperate on any
proposal by the mediators to establish confidence building measures
such as removal of snipers from the line of contact, or creation of
the mechanism for the investigation of the border incidents.

Moreover, the Azeri authorities continue with great ardor to inject
their people with hatred and animosity toward Armenians. How else
would you comment on the statement by the leader of that country that
~SArmenians all over the world are Azerbaijan~Rs number one enemy?~T
Here, from this high podium, I state with the utmost responsibility
that there is no nation in the world whom Armenia and Armenians would
call their enemy. And it is quite natural. Our enemy is xenophobia
which is so abundantly is being infused into the young generation of
Azerbaijan. Our enemies are extremism and intolerance which for some
have become dreams to erase Armenia and Karabakh from the world map,
to cleanse them of Armenians, as once another part of Azerbaijan ~V
Autonomy of Nakhichevan was cleansed.

As a result of this shortsighted policy, the people of Azerbaijan
will never be ready for a peaceful coexistence, even if the agreement
on the solution of the problem is reached somehow. After all, neither
Armenia, nor I guess Azerbaijan are not going anywhere from our region,
thus a prospect of the peaceful and prosperous South Caucasus is not
a choice but a requirement.

Dear Friends,

It~Rs been a while since Turkey and Azerbaijan, standing shoulder to
shoulder, continue the illegal blockade of Armenia which although
has harmed and impeded our country~Rs development and prosperity,
nevertheless has not been able to derail our advancement. I believe
the time has come for our neighbors to look realistically at the
events going on in the region, to reevaluate the efficiency of their
steps. Maybe in that case, our weary peoples will get a hope of a
peaceful and concordant future.

Ladies and Gentlemen,

Twenty-one years ago, the reestablishment of independence opened
a new page in the Armenian history. Armenia has adopted the course
of democratic development and stays that course. Overcoming scores
of objective and artificial hurdles, today we have strong Armenian
statehood, political stability, powerful Army, open and multifunctional
economy, reliable financial system, strong social structures, and
citizens well-aware of their rights.

One of the most cherished objectives of the Armenian leadership is to
pass over to future generations values which are aimed for a stable,
secure, peaceful and harmonious existence. Such future can be created
only together with friends. I am confident that Armenia and Lebanon
will go down that long road together.

Allow me to express thanks for your attention and wish the Republic
of Lebanon lasting stability and prosperity, and unbreakable peace
and new achievements to the brotherly people of Lebanon.

Long live the Armenian-Lebanese friendship!

Today Republican MP of National Assembly Hamlet Harutyunyan at the
meeting with journalists told that only the Republican Party of
Armenia told manly and clearly that its candidate for president is
the present President.

“I’ve never heard Robert Kocharyan to announce that he wants
to nominate himself. This man says nothing. What concerns Levon
Ter-Petrosyan I don’t know where he is, how I know whether he wants
to become or not. What a candidate is Oskanian at this moment. He
is busy with his problems. PAP leader Gagik Tsarukyan says the next
lesson hasn’t started yet, and he is going to say at the next lesson”,
MP explains.

Thus in case of absence of Hamlet Harutyunyan, Armenian nation would
continue its “un-man” existence (the copyright of not reviling a man
in RA belongs to the Second President Robert Kocharyan). So it turns
out that the man sought for years by Kocharyan was next to him, but
whom the second President didn’t mentioned in his reasons concerning
“man”. And only at Serj Sargsyan’s second nominating, thanks to
RPA member Hamlet Harutyunyan (Baradi Hamo), the nation find out
what means “man” or “manliness”. So once again thanks to RPA MP,
concerning manliness has problems not only Gagik TSarukyan, Levon
Ter-Petrosyan, Vartan Oskanian, but it also turns that there are out
that there are suspicions concerning Robert Kocharyan’s manliness after
he lost President’s position. Although taking into account the Second
President’s character and habit of counterblow to those who adversely
affect at his address. It is quiet possible that hamletharutyunyanian
suspicions about Kocharyan’s “manliness” will soon disperse, along
with the Second President’s “mainlines” proving process.

negotiations were resumed long ago.

However, they are being secretly held through Swiss mediation.

Sponsored by the United States, Switzerland is doing its utmost to
conciliate the parties and “keep up the fire.”

Since the great powers realize that Armenian-Turkish reconciliation is
only possible after the Nagorno-Karabakh conflict has been settled,
the USA and Russia are simultaneously discussing the possibility of
deploying of peacekeepers in Nagorno-Karabakh.

However, Armenia’s Ministry of Foreign Affairs informed the newspaper
that Armenia and Turkey are not holding any negotiations.

Armenian province of Armavir discussed cooperation prospects on Nov 27.

Governor General of East Azerbaijan Ahmad Alireza-beygi expressed
willingness to share economic development trends with Armenian side.

“Given agricultural capacities of Armavir province and the know-how
in East Azerbaijan, we are willing to invest in Armenia and expand
bilateral cooperation in agriculture industry,” the governor general
said, stressing the need for both parties to exchange expertise in
development of the private sectors.

Armavir governor Ashot Kaghramanyan, in turn, called for expansion
of bilateral cooperation in trade, IRNA reported.

Historical and cultural reserve Agarak is located to the south of
Mount Aragats, on the banks of River Amberd (photos are available
here). If you cross the highway near the village of the same name,
you immediately find yourself in another time.

At the first sight nothing special for the site, full of stones and
no trees.

The almost flat relief, located right next to the highway, stands out
a hill of tufa. Tufa is relatively a soft stone, and it is easy to
curve it even with primitive tools by primitive sculptures. This can
be verified with examining layers of tufa cleared by archaeologists.

Here and there, on the gentle slopes of the rock, shallow pits
are scattered, some of which are almost perfectly circular in a
horizontal cross section, next to them are impressive rectangular
pits carved into the tufa. The stones hewn have lots of mysterious
characters. No doubt, this is the work of an ancient man who crafted
the stone primitive tools.

It is an ancient necropolis, next to which, in a large area, religious
and residential buildings of different eras are scattered. Armenian
News-NEWS.am took an interview from an expert Pavel Avetisyan for
more detailed information.

It turns out that many things belong to the so-called cultural stratum
Agarak-1, dating from the early Bronze Age, which in Armenia begun
in 3400 BC. Although it is not excluded, if we dig a little deeper,
we can find even more ancient traces of human habitat here. So the
settlement is ‘older’ than the great Egyptian pyramids at Giza.

The complex Agarak is “multi-layered,” people lived and built it in
different historical epochs. Urartian royal period artifacts have
been found on the southern side of the rock. Agarak flourished from
the IV to III BC to II to IV AD.

An interesting detail is that in the necropolis, dating from the II
to III AD, long before the official adoption of Christianity as the
state religion in Armenia, Christian burial, according to the ritual
features, is found. However, there are problems for the reserve site.

One of them is the construction of the road North-South, which will
destruct much findings and even more ancient layers if the Bronze Age.

As a matter of fact, systematic archaeological researches in the
territory of contemporary Armenia [historical Armenia occupies much
larger territory, including some lands presently controlled by its
neighboring counties] are of a strategic importance for the future
of our nation.

Istanbul Patriarchate Does Not Accept Disguised Armenians

The assassinated editor-in-chief of the Agos Newspaper Hrant Dink’s
cause to achieve freedom to utter the phrase “Armenian genocide”
partly came true after his death when 200,000 people went on protest
on the day of Dink’s funeral.

The editor-in-chief of the Istanbul-based Armenian newspaper Robert
Koptas says formerly Article 301 of the Turkish criminal code penalized
utterance of the word “genocide” (Turkish identity). Now people have
more freedom to express their opinion because now the order of the
minister of justice is required to hold a person responsible.

“There was pressure when Hrant Dink was alive because he had been the
target since 2004. A campaign started against him that he is anti-Turk
but in the past 4-5 years we have not undergone pressure. There are
nationalistic newspapers which publish nihilistic articles on our
activities but these newspapers are published for a small percentage
of people. However, I should say that nationalism in Turkey is strong,
there is always pressure on the Armenians. However, we will continue
to tell about the past history and life of the Armenians, and all
the Armenians want today is peace,” Koptas says.

It is not easy to run an Armenian newspaper in Turkey. Other newspapers
survive on commercials of big companies, whereas only small companies
work with the Agos. Big companies confess that publishing commercials
in the Agos is beneficial but they do not want their name to feature
in the newspaper to avoid further trouble. Despite endless financial
problems the Agos is published in 4500 copies, the audience is both
Armenians and Turks.

“Turks read it because the newspaper presents an independent opinion
on the affairs in Turkey. As regards the freedom of press, there are
about 60 reporters in Turkish prisons. There are pro-Armenian Turks
who recognize the history of Armenians. There are people who are not
nationalistic and like and respect the Agos. The Armenians living in
Tigranakert, Malatia and other remote towns are looking forward to
the fresh newspaper because we report on the Armenians, the Armenian
issue, the Armenians living among Turks, the Diaspora,” Koptas says.

The purpose of the newspaper is to have Turkey succeed in democratic
transition and recognize the Armenian genocide.

“An average Turk grows up on propaganda and is used to thinking that
Turks are not criminals, there was no genocide, the Armenians were
traitors and were punished for that. If you use a tough style, they
will not listen to you because you are an Armenian traitor to them.

Therefore our strategy is a softer language intended to create question
marks in their heads,” he says.

Koptas says no negative change has been noticed in Turkey since the
halt in the Armenian-Turkish talks. “It is important to have schools
open, the conditions of public bodies should be better, and the
issue of the obtained national possessions is important the number of
which is 1500 which must be returned to ensure that the community gets
income. The community must be healthy and strong, Turkish Armenians are
not Diaspora Armenians like Iranian or Tbilisi Armenians. We are not
immigrants, we are the continuation of the great past,” Koptas says.

Koptas says about 15,000 Armenians have moved to Turkey from Armenia.

Politicians tend to exaggerate this number to 100,000, the
editor-in-chief of the Agos says. Koptas notes that Turks need the
Armenians from Armenia, and the police has been instructed not to
mix with the affairs of Armenians to use them for political ends
when necessary. However, Koptas is sorry to confess that the local
Armenians cannot come to terms with Armenians who have moved from
Armenia. The main reason is language and cultural differences.

“The Armenians who have moved from Armenia are perceived as thieves,
and we are trying to change this perception. We often publish reports
on Armenians living in Istanbul but the community does not have
special connections to promote the solutions of issues of Armenians.

Last year about 80 Armenian children were allowed to attend an
Armenian school with Turkish methods of teaching. We also studied in
such schools,” Koptas says.

Armenians from Armenia are mainly employed in trade, care for the
elderly, children and sick people, as well as prostitution.

They mostly do low-pay jobs, earning about 600-700 dollars a month. As
to public service, there is an unwritten law not to recruit Armenians.

There is a possibility for growth only in universities, Koptas says.

The editor of the Armenian section of the Agos Bagrat Yestukyan says
the Azeris and Armenians living in Turkey are treated in the same way,
sometimes they may even prefer Armenian employees to Azeris.

“The local Armenians are not quite enthusiastic about the Armenians,
Turks dislike Kurds, Kurds dislike other nationalities, and so on.

They dislike one another but live side by side. The picture is
controversial,” he says.

The newspaper often criticizes the Armenian patriarchate for not
allowing disguised Armenians to convert to Christianity and get an
Armenian name and surname.

“Sometimes they are baptized in an Assyrian church and become
Assyrians because our church creates trouble for them. Meanwhile,
the Assyrian church accepts anyone, and the person who goes there does
not care for Armenians or Assyrians, all he wants is to be Christian,”
Yestukyan says.

The Agos will soon have a weekly program on the radio which will
be broadcast on one of the Turkish radio stations. During half an
hour their points of view on the Turkish issues will be presented,
and ten minutes will be provided for teaching Armenian.

On November 28 the OSCE mission conducted a planned monitoring of
the Line of Contact between the armed forces of the Nagorno-Karabakh
Republic and Azerbaijan in Martouni direction, near the village
of Kuropatkino.

NKR MFA Press Service reports that on the NKR territory, the monitoring
was conducted by Field Assistants of the OSCE Chairman-in-Office
Khristo Khristov (Bulgaria) and Evgeny Sharov (the Ukraine).

On the opposite side, the monitoring was headed by Personal
Representative of the OSCE Chairman-in-Office Ambassador Andrzej
Kasprzyk (Poland).

No violations of the cease-fire regime were registered. However,
the Azerbaijani side did not lead the OSCE mission to its front-line,
as a result of which it was conducted from a farther distance.

>From the Karabakh side, the monitoring mission was accompanied by
representatives of the NKR Ministries of Foreign Affairs and Defense.

ARMENIA’S LOCAL PRODUCERS UNION OFFER BUILDING CHEMICAL-METALLURGICAL PLANT IN ZANGEZUR

Chemical-metallurgical plant should be built in Zangezur, Vazgen
Safaryan, chairman of the Local Producers Union, said Wednesday.

Safaryan says a big volume of tailing dumps have gathered in Zangezur
(1.5 billion tons) with the metals of which it is possible to get
many useful materials like gold, silver, sulfur.

He said the studies they have made show that $1.5 billion will be
needed for the construction of the plant with the latter being able to
return it in two years and then having 2 billion USD income annually.

“It will also help to get money for the construction of Armenia-Iran
railway. Besides, it will create new jobs. We may offer China to
build the plant as it needs iron,” Safaryan said.

Chairman of the Local Producers Union said their offer fits in the
industrial policy adopted by the Armenian government.

“We should reach a harbor when the state starts making investments
in the private sector,” Safaryan said.

Referring to 2013 state budget, Safaryan voiced an opinion that it
has registered a certain progress.

“Budget expenses are more by 1.1 trillion as compared with the previous
one. But continuing the same course and waiting for the growth every
year, we will wait for welfare for many years,” Safaryan said.

expressions sur lesquelles il faudrait peut-etre faire attention. Il
ne faut pas simplement parler de la faim de facon aussi impersonnelle
; il s’agit en fait d’une faim artificielle. Le terme Holodomor est
bien plus precis en ukrainien. On a une difficulte en francais :
la famine genocidaire pourrait etre consideree comme quelque chose
d’avoisinant. Le problème c’est que c’est avant tout un genocide qui
peut etre utilise pour mettre en place la faim mais cette faim n’est
qu’un pretexte. Cela a ete très bien dit precedemment par l’analyse
qu’on a entendue a savoir qu’en realite meme s’il n’y avait pas cette
richesse le genocide serait commis. Pourquoi ? Parce qu’il fallait
avoir un accès geopolitique a cet endroit qui se nomme l’Ukraine et
on ne pouvait pas se contenter d’avoir une independance locale. Par
consequent, dans un raisonnement global et geopolitique, le genocide
etait programme et c’est pour ca qu’on rentre dans le cadre d’une
destruction systematique qui correspond a la definition evoquee par
Raphaël Lemkin pour definir ce type de crime contre l’Humanite.” Le

Je voudrais aller dans le sens de ce qui a ete dit sans repeter, donc
aller un peu plus loin, simplement rappeler meme aux Ukrainiens que
quand on mentionne Raphaël Lemkin il serait bon quand meme de dire
qu’il est ne a Lviv donc finalement qu’il est ne en Ukraine. C’est
quelqu’un qui a cree la notion de genocide et ce serait quand meme
bien de l’utiliser comme fer de lance puisque sans sa definition de
genocide on serait encore en train de parler d’un massacre. J’ai

ailleurs tout au debut, Nicolas a mentionne une difference entre
crime contre l’Humanite et genocide.

Effectivement elle est exacte, cette difference existe mais il faut
bien se rendre compte que, comme il l’a aussi très bien dit meme
Lemkin utilisait deja le Holodomor comme un exemple de genocide pour
etayer sa thèse de diversification par rapport au genocide global et au
crime contre l’Humanite afin de definir un noyau dont on soit sûr par
rapport aux critères par rapport a la charte des Nations Unies sur la
definition de ce terme. Il est donc important et je pense qu’il faut
etre aussi content et qu’il ne suffit pas de critiquer l’appareil
politique, il faut aller au-dela. Je crois que Guenia montre cela
de facon claire, a savoir que peut-etre c’est vrai qu’en France on
n’est encore pas très content parce qu’on n’a pas une reconnaissance
officielle mais je pense qu’il faut suivre aussi l’exemple des
Armeniens et se rendre compte combien il est difficile d’obtenir une
reconnaissance, combien il est encore plus difficile d’obtenir une
penalisation meme si on est dans un cadre disons relativement positif.

Donc il ne faut pas se decourager. On n’a jamais autant parle du
Holodomor que maintenant, on n’a jamais travaille autant sur ce sujet.

Il faut regarder aussi que les reconnaissances qui ont ete mentionnees
n’ont jamais ete aussi nombreuses et que dans des pays par exemple
comme le Canada, la recherche sur le Holodomor avance de facon vraiment
très extensive. Cela nous permet de definir aussi grâce aux 8 phases
de Stanton comment il faudrait etablir, si vous voulez, une sorte de
” genocidologie “.

L’essentiel c’est de vous dire que malgre les difficultes, malgre le
temps, le genocide est un crime imprescriptible et par consequent le
temps travaille avec nous et pas contre nous. En realite, il travaille
toujours contre les bourreaux. Je voudrais simplement mettre en
evidence, peut-etre mettre en exergue le problème des victimes. En
realite quand on denombre les victimes et vous savez que ce nombre
est important dans le cadre du genocide des Ukrainiens, c’est plus de
7 millions de personnes, il ne faut pas oublier aussi les gens qui
ne sont pas nes et c’est très important parce qu’ils representent
en realite un nombre bien plus important. Je vais donner un exemple
très clair, surtout pour les Ukrainiens : imaginez par exemple si
Shevchenko n’avait pas existe. Donc, ce que je veux dire par la,
c’est qu’il faut bien se rendre compte que parfois ce n’est pas
simplement un problème de masse – parce que on rentre aussi dans
cette problematique : en raison du genocideur on a l’impression que
c’est très important de dire qu’il y avait enormement de victimes –
en realite, il faut mettre le doigt sur le caractère systematique.

Le Holodomor a cette caracterisation systematique de destruction et
c’est cela qu’il faut mettre en evidence, pas tellement le nombre
de victimes puisque il est atteste. Je pense par ailleurs que la
communaute ukrainienne vit dans quelque chose qui est analogue avec les
communautes armenienne, assyro-chaldeenne ou meme grecque et qu’elle
est en train de changer peu a peu. Peu a peu, les Ukrainiens sont en
train de devenir fiers d’etre Ukrainiens et cela c’est nouveau mais
c’est encore le balbutiement. Parfois on a une tendance a eviter
de mentionner son appartenance. En realite, je crois que si on met
en evidence encore plus l’apport de Raphaël Lemkin, pour se rendre
compte qu’en fin de compte, l’Ukraine peut tout a fait revendiquer
son appartenance a celle-ci, alors il faut realiser que cela donne
l’exemple. Cela donne l’exemple aux autres exactement comme on le fait
dans d’autres genocides parce que on est dans le cadre de genocides qui
n’ont pas ete reconnus globalement donc le genocide des Ukrainiens ne
ressemble pas au genocide des Juifs, mais ressemble plus au genocide
des Armeniens et donc on travaille dans le cadre de ces reconnaissances
qui petit a petit montent et plus elles augmentent en nombre, plus
on informe les gens, plus les Ukrainiens eux-memes deviennent plus
forts et peuvent vraiment parler de ce qui s’est passe sans avoir
honte, sans vouloir le cacher mais en mettant en avant les atrocites,
toujours en insistant sur le fait qu’il s’agissait bien de genocide
et de rien d’autre. Merci.
